ATTENTION DRIVERS - FROM LICENSE REGISTRAR CHERYL KINNAMAN<br />
If you have moved since application for license was made, be sure to<br />
send a change of address to the License Registrar to insure getting a<br />
1981 renewal bulletin. Your <strong>1980</strong> license expires December 31, andrenewals<br />
will be going out in mid-December. The deadline for holding<br />
your number is January 31, 1981 (see page 6 #C of Competition Regulations).<br />
All numbers will be released after that time. Twenty eight<br />
two•digit numbers changed hands last year, so get your renewal in early<br />
if you want to keep your number.<br />

The season is finishing up rapidly. Banquet season is just around the<br />
corner. Remember to send in your logbook no later than September 30th -<br />
the last ICSCC race is September 20/21. The timing on returning your<br />
logbook is important so that I may order awards for the banquet. You<br />
should send your logbook to: 4020 Bledsoe #K-6, Bremerton, WA 98310.<br />
There will be an R.O.D. Meeting at the Fall Meeting. It will be held<br />
November 8th, Saturday, at the Doubletree Inn located at Southcenter<br />
in the Seattle/Tacoma area. Keep an eye on your <strong>Memo</strong>s for more specific<br />
details on the time, room number, etc. I hope that you will make plans<br />
to attend so that this past season can be discussed as well as the 1981<br />
season. The banquet is always a lot of fun so if you cannot attend the<br />
dinner portion, come for the awards and good time later. If you plan on<br />
attending the R.O.D. Meeting, please indicate your intentions when you<br />
return your logbook. This will give me an idea of how large a room we<br />
will need.<br />

FROM THE RACE STEWARD, JOHN KENDREW - S.I.R. AUGUST 17/18<br />
Bruce Benson should never have called it the "Sunshine Sprints!" That's<br />
as bad as racing a car with a "For sale" sign on it. Grey, dank, windy,<br />
rainy, and generally miserable weather greeted the racers. The long layoff<br />
produced the usual large grids. Fortunately there were no major<br />
delays so everyone got their full 30 minutes of racing.<br />
This weekend marked a change in our policies as we beg~n to fine drivers<br />
for misdemeanors. The rule book does give the Steward such a right and<br />
we intend to use it as an intermediate form of punishment. Three<br />
drivers were caught as follows: Car #57 cw fined 320.• passed on yellow<br />
in practice. Car #115 cw fined 320. - passed on yellow in practice.<br />
Car #49 cw fined $20. - 5 infractions in practice. Note that all of<br />
these were in practice. Penalties for misbehavior in a race are steeper.<br />
During the racing four other cars were also penalized. Car #29 cw was<br />
disqualified for no muffler. Car #416 ow was disqualified for seven<br />
infractions and for failing to respond to the black flag. Car #59 cw<br />
was penalized one lap for jumping the start. Car #82 cw was docked<br />
one lap for passing under the yellow.<br />
The formula race achieved a new high in infraction reports. ( Four<br />
pages worth) Considering the conditions we were lucky that's all it was.<br />
A heavy rain combined with oil from the earlier races turned the track<br />
into a skid pad. mhe wonder was that there were no major incidents.<br />
The senior observers reported no visible stupidities. Almost every<br />
incident was a result of the appalling conditions.<br />

I ~lso want to congratulate the Sports Racing field on a magnificent piece of driving. A car spun in the middle of<br />
the field at turn 9. It slid helplessly back and forth across the track while the rest of the cars dodged. No one<br />
made contact! One of the finest examples of phenominal avoidance I've seen.<br />
Other proplems arose this weekend. The F. Vee race caused a problem when it was discovered that the majority of thee<br />
field was illegal. The ICSCC book specifies 1978 specs. for Vee. Unfortunately the engine regs have changed<br />
drastically since then. As a result it was decided that <strong>1980</strong> rules will be in effect from now on for F. Vee. (Ed's<br />
note: The ICSCC Executive Board approved by phone August 19, <strong>1980</strong> changing Comp. Reg. 1306 B to read in part "<strong>1980</strong><br />
SCCA rules will apply for Formula Vee.")<br />
If any other formula group finds itself in the above situation please contact the Steward immediately.<br />
It sould be noted by all drivers and corner crews that ICSCC does not prohibit course workers from push-starting<br />
cars during a race. The only restriction is if it can be done safely. If not, the driver is out of luck. There is<br />
also no restriction on outside assistance of the driver of a disabled car provided said assistance has the appropriate<br />
passes. (Ed's note: ~passes only required in some areas)<br />
Back to the street tires for production cars controversy. I received a letter from Mike Crozier which is most<br />
interesting. I have forwarded it to the <strong>Memo</strong> Editor - it is enlightening to say the least. (Mr. Crozier's three page<br />
letter was too long to be printed here. I will make it available to anyone interested at P.I.R. Sept. 20/21 in the<br />
Rose Cup Room, Ed.)<br />
