CHAPTER I - ORGANISATIONPage 2/44Art. 1. -DefinitionQATAR MOTOR AND MOTORCYCLE FEDERATION presents the QATARINTERNATIONAL ROAD RACING CHAMPIONSHIP. This Championship will becomposed by six events <strong>and</strong> the points obtained on each race will count towards the Qatar<strong>International</strong> Road Racing Championship.Every event will take place in accordance with the Sporting Code <strong>and</strong> <strong>Regulations</strong>established by the QMMF <strong>and</strong> FIM for road racing whenever they are applicable, as well asthis particular Regulation <strong>and</strong> its appendices.The meeting number is IMN: 000/00All the events will be held at the <strong>Losail</strong> <strong>International</strong> Circuit, which is 5.380 metres long. All the membersof the Jury have one vote. Decisions are based on a simple majority. Art. 4. -Motorcycles admittedPage 4/444.1. The following types of motorcycles will be eligible for participation: 4-stroke productionwhose cubic capacity ranges from 501 cc. to 1,200 cc., <strong>and</strong> these will be classified into twogroups on the basis of their cubic capacity:- Supersport: Up to 600 cc 4 cylindersUp to 750 cc 2 cylinders- Superbikes: More than 600 cc4.2. 2-stroke production motorcycles or Gr<strong>and</strong> Prix type will be excluded from thiscompetition.Art. 5. -Licences5.1. - In view of the international nature of the Championship, the following will be permittedto take part:- Motorcyclists with a Road Racing National Licence that has been issued by Qatar Motor<strong>and</strong> Motorcycle Federation, as long as it is valid for the current year.- Motorcyclists who have a Regional Licence issued by a Federation under the FIM, thathas been issued by the Regional Federation, <strong>and</strong> as long as it is valid for the current year.- In all cases, participants of the Qatar <strong>International</strong> Road Racing Championship should beover 16 years old to obtain a license <strong>and</strong> consequently to participate in the Championship.5.2. - Motorcyclists with an FIM “Gr<strong>and</strong> Prix” licence will not be allowed to take part.Art. 6. -Registrations, rights <strong>and</strong> insurance policies, advertising.6.1. All those who wish to take part in the Championship must properly complete theregistration form <strong>and</strong> send it to the Secretary of the event, before the January 27 th, <strong>2008</strong>.Registration rights:CATEGORY ONE EVENT THE WHOLECHAMPIONSHIPSupersport 500 QRS 1800 QRSSuperbikes 500 QRS 1800 QRSRegistration for an event AFTER THE DEADLINE will be permitted until theadministrative verifications have been completed, as long as there are vacant places.An extra fee of 600 QRS will be charged for each one of the Groups for registering AFTERTHE DEADLINE.The organisation will provide the facilities against a security deposit of 1000 QRS(which will be refunded after the race less possible fines <strong>and</strong>/or damages (pit boxes,track, burn out, etc.)The maximum number of motorcycles to be admitted will be 36 for Supersport.The maximum number of motorcycles to be admitted will be 36 for Superbikes.LIC_Sport_Department_<strong>2008</strong> <strong>General</strong>_<strong>Regulations</strong>_<strong>QIRRCH</strong><strong>2008</strong>_v3 20/01/<strong>2008</strong>

The mere fact that participating motorcyclists sign the registration form means that theyare subject to the sporting powers <strong>and</strong> jurisdiction that are recognised <strong>and</strong> accepted by theQMMF <strong>and</strong> FIM, as well as the FIM Disciplinary <strong>and</strong> Arbitration Code, <strong>and</strong> also theprovisions that are contained in these <strong>Regulations</strong>.6.3. The Organiser reserves the right to reject the registration of any participant(FIM Sporting Code).6.4. The application will not be accepted if it is not totally completed <strong>and</strong> accompanied by theregistration rights.6.5. Participants under the age of 18 years old should submit autorisation letter signed byparents or tutor in order to be registered in the Championship.6.6. Where possible, the Organiser will allocate every motorcycle that is registered for theevent with a number that will be valid for the whole season6.7. The background colours for the plate will be as follows:SUPERSPORT:SUPERBIKES:WHITE background <strong>and</strong> BLACK numbers.YELLOW background <strong>and</strong> BLACK numbers.6.8. Advertising <strong>and</strong> numbers for the competitionThe Organiser will supply the adhesive backgrounds with the compulsory advertisingtogether with the numbers for the competition, <strong>and</strong> these must be correctly put in place whenthe technical verifications are presented (on the front <strong>and</strong> both sides of the motorcycle); it isexpressly forbidden to cut them off unless the Organiser has given written authorisation to doso.They must remain in place during the training sessions <strong>and</strong> during the race. It is theCompetitor’s responsibility to put them in place.Any competitor who fails to comply with this st<strong>and</strong>ard may not be authorised to take part inthe training sessions <strong>and</strong>/or the race. The removal of any advertising material that is h<strong>and</strong>edover by the organization could lead to the times obtained at the training sessions not beingtaken into account, or exclusion from the placings, at the Jury discretion.6.8.1 The leading 10 motorcyclists qualified in any FIM <strong>International</strong> event in 2007 WILLNOT BE ALLOWED TO TAKE PART IN ANY OF THE EVENTS FOR THE QATARINTERNATIONAL ROAD RACING CHAMPIONSHIP.6.9. Art. 7. - Modifications to the Regulation. Appendices.Page 6/44The Organiser <strong>and</strong> the Competition Jury reserve the right to modify the provisions that arecontained in these <strong>Regulations</strong> depending on circumstances <strong>and</strong> any cases that might arise.The participants will be informed as soon as possible.Information about any modifications that might be made or supplementary provisions thatmight be added will be given in the form of dated <strong>and</strong> numbered appendices, which willcome to form an essential part of these <strong>Regulations</strong>; these appendices will be put on thenotice board that is located in the event Secretary’s office.Art. 8. - Application <strong>and</strong> interpretation of the Regulation.8.1. In compliance with the C.D.I. issued by the FIM, the Clerk of the Course is the personwho is responsible for applying these <strong>Regulations</strong> <strong>and</strong> their provisions throughout the courseof the event.However, the Jury must be informed about any major decision that is taken when applyingthe general or specific event regulations.8.2. CHAPTER II. THE EVENT PROCEDURESPage 7/44Art. 9. - Programme - Timetable.Appendix I shows the basic programme–timetable for all the Championship events, <strong>and</strong> thisis subject to modification at the discretion of the Organiser.Art. 10. - Responsibilities of the motorcyclists.10.1. The participant is the only person responsible for all those referred to in his registration,<strong>and</strong> all persons must adhere to the rules <strong>and</strong> regulations.Art. 11. - Behaviour / Self-Discipline.The QIRRC <strong>Regulations</strong> <strong>and</strong> FIM Sporting Code will be applied where the behaviour of themotorcyclists during the event is concerned, without this affecting any other st<strong>and</strong>ards thatmight be supplementary to them.Riding a competition motorcycle in the PADDOCK at an unacceptable speed is prohibited, soservicing <strong>and</strong> warming up the machines must be carried out when the motorcycle is stationary<strong>and</strong> in the place (pits) to which they have been allocated. Any failure to comply with thisst<strong>and</strong>ard will be a reason for exclusion.The maximum permitted speed in the Pit Lane is 60 Km/h.Art. 12. - Maximum number of motorcycles.The maximum number of motorcycles authorised to take part in the race is 36. The maximumnumber authorised to take part in the timed training sessions could be up to 20% more, that isto say, 44 motorcycles, but only qualifying a number up to 36 for the races.Art. 13. - Technical <strong>and</strong> sporting verifications.13.1. All the teams taking part must submit their motorcycles at the verifications that areenvisaged in the event’s programme.The Organizer may either refuse to allow any motorcycles to start if they do not comply, orallow a period of time for them to comply, if this is possible.The participants must make sure that the motorcycles comply with the rules <strong>and</strong> safetyconditions.The fact that a motorcycle is presented for a technical control is considered to be an implicitdeclaration of conformity with the rules <strong>and</strong> regulations of the <strong>QIRRCH</strong> <strong>2008</strong>.13.2. The verifications that are carried out before the start will be of a general nature(controlling the licences, the manufacturer <strong>and</strong> model of motorcycle, essential safetyelements, noise, weight, etc.).LIC_Sport_Department_<strong>2008</strong> <strong>General</strong>_<strong>Regulations</strong>_<strong>QIRRCH</strong><strong>2008</strong>_v3 20/01/<strong>2008</strong>


Page 8/4413.3. The competition numbers must be put in place before the motorcycle is presented forthe technical verification. The background <strong>and</strong> the numbers shall be submitted in theadministrative verifications, this being the only format that is permitted.Three numbers, together with their respective backgrounds, will be given to each competitorwhich they must place at the front of motorcycle <strong>and</strong> on the rear sides of its frame.13.4. Any frauds that are detected, especially frauds that involve identifications that havebeen altered, will lead to the participant being excluded.13.5 An extra fee of 500 QRS will be charged for late scrutineering.Art. 14. - Timed training sessions.A minimum of 1 run of timed training sessions will be held, lasting a minimum of 15 minutesfor each cubic capacity group.A GREEN LIGHT will come on at the pits starting zone to indicate the start of the trainingsessions, <strong>and</strong> an acoustic warning will be heard.The chequered flag being waved at the finishing line will indicate that the training sessionshave come to an end. Passing the chequered flag more than once is not permitted.The Race Direction may temporarily stop the training sessions by showing a RED FLAG,<strong>and</strong> he may do this as many times as he thinks necessary.All the laps that are run during the timed qualifying training sessions will be timed toestablish the positions of the motorcyclists on the starting grid.Once the official training sessions have finished, it will no longer be permitted to go onto thetrack with the motorcycles entered for the race. Failure to comply with this st<strong>and</strong>ard will leadto the participant being excluded.To be entitled to a place on the starting grid, it will be necessary to have completed at least 3laps during the official training sessions.The Competition Jury may accept at the start motorcyclists who have not completed theminimum number of timed training sessions or motorcyclists who have not been able to takepart in them due to force majeure, as long as the maximum number of permittedmotorcyclists is not exceeded. However, such motorcyclists may only be allowed to take partunder the following conditions:a) As long as they do not eliminate any classified motorcyclist.b) As long as the motorcyclists offer a complete safety guarantee (familiarity with the circuit,etc.)LIC_Sport_Department_<strong>2008</strong> <strong>General</strong>_<strong>Regulations</strong>_<strong>QIRRCH</strong><strong>2008</strong>_v3 20/01/<strong>2008</strong>


Page 9/44Art. 15. - Races. Types.15.1. Training sessions <strong>and</strong> racesThe way the motorcyclists are arranged on the starting grids for the race will be based uponthe results from the timed training session runs. The races will have the number of laps thatare established in the Specific Regulation for the event.MAXIMUM QUALIFICATION CRITERIAThe Race Direction reserves the right to apply a maximum qualification criteria of 135% ofthe best qualification times in each category. This decision will only be taken by the RaceDirection in order to guarantee the safety of the fast <strong>and</strong> slow riders <strong>and</strong> the smooth runningof the races under this event.Art. 16. - Starting grids. Starts. Finishes.16.1. STARTING GRIDSAll the starting grids will be staggered taking the form of 4-4-4-4..., the Pole Position beingon the left-h<strong>and</strong> side.The order in which the motorcyclists will appear on the starting grid will be established onthe basis of the results obtained in the timed training sessions.In the event of training sessions times being identical, the next best times will be taken intoaccount to break the tie, <strong>and</strong> then the third, <strong>and</strong> so forth, until the tie is broken.16.2. STARTSThe starting procedure for the race will be with the starting light, motorcycle stationary <strong>and</strong>with the engine running, as is described below:It will be possible to start the sighting lap within a time of 5 minutes. These five minutes willbe indicated at the end of the pits with cards showing 5, 4, 3, 2 <strong>and</strong> 1 minutes, <strong>and</strong>accompanied by an horn. When these 5 minutes have elapsed, the start will be closed with ared light <strong>and</strong> a red flag.Any motorcyclists that arrive after the completion, will be allowed to position themselves onthe starting grid up to 5 minutes before the start of the warm-up lap. They must follow theinstructions given by the starting grid officials.The riders who are not positioned on the starting grid when the 5-minute panel is shown, maystart the warm-up lap from the pits following the instructions that are issued by the stewardswho are stationed there.If any motorcyclists decide to go into the pits after the reconnaissance lap, in order to carryout repairs or to change motorcycles, they may make their start for the warm-up lap from theLIC_Sport_Department_<strong>2008</strong> <strong>General</strong>_<strong>Regulations</strong>_<strong>QIRRCH</strong><strong>2008</strong>_v3 20/01/<strong>2008</strong>


Page 10/44end of the pits, following the instructions that are issued by the stewards who are stationedthere.As soon as the reconnaissance lap is completed <strong>and</strong> once the motorcyclists are in theirrespective positions on the starting grid, they may be helped by a maximum of 5 people.A starting grid official will be positioned level with each line to help the motorcyclists to findtheir exact places on the starting grid.Any work on the motorcycles must cease as soon as the 3-minute card is shown. After thiscard is shown, any motorcyclists who still need work to be done must move their motorcyclesto the pits, where they may carry on with any repairs until the 1-minute card is shown, afterwhich time they must start the warm-up lap.Refuelling, or taking on fuel using changing tanks is not permitted once the reconnaissancelap is completed.5 minutes before the start of the warm-up lap: a 5-minute panel will be presented on thestarting line.3 minutes before the start of the warm-up lap: a 3-minute panel will be presented on thestarting line.At these times everyone must leave the starting grid, except for two mechanics, the personwho is carrying the sunshade for each rider <strong>and</strong> the starting grid officials, who are absolutelyessential. Riders must wear the helmet. At this moment, nobody (except the accreditedOfficials) is authorised to return to the starting grid. The motorcycles must not be modified,repaired or touched in any way. At this moment, the tyre-heating devices must be removedfrom the machines that are positioned on the starting grid <strong>and</strong> at the exit from the pits, as wellas from the st<strong>and</strong>by machines.1 minute before the start of the warm-up lap: a 1-minute panel will be shown on the startingline, pluse panel Engine On. When this panels are shown, everyone must leave the startinggrid under the control of the Officials, except for one mechanic per rider. This mechanic willhelp the motorcyclist to start up his motorcycle <strong>and</strong> will then leave the starting grid.30 seconds before the start of the warm-up lap: a 30-second panel will be shown on thestarting line. All the motorcyclists must occupy their respective positions on the starting gridwith the engines running. As from this time no external help is permitted. Any motorcyclistswho have not managed to start-up their motorcycles must leave the starting grid <strong>and</strong> go to thepits, where they will have a further opportunity to start up or change their motorcycles.These motorcyclists must start the warm-up lap from the pits.Warm-up lap (compulsory). The motorcyclists may start the warm-up lap line by line fromthe starting grid, following the instructions given by an Official, who, with green flag, willmove along the centre of the starting grid <strong>and</strong> throughout its length, starting from the first lineof the grid <strong>and</strong> finishing at the last line.LIC_Sport_Department_<strong>2008</strong> <strong>General</strong>_<strong>Regulations</strong>_<strong>QIRRCH</strong><strong>2008</strong>_v3 20/01/<strong>2008</strong>


Page 11/44The motorcyclists will begin the warm-up lap without any speed limits. The warm-up lap iscompulsory, <strong>and</strong> no motorcyclist who does not take part will be allowed on the starting gridfor the race itself.As soon as the motorcyclists have passed the end of the pits, those who are positioned at theexit from the pits may start the warm-up lap when the red light has changed to green. 15seconds later, the traffic light will go back to red <strong>and</strong> an Official with a red flag will close theexit from the pits.As soon as the warm-up lap is completed the motorcyclists will go to their respectivepositions on the starting grid with the front wheel of the motorcycle on the line that definestheir positions <strong>and</strong> with the engines running. An Official will be on the starting line, in thecentre of the track, holding a red flag.Any riders who have problems with their motorcycle during the warm-up lap must go to thepits to repair or change their motorcycles.Any motorcyclists whose engines cut out or who have any problems with their motorcyclesonce they are positioned on the starting grid must remain seated on their motorcycles <strong>and</strong>raise an arm. It is not permitted to delay the procedure for starting the race for any otherreasons than this mentioned above.When the rows on starting grid are being filled the officials will lower the panels that indicatethe line number. No panel shall be lowered for a line if any motorcyclist on that line has hisarm raised. As soon as all the panels have been lowered <strong>and</strong> the safety vehicle has finished itslap, an official who is located at the end of the starting grid will wave a green flag.The starting official will give the order for the official with the red flag on the starting line tomove to the side of the track.Any rider who “jumps the gun” or makes a false start will be penalised with ride throughpenalty. Page 12/44If there are any problems on the starting grid, which might affect the safety of this start, theofficial responsible for the start will show a panel bearing the words “DELAYED START”<strong>and</strong> light up a flashing yellow light. If this happens, the riders must stop their engines <strong>and</strong> onemechanic per rider will be authorised on the starting grid. The start procedure will beresumed with the 1-minute board, there will be a warm-up lap <strong>and</strong> one lap will be deductedfrom the race distance16.3. FINISHWhen the motorcyclist who is leading the race has completed the number of laps planned forthe race, he will be received with the chequered flag (black <strong>and</strong> white) on the track at thefinishing line. The chequered flag will remain raised until all the other motorcyclists havefinished.If for any other reason the finish signal is given before the leading motorcyclist hascompleted the planned number of laps, the race will be considered to have come to an endwhen the motorcyclist who is leading the race crosses the finish line for the last time beforethe finish signal is shown. If the finish signal is shown after the motorcyclist leading the racehas passed, the race will be considered to have finished at the planned moment.A motorcycle is considered to have been classified if it has completed 75 % of the number oflaps completed by the winner.16.4. RACES ON DRY OR WET SURFACES.All the races will be defined as “wet”, so no races will be interrupted owing to changes in theweather conditions.Art. 17. -Interruptions of the Race.Any interruption of the race will be indicated to all the participants by showing them a REDFLAG on the starting line <strong>and</strong> at all the control posts.This decision will be taken by the Cleark of the Course.If the results show that the motorcyclist leading the race <strong>and</strong> all the other motorcyclists whoare on the same lap as the leader, have completed less than three laps before the interruption,the race will be considered null <strong>and</strong> void <strong>and</strong> it may be restarted. If it is not possible to restartit, it will be declared null <strong>and</strong> void <strong>and</strong> will not be valid.If three or more laps have been completed by the leading motorcyclist but less than two thirdsof the total distance planned for the race have been completed rounding down to the wholenumber of laps, a new start will take place. The final result will be obtained by adding thetimes <strong>and</strong> the laps for the two races. 18.1- FlagsPage 14/44Green flag - Means the track is clear <strong>and</strong> riders may overtake. When the pit-laneexit is open, this flag must be waved at the pit-lane exit.Yellow flag - If being waved, it means danger immediately ahead. If stationary,it is used to reinforce the warning that caution is required ahead. Riders are notallowed to overtake while a yellow flag is being displayed. If a yellow flag isdisplayed at the starting grid of a race it means that the race start has beendelayed.Red flag - Will be shown if the race or practice session is interrupted. The redlights around the track will also be switched on. All riders on the track are toreturn to the pit-lane slowly. Art. 19. - Motorcyclists’ meeting (BRIEFING)Page 15/44The organizer has the right to prepare an informative briefing that will be given for each oneof the categories for the first race of the Qatar Road Racing National Championship. Theplace <strong>and</strong> the time of this briefing will be published in the events programme.Each <strong>and</strong> every one of these motorcyclists will be personally informed about the place <strong>and</strong>time of these important subsequent briefings.Failure to attend this briefing will lead to a discqualification from the next practice setion orrace. A waiver can be granted by the Race Direction.Art. 20. - Penalties.In accordance with the FIM Sporting Code, the Race Direction may apply not only thepenalties that are particularly envisaged in the Sporting <strong>Regulations</strong> but also any otherpenalties that are set in the FIM Disciplinary <strong>and</strong> Arbitration Code.They may also act in this way if dem<strong>and</strong>ed by the Clerk of the Course.Art. 21. -Complaints. Retirements25.1. The riders must obey the instructions indicated by the flags, light or panels.25.2. The riders must behave in a responsible way that does not put at risk any othercompetitor or participant, both on the race track or in the pits. The speed limit in the pits is 60Km/h. The riders must invariably obey the instructions contained in the Sporting <strong>Regulations</strong>.25.3. The riders may only ride their motorcycles on the race track or in the pit area. If theyaccidentally go off the race track, they must return to it at the same point where they left it orat a place that does not give them any advantage or at a spot indicated by the officials. Anyinfringement during the training sessions will be penalised with the removal of the lap time inquestion. Any infringement during the race itself will be penalised with ride throught.25.4. If a rider intends to retire from the race, he must put his motorcycle in a zone where itdoes not constitute a hazard, <strong>and</strong> invariably following the instructions given by the officials.25.5. If a rider finds problems with his motorcycle <strong>and</strong> as a result he has to retire from thetraining sessions or the race, he must leave the track <strong>and</strong> put his motorcycle in a safe placefollowing the officials’ instructions, <strong>and</strong> he must never try to follow the race track in anattempt to reach the pit area.25.6. Riders who are riding slowly on the race track heading for the pit area must keep as faraway as possible from the ideal trajectory that is followed.25.7. Mechanics may help to start up the motorcycles in the pit area.25.9. Riders must not carry anyone else on their motorcycles.25.10. Riding motorcycles in the opposite direction to the direction the race is being run in, isstrictly prohibited, not only on the race track but also in the pit area, unless this is done onorders from an Official.25.11. No kind of signal may be made from a motorcycle that is running to any person orreceiver <strong>and</strong> vice versa, with the exception of the signals that are emitted for timing the race,those that are emitted from a television camera or the messages that, presented on a panel, areshown from the pits or of the rider’s body movements.25.12. Stopping on the race track during the training sessions <strong>and</strong> the race is strictlyprohibited.25.13.
