a. Analysis of Park and Ride Facility Options<br />

Based upon impacts to existing park & ride facilities and anticipated increase in need<br />

from commuters, the Authority conducted an extensive site search for potential park &<br />

ride locations at both the MD 152 and MD 24 interchanges. The existing park & ride<br />

facilities at each of these interchanges are located in close proximity to the I-95 corridor.<br />

The goal of the park & ride study is to identify a preferred parcel, located within ½ mile<br />

of the interchange, which provided sufficient space to accommodate the projected park &<br />

ride needs.<br />

The future needs were developed for a design year of 2030. The utilization of a park &<br />

ride is dependent upon numerous variables including: roadway traffic volumes; ease of<br />

access into the facility; congestion on I-95; parking rates in Baltimore City; reliability<br />

and service of transit; gasoline prices; safety; and community acceptance. Many of these<br />

factors can not be quantified and are variable. The only quantifiable factors are past<br />

trends, current roadway volumes, and project roadway volumes. The strategy for<br />

forecasting future lot sizes consisted of analyzing the average daily usage for each facility<br />

versus the average daily traffic. This comparison was analyzed for the previous ten<br />

years, from 1996 thru 2006.<br />

The site search for a new park & ride facility analyzed several variables, including parcel<br />

size, access, existing environmental features and utilities. Below summarizes the<br />

findings for each the MD 152 and MD 24 interchange.<br />
