listened <strong>to</strong> PDEV programs individually and <strong>the</strong>n ga<strong>the</strong>red a few evenings per week <strong>to</strong> discuss <strong>the</strong><br />
content and drink tea <strong>to</strong>ge<strong>the</strong>r. In light of this, one cannot say for certain whe<strong>the</strong>r <strong>the</strong> progression in<br />
<strong>the</strong> type and complexity of listening club activity has been repeated elsewhere or if it is unique <strong>to</strong> <strong>the</strong><br />
Friends of <strong>the</strong> Library listening club in Konni. <strong>The</strong> PDEV-Niger media team would be wise <strong>to</strong> conduct<br />
additional field-research <strong>to</strong> check in with listening clubs included in previous <strong>evaluation</strong> and project<br />
reports <strong>to</strong> document <strong>the</strong> frequency and nature of ongoing listening club community engagement. Given<br />
<strong>the</strong> varied and rich types of agency encountered among listeners in 2010, I would not be surprised <strong>to</strong><br />
learn if different, but equally interesting progressions, are taking place in o<strong>the</strong>r Nigerien villages.<br />

Despite <strong>the</strong> interesting progression of <strong>the</strong> Friends of <strong>the</strong> Library listening club, who went from<br />
talking about participation <strong>to</strong> organizing and initiating participation in <strong>the</strong>ir community, <strong>the</strong> activity of <strong>the</strong>ir<br />
o<strong>the</strong>r listening club peers are still <strong>to</strong> be valued. A young listening club president, Abdoulaye Ibrahim, said<br />
he club was called Tururuwa—<strong>The</strong> Termites—because he and <strong>the</strong> o<strong>the</strong>r members were always ―packed<br />
in close <strong>to</strong>ge<strong>the</strong>r, like termites.‖ <strong>The</strong> time <strong>the</strong>y spend listening <strong>to</strong> PDEV programs and discussing <strong>the</strong>m<br />
as a group is time spent building civic culture. For <strong>the</strong>se youth in Konni <strong>to</strong> be engaging, as a group, on<br />
<strong>the</strong>mes of peace, <strong>to</strong>lerance and democracy means <strong>the</strong>y are become gradually protected against appeals<br />
that are nei<strong>the</strong>r democratic nor peaceful. Even if <strong>the</strong>se youth are never approached <strong>to</strong> join an extremist<br />
cause, <strong>the</strong>y have great potential <strong>to</strong> contribute <strong>to</strong> <strong>the</strong>ir communities, and thus I believe that PDEV efforts<br />
will be continue <strong>to</strong> have positive impact.<br />
7. Listener engagement mechanisms: Call-in shows, SMS/Text message software and<br />
interactive voice response (IVR).<br />
Three additional PDEV media activities are worth mentioning for <strong>the</strong> role <strong>the</strong>y play in fostering listener<br />
engagement with <strong>the</strong> PDEV radio programs. I call <strong>the</strong>se ―listener engagement mechanisms‖: <strong>the</strong>y are<br />
channels that invite listeners <strong>to</strong> respond after radio broadcasts, <strong>the</strong>reby reversing <strong>the</strong> traditional flow of<br />
information. <strong>The</strong> first mechanism, <strong>the</strong> call-in show, should be familiar <strong>to</strong> most radio listeners worldwide.<br />
After a radio program, listeners are invited <strong>to</strong> call <strong>the</strong> broadcasting station <strong>to</strong> provide comments or ask<br />
questions about <strong>the</strong> program content. <strong>The</strong> novelty of <strong>the</strong> PDEV media team‘s design of call-in shows is<br />
