Allerdale Local Plan Evidence Base 1 Introduction National planning policy requirements in relation to housing supply This Strategic Housing Land Availability Assessment (“SHLAA”) has been prepared by Allerdale Borough Council (“the Council”) to provide an assessment of the amount of land available for housing development both currently and in the future. A top priority for Government is to ensure that land availability is not a constraint on the delivery of new housing. The new National Planning Policy Framework (“NPPF”) states that local planning authorities should prepare Strategic Housing Land Availability Assessments to establish realistic assumptions about the availability, suitability and the likely economic viability of land to meet the identified need for housing during the plan period. Purpose of this SHLAA document The emerging Allerdale Core Strategy will eventually replace the current Local Plan that was adopted in 1999. The Core Strategy sets out the Council’s longterm vision for the Borough for the next 15 years. This includes the target for housing delivery over the plan period, and also the general geographic distribution of development within the district. Before the Core Strategy can be formally adopted it must successfully pass an examination in public and be found ‘sound’. In order to do this the Council must demonstrate that the housing strategy is deliverable. In order to demonstrate that the housing strategy is deliverable, the Council must demonstrate that there is: i. An adequate supply of housing land to fulfil the overall target set out in the plan. ii. iii. Enough housing land within each of the key settlements and tiers of settlement hierarchy to deliver the spatial strategy Sufficient ‘deliverable’ sites in order to provide a supply for the first five years of the plan Commenting on the SHLAA document The Council would welcome any comments in relation to the content of this updated SHLAA document.
