Welcome to the opening round of the FIA Middle East Rally Championship 2010! 

It is with great pride and honour that Qatar Motor and Motorcycle Federation once 

again hosts the opening round and we welcome each and every one of you, the 

drivers, organizers, media, sponsors and spectators to participate in one of the toughest 

and most prestigious events in the world. 

In addition we would like to thank all the FIA representatives, sponsors, promoters, 

partners, organizers and friends for their ongoing contribution to the success of this 

event. 

We would also like to take this opportunity to express our deep and sincere gratitude 

for the support and continuing guidance and supervision of His Highness the Emir of

The entry fees include, one set of Road Books, 2 Service Books, 2 Service Vehicle 

registration plates and one Auxiliary plate for each entry. 

Entry procedure 

Those wishing to take part in the 2010 QATAR INTERNATIONAL RALLY must 

send the official entry form, duly completed and signed to the rally secretariat on the 

following address: 

Details concerning the Co-driver should be lodged prior to 20:00 hrs. Tuesday 

January 19 th 2010. If the Entry is sent by facsimile, the original entry form must reach 

the organisers, at the latest, one week after the close of entries, duly signed by 

entrant, driver and co-driver, accompanied by the entry fees. 

Driver and co-driver must hold authority from their National Sporting Authority to take 

part in the Qatar International Rally either by specific written authority from their ASN 

authority stated on the International competition licences or obtain its stamp on the 

entry form. 

Any person or legal entity holding FIA International Competitors` licence valid for the 

current year is eligible. Where the competitor is a legal entity, or in any case not part 

of the crew, the first driver named on the entry form will be held solely responsible for 

all the liabilities and obligations of the competitor, throughout the driving time. The 

driver assumes the competitor’s responsibility when the latter is not on board the 

vehicle. Any incorrect, fraudulent or unsporting action carried out by the Competitor or 

members of the crew will be judged by the Stewards of the Meeting who will impose 

penalties which may go as far as exclusion. 

Number of entrants accepted and classes 

The maximum number of entries is 80. Attention is drawn to article 74 of the 

International Sporting Code relating to the Organiser's rights to refuse an entry. 

Cars are split into the following cubic capacity classes: 

1- Production Cars Group “N” 

• Class N1 up to and including 1400 cc 

• Class N2 over 1400 cc up to and including 1600 cc 

• Class N3 over 1600 cc up to and including 2000 cc 

• Class N4 over 2000 cc. 

2- Touring Cars Group “A” 

• Class A5 up to and including 1400cc 

• Class A6 over 1400 cc up to including 1600 cc 

• Class A7 over 1600 cc up to including 2000 cc 

3- Super 2000 cars

4- Super 1600 cars and cars homologated as Kit cars, where the capacity is 

between 1400 and 1600 cc, may be accepted if they also comply with 

Article 255-6.2 “Weight” of Appendix J. However, for S1600 homologated 

cars, it will be possible to use lapsed errata without any penalty. 

5- Group R cars that are in conformity with Articles 260 and 260D of Appendix 

J of the International Sporting Code 

6- Two-wheel drive cars equipped with a supercharged diesel engine with a 

nominal cylinder capacity of less than 2000 cc are accepted in Groups A 

and N.

• Twin room (room only) at HQ Hotel for 2 persons from Monday 18 th to Saturday 

23 rd January 2010 inclusive. 

Entries from Qatar: 

• Twin room (room only) at HQ hotel for 2 persons, Thursday 21 st to Saturday 

24th January 2010 inclusive. 

Visas: 

Competitors who require a visa to enter Qatar should send a copy of their passports 

to QMMF no later than 27 th December to ensure that visas can be arranged in good 

time. 

Advertising: 

The advertising of tobacco products and alcoholic drinks is forbidden in Qatar.

9- DOCUMENTATION 

Documentation will take place at the Rally Office at the QMMF Office, Salwa Rd.; 

DOHA, from 16.00 to 20.00 on Wednesday 20 th January 2010. 

Documents to be presented: 

• Entrants’ licence (if any). 

• Drivers’ and Co-drivers’ competition and driving licences. 

• Rally car documents and registration papers etc… 

• Permission and/or Power of Attorney from the owner to use his/her vehicle in 

the case he/she is not a crewmember. 

• Homologation forms & appendices for vehicles in FIA Group N, A or B (not a 

photocopy). 

• Rally car’s insurance cover towards the third parties (Green Card) 

• ASN Stamp for foreign competitors. If the entry form is not stamped, an 

authorisation for the drivers by their ASN to take part in the rally should be 

presented. 

• Drivers’ and co-drivers’ medical certificates of aptitude valid for the current 

year. 

• Correctness and completion of all information given on the entry form. 

In order to facilitate the documentation, all entrants are requested to fax the following 

documents listed in the box at least two weeks prior to the event start. All originals of 

those can be delivered one-week prior to start of the event 

Documentation must be completed before cars are presented at scrutineering.

10- PASSES, PLATES AND ADVERTISING

The rally plates and numbers will be provided by the Organisers in compliance with 

Article 15 of the FIA Regional Rally Championships Sporting Regulations. 

Identification Numbers and Compulsory Advertising: 

a) 2 x Door panel with Competition Number 67x17cm. The top of the plate 

shall be placed between 7 cm and 10 cm below the lower limit of window 

line. No signage, other than the colour scheme of the car, shall be placed 

within 10 cm of this panel. (1) 

b) 1 x Roof panel with the competition number, 50 cm wide by 52 cm high, to 

be placed on the roof with the top towards the front of the car. (2) 

c) Rear window panel with Competition Number 30x10cm. It shall be 

positioned at the top of the rear window in a central location. Positioned on 

the right side of the rear window an adjacent area of 15x15cm. shall contain 

a fluorescent orange (PMS 804) 14 cm high competition number on a clear 

background. This number may be reflective and must be visible from the 

rear at eye level. (3) 

d) Front rally plate 43x21.5cm. (4)

2 x Competition Number 25 cm high with a stroke width of at least 25 mm, 

coloured fluorescent orange (PMS 804). These numbers shall be placed 

on the rear side windows adjacent to the driver’s name. 

Names 

a) 

b) The driver’s surname, together with the national flag of the country of the 

ASN from which he/she has obtained his/her licence, must appear on the 

rear side window on both sides of the car, adjacent to the competition 

number. The driver’s surname must be: 

a.1 In Helvetica upper case for the first letter of the name and the 

remainder in lower case 

a.2 In white on a clear background. 

a.3 To a height of 10cm. and a stroke width of 1.5cm. 

c) Front Wings: (6) 

The names of the driver and co-driver, together with the national flags of the 

country of the ASN from which they have obtained their licence, must 

appear on the front wings of the car. 

Organisers’ Optional Advertising: 

a) 10cm. high strip on the upper part of the windscreen, according to Chapter 

XVII Article 211 of the International Sporting Code (7). 

b) One space on each side of the car, 2 (A4) size spaces (8). 

A FURTHER BULLETIN WILL DETERMINE THE ADVERTISING BRANDS. 


RALLY GUIDE 

11- SCRUTINEERING SEALING AND MARKING 

This will take place at the QMMF Office, Salwa Rd.; DOHA, from 08.30 to 12.30 on 

Thursday January 21 st 2010. This venue will also be used for post event 

scrutineering. 

Sealing of Turbos and Spare Parts 

This will take place at the same time and place as scrutineering. 

Competitors should read carefully Articles 54, 55 and 56 of the FIA Regional Rally 

Championships Sporting Regulations 

Access to the scrutineering venue 

Teams and crews are informed that each car attending scrutineering may be 

accompanied by the crew (or their representatives up to a maximum of 2 people) and 

a maximum of three team personnel and 1 additional vehicle. 

All vehicles and persons attending the scrutineering venue must be wearing the 

official rally identification, if not, access will be denied. 

There will be provision for the attendance of accredited media duly identified at the 

scrutineering venue. 

Crews 

It is not mandatory for crews to attend scrutineering, however all cars must be 

accompanied by 2 accredited representatives of the crew/entrant. 

Permitted modifications: 

• Underbody protection is permitted. 

• Lighting 

Additional forward facing headlamps may be fitted in accordance with 

Appendix J of the International Sporting Code. 

• Mud flaps 

Mud-dust flaps, which conform to Article 252, 7.7 Appendix J, may be fitted. 

• 2-Way Radios 

2-Way radios are permitted to operate only on government controlled and 

designated frequencies. 

• Windows 

The use of silvered or tinted film complying with Article 253, 11 of Appendix J 

is authorised on the side and rear windows.
