Bill Minor<br />
Northern District <strong>Transportation</strong> Commissioner, Chairman<br />
Bill Minor served as Chairman <strong>of</strong> the <strong>Mississippi</strong> <strong>Transportation</strong> Commission<br />
during FY 2010. He passed away unexpectedly on November 1, 2010.<br />
Minor will long be remembered for helping to orchestrate the passage <strong>of</strong> the<br />
1987 Four-Lane Program as Chairman <strong>of</strong> the <strong>Mississippi</strong> Senate Highway Committee.<br />
He served in the <strong>Mississippi</strong> Senate for 20 years representing Marshall,<br />
Benton, and DeSoto counties. Minor also chaired the committees on Finance<br />
and Public Utilities. Previously, Minor and his brother established Minor Brothers<br />
Plumbing which grew into a chain <strong>of</strong> successful hardware stores in North<br />
<strong>Mississippi</strong>. Minor had served on the <strong>Mississippi</strong> <strong>Transportation</strong> Commission<br />
since 2003.<br />
Dick Hall<br />
Central District <strong>Transportation</strong> Commissioner<br />
Hall served six terms as a member <strong>of</strong> the <strong>Mississippi</strong> Legislature—three in the<br />
House and three in the Senate. He chaired the Environment Committee in<br />
both the House and Senate and the Senate Committee on Public Health and<br />
Welfare. Most recently, he chaired the Senate Appropriations Committee. He<br />
was the first recipient <strong>of</strong> the Hugh L. White Free Enterprise Award. Commissioner<br />
Hall owns a company which represents manufacturers and also has<br />
commercial real estate holdings.<br />
Wayne Brown<br />
Southern District <strong>Transportation</strong> Commissioner<br />
In 1966, Brown co-founded Batson and Brown Consulting Engineers, and in<br />
1967, TAB Map Company. He has served as county engineer in George, Green,<br />
and Jackson counties. He served as president <strong>of</strong> the <strong>Mississippi</strong> Association <strong>of</strong><br />
Pr<strong>of</strong>essional Land Surveyors, president <strong>of</strong> the <strong>Mississippi</strong> State Board <strong>of</strong> Registration<br />
for Engineers and Land Surveyors, president <strong>of</strong> the <strong>Mississippi</strong> Consulting<br />
Engineers Council, and is an American Consulting Engineers Council fellow.<br />
Commissioner Brown serves as a Director for Century Bank and is engaged in<br />
timber farming. He also serves as a Director on the Region XIV Singing River<br />
Mental Health Commission.<br />
