Convention on the Rights of the Child
9.1 Introduction
The Ministry of Women <strong>and</strong> Children’s Affairs (MOWCA) is the focal point <strong>and</strong> is responsible for coordinating
implementation of the Protocol both between different ministries
<strong>and</strong> at the national <strong>and</strong> sub-national levels. The other line ministries that are extending support <strong>and</strong> bearing
responsibility for achieving the commitments made under this protocol are the Ministry of Foreign Affairs,
Ministry of Health <strong>and</strong> Family Welfare, Ministry of Social welfare, Ministry of Home Affairs, Ministry of Law,
Justice <strong>and</strong> Parliamentary Affairs. The Ministry of Home Affairs is playing an active role in the rescue <strong>and</strong>
repatriation of trafficked victims in collaboration with the authorities of the receiving countries, while the Ministry
of Social Welfare provides care, protection <strong>and</strong> reintegration of children that are at risk <strong>and</strong> vulnerable. There is
an Implementation <strong>and</strong> Monitoring Committee for the NPA against the Sexual Abuse <strong>and</strong> Exploitation of Children
including Trafficking (SAECT) supported by a number of sub-working groups for coordinating the
implementation of the NPA SAECT in association with NGOs <strong>and</strong> civil society representatives.
The Shishu Academy (Academy for Children), an implementation wing of MOWCA, is coordinating with the
public <strong>and</strong> civil society with a m<strong>and</strong>ate to implement the CRC <strong>and</strong> its Optional Protocols through its cultural/extra
curricular activities. A large number national <strong>and</strong> international NGOs are coordinating with the Government by
delivering various services such as health, non-formal education, income-generating activities, creation of
livelihood skills, awareness raising, networking, policy advocacy <strong>and</strong> so on.
