Welcome to the opening round of the FIA Middle East <strong>Rally</strong> Championship 2010!<br />

It is with great pride <strong>and</strong> honour that <strong>Qatar</strong> <strong>Motor</strong> <strong>and</strong> <strong>Motor</strong>cycle <strong>Federation</strong> once<br />

again hosts the opening round <strong>and</strong> we welcome each <strong>and</strong> every one of you, the<br />

drivers, organizers, media, sponsors <strong>and</strong> spectators to participate in one of the toughest<br />

<strong>and</strong> most prestigious events in the world.<br />

In addition we would like to thank all the FIA representatives, sponsors, promoters,<br />

partners, organizers <strong>and</strong> friends for their ongoing contribution to the success of this<br />

The entry fees include, one set of Road Books, 2 Service Books, 2 Service Vehicle<br />

registration plates <strong>and</strong> one Auxiliary plate for each entry.<br />

Entry procedure<br />

Those wishing to take part in the 2010 QATAR INTERNATIONAL RALLY must<br />

send the official entry form, duly completed <strong>and</strong> signed to the rally secretariat on the<br />

following address:<br />

Details concerning the Co-driver should be lodged prior to 20:00 hrs. Tuesday<br />

January 19 th 2010. If the Entry is sent by facsimile, the original entry form must reach<br />

the organisers, at the latest, one week after the close of entries, duly signed by<br />

entrant, driver <strong>and</strong> co-driver, accompanied by the entry fees.<br />

Driver <strong>and</strong> co-driver must hold authority from their National Sporting Authority to take<br />

part in the <strong>Qatar</strong> International <strong>Rally</strong> either by specific written authority from their ASN<br />

authority stated on the International competition licences or obtain its stamp on the<br />

entry form.<br />

Any person or legal entity holding FIA International Competitors` licence valid for the<br />

current year is eligible. Where the competitor is a legal entity, or in any case not part<br />

of the crew, the first driver named on the entry form will be held solely responsible for<br />

all the liabilities <strong>and</strong> obligations of the competitor, throughout the driving time. The<br />

driver assumes the competitor’s responsibility when the latter is not on board the<br />

vehicle. Any incorrect, fraudulent or unsporting action carried out by the Competitor or<br />

members of the crew will be judged by the Stewards of the Meeting who will impose<br />

penalties which may go as far as exclusion.<br />

Number of entrants accepted <strong>and</strong> classes<br />

The maximum number of entries is 80. Attention is drawn to article 74 of the<br />

International Sporting Code relating to the Organiser's rights to refuse an entry.<br />

Cars are split into the following cubic capacity classes:<br />

1- Production Cars Group “N”<br />

• Class N1 up to <strong>and</strong> including 1400 cc<br />

• Class N2 over 1400 cc up to <strong>and</strong> including 1600 cc<br />

• Class N3 over 1600 cc up to <strong>and</strong> including 2000 cc<br />

• Class N4 over 2000 cc.<br />

2- Touring Cars Group “A”<br />

• Class A5 up to <strong>and</strong> including 1400cc<br />

• Class A6 over 1400 cc up to including 1600 cc<br />

• Class A7 over 1600 cc up to including 2000 cc<br />

3- Super 2000 cars<br />

4- Super 1600 cars <strong>and</strong> cars homologated as Kit cars, where the capacity is<br />

between 1400 <strong>and</strong> 1600 cc, may be accepted if they also comply with<br />

Article 255-6.2 “Weight” of Appendix J. However, for S1600 homologated<br />

cars, it will be possible to use lapsed errata without any penalty.<br />

5- Group R cars that are in conformity with Articles 260 <strong>and</strong> 260D of Appendix<br />

J of the International Sporting Code<br />

6- Two-wheel drive cars equipped with a supercharged diesel engine with a<br />

nominal cylinder capacity of less than 2000 cc are accepted in Groups A<br />

<strong>and</strong> N.<br />

Competitors package:<br />

Entries from outside <strong>Qatar</strong>:<br />

• Twin room (room only) at HQ Hotel for 2 persons from Monday 18 th to Saturday<br />

23 rd January 2010 inclusive.<br />

9- DOCUMENTATION<br />

Documentation will take place at the <strong>Rally</strong> Office at the QMMF Office, Salwa Rd.;<br />

DOHA, from 16.00 to 20.00 on Wednesday 20 th January 2010.<br />

Documents to be presented:<br />

• Entrants’ licence (if any).<br />

• Drivers’ <strong>and</strong> Co-drivers’ competition <strong>and</strong> driving licences.<br />

• <strong>Rally</strong> car documents <strong>and</strong> registration papers etc…<br />

• Permission <strong>and</strong>/or Power of Attorney from the owner to use his/her vehicle in<br />

the case he/she is not a crewmember.<br />

• Homologation forms & appendices for vehicles in FIA Group N, A or B (not a<br />

photocopy).<br />

• <strong>Rally</strong> car’s insurance cover towards the third parties (Green Card)<br />

• ASN Stamp for foreign competitors. If the entry form is not stamped, an<br />

authorisation for the drivers by their ASN to take part in the rally should be<br />

presented.<br />

• Drivers’ <strong>and</strong> co-drivers’ medical certificates of aptitude valid for the current<br />

year.<br />

• Correctness <strong>and</strong> completion of all information given on the entry form.<br />

In order to facilitate the documentation, all entrants are requested to fax the following<br />

documents listed in the box at least two weeks prior to the event start. All originals of<br />

those can be delivered one-week prior to start of the event<br />

Documentation must be completed before cars are presented at scrutineering.<br />

The rally plates <strong>and</strong> numbers will be provided by the Organisers in compliance with<br />

Article 15 of the FIA Regional <strong>Rally</strong> Championships Sporting Regulations.<br />

Identification Numbers <strong>and</strong> Compulsory Advertising:<br />

a) 2 x Door panel with Competition Number 67x17cm. The top of the plate<br />

shall be placed between 7 cm <strong>and</strong> 10 cm below the lower limit of window<br />

line. No signage, other than the colour scheme of the car, shall be placed<br />

within 10 cm of this panel. (1)<br />

b) 1 x Roof panel with the competition number, 50 cm wide by 52 cm high, to<br />

be placed on the roof with the top towards the front of the car. (2)<br />

c) Rear window panel with Competition Number 30x10cm. It shall be<br />

positioned at the top of the rear window in a central location. Positioned on<br />

the right side of the rear window an adjacent area of 15x15cm. shall contain<br />

a fluorescent orange (PMS 804) 14 cm high competition number on a clear<br />

background. This number may be reflective <strong>and</strong> must be visible from the<br />

rear at eye level. (3)<br />

d) Front rally plate 43x21.5cm. (4)<br />

e) Rear side windows: (5)<br />

2 x Competition Number 25 cm high with a stroke width of at least 25 mm,<br />

coloured fluorescent orange (PMS 804). These numbers shall be placed<br />

on the rear side windows adjacent to the driver’s name.<br />

Names<br />

a)<br />

b) The driver’s surname, together with the national flag of the country of the<br />

ASN from which he/she has obtained his/her licence, must appear on the<br />

rear side window on both sides of the car, adjacent to the competition<br />

number. The driver’s surname must be:<br />

a.1 In Helvetica upper case for the first letter of the name <strong>and</strong> the<br />

remainder in lower case<br />

a.2 In white on a clear background.<br />

a.3 To a height of 10cm. <strong>and</strong> a stroke width of 1.5cm.<br />

c) Front Wings: (6)<br />

The names of the driver <strong>and</strong> co-driver, together with the national flags of the<br />

country of the ASN from which they have obtained their licence, must<br />

appear on the front wings of the car.<br />

Organisers’ Optional Advertising:<br />

a) 10cm. high strip on the upper part of the windscreen, according to Chapter<br />

XVII Article 211 of the International Sporting Code (7).<br />

b) One space on each side of the car, 2 (A4) size spaces (8).<br />

A FURTHER BULLETIN WILL DETERMINE THE ADVERTISING BRANDS.<br />

11- SCRUTINEERING SEALING AND MARKING<br />

This will take place at the QMMF Office, Salwa Rd.; DOHA, from 08.30 to 12.30 on<br />

Thursday January 21 st 2010. This venue will also be used for post event<br />

scrutineering.<br />

Sealing of Turbos <strong>and</strong> Spare <strong>Part</strong>s<br />

This will take place at the same time <strong>and</strong> place as scrutineering.<br />

Competitors should read carefully Articles 54, 55 <strong>and</strong> 56 of the FIA Regional <strong>Rally</strong><br />

Championships Sporting Regulations<br />

Access to the scrutineering venue<br />

Teams <strong>and</strong> crews are informed that each car attending scrutineering may be<br />

accompanied by the crew (or their representatives up to a maximum of 2 people) <strong>and</strong><br />

a maximum of three team personnel <strong>and</strong> 1 additional vehicle.<br />

All vehicles <strong>and</strong> persons attending the scrutineering venue must be wearing the<br />

official rally identification, if not, access will be denied.<br />

There will be provision for the attendance of accredited media duly identified at the<br />

scrutineering venue.<br />

Crews<br />

It is not m<strong>and</strong>atory for crews to attend scrutineering, however all cars must be<br />

accompanied by 2 accredited representatives of the crew/entrant.<br />

Permitted modifications:<br />

• Underbody protection is permitted.<br />

• Lighting<br />

Additional forward facing headlamps may be fitted in accordance with<br />

Appendix J of the International Sporting Code.<br />

• Mud flaps<br />

Mud-dust flaps, which conform to Article 252, 7.7 Appendix J, may be fitted.<br />

• 2-Way Radios<br />

2-Way radios are permitted to operate only on government controlled <strong>and</strong><br />

designated frequencies.<br />

• Windows<br />

The use of silvered or tinted film complying with Article 253, 11 of Appendix J<br />

is authorised on the side <strong>and</strong> rear windows.<br />
