CHAPTER 2 - SPORTIVE REGULATIONSArt. 5 - LICENCES5.1 - All drivers/ competitors participating in the 2010/2011 QNRRCH must holdcurrent licences, namely a 2010 valid Road Racing licence to enter the eventsin 2010 & a 2011 valid Road Racing licence for the rest of the season. Thedrivers must also be in possession of a current medical certificate of aptitude forcompetition to obtain his licence.5.2 - No person under the age of 18 may participate in the 2010/2011QNRRCH.Art. 6 – CHAMPIONSHIP EVENTS6.1 - Each 2010/2011 QNRRCH event will have the status of a restricted nationalevent.6.2 - The maximum number of events in the Championship is set at seven (7)“circuit race” Rounds at Losail International Circuit, Doha, State of <strong>Qatar</strong> (seeappendix 1).6.3 - A maximum of 30 cars will be admitted for the 2010/2011 QNRRCH.However, QMMF reserves the right to allow wild-card entrants per Event <strong>and</strong>as per the approval of the organiser.6.4 - A round of the 2010/2011 QNRRCH can be cancelled if there are less than 5cars on the grid.6.5 - Save in exceptional circumstances, a Championship round will be made up ofone race consisting of both PRODUCTION Class <strong>and</strong> OPEN Class categorieswith a distance of 10 laps. The leader will be shown the chequered flag when thefinish line is crossed at the end of the 10 th lap. The Finish Line is the single whiteline which crosses the track.6.6 Categories of vehicles admitted:- PRODUCTION Class: Mitsubishi Evolution <strong>and</strong> Subaru Impreza Sti areauthorised to participate with restricted turbocharged engine.- OPEN Class: Restricted to vehicles designed for road use only. No restrictionson make, drive, engine size.6.7- There must be a minimum of 5 PRODUCTION Class entrants <strong>and</strong> registrationsper event for the category to be classified as such in a round. If there are lessthan 5 entrants <strong>and</strong> registrations for an event, then no restrictor will beapplied <strong>and</strong> the entrants will be classified as OPEN.2010/2011 QNRRCH Rules <strong>and</strong> Regulations Page 6


Art. 7 – THE CHAMPIONSHIP7.1 – 2010/2011 QNRRCH Winning Driver - PointsThe 2010/2011 QNRRCH Champion driver’s title will be awarded to the driver whohas scored the highest number of points, taking into consideration all the resultsobtained during the Events which have taken place.7.2 – Overall ClassificationThe points to the top 10, excluding wild card entrants, will be awarded for eachRound according to the following scale:1 st 20 points 5 th 8 points 9 th 2 points2 nd 15 points 6 th 6 points 10 th 1 point3 rd 12 points 7 th 4 points4 th 10 points 8 th 3 points7.3 – PRODUCTION ClassThe points to the top 8, excluding wild card entrants, will be awarded for each Roundaccording to the following scale:1 st 10 points 4 th 5 points 7 th 2 points2 nd 8 points 5 th 4 points 8 th 1 point3 rd 6 points 6 th 3 points7.4 – If a race is suspended under Article 24, <strong>and</strong> cannot be resumed under Article25, no points will be awarded if the leader has completed less than two laps, halfpoints will be awarded if the leader has completed more than two laps but less than75% of the original race distance, <strong>and</strong> full points will be awarded if the leader hascompleted more than 75% of the original race distance.7.5 - If two or more drivers finish the 2010/2011 QNRRCH with the same number ofpoints, the highest place in this Championship shall be awarded to:a) the holder of the greatest number of first places,b) if the number of first places is the same, the holder of the greatest number ofsecond places,c) if the number of second places is the same, the holder of the greatest number ofthird places, <strong>and</strong> so on until a winner emerges,If this procedure fails to produce a result, the holder of the best position on thestarting grid for Race 1 will be declared winner.Art. 8 – COMPETITOR’S APPLICATIONS AND CONDITIONS FOR ENTRY8.1 – RegistrationThe individual application form to enter in the 2010/2011 QNRRCH must besubmitted to the QMMF before the 2 nd September 2010 accompanied by the entryfees specified below <strong>and</strong> the documents requested on the entry form (Licence, IDcard, driving licence, photo, insurance <strong>and</strong> medical certificate).2010/2011 QNRRCH Rules <strong>and</strong> Regulations Page 7


The application will not be accepted if the form is not totally completed <strong>and</strong>accompanied by the requested fees <strong>and</strong> documents.8.2 – Registration feesComplete ChampionshipWild Card (request submitted to theQMMF a minimum of 10 days prior toeach event) subject to validation5000 QR 2000 QRCompetitors registered for the full 2010/2011 QNRRCH will be charged 500QR for each non-participation of round.Registration for the 2010/2011 QNRRCH AFTER THE DEADLINE will be permitteduntil the administrative verifications of the first Round on 24 th September 2010.However, double entry fees will be charged, as per the approval of theorganiser.A deposit of 1000 QR for the two (2) transponders must be paid along with theentry fees. This deposit will be refunded at the end of the 2010/ 2011season.8.3 – A competitor can enter as Wild Card for one event after acceptance by theorganisation of the entry. The competitor must send the entry form <strong>and</strong> pay the feesa minimum of 10 days before the event concerned with all the documents requested.For safety reasons, the wild-card drivers will be accepted only if they haveparticipated in a minimum of 2 trackday sessions at Losail InternationalCircuit.8.4 - The Organiser reserves the right to reject the registration of any participant(FIA International Sporting Code) without specifying the reason.8.5 - Team entries: An additional entry form must be completed <strong>and</strong> accompaniedby the individual forms of the competitors concerned, with an entry fee of 8000 QR(complete championship). A 2010 <strong>and</strong> a 2011 Team Licence must be obtained fromQMMF. In this case, the entrant’s name will be mentioned with the Team name.Art. 9 – DOCUMENTATION & SCRUTINEERING9.1 – DocumentationFor each round, documentation & scrutineering will take place at Losail Internationalcircuit (Pit box 0).The opening hours will be specified on the timetable of each round <strong>and</strong> must berespected (see Appendix 2).A penalty of 500 QR will be charged for late documentation.A penalty of 500 QR will be charged for late scrutineering.9.2 – DocumentsThe following documents must be presented:2010/2011 QNRRCH Rules <strong>and</strong> Regulations Page 8


- 2010 QMMF licence <strong>and</strong> 2010 QMMF Team licence (if applicable) for the rounds in2010.- 2011 QMMF licence <strong>and</strong> 2011 QMMF Team licence (if applicable) for the rounds in2011.- ID Card / Passport with Residence Visa- Driving licence- Authorisation to use the car if the competitor is not the owner.- Name <strong>and</strong> contact details of the team representative who must be available at alltimes whilst the competitor is on track.9.3 - TranspondersTwo (2) personal identified transponders will be given out at documentation. It isimperative that they are returned to the Secretary’s Office on the first floor of thecontrol tower at the end of each event to be charged for the next event.The transponders must be fixed in the recommended position according to thescrutineer’s requests. The competitor is responsible for these 2 transponders.If the transponders are damaged, the deposit will be not refunded <strong>and</strong> thecompetitor will have to give another deposit in order to be allowed to enterthe next round.9.4 - BraceletsBracelets given at documentation must be worn for the duration of the event. Thismust be shown to the pit lane marshals on each exit of the pit lane to enterthe track.9.5 – Armb<strong>and</strong>s for signalling area (pit lane wall).Two (2) coloured armb<strong>and</strong>s will be given at documentation. Thesearmb<strong>and</strong>s must only be used by crew members working in the signallingarea (pit lane wall). Only crew members displaying this armb<strong>and</strong> coupledwith the appropriate pass will be allowed access to the pit lane wall.9.6 - Pit garageThe organiser will supply a pit garage to the competitors, circumstances allowing.The competitor is responsible for all invited guests, team members, <strong>and</strong>equipment within the pit box. Any damage must be paid for.SMOKING IS STRICTLY FORBIDDEN WITHIN THE PIT GARAGE. A FINE OF360QR WILL BE IMPOSED ON ANY PERSON CAUGHT SMOKING IN THE PITGARAGE. NON-PAYMENT WILL RESULT IN EXPULSION FROM THE CIRCUIT.The pit garage areas are solely for the preparation of the cars. It is strictly forbiddenfor this space to be used as a hospitality or trade site area.Water dispensers are available for rent from the paddock office manager:• Water dispenser rental: 130 QR.• 5 Gallon water refill: 25 QR.Support vehicles are forbidden from entering the paddock. LIC staff <strong>and</strong>trolleys will be available for the movement of racing materials.9.7 - Team officeTeam offices are available for rent for the duration of the event. The competitor mustregister at documentation <strong>and</strong> pay 750 QR for 2 days.2010/2011 QNRRCH Rules <strong>and</strong> Regulations Page 9


9.8 – ScrutineeringVehicles admitted:Vehicles can be entered for OPEN Class or PRODUCTION Class. Only one vehiclemay be presented for scrutineering per competitor.Competitors must ensure that their cars comply with the conditions of eligibility <strong>and</strong>safety throughout practice <strong>and</strong> the race in accordance with the Technical regulations.All participants must submit the homologation form for the roll cage to thescrutineers who will keep it throughout the entire event.Scrutineers have the right to:a) Check the eligibility of a car or of a competitor at any time during the event.b) Require a competitor to supply them with such parts or samples as they maydeem necessary.9.9 - No car may take part in the event until it has been passed by thescrutineers.9.10 - No car may be removed from the circuit once it has been passed bythe scrutineers.9.11 - The Clerk of the Course can require that any car be stopped <strong>and</strong> checked atany time during the event by the scrutineers.9.12 – Fuel & Pit StopThe type of fuel is unrestricted for OPEN <strong>and</strong> PRODUCTION Classes. Nitrogen dioxidegas (NO2) is not allowed.A maximum of 200 litres may be stored outside the pit box.Refuelling within the paddock/pit box must be carried out by the use of a manualpump. Refuelling during the race is prohibited, including during a red flag.Pit stops are only permitted during the race to resolve safety issues.Art. 10 – COMPULSORY IDENTIFICATION & ADVERTISING10.1 – Race numbers, Name of the driver <strong>and</strong> blood groupThe Organisation will determine the starting numbers following the results of the2009/ 2010 QNRRCH. For new competitors the number will be assigned sequentially.Each car must carry the race numbers allocated by the organiser. The Organiser willsupply the 3 adhesive plates (51cm X 51cm) with the number <strong>and</strong> compulsoryadvertising.One plate number must be placed on the front <strong>and</strong> one on each side of the vehicleprior to presenting the car for technical scrutineering (see photograph below). the competitor’s responsibility to correctly place these on the car. Any sticker withdamage to the advertising must be replaced.Name of the driver <strong>and</strong> blood group is compulsory <strong>and</strong> must appear on thebodywork (rear lateral windows, <strong>and</strong> rear window), <strong>and</strong> be easily legible (seeChapter XVII of the FIA International Sporting Code).The name or the emblem of the maker of the car must appear on the car in theoriginal location.10.2 – Compulsory stickersSize of the plate number: 51 cm X 51 cm. A “P” will be added for the Productionclass.Size of the windscreen stickers: 2 pieces of 15 cm X 25cm.Driver’s name <strong>and</strong> blood group: size free.It is strictly forbidden to make any adjustment to the dimensions of the stickerunless the Organiser has given written authorisation to do so.The stickers must remain on the car during the practices <strong>and</strong> the race. Anycompetitor who fails to comply with this st<strong>and</strong>ard may not be authorised to take partin the practices <strong>and</strong>/or the race. The removal of any advertising material that ish<strong>and</strong>ed over by the organisation could lead to the times obtained at the trainingsession not being taken into account, or exclusion from the placing, at the StewardsDiscretion.The advertising, in any form, of alcohol <strong>and</strong>/or tobacco, <strong>and</strong>/or associated productsis strictly forbidden in the 2010/2011 QNRRCH.2010/2011 QNRRCH Rules <strong>and</strong> Regulations Page 11


No advertising or statements on the car, or team vehicles, or on competitor’s raceclothing or team clothing is allowed which may be considered unsuitable or offensiveto the organisers, or their sponsors <strong>and</strong> any advertising must respect the political<strong>and</strong> religious sensitivities of the state of <strong>Qatar</strong>.Not displaying the compulsory advertising will result in a penalty of doublethe entry fee.Art. 11 – DRIVER & CAR11.1 - If the driver is not the owner of the car, written authorisation fromthe owner (individual or company) permitting use of the vehicle for the racemust be presented at documentation.11.2 - The driver must drive his car alone <strong>and</strong> unaided.11.3 - Unsportsmanlike conduct, including disrespect of officials <strong>and</strong> regulations, willbe brought to the attention of the Stewards <strong>and</strong> may result in sanctions, includingexclusion (FIA International Sporting Code).11.4 - Drivers must not attempt to make any form of short cut during free <strong>and</strong>qualifying practices, warm up <strong>and</strong> race. Any use of a different route except the trackwill be penalised. The track is defined as the tarmac between the 2 white lines whichare on both sides throughout the circuit.Art. 12 - GENERAL CAR REQUIREMENTSNo signal of any kind may pass between a moving car <strong>and</strong> anyone connected withthe car’s driver with the exception of the following:a) Legible messages on a pit boardb) Lap time/ place on a pit boardc) Body movement by the driverd) Lap time on a dedicated display in the car.Art.13 - GENERAL SAFETY13.1 – FlagsIt is strictly forbidden for competitors to use flags similar in any way whatsoever tothose below.Green flag - The track is clear <strong>and</strong> drivers may overtake. When the pit-laneexit is open, this flag must be waved at the pit-lane exit.Yellow flag - Danger immediately ahead. It is used to reinforce the warningthat caution is required ahead.Drivers must not overtake while a yellow flag is being displayed.2010/2011 QNRRCH Rules <strong>and</strong> Regulations Page 12


If a yellow flag is displayed at the starting grid of a race it means that the race starthas been delayed.Red flag - Will be shown if the race or practice session is interrupted. Thered lights around the track will also be switched on. All drivers on the trackare to return to the pit-lane slowly. If a red flag is being shown at pit lane exit,drivers may not exit the pit-lane.Blue flag - If shown stationary, it means a driver is coming up behind. Ifbeing waved it means that a driver behind is about to overtaken. In racingconditions it is shown to a lapped drive who must allow the following driver toovertake at the earliest opportunity.Yellow & Red Striped flag - There is rain, oil or water which is making trackthe slippery.Black flag – Shown, in conjunction with a driver's number, means that thedriver must stop at the pits on the next lap <strong>and</strong> may not restart. The drivers’team must be notified prior to the flag being shown.Black flag with orange disk - The driver has a mechanical problemconsidered dangerous <strong>and</strong> must stop immediately.Black & White Chequered flag - Race or practice session is finished.13.2 - Personal compulsory equipment – FIA homologated - Helmet, Racing suit,Undergarments, Gloves, <strong>and</strong> Boots (Appendix 3, 4, & 5).13.3 - Official instructions will be given to drivers by means of the signals laid out inthe FIA International Sporting Code.13.4 – Drivers are strictly forbidden to drive their car in the opposite direction to therace unless this is absolutely necessary in order to move the car from a dangerousposition, including in the pit lane. A car may only be pushed to remove it from adangerous position as directed by the marshals.13.5 - During practice <strong>and</strong> the races, drivers may only use the track <strong>and</strong> must, at alltimes, observe the provisions of the FIA International Sporting Code relating todriving behaviour on circuits. The track is defined as the tarmac between the twowhite lines which are on both sides throughout the circuit.13.6 - A driver who ab<strong>and</strong>ons a car must leave it in neutral or with the clutchdisengaged <strong>and</strong> with the steering wheel in place.13.7 - Repairs to a car may only be carried out in the Pit Box. Test runs may only beperformed on the track, during an official session. It is strictly forbidden to run thecar in gear unless ALL FOUR wheels are on the ground.13.8 – Pit boxes are equipped with the following fire extinguishers; 1 X 6 kg capacitydry chemical powder NP6, <strong>and</strong> 1 X 5kg Carbon Dioxide (CO2). Pit lane side 1 X 25 kgdry powder NP6, <strong>and</strong> Paddock side 1 X 25kg dry powder NP6.2010/2011 QNRRCH Rules <strong>and</strong> Regulations Page 13


13.9 – With the exception as specifically authorised by the FIA InternationalSporting Code or these Sporting Regulations, no one except the driver may touch astopped car unless it is in the paddock, the team’s designated garage area, the pitlane or on the starting grid.13.10 - Drivers taking part in practice <strong>and</strong> the race must always wear the clothes,underwear <strong>and</strong> helmets specified in Appendix L to the FIA International SportingCode (Appendix 3, 4, & 5).13.11 - Drivers with serious mechanical difficulties during practice or the race mustimmediately leave the track <strong>and</strong>/or return to his pit box adhering to the instructionsof the Race Direction <strong>and</strong>/or Marshals.13.12 - Only two (2) team members per participating car are allowed in thesignalling area during practices <strong>and</strong> after the start of the race (Art. 9.5).13.13 - The Clerk of the Course or the Chief Medical Officer can require a driver toundergo a medical examination at any time during the event.13.14 - Failure to comply with the general safety requirements of the FIAInternational Sporting Code or these Sporting Regulations may result in theexclusion of the car <strong>and</strong> driver concerned from the event.Art. 14 – COMPULSORY BRIEFING14.1 - A compulsory briefing by the Clerk of the Course will take place for eachround before the free practices in the press conference room, 1 st floor. All driversentered in the 2010/2011 QNRRCH must be present throughout the briefing at eachround. Any absence must be explained through a letter addressed to the organiser.Non acceptance of the excuse will result in exclusion from the event. Acceptance willresult in a penalty of 1000QR <strong>and</strong> the participant starting the race from the lastposition on the starting grid.14.2 - If the Clerk of the Course considers that another briefing is necessary, thiswill be given at a time <strong>and</strong> place agreed by the Stewards of the Meeting. The driverswill be informed accordingly.Art. 15 - INSTRUCTIONS AND COMMUNICATIONS TO COMPETITORS15.1 - In exceptional circumstances, the Stewards or Clerk of the Course may giveinstructions to competitors by means of special circulars in accordance with the FIAinternational Sporting Code. These circulars will be distributed to all the competitors,who must acknowledge receipt.15.2 - All classifications <strong>and</strong> results of practice <strong>and</strong> the race, as well as all decisionsissued by the officials, will be signed <strong>and</strong> posted on the official notice board locatedon the left of the Paddock General Office (PGO) in the paddock.2010/2011 QNRRCH Rules <strong>and</strong> Regulations Page 14


Art. 16 - INCIDENTS & PENALTIES16.1 - “Incident” means any occurrence or series of occurrences involving one ormore drivers, or any action by any driver, which:- necessitated the stopping of a practice (free or qualifying) session or thesuspension of a race under Article 24.- constituted a breach of these Sporting Regulations or the FIA International SportingCode,- caused a collision,- forced a driver off the track,- illegitimately prevented a legitimate overtaking manoeuvre by a driver,- illegitimately impeded another driver during overtaking.16.2 - a) It shall be at the discretion of the Stewards to decide, upon a report or arequest by the Clerk of the course, if a driver or drivers involved in an Incident shallbe penalised.b) If an Incident is under investigation by the Stewards, a message will be sent tothe all Teams which driver or drivers are involved.c) If a driver is involved in a collision or Incident (Art. 16.1); he must not leave thecircuit without the consent of the Stewards.16.3 - The Stewards may impose any one of the following two penalties (insubstitution or in addition to other available penalties) on any driver involved in anIncident.a) A drive-through penalty. The driver must enter the pit lane <strong>and</strong> rejoin the racewithout stopping.b) A 10-second time penalty on final race time.16.4 - a) The Stewards shall give written notification of the penalty which has beenimposed to an official of the team concerned <strong>and</strong> shall make sure that thisinformation is countersigned, with a note of the time, or displayed on the timingmonitors.b) From the time the Stewards' decision is notified, the relevant driver may cover nomore than one complete lap before entering the pit lane. However, unless the driverwas already in the pit entry for the purpose of serving his penalty, he may rejoin thestarting grid in the original position for the restart. The penalty must then be takenduring the first lap after the restart. If conditions do not permit this, a penalty of 30seconds will be added to the final race time.c) Any breach of or failure to comply with Article 13.4 may result in the car beingexcluded.Art. 17 - FREE & QUALIFYING PRACTICES17.1 - Except where these Sporting Regulations require otherwise, pit <strong>and</strong> trackdiscipline <strong>and</strong> safety measures will be the same for all practice sessions <strong>and</strong> race.2010/2011 QNRRCH Rules <strong>and</strong> Regulations Page 15


The pit lane speed limit is 60 Km/h. Exceeding the speed limit will be punished by a fine of360QR during practice sessions <strong>and</strong> by a drive through penalty during the race.For dangerous driving in the pit lane or paddock the driver will be excluded fromthe event.17.2 - No driver may start in a race without taking part in qualifying practice, exceptin a case of “force majeure” duly recognised as such by the Stewards.17.3 – The maximum number of cars permitted to start a race is set at 30.However, up to a maximum of 40 cars may participate in practices in order todetermine a starting grid of up to 30.17.4 - There will be one free practice sessions of 20 minutes. For the five minutesprior to the start of the session, countdown boards showing 5 minutes, 4 minutes,3 minutes, 2 minutes, <strong>and</strong> 1 minute will be displayed accompanied by an audiblewarning. At 0 minutes the GREEN LIGHT <strong>and</strong> a GREEN flag will be displayed atthe pit lane exit to indicate the start of the training sessions, <strong>and</strong> a horn will besounded.For the three minutes prior to the end of the session, minute countdown boards (3minute, 2 minute <strong>and</strong> 1 minute) will be shown at the starter cabin. Thechequered flag being waved at the finishing line will indicate that the trainingsessions have come to an end. Passing the chequered flag more than once is strictlyprohibited.17.5 - All cars participating in the race must complete in total 4 laps during the freepractice session i.e. cross the timekeeping line 4 times, except in the case of ‘forcemajeure’ <strong>and</strong> with the approval of the Stewards. Failure to comply will result in thecompetitor starting from the last placing on the gird. Should 2 or more competitorsfail to comply, the order of placement at the rear of the grid shall be determined bytheir qualifying times.17.6 - There will be one 20 minute qualifying session for OPEN class <strong>and</strong> one 20minute qualifying session for PRODUCTION class.17.7 - If a car stops during practice it must be removed from the track as quickly aspossible so that its presence does not constitute a danger or hinder othercompetitors. If the driver is unable to drive the car from a dangerous position, itshall be the duty of the marshals to assist him. If technical means are used by themarshals to remove the car to a safe position, this assistance cannot be used to helpthe driver/car concerned to rejoin the session.17.8 - Practices may be interrupted as often <strong>and</strong> for as long as deemed necessary toclear the track or to allow the recovery of a car. In the case of free practice only,there will be no prolongation of the practice period after an interruption of this kind.Furthermore if, in the opinion of the Stewards, a stoppage is caused deliberately, thedriver concerned may have his times from that session cancelled (in substitution orin addition to other available penalties) <strong>and</strong> may not be permitted to take part in anyother practice session that day.17.9 - All cars ab<strong>and</strong>oned on the circuit during any session will be brought back tothe pits as soon as possible.2010/2011 QNRRCH Rules <strong>and</strong> Regulations Page 16


17.10 - Should the qualifying session be interrupted, no protest can be accepted asto the possible effects of the interruption on the qualification of drivers admitted tostart.17.11 - Cars traversing the gravel must be re-presented to scrutineers priorto rejoining the session.Art. 18 – QUALIFYING TIMESAny driver whose best qualifying lap time exceeds 130% of the fastest time in theQualifying practices may not be allowed to take part in the warm up or in the race.Qualifying time will be the same for OPEN <strong>and</strong> PRODUCTION Classes.Art. 19 - STOPPING THE PRACTICEShould it become necessary to stop the practice because the circuit is blocked by anaccident or because weather or other conditions make it dangerous to continue, thered flag <strong>and</strong> the abort lights will be shown at the Start/ Finish Line. Simultaneously,red flags will be shown at all the marshals’ posts.When the signal is given to stop, all cars shall immediately reduce speed <strong>and</strong>proceed slowly back to their respective pits; parking in the rolling lane is forbidden.All cars ab<strong>and</strong>oned on the track will be removed to a safe place. At the end of eachpractice session, all drivers may only cross the Line once.Art. 20 – Warm UpOne free practice session of 15 minutes will be scheduled for the morning of therace. Only qualified cars may join the warm up session. However, in the case of‘force majeure’ Stewards may allow a driver to participate. The Warm up session isnot compulsory.Art.21 - THE GRID21.1 - At the end of the qualifying practice, the fastest time achieved by each driverwill be published officially.21.2 - The starting grid for the Race will be drawn up in the order of the fastest timeachieved by each driver in the qualifying practice session. Should two or moredrivers have set identical times, priority will be given to the one who set it first.21.3 - The fastest car will start the race from the pole position on the grid on theleft side of the LIC track.2010/2011 QNRRCH Rules <strong>and</strong> Regulations Page 17


Art. 22 - STARTING PROCEDURE22.1 - 20 minutes before the start of the race the pit lane will be opened. A greenflag <strong>and</strong> green light will be displayed. A 5 minute board will be shown <strong>and</strong> then acountdown board for each minute accompanied by an audible warning until the pitlane is closed; red flag <strong>and</strong> red light at the pit lane exit. Cars must leave the pit laneto cover a sighting lap. At the end of this lap, they will stop on the grid in startingposition order <strong>and</strong> the engines will be stopped. Fuelling on the grid is strictlyprohibited.22.2 - 15 minutes before the starting time, the pit exit will be closed <strong>and</strong> a warningsignal will be given. Failure to leave the pit lane within this time will result in thedriver joining the warm up lap from the pit lane after the last car passes the Start/Finish line, but only under the direction of the marshals.22.3 – 5 minutes before the start of the warm up lap, a 5 minutes board will beshown accompanied by an audible warning. Everybody except drivers, officials <strong>and</strong>team technical staff must leave the grid. A 3 minute board with horn will then begiven. At 1 minute all engines must be started <strong>and</strong> all personnel must leave thegrid. A 30 seconds board will then be displayed <strong>and</strong> at 0 seconds a green flag will beshown at the front of the grid. All cars will begin a warm up lap in formation.Overtaking is not allowed.22.4 – Rolling start. On completion of the lap the safety car will exit the track viathe pit lane entry. All cars must remain in grid formation until the national flag isshown indicating the start of the race.22.5 - During the start of a race, the pit wall must be kept free of all persons withthe exception of properly authorised officials <strong>and</strong> fire marshals.Art. 23 - THE RACE23.1 - A race will not be suspended in the event of rain unless the circuit is blockedor it is dangerous to continue (Art. 24).23.2 - If a car stops during the race, it must be removed from the track as quicklyas possible so that its presence does not constitute a danger or hinder othercompetitors. If the driver is unable to drive the car from a dangerous position, itshall be the duty of the marshals to assist him. If any such assistance results in theengine starting <strong>and</strong> the driver rejoining the race, the car will be excluded from theresults of the race.Art. 24 - SUSPENDING A RACE24.1 Should it become necessary to suspend the race because the circuit is blockedby an accident or because weather or other conditions make it dangerous tocontinue, the clerk of the course will order red flags to be shown at all flagmarshal posts <strong>and</strong> the abort lights to be shown at the Line.2010/2011 QNRRCH Rules <strong>and</strong> Regulations Page 18


When the signal is given, overtaking is forbidden <strong>and</strong> the pit exit will be closed. Allcars must proceed slowly to the pit lane. All cars must stay in single file on therolling area of the pit lane (left side). Any work or refuelling is prohibited.24.2 The new grid order will be given according to the classification established bythe last passage over the line prior to the red flag being shown.24.3 All cars entering the pit lane 5 minutes after the red flag being shown will bepermitted to restart.24.4 To rejoin the grid, all the cars will complete a sighting lap behind the safetycar. Marshals will direct the drivers to their grid position.24.5 Whilst the race is suspended:- Neither the race nor the timekeeping system will stop (subject to Article 151 FIAGeneral Prescriptions);- Refuelling <strong>and</strong>/or removing of fuel are forbidden;- Only team members <strong>and</strong> officials will be permitted on the grid.Art. 25 - RESUMING A RACE25.1 The delay in resuming the race will be kept as short as possible. However, aminimum of a 5 minute warning will be given.25.2 The procedure as detailed in Art. 22.3 shall then be applied.25.3 Overtaking during this lap is permitted only if a car is delayed when leaving thegrid <strong>and</strong> cars behind cannot avoid passing it without unduly delaying the remainderof the field. In this case, drivers may only overtake to re-establish the order beforethe race was suspended.Any driver who is delayed leaving the grid may not overtake another moving car ifhe was stationary after the remainder of the cars had crossed the Line, <strong>and</strong> mustform up at the back of the line of cars behind the safety car. If more than one driveris affected, they must form up at the back of the field in the order they left the grid.Either of the penalties under Article 16.3 will be imposed on any driver who, in theopinion of the Stewards, unnecessarily overtook another car during the lap.25.4 If the race cannot be resumed the results will be taken at the end of thepenultimate lap before the lap during which the signal to suspend the race wasgiven.Art. 26 - SHORTENING OF A RACE DISTANCEShould, for whatever reason, the scheduled race distance not be completed in a race,the following points will be awarded:- Minimum 75% of the race distance completed = 100% points- Minimum 50% of the race distance completed = 50% points- Less than 50% of the race distance completed = 0 point2010/2011 QNRRCH Rules <strong>and</strong> Regulations Page 19


All race laps will be taken into consideration for the calculation of the distancecompleted. Formation <strong>and</strong> slow-down laps do not count towards the race distance.Art. 27 – FINISH – PARC FERMÉ27.1 - The end-of-race signal will be given at the Line as soon as the leading car hascompleted the full race distance.27.2 - Should for any reason (other than under Article 26) the end-of-race signal begiven before the leading car completes the scheduled number of laps, the race willbe deemed to have finished when the leading car last crossed the Line before thesignal was given. Should the end-of-race signal be delayed for any reason, the racewill be deemed to have finished when it should have finished.27.3 – Parc FerméThe first 3 placed cars of the Overall classification <strong>and</strong> the first 3 placed cars of thePRODUCTION class must enter the parc fermé after passing the finish line <strong>and</strong>entering the pit lane. These cars will be held for 30 minutes from the signing of theresults. Only authorised personnel may enter the parc fermé.Any additional cars may also be directed to parc fermé at the discretion of the Clerkof the Course.Art. 28 – CLASSIFICATION – PODIUM – PRIZES28.1 - The car placed first will be the one having covered the scheduled distance inthe shortest time. All cars will be classified taking into account the number ofcomplete laps they have covered, <strong>and</strong> for those which have completed the samenumber of laps, the order in which they crossed the Line.28.2 – Cars having covered less than 70% of the number of laps covered bythe winner (rounded down to the nearest whole number of laps) will not beclassified.28.3 - The official overall classification will be published after the race. These will bethe only valid results subject to any amendments which may be made under the FIAInternational Sporting Code <strong>and</strong> these Sporting Regulations.28.4 - PodiumFor each round, the drivers classified in the 1st, 2nd <strong>and</strong> 3 rd positions for the Overallclassification <strong>and</strong> for the PRODUCTION class, must attend the prize-giving ceremonyon the podium which will be held after the race.These drivers will receive trophies during the podium ceremony. No children areallowed on the Podium.For the final round all drivers who rank 1 st , 2 nd <strong>and</strong> 3 rd in the OPEN Class <strong>and</strong> in thePRODUCTION Class st<strong>and</strong>ings must participate in the final round <strong>and</strong> attend thepodium ceremony except in the case of ‘force majeure’ when an official letter mustbe submitted <strong>and</strong> accepted by the Organiser. CHAPTER 4 – TECHNICAL REGULATIONSArt.32 - INTRODUCTIONDrivers <strong>and</strong> cars must conform to the technical regulations throughout all qualifying<strong>and</strong> race sessions. Drivers <strong>and</strong> cars found not to be in conformity with technicalregulations may be subject to penalties.Art. 33 – DEFINITIONSOPEN CLASS: Restricted to vehicles designed for road use only. No restrictions onmake, drive, engine size.PRODUCTION CLASS: Subaru Impreza Sti, & Mitsubishi Evolution ONLY.Art.34 - SCRUTINEERING GENERAL:34.1 – All entered vehicles must be visually examined in the paddock or designatedscrutineering area at the time stated in the event timetable.34.2 – Competitors must report for scrutineering with their vehicles clean <strong>and</strong>complete in all respects.34.3 - Competitors must ensure that their cars comply with the conditions ofeligibility <strong>and</strong> safety throughout practice <strong>and</strong> the race in accordance with thetechnical regulations.34.4 - All participants must submit the homologation form for the roll cage toscrutineering who will keep it throughout the entire event.34.5 - Scrutineers have the right to:c) Check the eligibility of a car or of a competitor at any time during the event.d) Require a competitor to supply them with such parts or samples as they maydeem necessary.34.6 - No car may take part in the event until it has been passed byscrutineering. (Art 9.9)34.7 - No car may be removed from the circuit once it has been accepted bythe scrutineering. (Art 9.10)34.8 - Helmets <strong>and</strong> Hans devices meeting requirements will be issued with anidentification sticker. Once a car has passed the safety <strong>and</strong> technical requirements itwill be issued with an identification sticker. These stickers MUST NOT be removed orcovered. Entrants will not be allowed to exit the pit lane onto the track withoutdisplaying these.34.9 – If any vehicle, after being approved by the Scrutineers, is dismantled,modified, or involved in an accident or incident, the car must be re-presented forscrutineering.Art. 35 - SAFETY REQUIREMENTSFor both OPEN Class <strong>and</strong> PRODUCTION Class the following safety requirementsare compulsory:2010/2011 QNRRCH Rules <strong>and</strong> Regulations Page 23

No water leaks are permitted.9. Battery must be secured. If it is located within the bodycompartment, it must also be within a sealed container to prevent thespillage of acid.10. Headlights, sidelights, <strong>and</strong> /or spotlights must be disabled <strong>and</strong>/ orcovered.Art. 36 – ADDITIONAL SAFETY REQUIREMENTS AND SEALS FORPRODUCTION CLASS36.1 - OIL CATCH TANK: Catch tanks must be fitted in the engine compartment<strong>and</strong> must be of 2 litres capacity. The tank must be translucent or have a panelthrough which the level may be observed. 36.3 - REAR VIEW MIRRORS: St<strong>and</strong>ard units must be fitted, one on each side ofthe car. The interior rear view mirror must remain in place.36.4 - CIRCUIT BREAKER: A circuit breaker, capable of being operated from bothinside <strong>and</strong> outside the vehicle, must be fitted to one of the main battery cables.Its position must be clearly marked on the outside by a red spark on awhite-edged blue triangle having a base of at least 120mm.36.5 - ADDITIONAL/ REPLACEMENT FASTENINGS: The bonnet <strong>and</strong> boot lid maybe secured with extra fastening devices. Any, <strong>and</strong> all, original bolts <strong>and</strong> fastenersmay be replaced with upgraded or more suitable components.36.6 - AIRBAGS: All airbags must be disabled or removed.36.7 – FLUID LINES/ CABLES: Fuel <strong>and</strong> oil lines, brake pipes <strong>and</strong> cables may beprotected against damage <strong>and</strong> internally against fire risk.
