It is hoped that the positive language that contains a draft concept of the program, will not be at the<br />
level of declarations of intentions, but will be put into practice and make a significant contribution to the<br />
development of additional, including non-<strong>formal</strong>, adult <strong>education</strong> in the Republic of Belarus.<br />
It is very important in this way to encourage and support public debate on the recognition of the right<br />
to an additional adult <strong>education</strong> in all its forms at any age, on account of the interests of different groups<br />
of the population, and access to <strong>education</strong>al services with the active involvement of all stakeholders:<br />
provider organizations, local authorities, NGOs, specialized pedagogical editions, and Mass Media.<br />
Large national projects in the field of non-<strong>formal</strong> adult <strong>education</strong> should be developed and maintained:<br />
Thematic Week, festivals, fairs, etc.<br />
In the legal sphere it is very important to identify and remove existing obstacles to the development<br />
of non-<strong>formal</strong> adult <strong>education</strong>; laws must not restrict, but stimulate the development of this sector. It<br />
may contribute to the inclusion of Belarus into the number of participants in such programs as the<br />
EU “<strong>Eastern</strong> <strong>Partnership</strong>”, “European Dialogue for modernization” and GRUNDTVIC, which allow to<br />
intensify international cooperation and open access to the developments and achievements of the<br />
European Union.<br />
