Information published in this handbook should be used as a general guide. Please note<br />

that SPF policies are periodically reviewed and servicemen would be subjected to prevailing<br />

guidelines. In the event of any doubt, the serviceman should refer to the relevant directives<br />

or consult their Head Police National Service.


From its humble beginnings as a part-time National Service scheme in 1967, to its<br />

inception as a full time scheme on 24 th July 1975, Police National Service (PNS) has<br />

indeed come a long way.<br />

From its inception, Police National Service personnel have been helping to build<br />

Singapore into our best home. They have been working alongside their regular<br />

counterparts and been involved in most aspects of Police work to help keep the<br />

crime rate low for many years.<br />

Today, you will become a member of the Singapore Police Force tasked with<br />

upholding the law, maintaining and keeping the peace in the Republic of Singapore.<br />

I welcome you and trust that you will take pride and commit yourself fully to the<br />

service of our Nation. I am sure you will fi nd the experience exciting, enriching and<br />

rewarding.<br />

This handbook contains updated information on enlistment, training, the duties<br />

you will be expected to perform and the welfare benefi ts entitled to you as a Full-<br />

Time Police National Serviceman (PNSF). It will enable you to better understand the<br />

scope of Police National Service.<br />

INTRODUCTION<br />

The Singapore Police Force (SPF) plays an<br />

important role in fi ghting crime and enforcing law.<br />

Your enlistment in the SPF will provide you with a<br />

challenging and enriching experience in terms of<br />

training and character-building. After two years,<br />

you will emerge as a well-trained and all-rounded<br />

individual. Your newly acquired knowledge and<br />

skills will make you more mature, confi dent and<br />

disciplined so that you will be properly equipped<br />

to face the challenges ahead in your adult life.<br />

After having completed your full-time National<br />

Service, you may even decide to dedicate your life<br />

to crime fi ghting and law enforcement by signing<br />

on with the Singapore Police Force as a regular<br />

offi cer.<br />

General Information Chapter<br />

1.1 Enlistment Notice<br />

Under the Enlistment Act (Chapter 93),<br />

all male citizens and Permanent<br />

Residents (PRs) of Singapore are liable<br />

for National Service.<br />

Every NS-liable person has to register<br />

for NS and undergo a thorough medical<br />

examination. Central Manpower Base<br />

(CMPB) will notify you of the registration<br />

through a Notifi cation letter. You will<br />

then be required to log-on to NS Portal<br />

http://www.ns.<strong>sg</strong> to book a medical<br />

examination date.<br />

During the medical screening, you will<br />

be medically graded under the major<br />

Physical Employment Status (PES)<br />

classifi cations as follows:<br />

PES A – Fit for all combat vocations<br />

PES B1 – Fit for most combat vocations<br />

PES B2/C* – Fit for some service vocations<br />

PES E – Fit for administrative duties<br />

PES F – Unfi t for any form of service<br />

*In addition, PES B2/C gradings may be followed by a<br />

Police Deployment Grading (PDG) of P1 to P5 and P8.<br />

After processing by CMPB, an Enlistment<br />

Notice will be sent to you, directing you<br />

to report at a specifi ed date and time<br />

for full-time Basic Police Training which<br />

is held at The Home Team Academy.<br />

Since 24 th June 1998, the reporting venue for enlistment in the Singapore Police<br />

Force has been decentralised. On the day of enlistment, you are to report at:<br />

1.3 NS Liability<br />

The length of your Full-time National Service varies, depending on your Physical<br />

Employment Status (PES) and the results of your National Physical Fitness Award<br />

(NAPFA) test. The following table shows a detailed breakdown:<br />

in Home Team Academy. The usage<br />

of handphones will be confi ned to<br />

specifi c times. There will also be strictly<br />

no charging of handphones in the<br />

2.1 Adjusting To Community Living<br />

Discipline is an important element of Police training. The Singapore Police Force,<br />

being a uniformed organization, emphasizes on the importance of learning,<br />

training and living as a team. Community living is, therefore, part and parcel of<br />

Police life. However, you will be able to adapt quickly to the new environment.<br />

A comprehensive orientation programme will be organised during the fi rst week of<br />

your Basic Police Training to help you adjust to your new environment smoothly.<br />

Daily life in the dormitory Recreational Time<br />

Your Course Manager (CM) will be present to guide you along throughout<br />

the course.<br />

Should you face any problems regarding training matters or any personal issues that<br />

you wish to resolve, do not hesitate to approach your CM for advice, counselling or<br />

guidance at The Home Team Academy.<br />

You are strongly encouraged to interact with your fellow trainees to establish<br />

esprit-de-corps. This is important for your Police training and future operational<br />

work. Your stay in the Home Team Academy will also be more enjoyable.


2.2 Personal Health And Hygiene<br />

In community living, it is important to<br />

observe personal hygiene and cleanliness<br />

as you will be living in close proximity<br />

with your fellow trainees in the dormitory.<br />

You should<br />

• Bathe regularly<br />

• Keep your fi ngernails short and clean<br />

• Brush your teeth and shave daily<br />

• Maintain a clean set of clothing<br />

• Change your undergarment daily<br />

Resting well for training ahead<br />

Living conditions in the Academy is defi nitely conducive for training, which usually<br />

ends at 1730hrs. Trainees can, therefore, be assured of suffi cient sleep every night.<br />

It is also important to have enough rest every day so that you can be well prepared<br />

for training the following day.<br />

If you sustain any injuries during training, you must inform your Field Instructor<br />

immediately. You should also inform your Field Instructor if you are not feeling<br />

well. He will arrange for you to seek medical treatment at the HTA Medical Centre.<br />

2.3 Personal Appearance<br />

A Police Officer must always be exemplary in his appearance. A smart<br />

appearance gives the public a good impression of the Singapore Police Force.<br />

The attire to be worn (during training) will be determined by the type of training<br />

conducted. Your Field Instructor will brief you on the set of uniform required for<br />

the different training sessions.<br />

2.4 Meals<br />

Meals will be provided to all trainees. The Home Team Academy Mess has planned<br />

a nutritious and well-balanced diet which serves only ‘halal’ food to all trainees.<br />

2.5 Dormitory Maintenance<br />

In the Home Team Academy, ‘fatigue’ is a term used for ‘area cleaning’. The<br />

cleanliness of the dormitory is the responsibility of all who live in it, therefore it is<br />

an everyday affair.<br />

In addition, all trainees are responsible for the general cleanliness of the<br />

compound within the Home Team Academy.<br />

2.6 Recreational Facilities<br />

In the Home Team Academy, a wide range of recreational facilities are available for<br />

use after training.<br />

3.1 PNS Offi cer Cadets’ Course<br />

Those who satisfy the educational, health and physical requirements and who have<br />

displayed leadership qualities in their school co-curricular activities (CCAs) will be<br />

selected to become PNS Offi cer Cadets (OCTs).<br />

After Basic Military Training (BMT) in the Singapore Armed Forces, you will undergo<br />

a 32-week residential Offi cer Cadets’ Course (OCC) at the Training Command, in<br />

the Home Team Academy, as an Offi cer Cadet. Police Offi cer Trainees who have<br />

performed very well for the Police Offi cers’ Basic Course may also be selected for<br />

the OCC. The OCC curriculum includes the following subjects:<br />

3.2 Modifi ed Police Offi cers Basic Course<br />

The residential modifi ed POBC will equip you with the knowledge, skills and values<br />

required for non-operational police work. Upon graduation from the Home Team<br />

Academy, you will be deployed to work alongside with the regular offi cers in<br />

Singapore Police Force.<br />

The course consists of the following subjects:<br />

3.3 Police Offi cers Basic Course for Special Constable<br />

The residential POBC for Special Constable will equip you with the knowledge,<br />

in the Singapore Police Force.<br />

3.4 Police Offi cers Basic Course for Vigilante Corps<br />

As a member of the Vigilante Corps in the Singapore Police Force, you will undergo<br />

a residential course in the Home Team Academy. The course will help develop your<br />

level of confi dence, alertness and physical fi tness. It will also help prepare you for<br />

your deployment in the Divisions / Units in the Singapore Police Force after you<br />

have completed your training.<br />

The course consists of the following subjects:<br />

• Criminal Laws<br />

• Police Operations and Procedures<br />

• Police Standard Obstacle Course,<br />

Foot-drill, Police Defensive Tactics,<br />

T-Baton and Swimming (Land-Based<br />

Upon completion of your training, you will be posted to a Division / Unit in the<br />

Singapore Police Force or other Departments in the Ministry of Home Affairs.<br />

4.1 Training Safety Regulations<br />

In SPF, we treat our people as our most<br />

valued asset. The safety of our offi cers<br />

during training is given special attention.<br />

The SPF Training Safety Management<br />

System has achieved the Occupational<br />

Health and Safety Assessment Series<br />

Standard (OHSAS) 18001 since Mar<br />

2008.<br />

Safety Inspection<br />

The specifi c measures are:<br />

a. Training Safety Regulations (TSR)<br />

The TSR spell out the safety requirements for training activities and there is a TSR<br />

manual which covers all training activities. There is a committee dedicated to the<br />

review of the TSR to ensure that the manual continues to remain relevant.<br />

b. Safety Measures During Training<br />

• The Commander of Training Command, with a dedicated team of Training<br />

Safety Offi cers, personally oversees the trainees’ training safety in Training<br />

Command. Trainers are specially trained and qualifi ed to ensure the safety of<br />

their trainees.<br />

• You will be briefed on training safety by the Training Safety Offi cers soon after<br />

enlistment. Training safety briefi ng will also be conducted by the trainers prior<br />

to the commencement of any training activity to ensure all participants are aware<br />

of the safety requirements. Trainers are required to check if trainees are feeling<br />

unwell before they commence any physical training activity. If any trainee<br />

feels unwell during physical training, trainers will also cease training for<br />

that particular trainee.<br />

• There is also an in-house medical centre in HTA to provide medical treatment<br />

whenever the need arises.<br />

• Safety equipment such as goggles, muffl ers and gloves, where applicable, will<br />

be utilized. There are also systems in place to ensure training equipment, including<br />

safety equipment, is in working condition.<br />

c. Medical Fitness<br />

Anyone who is selected for a training<br />

course will be medically examined to<br />

ensure that he is fi t enough to attend<br />

the course.<br />

d. Investigation of Training Related Accidents<br />

Safety audits are conducted to ensure all training conducted is in compliance with<br />

the TSR.<br />

Training Safety is every offi cer’s responsibility. While the Commander strives to<br />

ensure a safe training environment, there is also personal responsibility on your<br />

part. You should:<br />

• Report sick if you are unwell, especially before strenuous exercise.<br />

• Hydrate yourself by drinking suffi cient water the night before any activity or<br />

during the water breaks given during training.<br />

• Report to your trainer if at any time during training, you are not feeling well.<br />

• Try to get enough rest whenever you can.<br />

If you are not feeling well, the onus is on you to inform your trainer.<br />

Although SPF makes every effort to ensure your safety during training, the effort<br />

will pay off well when you exercise personal responsibility for your own safety.<br />

4.2 Police Defensive Tactics<br />

In the course of your duties, you<br />

may come face-to-face or be at<br />

close proximity with a suspect. To<br />

be adequately prepared for these<br />

encounters, you will be taught<br />

Police Defensive Tactics to help you<br />

handle such situations safely, calmly<br />

and confi dently.<br />

4.3 The T-Baton<br />

You will be trained in using the T-Baton<br />

effectively. The T-Baton is an effective<br />

non-lethal weapon used by frontline<br />

offi cers. The short handle gives the<br />

offi cer a handhold to prevent a subject<br />

from wrestling the baton away.<br />

4.4 Weapon Training<br />

The OCTs and SCs will undergo weapon<br />

training to handle the Taurus .38<br />

light revolver, with built-in laser light,<br />

profi ciently. All trainees will also learn<br />

safety and precautionary measures<br />

when handling fi rearms.<br />

A Police Offi cer must be fi t in order to carry out his duties effectively. You will have<br />

to undergo rigorous physical training to build up your stamina and improve your<br />

fi tness. You will also be encouraged to lead a disciplined and healthy lifestyle.


Individual Physical Profi ciency Test (IPPT)<br />

As part of the training course, you will be tested in the fi ve core areas in physical<br />

fi tness, namely:<br />

• Chin-up<br />

• Sit-up<br />

• 2.4km run<br />

• Standing broad jump<br />

• 4 x 10m shuttle run<br />

This compulsory test is one of the main determinants of your posting after you<br />

complete your training in Home Team Academy.<br />

IPPT taken during the second year of your service shall be considered as pre-ORD<br />

IPPT, and you are eligible for incentive payments should you attain Silver or Gold<br />

award. You are allowed multiple IPPT attempts and best results attained during<br />

the fi rst 9 months (in your second year of service) shall be recorded for monetary<br />

incentives as follows :<br />

• For achieving GOLD Standard - $200/-<br />

• For achieving SILVER Standard - $100/-<br />

The best result recorded within the last 3 months before ORD date will not be<br />

eligible for incentive payment.<br />

5.1 Security<br />

On your enlistment day, you will be briefed on the security precautions and asked<br />

to make a statutory declaration on security. Henceforth, you must not divulge any<br />

information concerning Police matters to the media or any unauthorized personnel.<br />

A punishable offence under Section 17 of the Offi cial Secrets Act (Chapter 213)<br />

would be committed if a person has in his possession any secret offi cial information:<br />

• Communicates directly or indirectly any such information to any<br />

unauthorized persons<br />

• Uses any information in any manner prejudicial to the safety or interest<br />

of Singapore<br />

• Fails to take reasonable care to safeguard the confi dentiality of such information<br />

Affi rmation of Allegiance


5.2 Discipline<br />

Discipline is vital to every Police Offi cer. A Police Offi cer has to be disciplined to<br />

carry out his duties effectively. Some examples of breaches of Police discipline are:<br />

• Sleeping on duty or leaving a place of duty while on sentry or patrol without<br />

having been relieved<br />

• Insubordination<br />

• Being Absent Without Offi cial Leave (AWOL)<br />

• Failing to comply with any lawful order or negligently performing any lawful<br />

duty or order<br />

• Rendering or keeping oneself unfi t for duty<br />

• Damaging, destroying, losing, misappropriating or wastefully expending<br />

SPF property<br />

• Drinking alcohol or smoking whilst on duty<br />

• Possessing, smoking, or consuming any dangerous, prohibited or controlled drugs<br />

• Engaging in any trade or employment without the permission of the<br />

Commissioner of Police while being a full-time NS Offi cer<br />

If you commit any criminal offences, you will be prosecuted in Court and subject to<br />

severe punishment which may include imprisonment, caning or both.<br />

5.3 Alcohol and Cigarettes<br />

Trainees are forbidden to bring or<br />

consume alcohol or cigarettes within<br />

the compound of the Home Team<br />

Academy. Anyone caught possessing<br />

alcohol or cigarettes would have<br />

committed a serious breach of Police<br />

Discipline.<br />

5.4 Drug Offenders<br />

All servicemen convicted of drug and<br />

inhalant abuse will have their offences<br />

recorded at the Criminal Records<br />

Offi ce of the Criminal Investigation<br />

Department (CID). These are serious<br />

offences and those caught abusing or<br />

traffi cking in controlled substances will<br />

be severely dealt with in accordance<br />

with the law.<br />

Trainees who have drug-related<br />

problems should approach their CM<br />

who will assist in making the necessary<br />

arrangements for them to undergo<br />

rehabilitation.<br />

5.5 Absent Without Offi cial<br />

Leave (AWOL)<br />

A serviceman is guilty of going ‘AWOL’<br />

if he fails to turn up for duty or training<br />

without any offi cial leave or good<br />

cause. Depending on the length of the<br />

AWOL period, the serviceman could<br />

be dealt with either departmentally or<br />

prosecuted in court.<br />

As a Police Offi cer, you are entrusted<br />

with the internal security of the nation.<br />

Any serviceman who goes AWOL is<br />

betraying this trust placed in him.<br />

AWOL is a serious offence and offenders<br />

can be placed in the Detention Barracks,<br />

fi ned or sentenced to jail. The time spent<br />

being AWOL, in Detention Barracks or<br />

prison will not count towards full-time<br />

National Service liabilities. In addition,<br />

you will not be entitled for NS Allowance<br />

during your period of AWOL, Desertion<br />

or imprisonment.<br />

There is no excuse for going AWOL.<br />

If you have any problems, you should<br />

approach your CM or Field Instructor<br />

for help. They will be able to give you<br />

advice, and if necessary, refer the matter<br />

to a higher authority.


5.6 Provost and Discipline Branch<br />

The Provost and Discipline Branch is responsible for the investigation of all<br />

complaints against Police National Service personnel for any service offences which<br />

may involve AWOL, desertion or other serious breaches of discipline.<br />

All offences will be dealt with on a case-by-case basis, depending on the gravity<br />

of the offences.<br />

For disciplinary offences, the offender may be dealt with through a Police Disciplinary<br />

Inquiry. The Disciplinary Offi cer may recommend the following punishments to be<br />

meted out against the PNS offender:<br />

• detention for a period not exceeding 40 days;<br />

• reduction in rank, grade or seniority;<br />

• forfeiture of up to 14 days’ allowance;<br />

• reprimand;<br />

• stoppage of leave;<br />

• restriction of privileges;<br />

• extra duty;<br />

• caution<br />

In addition to above<br />

• Fine up to $200 (Inspector and below)<br />

Offenders who receive a reprimand or caution may also be required to undergo<br />

General Duties (GD) Re-training in PNS Department conducted by the GD Retraining<br />

Unit. This is to reinforce discipline and provide counselling to the offenders.<br />

5.7 Seeking Redress<br />

A serviceman who believes that he has been victimized or treated unjustly by his<br />

colleagues or superiors can lodge his complaint either with his CM or the Field<br />

Instructors. If complaints are proven to be valid, the Singapore Police Force will take<br />

necessary action against the offenders.<br />

A serviceman shall not seek redress through a third party outside the Singapore<br />

Police Force. There is the danger that by going through third parties, there is a risk<br />

of leaking classifi ed or protected information. Such disclosures are considered an<br />

offence under the Offi cial Secrets Act, (Chapter 217) and the serviceman may face<br />

legal consequences.<br />

You will be entitled to meal allowances after you have graduated from Home Team<br />

6.2 Medical Benefi ts<br />

Non-Service Injury<br />

Outpatient Care:<br />

All Full-Time Police National Servicemen (PNSF) are eligible for fully subsidised<br />

outpatient medical treatment at any government / restructured hospitals,<br />

goverment clinics or outpatient dispensary upon producing his NS identity card.<br />

If he needs to be hospitalised, he will be eligible for subsidied medical treatment<br />

at government / restructured hospital at his eligibe ward by presenting his NS<br />

identity card.<br />

For outpatient treatment at private clinics, the maximum reimbursement is $10/- per<br />

receipt. The maximum reimbursement is $240/- per year (including dependents).<br />

Dental Subsidy:<br />

Outpatient dental benefi ts will be given to PNSFs at Government Dental clinics.<br />

PNSFs may claim 50% reimbursement of the charges incurred up to a maximum<br />

subsidy of $70/- per year. The subsidy will not cover the cost of precious metals<br />

used for the dental treatment.<br />

If the PNSF is married, he may apply for a Medical Benefi ts Identity Memo for his<br />

spouse and children.<br />

In-patient Care:<br />

Where hospitalisation is required, SPF will pay 80% of the ward and meal charges<br />

as well as 100% of treatment charges (excluding items not eligible for subsidy) at<br />

his eligible ward if he is admitted to a government or restructured hospital. If he is<br />

hospitalised for a non-service injury / illness at the time of his ORD, his hospitalisation<br />

charges will continue to be subsidised until his discharge from the hospital. Thereafter,<br />

medical coverage for injuries / illness not due to service will cease.<br />

6.4 Leave Scheme<br />

PNSFs may enjoy the following forms of leave while serving in the Singapore<br />

Police Force:<br />

Weekend Leave<br />

You are not allowed to leave the training grounds for the fi rst 10 days after<br />

enlistment. Thereafter, you may be permitted to book-out according to the<br />

following schedule:<br />

Weekends:<br />

from 6.00pm on Friday to 8.00pm on Sunday<br />

Public Holidays:<br />

from 6.00pm on the eve of the Public Holiday<br />

to 8.00pm on the Public Holiday.<br />

Vacation Leave<br />

PNSFs are eligible for 14 days of vacation leave per calendar year during the fi rst 2<br />

years of national service.<br />

A PNSF’s leave eligibillity will be calculated on a pro-rated basis if he does not serve<br />

in the SPF for the full calendar year (i.e. enlisted or ORD during the year). Pro-ration<br />

will also apply to operationally fi t NSFs (i.e. PES A or B1) who enjoy a 2-month<br />

reduction of national service liability for passing NAPFA with at least a Silver before<br />

enlistment.<br />

You may be allowed to take half-day leave for a continuous period of 4.5 hours to<br />

attend to urgent personal matters, subject to exigencies of service. Half-day leave<br />

will not be granted to offi cers working on the shift system.<br />

The granting of half-day leave will be governed by the following rules: Such leave<br />

will be debited against the NSF’s vacation leave eligibility on the basis of two<br />

periods of half-day leave equal to one day’s vacation leave;<br />

a. Half-day leave will not be granted to offi cers working on shift; and<br />

b. Half-day leave will not be granted on eves of major Publlic Holidays. Leave taken<br />

on such days will be treated as full day leave.<br />

A PNSF on vacation leave in Singapore may be recalled to resume duties before the<br />

expiry of his leave if his service is urgently required.<br />

Carrying Forward of Leave<br />

A PNSF is not allowed to carry forward unconsumed vacation leave days earn from<br />

the current to the next calendar year. Any unconsumed vacation leave days earned<br />

in the current year will be forfeited if it remains unconsumed by the end of the year.<br />

If you were not able to consume your leave during training period due to training<br />

requirement, your Divisional PNS Personnel Offi cer shall ensure that such leave to<br />

be consumed by you asap or within 3 months (whichever is earliest) upon posting<br />

to the Division / Unit. Any unconsumed vacation leave days will be forfeited if it<br />

remains unconsumed by the end of grace period.<br />

Compassionate Leave<br />

A NSF may be granted compassionate leave of up to 3 working days by his<br />

Commander / Director if he needs to be absent from duty because of:<br />

a. Serious illness, imminent death, or death of his spouse, children, parents, siblings<br />

or grandparents; and / or<br />

b. Serious domestic problems where the serviceman’s presence is essential to avoid<br />

domestic hardship.<br />

If 3 days are insuffi cient, the NSF may be granted an additional 4 working days of<br />

compassionate leave by his Commander / Director if he has used up his vacation<br />

leave (including make up vacation leave and deferred leave, if applicable).<br />

Medical Leave<br />

You may be granted full-pay ordinary medical leave for the period indicated on the<br />

medical certifi cate if you produce a medical certifi cate from:<br />

a. A medical practitioner registered with the Singapore Medical Council; or<br />

b. A dental practitioner registered with the Singapore Dental Council; or<br />

c. A medical or dental practitioner who is registered with the relevant medical /<br />

dental authority in the foreign country.<br />

The recommendation of the Medical Board must be sought if the period of medical<br />

leave exceeds 4 continuous weeks at any one time.<br />

The total medical leave taken shall not exceed the maximum period of absence<br />

leave allowed for the course. Otherwise, you may be required to repeat the course.<br />

You should adhere strictly to the following procedures:<br />

During training in Home Team Academy<br />

If you are not feeling well, you should immediately inform your CM / Fitness<br />

Instructor / Duty Offi cer who will arrange for you to seek medical treatment at<br />

the 24-hour Home Team Academy Medical Centre.<br />

Medical leave<br />

If you are granted medical leave, you should report immediately to your CM /<br />

Fitness Instructor / Duty Offi cer. If you are in Home Team Academy, arrangements<br />

will be made for you to return home.<br />

During the period of medical leave, you are to remain indoors at your place of<br />

residence unless prior permission has been given by your CM.<br />

You are to report to Home Team Academy before 8.00 pm on the last day of your<br />

medical leave.<br />

Outside Home Team Academy<br />

If you are not feeling well, you should immediately seek medical treatment at<br />

the nearest government polyclinics or re-structured hospitals, and keep your CM<br />

informed.<br />

If you are hospitalised, your CM should be informed immediately.<br />

Medical Certifi cate<br />

The medical certifi cate is to be handed over to your CM on the same day of issue,<br />

or when the trainee reports back to HTA.<br />

Disciplinary Action<br />

Disciplinary proceedings may be instituted against any PNSF who failed to comply<br />

with any of the orders and regulations.<br />

6.5 Police Psychological Services Division<br />

The Police Psychological Services Division (PPSD) was set up to provide quality<br />

psychological expertise to the Force as well as to support and enhance members’<br />

well-being and health.<br />

The unit provides counselling services to all members of the Force (regulars, PNSFs<br />

& civilians) who may be experiencing problems at home or at work. You can<br />

have convenient direct access to this FREE service by calling the PPSD Counselling<br />

Helpline at 1800 255 1151. Information shared during counselling sessions will<br />

be kept confi dential. Any comments or problems will be treated with the strictest<br />

confi dentiality.<br />

Alternatively you may wish to call the Samaritans of Singapore (SOS) at Tel: 1800<br />

221 4444.<br />

6.6 Disruption For Study<br />

PNSFs may be granted disruption for studies under the following circumstances:<br />

Disruption To Repeat First Education Bar Course<br />

PNSFs who sat for but failed to obtain their fi rst education bar qualifi cation, which<br />

is defi ned as GCE ‘A’ levels, Polytechnic Diploma or an equivalent qualifi cation,<br />

may be granted disruption, for a period not exceeding one year, within the fi rst<br />

six months of enlistment to repeat their studies on a full-time basis. However,<br />

this provision will not be granted to PNSFs who have already obtained their fi rst<br />

education bar to improve their results.<br />

a. To repeat in an MOE school<br />

i. PNSFs who studied in MOE schools are allowed one repeat in MOE schools<br />

only. They have to produce a document from MOE to show that they have been<br />

admitted to repeat their studies in MOE schools. They will not be granted<br />

disruption to repeat their studies in a private school or for self studies.<br />

ii. They have to satisfy the repeat criteria.<br />

b. To repeat in a private school<br />

i. PNSFs will be allowed one repeat<br />

if they are 18 years old and below as<br />

at the date of commencement of the<br />

repeat, or were previously studying<br />

‘A’ levels in a private school.<br />

ii. They have to satisfy the repeat criteria.<br />

Disruption for Tertiary Studies<br />

MINDEF provides suffi cient opportunities for NS-liable males to attain up to fi rst<br />

education bar qualifi cations before enlistment, subject to the deferment cut-off<br />

age criteria. A fi rst education bar is defi ned as GCE ‘A’ level, Polytechnic diploma<br />

and equivalent qualifi cations. Disruption will hence be restricted only for PNSFs<br />

to pursue a higher level educational qualifi cation, such as an advanced diploma,<br />

associate degree or degree course.<br />

Only courses conducted by the<br />

educational institutions which confer<br />

their own qualifi cations are allowed.<br />

For example, a PNSF will not be allowed<br />

disruption to pursue a foreign degree<br />

course conducted by the Singapore<br />

Institute of Management (SIM) since the<br />

qualifi cation is not conferred by SIM.<br />

Disruption is only considered on the basis of equity to allow those from the same<br />

school cohort but enlisted in the later intake, to proceed for further studies at the<br />

same time as those enlisted in the earlier intake. Disruption will not be granted to<br />

PNSFs who are enlisted ahead of their age cohort with equivalent qualifi cations as<br />

the basis of disruption is to maintain cohort equity.<br />

Minimum Service Period<br />

The earliest date that PNSFs can disrupt is on the 1st of the month that they<br />

complete the minimum service period stipulated in the table below, or one week<br />

before the start of term for local studies (two weeks before the start of term for<br />

overseas studies), whichever is later.<br />

Disrupted PNSFs are required to serve their remaining full-time NS in one continuous<br />

period immediately upon completion of studies.<br />

PNSFs must submit their applications for disruption, together with documentary proof,<br />

to Head NSF PNSD through their respective Head PNS for approval three months prior<br />

to their date of disruption. Late or incomplete application may be rejected.<br />

6.7 Exit Permit<br />

You are required to apply for exit permit only for overseas trip of<br />

3 months or longer. You need to seek permission to leave the State and to<br />

remain contactable.<br />

If you are on leave and wish to leave the State, you need to indicate in your leave<br />

form that you are leaving the State and include information on how you can be<br />

contacted while out of State.<br />

If you are on recorded off-days (including weekends) or off-duty periods, you need<br />

to contact your supervisors to seek permission and provide details on how you can<br />

be contacted while out of State.<br />

Notifi cation of Overseas Trips for PNSmen<br />

Upon completion of your Full-time National Service, you will serve as a PNSman.<br />

All PNSmen aged below 40 years old (50 for senior offi cers) and who have not<br />

completed their Operationally Ready NS (ORNS) are required to notify the NS Call<br />

Centre of their overseas trips when leaving the country for more than 24 hours.<br />

Furthermore, PNSmen who intend to leave the country for more than 6 months<br />

must apply for an Exit Permit.<br />

PNSmen can notify about their overseas travel round the clock using the following<br />

6.11 The e-PREP Scheme - Upgrade with e-PREP<br />

The e-PREP (Electronic Preparatory) Scheme for the Full-time Police National<br />

Servicemen (PNSFs) was implemented to help PNSFs transit from full-time NS to<br />

further their studies by providing online preparatory and refresher courses for PNSFs.<br />

Under the scheme, all eligible PNSFs will be able to participate in e-PREP during<br />

their last 12 months of service. Each PNSF will be given an e-PREP subsidy of $350<br />

to offset up to 90% of the course fees. The remaining 10% of the course fees will<br />

be borne by the PNSF. Any unused credits will be rolled over for use within one<br />

year of ORD.<br />

With e-PREP, PNSFs will be eligible to subscribe to over 4,000 courses offered by<br />

the participating local institutions of higher learning and e-learning providers such<br />

as Nanyang Technological University, Singapore Polytechnic, Institute of Technical<br />

Education, Auratech, etc. Example of courses offered are Academic Refresher<br />

Courses, Professional Certifi cation and Vocational Courses and Soft Skills Courses.<br />

Furthermore, you will receive a “Certifi cate of Completion” from the course<br />

provider once you have successfully completed a course.<br />

We strongly encourage you to take up suitable and relevant courses to upgrade<br />

your skills and knowledge. You can access and complete these e-courses at your<br />

own free time using your PC at home as all courses are delivered through the<br />

internet.<br />

For more information on e-PREP, you may access the e-PREP website through NS<br />

Portal. Please ensure that you have a NS Portal ID/ Singpass as you will need to log<br />

in to access e-PREP. Alternatively, you may also wish to approach your divisional<br />

PPO for assistance.<br />

6.12 Employee Self-Service (ESS) Module in NSPAM, SPF Intranet<br />

All PNSFs will be given access to a NSPAM (National Service Personnel Administration<br />

& Management) account in the SPF Intranet, which manages PNSFs’ and PNSmen’s<br />

data centrally.<br />

The Employee Self-Service (ESS) Module under NSPAM allows PNSFs to apply leave,<br />

make claims, view their payslip and apply for disruption. Below are a few examples<br />

of services found in the ESS Module:<br />

PNSFs with a new born baby can apply for the new born gift of a $100/- voucher<br />

per child.<br />

Applications must be made within one year of the child’s date of birth. Applications<br />

must be supported by certifi ed true copies of the child’s birth certifi cate and<br />

parents’ marriage certifi cate. Application forms can be obtained from the Division<br />

Unit Welfare Offi cers, SPF Intranet Welfare portal online and PCWF Reps for Non-<br />

SPF Departments.<br />

Get-Well Hamper<br />

A get-well hamper would be given to members who sustain a service injury and are<br />

warded or those who are on long medical leave of 14 days and above.<br />

SPF Group Term Life Insurance<br />

PNSFs are insured under the SPF Compulsory Group Term Life Insurance Scheme.<br />

Scope of coverage are as follows:<br />

1. Compulsary Group Term Life (GTL) Assurance.<br />

a. Coverage – Death Benefi ts due to any cause – $150,000.00<br />

b. Territorial Limit – Worldwide (24 hours cover)<br />

2. Compulsary Group Personal Accident Insurance.<br />

a. Coverage – $150,000.00 against bodily injury due solely to accidental and<br />

external means resulting in:<br />

i. Death – 100% sum assured<br />

ii. Total Permanent Disability – 150% sum assured<br />

iii. Partial Permanent disability – Percentage sum assured based on<br />

Schedule of Benefi ts<br />

b. Territorial Limit – Worldwide (24 hours cover)<br />

c. Exclusion<br />

i. Suicide or any attempted suicide or self injury whether the Insured Person<br />

is sane or insane.<br />

ii. War (declared or undeclared), hostilities, civil war or any warlike operations,<br />

military or naval or airforce service while under orders for warlike operations.<br />

iii. Participation in competitive racing or any kind other than on foot, only on<br />
