When you attend NS trg: 

‣ Service Pay

Service Pay 

Service Pay = Rank Pay + Combat Allowance 

It is paid for each day of NS training (Mon – Sun). 

Serves to recognise each day of contribution made by 

NSmen. 

Annual increment is given based on the satisfactory 

completion of respective NS activity in the preceding 

workyear (1 Apr to 31 Mar).

Service Pay 

A minimum sum equivalent to half-day service pay will be 

paid for NS activity of 4 hours or less. 

All NSmen will be paid pro-rated service pay for all forms of 

official NS call-ups (initiated by MINDEF). 

Note: 

Medical screening initiated by NSman is not payable

Monthly Service Pay $990.00 

Period of NS activity 10 Feb 14 (0800hrs – 1200hrs) 

Service Pay = 0.5/28 days x $990.00 = $17.68 

Computed using the calendar day formula 

Period of NS activity 1 Dec 14 (0800hrs – 1200hrs) 

Service Pay = 0.5/31 days x $990.00 = $15.97

Make-up Pay (MUP) 

If you suffer a financial LOSS in your civilian 

income as a result of attending NS training, you 

can CLAIM for make-up pay.

Make-up Pay 

MUP = Loss in Civilian Income – Service Pay 

MUP is calculated on the principle that you will not suffer 

a financial loss in civilian income when you are called up 

for NS training. 

Note: 

Commuting Time & Opportunity Loss (e.g. loss of rest time) are not 

claimable. 

For employed NSman, it is company’s discretion whether to adjust the 

NSman’s civilian income due to the NS Training

= Mon to Fri (5 day week) 

No. of working days within NS training period = 5 days

Pro-rated Civ Pay = $2,000.00 pm x 5/22=$454.55 

Pro-rated Svc Pay = $990.00 pm x 7/ 30 = $231.00 

Make-up pay = $454.55 - $231.00 = $223.55

For short NS training session of 1 day duration, the civilian 

income loss to be claimed depends on the duration of NS 

training that overlaps the NSman's civilian working hours.

per their company’s pay schedule when their employees 

attend NS training. 

Employers would then claim reimbursement directly 

from MINDEF

the claim submission.

* Based on the self-employment income (trade income) 

shown in the Income Tax Notice of Assessment (NA) for the 

year of NS training. 

* Provisional payment would be paid first based on the latest 

available NA & adjusted when the NA for the year of NS is 

available.

net income earned in the 6 months preceding the NS training 

* Fixed expenses are claimable if company is closed during NS

Claims should not be submitted too early before NS training, as the pay 

details may not be accurate and current.

months after the payment of service pay. 

Supporting documents can be submitted later if they are 

not available at the time of submission of the make-up pay 

claim

Important Note 

Under Regulation 9 of Enlistment Act: 

Authorised personnel from MINDEF may conduct visits to companies 

to verify MUP claims. Employers/ NSmen are requested to give access 

to the required documents related to the claim. 

Under Regulation 11 of Enlistment Act: 

Any person who gives false or misleading info in respect of MUP 

claims shall be guilty of an offence and be liable on conviction to a 

maximum fine of $2k or 12 months imprisonment or both.

Exception: 

NSmen employed by Govt Ministry/Statutory Board 

a. NS Trg conducted entirely during non-working hrs 

Service Pay will be paid by MINDEF to NSman directly 

e.g. Mobilisation on Sun 

b. NS Trg overlaps working hrs 

Your employer will continue to pay your full salary for the 

duration of your call-up. 

e.g. ICT from Mon to Sun

Summary 

MINDEF understands that it is not possible to fully 

compensate our NSmen for the sacrifice they have 

made to NS. 

We appreciate & recognise your contribution through 

various ways such as granting of NSmen Tax Relief & 

in the form of additional allocations in asset 

enhancement schemes such as the GST Credits & 

Growth Dividends.

Q. Can I claim make-up pay for half-day NS 

training? 

A. Yes, if the training duration overlaps your working 

hours and you suffer a civilian income loss as a result 

of attending the NS training. 

Q. Can I claim for commuting time? 

A. No, commuting time is not claimable. You will need 

to make the necessary arrangement with your 

employer to facilitate your attendance for the trg.

Q. Can I use my family members' bank account 

for payment? 

A. No. You can only use your personal or joint bank 

account for payment purpose. 

Q. Is MINDEF allowed to deduct SAFRA / 

PIONEER subscription fees fr our NS pay? 

A. Yes, when NSmen sign up for membership, they are 

accepting this arrangement.
