Introduction<br />
How to Use the <strong>Comprehensive</strong> <strong>Plan</strong><br />
Community Members and Business Owners: Use the <strong>Comprehensive</strong> <strong>Plan</strong> to learn what the goals are for the<br />
community. The actions identified with each goal and objective are individually prioritized as either a short-term (1-2<br />
years), mid-term (3-5 years), long-term (6+ years), or ongoing actions. (See Appendix A) These priorities will be<br />
reviewed and revised as needed.<br />
The Vision is a statement about what the <strong>City</strong> aspires to become. The Guiding Principles articulate the shared<br />
community values that underlie the vision and serve as a basis for integrated decision-making.<br />
The Land Use and Growth Chapter presents population trends and lists strategies for ―providing opportunities for<br />
growth and development, while preserving community and environmental quality.‖ The <strong>Comprehensive</strong> <strong>Plan</strong><br />
Map illustrates where different land uses (e.g., housing, commercial, parks) are appropriate.<br />
The Housing Chapter pr<strong>of</strong>iles <strong>Woodland</strong> <strong>Park</strong>’s housing supply and details actions for providing ―a balanced and<br />
diverse housing supply that is well-designed, well-maintained and available and accessible to all citizens<br />
throughout the community.‖<br />
The Community Character and Design Chapter includes Community Design and Development Principles and<br />
actions to enhance the <strong>City</strong>’s sense <strong>of</strong> place.<br />
The <strong>City</strong> Finances Chapter conveys measures the <strong>City</strong> may take to innovatively finance the community’s needs<br />
and aspirations in a fiscally responsible manner.<br />
The Economic Development and Tourism Chapter analyzes the <strong>City</strong>’s economic condition and presents an<br />
approach for expanding the community’s tax and job base.<br />
The Sustainability Chapter illustrates how to ―promote an inclusive high performing government that is responsive<br />
to community members’ needs‖ and to ―protect and enhance the health and livability <strong>of</strong> <strong>Woodland</strong> <strong>Park</strong>’s natural<br />
and human environments.‖<br />
The Water and Wastewater Chapter summarizes water and wastewater treatment, storage and use data and<br />
details steps the <strong>City</strong> may take to ―provide a safe, reliable, aesthetically pleasing (taste, odor, clarity) water supply<br />
in a cost effective, environmentally sound manner‖ and to ―provide high quality service to reliably collect and<br />
optimally treat wastewater in a fiscally responsible manner.‖<br />
The Transportation and Drainage Chapter includes information about the <strong>City</strong>’s transportation system and<br />
contains actions to ―promote a multi-modal transportation network that facilitates safe and efficient movement<br />
throughout the community‖ and to ―manage stormwater to prevent erosion and flooding and to protect water quality<br />
and downstream users.‖<br />
The Public Safety and Emergency Management Chapter provides details about the <strong>City</strong>’s police department<br />
and lists strategies to enable the <strong>City</strong> to continue to provide excellent public safety and emergency services.<br />
The <strong>Park</strong>s, Trails and Open Space Chapter describes the <strong>City</strong>’s parks, trails and open space system and<br />
incorporates measures to enhance it.<br />
The Community Wellbeing: Education, Health and Recreation Chapter presents information on <strong>Woodland</strong><br />
<strong>Park</strong>’s education and health system, and recreational opportunities for adults and youth. Goals revolve around the<br />
concept <strong>of</strong> becoming more child-friendly, promoting volunteerism and leadership development, expanding learning<br />
and recreational opportunities and helping community members to live healthy lifestyles.<br />
