Bicyclists who ride with a helmet on could<br />

be stopped by a cop – and rewarded with a<br />

free ice cream cone.<br />

“To promote bicycle safety throughout the<br />

<strong>Intermountain</strong> area, we are using positive<br />

re-enforcement and rewarding kids when<br />

we see them riding bikes with their helmets<br />

on,” said Shasta County Sheriff’s Deputy Joe<br />

Gonzalez of the Burney substation.<br />

Children will be given a card that’s good<br />

for one large ice cream cone from Alpine<br />

Drive-In in Burney.<br />

5 and for a <strong>new</strong> Bike Race, which is being<br />

Supt. Earnie <strong>Graham</strong> has<br />

accepted a position as superintendent<br />

of the Brittan Elementary<br />

School District in Sutter County.<br />

<strong>Graham</strong> has been superintendent<br />

of the Fall River Joint Unified<br />

School District for the past nine<br />

years. His contract here ends June<br />

30 and he begins his <strong>new</strong> job on<br />

July 1.<br />

<strong>Graham</strong> said his <strong>new</strong> district<br />

near Yuba City is much smaller and<br />

is one of three that feeds students<br />

into Sutter High School.<br />

He will be overseeing a preschool<br />

through eighth grade district<br />

of about 500 students and 32<br />

teachers.<br />

“It’s a very good district and,<br />

because there’s a slower lifestyle<br />

in an elementary school setting,<br />

I’m looking forward to a little less<br />

stress,” he said.<br />

<strong>Graham</strong> is interested in improving<br />

student test scores in Brittan<br />

and will also be dealing with the<br />

district’s declining enrollment and<br />

staff salary negotiations.<br />

<strong>Graham</strong> said he was interested<br />

in Sutter County because he wants<br />

to enter a doctorate degree program<br />

and there are several universities<br />

close by.<br />

In his nine years with the Fall<br />

River JUSD, <strong>Graham</strong> said he is<br />

most proud of having consolidated<br />

the two Burney Elementary sites<br />

into one school and moving the<br />

District Offi ce from Cassel into the<br />

former Mt. Burney site for better<br />

effi ciency.<br />

He also moved the continuation<br />

site off the Burney High School<br />

campus, centralized Special Education<br />

services, and added a curriculum<br />

specialist to the district’s<br />

staff.<br />

Jury finds<br />

man guilty in<br />

Big Bend case<br />

A Shasta County jury brought<br />

back a guilty charge April 10<br />

against the third defendant arrested<br />

for the murder of a convicted child<br />

molester whose body was found<br />

near Big Bend last winter.<br />

Jeremy Sutherland, 24, of<br />

Anderson, was found guilty of<br />

second-degree murder and faces<br />

a mandatory sentence of 15 years<br />

to life for the Jan. 20, 2001 murder<br />

of Thomas Sparks, 53, a transient,<br />

according to Shasta County Deputy<br />

District Attorney Stewart Jankowitz.<br />

Two other suspects in the case,<br />

Carla Cline, 37, and James Shane<br />

Taylor, 27, also of the Anderson<br />

area, entered pleas to manslaughter<br />

earlier.<br />

“All three were charged. Carla<br />

agreed to testify for a deal and we<br />

agreed to a plea of manslaughter<br />

with her sentence to be based on<br />

her truthfulness,” Jankowitz said.<br />

The preliminary hearing for<br />

Kristi Lunbery of Burney has been<br />

re-scheduled to May 15 in Shasta<br />

County Superior Court.<br />

The hearing will determine<br />

whether there is probable cause to<br />

charge the 32-year-old mother with<br />

the 1992 murder of her then-husband<br />

Charlie Bateson, according<br />

to Assistant District Attorney Greg<br />

Gaul. She is released on $250,000<br />

bail.<br />

Dr. Timothy Baylink is the<br />

<strong>new</strong> medical director for Pit<br />

River Health Service, Inc. in<br />

Burney.<br />

As a family practice<br />

physician he will be seeing<br />

patients at Pit River’s outpatient<br />

clinic, as well as having<br />

administrative duties.<br />

He is on the staff at Mayers<br />

Memorial Hospital and will<br />

also do obstetrics and admit<br />

patients for general medical<br />

service, he said.<br />

Baylink was previously<br />

with <strong>Intermountain</strong> Family<br />

Practice. He started at Pit<br />

River April 8 and Clinic Manager<br />

Diane Jordan said she<br />

has already received calls<br />

from former patients asking<br />

for him.<br />

“They heard he was<br />

coming here and wanted to<br />

know if they could see him<br />

even if they weren’t Native<br />

American. And, of course,<br />

they can,” said Jordan. “While<br />

we have a Native American<br />

emphasis, our doors are<br />

open to everyone.”<br />

Baylink said his relationship<br />

with his patients here<br />

is one of several reasons<br />

that he decided to stay in the<br />

<strong>Intermountain</strong> area.<br />

“I feel very strongly about<br />

them and the fact that that’s<br />

reciprocated,” he said. “They<br />

have been very supportive of<br />

me and of my staying in the<br />

area.”<br />

the death of a 25-year-old<br />

Burney man whose body was<br />

found 500 feet down a cliff at<br />

a popular hang glider launching<br />

ramp in Hat Creek.<br />

A hang glider noticed a<br />

vehicle in the lava rocks<br />

below the ramp and alerted<br />

the U.S. Forest Service.<br />

service checked the vehicle<br />

after the 12:18 p.m. call<br />

came and found identifi cation<br />

inside.<br />

The Kleins each have<br />

three children of their own<br />

said Darrellyne, referring to<br />

Klein had originally<br />

planned to commute to work,<br />

as he’s done in the past.<br />

“I didn’t plan to make<br />

Burney my home, but my<br />

wife liked it here and so we<br />

all moved here,” Klein said.<br />

The fi rst cycle of open<br />

session is Thursday, April 25<br />

through Friday, May 10.<br />

The second cycle is<br />

Monday, May 20 through<br />

Monday, June 10.<br />

There will be no summer<br />

session registration May 13<br />

through May 17.<br />

The Warner Mountain District<br />

has received a Plan of<br />

Operations from Todd King<br />

for mining operations on a<br />

claim situated in the West<br />

Valley area of the Warner<br />

Mountain District.<br />

Mr. King wants to conduct<br />

discovery and exploration<br />

for opal primarily in the fi rst<br />

two years and active mining<br />

throughout the entire 3-year<br />

Plan of Operations.<br />

Forest Service specialists<br />

are reviewing the Plan<br />

of Operations to identify<br />

resource issues and concerns<br />

and associated mitigation<br />

requirements.<br />

The Plan of Operations<br />

provides for the use of hand<br />

tools such as picks, shovels,<br />

rakes, brooms, chisels, and<br />

wheelbarrows.<br />

Powered hand-held tools<br />

such as jackhammer and<br />

chisel would be used occasionally.<br />

Work would be accomplished<br />

during daylight hours<br />

in the spring, summer and fall<br />

with limited operations during<br />

the winter.<br />

Access to the mining claim<br />

Marines of Big Bend single out the winners of the<br />

Eagle Lake boasts<br />

best rainbow trout<br />

EAGLE LAKE-Could this<br />

dot on the earth one day<br />

be looked upon as the primordium<br />

of the world’s best<br />

rainbow trout?<br />

Here and there, a Department<br />

of Fish and Game biologist<br />

whispers such a thought,<br />

but no one says such things<br />

out loud.<br />

After all, there must be<br />

consideration for the feelings<br />

of the other rainbows, the<br />

Shasta strain, the Whitney<br />

strain, the Pit River strain and<br />

others.<br />

Yet, when March rolls<br />

around and hearty, 25-inch<br />

Eagle Lake rainbow trout<br />

fi ght their way from the briny<br />

waters of Eagle Lake up Pine<br />

Creek and into the hands of<br />

DFG fi sh culturists, and give<br />

up nearly 2.3 million eggs to<br />

provide more trout, the talk<br />

begins.<br />

“Eagle Lake rainbow are<br />

in New Zealand, Wyoming,<br />

Montana, and throughout<br />

California,” said Paul Chappell,<br />

department fi shery<br />

biologist in Lassen County.<br />

They are an exceptionally<br />

strong subspecies of rainbow<br />

and they are turning out to be<br />

great additions to more and<br />

more trout waters,” he said.<br />

In three days during late<br />

March, crews from the DFG’s<br />

Crystal Lake Hatchery near<br />

Burney sorted dozens of<br />

Eagle Lake trout that had<br />

negotiated a mile of Pine<br />

Creek and had swum into<br />

Fish and Game’s Pine Creek<br />

trap, a partially submerged<br />

concrete and wooden structure<br />

designed for capturing,<br />

sorting and spawning the<br />

fi sh.<br />

When the short-lived<br />

spawning migration was<br />

over, the crew had reached<br />

its goal of collecting trout<br />

eggs, 2,242,800 this year,<br />

that will turn into fi ngerlingsized<br />

trout for aerial plants in<br />

wilderness lakes, sport-sized<br />

trout planted in dozens of<br />

California waters and a few<br />

select brood fi sh from which<br />

more eggs can be collected<br />

two to four years later.<br />

And, of course, they will<br />

also turn into 180,000 large<br />

Eagle Lake rainbows that will<br />

be returned to Eagle Lake in<br />

spring and fall plants, keeping<br />

the popular trophy trout water<br />

among the most popular of<br />

California lake trout angling<br />

targets.<br />

In addition, full-grown<br />

brood fi sh from prior seasons’<br />

egg collections produce<br />

about 4.2 million eggs annually<br />

at Mt. Shasta Hatchery.<br />

Mt. Shasta, in turn, ships<br />

the eggs to eight other California<br />

hatcheries where they<br />

are raised, then planted in<br />

dozens of California waters<br />

as fi ngerlings or “catchable”<br />

sized trout.<br />

Perhaps the most miraculous<br />

part of the Eagle Lake<br />

rainbow trout story is the fact<br />

that a little over 50 years ago,<br />

the unique rainbow subspecies,<br />

at that time found no<br />

where else in the world but<br />

Eagle Lake, had fallen on<br />

hard times.<br />

In fact, DFG biologists in<br />

the mid 1900s worried that<br />

the fi sh was on the brink of<br />

extinction.<br />

Among the problems<br />

besieging the now revered<br />

rainbow of Eagle Lake was<br />

Eagle Lake itself.<br />

A closed basin remnant of<br />

the Great Basin sea, Eagle<br />

Lake is highly alkaline.<br />

No other trout is known to<br />

be capable of surviving the<br />

lake’s harsh habitat.<br />

During the fi rst half of the<br />

20 th Century, drought, poaching<br />

and water diversions<br />

along Pine Creek, the lake’s<br />

only viable tributary, brought<br />

the rainbow to the brink.<br />

Something had to be done,<br />

DFG biologists of the 1950s<br />

decided.<br />

Fish and Game erected<br />

a temporary trapping facility<br />

in the snow on Pine Creek<br />

upstream of the present trap,<br />

and waited. And waited.<br />

Over a period of a month, a<br />

total of six female trout made<br />

their way up the creek to the<br />

trap.<br />

A few males were collected<br />

and the fi rst artifi cial spawning<br />

and incubation of Eagle<br />

Lake rainbow trout eggs was<br />

underway.<br />

From that handful of fi sh,<br />

in fact notes indicate it may<br />

have been from a solitary<br />

female trout, the DFG has<br />

rebuilt the large lake’s trout<br />

population to a level that<br />

draws anglers from hundreds<br />

of miles away.<br />

Eagle Lake is open to fi shing<br />

from the Saturday preceding<br />

Memorial Day, May 25<br />

this year, through Dec. 31.<br />

The limit is two trout per<br />

day and four in possession.<br />

Setting up airwave rules<br />

These radio wavelengths are so<br />

important that the government has set<br />

up a special group, or agency, called the<br />

*Federal Communications Commission.<br />

(*“Federal” has to do with our national<br />

government. A commission is a group that<br />

decides on important matters.)<br />

The FCC, as it is called, sees that<br />

the billions of messages carried through<br />

the air on waves don’t get all mixed up.<br />

For example, each radio station<br />

is assigned a special frequency,<br />

or wavelength, of radio waves.<br />

Stations must be far enough<br />

apart in wavelength so that they<br />

don’t interfere with each other.<br />

A frequency of 1500 AM means these<br />

radio waves can move up and down<br />

1,500,000 times a second. AM is a<br />

special band, or group, of frequencies.<br />

To pick up those waves on your<br />

radio, you have to set your<br />

dial to 1500.<br />

Radio, TV and<br />

cable channels must<br />

get licenses before<br />

they can operate.<br />

The FCC assigns them certain<br />

wavelengths, or frequencies.<br />

The FCC also sets aside “bands”<br />

of radio waves for products<br />

such as remote-control garage<br />

door openers, radio-controlled<br />

toys and cell phones.<br />

What’s way out there in the universe? Scientists are using<br />

radio waves to find out.<br />

Of all the different types of electromagnetic waves, radio<br />

waves are the longest. They might be as long as a football<br />

field or as short as a football.<br />

The radio waves that occur naturally in the universe are<br />

not manufactured. They are silent. Scientists don’t listen to<br />

them; they study them.<br />

A really, really big telescope<br />

In the mountains of West Virginia is the largest movable<br />

thing on land. It’s a radio telescope. There are other radio<br />

telescopes in other parts of the world, but this is the largest<br />

one that moves.<br />

You’ll need:<br />

• 11/2 cups sugar<br />

• 1 tablespoon butter or margarine<br />

• 1/2 cup evaporated milk<br />

• 2 cups miniature marshmallows<br />

How the radio telescope works<br />

Radio astronomers collect radio waves<br />

from a tiny part of the sky, measure how<br />

strong they are, and then move on. As<br />

they move from point to point, they<br />

slowly build an image of what they are<br />

studying.<br />

1. Radio waves from space bounce off<br />

the main dish.<br />

2. They are reflected to a smaller dish at<br />

the top of the telescope (this is called<br />

a sub-reflector).<br />

3. The signals are then sent to receivers<br />

(much like the radio receivers you<br />

have in your home — only they are<br />

much more sensitive).<br />

4. The faint signals from space are<br />

amplified (made stronger) and sent to<br />

powerful computers that analyze<br />

them, which allows experts to make<br />

images to study.<br />

• 1 (12-ounce) package<br />

semisweet chocolate chips<br />

• 1 cup pecans, chopped<br />

• 1 teaspoon vanilla<br />

What to do:<br />

1. Place sugar, butter or margarine and evaporated milk in a<br />

medium, microwave-safe bowl. Microwave on high for 4 to 6<br />

minutes, or until mixture comes to a boil. Stir halfway through<br />

cooking.<br />

2. Remove from microwave and stir in marshmallows and chocolate<br />

chips. Mix well. Microwave 2 minutes or until smooth. Stir<br />

halfway through cooking.<br />

3. Remove from oven. Stir in pecans and vanilla. Mix well.<br />

4. Spread mixture evenly in a greased 8-by-8-inch pan. Cool and cut<br />

into squares. Makes about 16 pieces.<br />

They are from Norway and have<br />

been friends since they were 5 years<br />

Wow! What a Telescope!<br />

What the telescope does<br />

The telescope’s job is to collect<br />

naturally occurring radio waves. By<br />

studying them, scientists can find out<br />

what is going on way out in space.<br />

Space is filled with radio wave<br />

energy. Planets, stars, galaxies and even<br />

clouds of dust and gas give off radio<br />

waves that can be detected on Earth.<br />

Collecting these waves is important<br />

to astronomers. By studying the data<br />

the telescope gathers, they can find out<br />

information about space that they could<br />

get no other way.<br />

With “optical” telescopes, astronomers<br />

can see only what is actually visible. If<br />

clouds are in the way, or if the sun is<br />

shining, they don’t get a good picture.<br />

This is not the case with radio telescopes.<br />

Quiet, please<br />

Radio signals arriving on Earth from space<br />

are very weak. In fact, they are millions of<br />

times weaker than the manufactured<br />

signals sent out by the radios we listen to.<br />

Because these radio waves from space<br />

are so weak, radio telescopes must be big and<br />

also far away from places where people live.<br />

Such things as microwave ovens,<br />

radio and TV signals, and computers<br />

can interfere with the reception. The<br />

big dish enables the astronomers to<br />

focus the telescope on small areas.<br />

might be millions of years old before they do.<br />

board‘s contract offer of<br />

$93,500 a year plus benefi ts.<br />

He starts July 1 and<br />

is replacing Supt. Earnie<br />

<strong>Graham</strong> whose contract ends<br />

June 30.<br />

Newton, 57, has been<br />

superintendent of the Sweetwater<br />

County School District<br />

No. 2 in Green River, WY<br />

since 1998.<br />

seven years and has been a<br />

principal, assistant principal,<br />

a teacher and a coach in<br />

Newton’s reasons for<br />

choosing the <strong>Intermountain</strong><br />

area are several, but, as the<br />

trustees said of him, he too<br />

believes he’s found a good<br />

match.<br />

“When a superintendent<br />

starts looking around, one<br />

of the most important things<br />

to fi nd is a school board who<br />

wants who you are and what<br />

you are,” he said.<br />

“You don’t always fi nd that<br />

important component.”<br />

school system, has given him<br />

“the freedom to work outside<br />

the state and the opportunity<br />

to continue working beyond<br />

my career in Wyoming,” he<br />

Baylink was graduated<br />

from Redlands High School<br />

in Southern California in<br />

1984.<br />

He earned a bachelors<br />

degree in psychology at<br />

the University of California,<br />

Santa Barbara, and it wasn’t<br />

until he was on a ski patrol<br />

that he thought about becoming<br />

a medical doctor.<br />

“I worked at Mammoth Ski<br />

Resort for four years and as<br />

a result of that I decided to<br />

go into medicine. At the time<br />

I was particularly attracted to<br />

emergency room medicine,”<br />

he said.<br />

He entered Loma Linda<br />

School of Medicine, where<br />

he earned his doctorate of<br />

medicine in 1998.<br />

For his residency program,<br />

he said, “I interviewed<br />

all over the United States,<br />

from Yale University (in New<br />

Haven, CT) to Seattle” and<br />

chose Mercy Medical Center<br />

in Redding.<br />

“I met their faculty and staff<br />

and toured the hospital and<br />

fell in love with it.”<br />

He was also interested<br />

because Mercy offered a<br />

community-based residency<br />

and a program that was affi liated<br />

with the University of<br />

California, Davis.<br />

“The lecture series was<br />

awesome and the clinical<br />

experience was also awesome,”<br />

he said.<br />

Baylink said he’s looking<br />

forward to his work at<br />

Pit River. “The staff is very<br />

friendly and effi cient, as is the<br />

administration, and I feel very<br />

comfortable here,” he said.<br />

The feeling is mutual. “Dr.<br />

Baylink is what we’ve needed<br />

here for some time,” Jordan<br />

said.<br />

“Not only do we have<br />

a unsympathetic victim<br />

because he’s a child molester<br />

and a lot of jurors had a problem<br />

with that, but a lot of witnesses<br />

were from the drug<br />

culture, so their credibility<br />

had some issues.”<br />

He said the detectives<br />

worked the case because<br />

a person had been killed.<br />

“No one has the right to be<br />

beaten to death in the middle<br />

of the night.”<br />

The case unfolded on Jan.<br />

27, 2002 when three hunters<br />

found bloody clothing off Pit<br />

6 Road.<br />

Looking further, they saw<br />

a body 60 to 70 feet down<br />

an embankment, Jankowitz<br />

said.<br />

The victim “had one inch<br />

holes through his skull as if<br />

he had been hit on both sides<br />

with a blunt object and he’d<br />

been beaten about the face.”<br />

Bertain and Hubbard found<br />

personal letters with the<br />

victim and went to the return<br />

address in Cottonwood to the<br />

home of Kimberly Raible.<br />

“They searched her house<br />

and overturned a mattress<br />

to fi nd it soaked with blood,”<br />

Jankowitz said.<br />

The detectives learned<br />

that Sparks had planned to<br />

stay with Raible, who was<br />

acquainted with Sparks and<br />

the three suspects.<br />

Taylor and Sutherland had<br />

met up with Sparks and taken<br />

him to Raible’s home.<br />

Raible was apparently not<br />

home but at a party where<br />

the suspects related what<br />

had happened and asked if<br />

she k<strong>new</strong> Sparks had served<br />

time as child molester,<br />

according to Jankowitz.<br />

She wanted Sparks out of<br />

her house and the suspects<br />

agreed to help.<br />

”What we now know is that<br />

they took a pipe wrench with<br />

them,” said Jankowitz.<br />

“Carla went into the house<br />

and was doing dope with<br />

Sparks,” he said. “She said<br />

she heard a thump, he collapsed,<br />

and she ran out of<br />

the house. She said she saw<br />

Shane (Taylor) swing something<br />

over his head.”<br />

They left in Sutherland’s<br />

car and went back to the<br />

party. An hour later, Taylor<br />

and Sutherland borrowed<br />

someone’s Ford Explorer and<br />

returned to Raible’s house for<br />

the bedding and the body,<br />

Jankowitz said.<br />

They drove to Big Bend<br />

and dumped Sparks.<br />

They k<strong>new</strong> about the Big<br />

Bend area because, coincidentally,<br />

one of the three<br />

hunters who found Sparks,<br />

was the brother of one of the<br />

suspects.<br />

“He used to go there to<br />

dump dead sheep and my<br />

theory is he may have mentioned<br />

it to his brother,” said<br />

Jankowitz.<br />

The detectives put the<br />

case together by matching<br />

fi bers found in Big Bend with<br />

the Ford Explorer. Also blood<br />

at the scene matched the<br />

victim’s.<br />

“The detectives worked<br />

on this case for a year and<br />

we couldn’t have gotten this<br />

result without their efforts,”<br />

Jankowitz said.<br />

He and his wife Kathy<br />

have a son and daughter who<br />

are both in college.<br />

Kathy Newton has a<br />

degree in anthropology and<br />

has been the social services<br />

director for a 59-bed nursing<br />

home for the past 10 years.<br />

In deciding to move on,<br />

Newton said they fi rst looked<br />

to the Pacifi c Northwest<br />

because their daughter is a<br />

student at the University of<br />

Oregon in Eugene.<br />

“As we were traveling<br />

back and forth, we began to<br />

branch out and began to see<br />

Northern California for the<br />

neat place it is,” he said.<br />

“And, the more we came to<br />

know the <strong>Intermountain</strong> area,<br />

the more excited we got.”<br />

He agrees with a real<br />

estate brochure he received<br />

describing this area as the<br />

“best kept secret in California.”<br />

As someone involved in<br />

education for more than 30<br />

years, Newton wants to continue<br />

to work on the issues<br />

that face K-12 students, their<br />

teachers, parents, support<br />

staff and the trustees.<br />

“I’m a K through 12 educator<br />

and I want to keep doing<br />

it,” he said.<br />

“The needs of this district<br />

are pretty much what my<br />

experience base has prepared<br />

me to deal with,” he<br />

said.<br />

As an educator in districts<br />

of similar size to Fall River’s,<br />

Newton said, “I have developed<br />

an understanding of the<br />

advantages and challenges<br />

of districts this size.<br />

“An administrator has to<br />

be a bit more of a ‘jack-of-alltrades’<br />

in a smaller district,<br />

but that is not a problem for<br />

me,” he said.<br />

Newton describes his<br />

leadership style as teambased<br />

problem solving.<br />

“I like to work with others<br />

to solve issues. It’s a team<br />

approach, more than what I<br />

think should happen.<br />

“A tighter, more focused<br />

team can be created in a<br />

smaller district and become<br />

a clear asset in the district,”<br />

he said.<br />

Newton began his career<br />

in education in Sheridan,<br />

where he taught junior high<br />

school science for 11 years<br />

and coached football, basketball<br />

and track for 10 years.<br />

As a teacher, he was president<br />

of the Sheridan Central<br />

Education Association for<br />

one year.<br />

He has also been a consultant<br />

and facilitator for<br />

Sweetwater’s interest-based<br />

negotiations process and was<br />

a co-leader in an initiative to<br />

revise the state’s high school<br />

graduation requirements.<br />

He is working on a doctorate<br />

degree in K-12 curriculum<br />

and instruction. He holds a<br />

Masters degree in Educational<br />

Administration and a<br />

Bachelor of Science degree<br />

in Science Education from<br />

the University of Wyoming,<br />

Fire Chief Sullivan<br />

riderless horse and the front<br />

offi ce temporarily closed, Fire<br />

Chief Larry Sullivan agreed<br />

to come back on duty for at<br />

least two weeks.<br />

Commissioner Donna Sylvester<br />

telephoned Chief Sullivan<br />

with the board’s urgent<br />

request in the middle of their<br />

April 10 meeting at the fi re<br />

hall.<br />

“I would rather pay the<br />

chief than have the whole<br />

department fall apart,” said<br />

Commissioner Sally Preheim.<br />

“He accepted graciously<br />

and will resume his duties,<br />

effective 8 a.m. tomorrow<br />

morning for two weeks,” Sylvester<br />

announced.<br />

“He didn’t even hesitate,”<br />

noted Harold Van Cleave, the<br />

department’s former battalion<br />

chief.<br />

Staff has diminished<br />

during the past year and the<br />

troubled fi re department has<br />

been without a fi re chief since<br />

December, when Sullivan left<br />

after a closed session personnel<br />

meeting. The board<br />

announced he would use his<br />

accumulated vacation time<br />

until his retirement in May.<br />

The call for the Chief’s<br />

immediate return came as a<br />

result of Lt. Rick Moore needing<br />

some time to be with his<br />

<strong>new</strong>born daughter, Administrative<br />

Secretary Lenetta<br />

Harris being on vacation, and<br />

accumulating issues that only<br />

a chief can handle.<br />

Lts. Jason Moore and Jody<br />

Hughes said in January they<br />

would be available for duty to<br />

help Moore, but apparently<br />

In a matter that needed<br />

a fi re chief’s advice – and<br />

signature – the commissioners<br />

talked about whether<br />

or not they wanted to sign<br />

a form from their accountant,<br />

Charles Pillon, CPA,<br />

of Burney, pertaining to the<br />

release of documents used in<br />

his audit report for fi scal year<br />

ending June 30, 2001.<br />

Commissioner Lynn Miller<br />

wasn’t ready to sign at all.<br />

“I have a ton of questions<br />

on this. I don’t know where<br />

these numbers come from.<br />

We have to sign this and I’m<br />

not signing it ‘til I know what<br />

it says.”<br />

Commissioners also questioned<br />

Pillon’s statement with<br />

the audit concerning his April<br />

2 letter about “internal control<br />

over fi nancial reporting.”<br />

“Where is this letter?”<br />

asked Commissioner Ann<br />

Walker and Board President<br />

Sylvester then made copies<br />

to give to the board and audience<br />

saying she had only<br />

received the letter that day.<br />

In the letter, Pillon said<br />

“there are too many accounting<br />

jobs performed by one<br />

person with no known effective<br />

oversight or review by<br />

management.”<br />

Miller agreed that the<br />

offi ce needs internal controls,<br />

but that the answer was<br />

working with the secretary<br />

to improve the system, not<br />

hiring a second person as<br />

Pillon suggested.<br />

He also recommended<br />

that the district implement<br />

an effective budget to actual<br />

review process…”so that no<br />

actual amounts exceed the<br />

budgeted amount for the<br />

fi scal year.”<br />

The commissioners<br />

weren’t ready to accept the<br />

audit, either, and agreed to<br />

ask Pillon to the next board<br />

meeting to explain it.<br />

A fi re chief was deemed<br />

necessary to help Meryl<br />

Guiles, a resident of the<br />

Black Ranch Road area outside<br />

of town.<br />

She once again came to<br />

a board meeting to ask the<br />

commissioners what they<br />

were doing about rising<br />

insurance rates for fi re district<br />

residents who live more than<br />

fi ve miles from a fi re department<br />

and more than 1,000<br />

feet from a hydrant.<br />

“Someone needs to do<br />

something. It’s not doing me<br />

any good to be in this district,”<br />

said Guiles.<br />

“We’ve tabled this until<br />

August when we have a <strong>new</strong><br />

chief on line…” said Sylvester,<br />

adding that the board<br />

does not have the expertise<br />

to deal with the Insurance<br />

Services Offi ce (ISO) and<br />

inspections of the area.<br />

The absence of a fi re chief<br />

was also an issue during a<br />

discussion on updating the<br />

rules and regulations.<br />

“We have no hiring policy<br />

whatsoever,” said Commissioner<br />

Walker. “And we<br />

also need an in-house hiring<br />

policy.”<br />

Sylvester decided that,<br />

along with the issue of background<br />

checks, county counsel<br />

should draft the whole<br />

policy.<br />

A chief was needed to<br />

help the commissioners with<br />

a <strong>new</strong> EMS Support Offi cer.<br />

The board approved the<br />

concept of the position, but<br />

wasn’t qualifi ed to approve<br />

someone for the <strong>post</strong>.<br />

The commissioners had<br />

questions that couldn’t be<br />

answered at the meeting<br />

concerning the duty roster<br />

and payment for the hours<br />

that Howard Fincher and<br />

Courtney Cleckler have<br />

already put in.<br />

“I get tired of hearing<br />

we don’t have a chief,” said<br />

Walker.<br />

Student shares opinion on state land buy<br />

Vote yes for Proposition<br />

40, for Clean Water, Clean<br />

Air, Safe Neighborhood<br />

Parks, and Coastal Protection.<br />

Who wouldn’t want to vote<br />

for this? Of course people<br />

want these things, but what<br />

it doesn’t say is that it gives<br />

the state government power<br />

to spend $2.6 billion on privately<br />

owned land like the<br />

Shintaffer Ranch.<br />

Small towns like Fall<br />

River don’t need cleaner air<br />

or better water, in fact, by<br />

buying the Shintaffer Ranch<br />

the State of California will<br />

ultimately pollute the water<br />

by letting the levies that separate<br />

the land and river go.<br />

When the levies are<br />

broken, the water level is lowered<br />

resulting in an increase<br />

in the water temperature. As<br />

the temperature rises, the<br />

mosquito and insect population<br />

increases.<br />

Mosquitoes bring many<br />

problems. Not only are they<br />

troublesome, but they also<br />

carry diseases.<br />

Public Health agencies<br />

believe that mosquitoes<br />

can transmit encephalitis<br />

and other harmful diseases<br />

throughout the world. Mosquito<br />

control issues was<br />

discussed at the February<br />

13 meeting in Fall River<br />

Mills about the purchase of<br />

the Shintaffer Ranch by the<br />

surrounding landowners and<br />

Ranchers.<br />

It was stated that the state<br />

Department of Fish and<br />

Game would take care of the<br />

mosquitoes by spraying them.<br />

But spraying mosquitoes pollutes<br />

the air and since it will<br />

be over water, spraying also<br />

will pollute the water.<br />

The water is an important<br />

part of this community. Not<br />

only do more than 35 families<br />

drink right out of the river, it<br />

is also used by children of<br />

Race to the finish<br />

all ages as a summertime<br />

activity.<br />

The families who drink out<br />

of this water, including my<br />

own, will need <strong>new</strong> ways of<br />

getting water to their homes.<br />

The increase of both temperature<br />

and bacteria will make it<br />

unsatisfactory even to bathe<br />

in. The increase in bacteria<br />

will not only affect the water<br />

but also the air. The entire<br />

area around the Shintaffer<br />

Ranch will have the stench<br />

of a mucky swamp. That’s<br />

an enormous difference from<br />

the clean crisp air we have<br />

today.<br />

One of the stated reasons<br />

runner Paige Logan, photo above, took part in the Hornet Classic at Enterprise<br />

owns our water, they can say<br />

who goes on it and what kind<br />

of boat is allowed.<br />

Fall River doesn’t need<br />

hundreds of boats on our<br />

river. The ecosystem of our<br />

river has stayed preserved<br />

from its natural springs at<br />

Ahjumawi all the way to the<br />

Fall River dam. It needs to<br />

stay preserved.<br />

With boats comes garbage,<br />

waves that erodes the<br />

levees, and they may bring<br />

other harmful prospects that<br />

our water has not yet been<br />

subjected to.<br />

The government is buying<br />

up California. Once all of<br />

our land is taken, what else<br />

is going to be affected? The<br />

government takes our money<br />

and then buys our own land.<br />

They are slowly going to buy<br />

and control everything.<br />

If money needs to be spent<br />

to save our resources, spend<br />

it in LA instead of Northern<br />

California were the ecosystem<br />

will be destroyed.<br />

Even though Proposition<br />

40 passed a few weeks ago<br />

and the State bought the<br />

Shintaffer property, I strongly<br />

believe that our community<br />

needs to stand together<br />

and make sure that not only<br />

our river rights, but also our<br />

rights to clean water are<br />

upheld. We need to fi ght for<br />

the levees to be maintained<br />

and for the purity of our water<br />

and air.<br />

Girl, gal book club<br />

started by library<br />

The Fall River Valley<br />

Library has started a Girl and<br />

a Gal Book Club (G&G Book<br />

Club).<br />

You must be in the fourth,<br />

fi fth or sixth grade this school<br />

year and be accompanied by<br />

a female adult to join.<br />

The group meets on the<br />

fourth Monday of the month<br />

to discuss a book and share<br />

a potluck dinner.<br />

The book chosen serves<br />

as the dinner’s theme.<br />

with girls, their lives and ability<br />

to overcome adversity.<br />
