4.1 Training Safety Regulations
In SPF, we treat our people as our most
valued asset. The safety of our offi cers
during training is given special attention.
The SPF Training Safety Management
System has achieved the Occupational
Health and Safety Assessment Series
Standard (OHSAS) 18001 since Mar
2008.
04
Training &
Development Chapter
Safety Inspection
The specifi c measures are:
a. Training Safety Regulations (TSR)
The TSR spell out the safety requirements for training activities and there is a TSR
manual which covers all training activities. There is a committee dedicated to the
review of the TSR to ensure that the manual continues to remain relevant.
b. Safety Measures During Training
• The Commander of Training Command, with a dedicated team of Training
Safety Offi cers, personally oversees the trainees’ training safety in Training
Command. Trainers are specially trained and qualifi ed to ensure the safety of
their trainees.
• You will be briefed on training safety by the Training Safety Offi cers soon after
enlistment. Training safety briefi ng will also be conducted by the trainers prior
to the commencement of any training activity to ensure all participants are aware
of the safety requirements. Trainers are required to check if trainees are feeling
unwell before they commence any physical training activity. If any trainee
feels unwell during physical training, trainers will also cease training for
that particular trainee.
• There is also an in-house medical centre in HTA to provide medical treatment
whenever the need arises.
• Safety equipment such as goggles, muffl ers and gloves, where applicable, will
be utilized. There are also systems in place to ensure training equipment, including
safety equipment, is in working condition.
Training & Development 21
c. Medical Fitness
Anyone who is selected for a training
course will be medically examined to
ensure that he is fi t enough to attend
the course.
d. Investigation of Training Related Accidents
Safety audits are conducted to ensure all training conducted is in compliance with
the TSR.
Training Safety is every offi cer’s responsibility. While the Commander strives to
ensure a safe training environment, there is also personal responsibility on your
part. You should:
• Report sick if you are unwell, especially before strenuous exercise.
• Hydrate yourself by drinking suffi cient water the night before any activity or
during the water breaks given during training.
• Report to your trainer if at any time during training, you are not feeling well.
• Try to get enough rest whenever you can.
22
If you are not feeling well, the onus is on you to inform your trainer.
Although SPF makes every effort to ensure your safety during training, the effort
will pay off well when you exercise personal responsibility for your own safety.
Training & Development
4.2 Police Defensive Tactics
In the course of your duties, you
may come face-to-face or be at
close proximity with a suspect. To
be adequately prepared for these
encounters, you will be taught
Police Defensive Tactics to help you
handle such situations safely, calmly
5.3 Alcohol and Cigarettes
Trainees are forbidden to bring or
consume alcohol or cigarettes within
the compound of the Home Team
Academy. Anyone caught possessing
alcohol or cigarettes would have
committed a serious breach of Police
Discipline.
5.4 Drug Offenders
All servicemen convicted of drug and
inhalant abuse will have their offences
recorded at the Criminal Records
Offi ce of the Criminal Investigation
Department (CID). These are serious
offences and those caught abusing or
traffi cking in controlled substances will
be severely dealt with in accordance
with the law.
Trainees who have drug-related
problems should approach their CM
Security & Discipline
5.5 Absent Without Offi cial
Leave (AWOL)
A serviceman is guilty of going ‘AWOL’
if he fails to turn up for duty or training
without any offi cial leave or good
cause. Depending on the length of the
AWOL period, the serviceman could
be dealt with either departmentally or
prosecuted in court.
As a Police Offi cer, you are entrusted
with the internal security of the nation.
Any serviceman who goes AWOL is
betraying this trust placed in him.
AWOL is a serious offence and offenders
can be placed in the Detention Barracks,
fi ned or sentenced to jail. The time spent
being AWOL, in Detention Barracks or
prison will not count towards full-time
National Service liabilities. In addition,
you will not be entitled for NS Allowance
during your period of AWOL, Desertion
or imprisonment.
There is no excuse for going AWOL.
If you have any problems, you should
approach your CM or Field Instructor
for help. They will be able to give you
advice, and if necessary, refer the matter
to a higher authority.
5.6 Provost and Discipline Branch
The Provost and Discipline Branch is responsible for the investigation of all
complaints against Police National Service personnel for any service offences which
may involve AWOL, desertion or other serious breaches of discipline.
All offences will be dealt with on a case-by-case basis, depending on the gravity
of the offences.
For disciplinary offences, the offender may be dealt with through a Police Disciplinary
Inquiry. The Disciplinary Offi cer may recommend the following punishments to be
meted out against the PNS offender:
• detention for a period not exceeding 40 days;
• reduction in rank, grade or seniority;
• forfeiture of up to 14 days’ allowance;
• reprimand;
• stoppage of leave;
• restriction of privileges;
• extra duty;
• caution
In addition to above
• Fine up to $200 (Inspector and below)
Offenders who receive a reprimand or caution may also be required to undergo
General Duties (GD) Re-training in PNS Department conducted by the GD Retraining
Unit. This is to reinforce discipline and provide counselling to the offenders.
32
5.7 Seeking Redress
A serviceman who believes that he has been victimized or treated unjustly by his
colleagues or superiors can lodge his complaint either with his CM or the Field
Instructors. If complaints are proven to be valid, the Singapore Police Force will take
necessary action against the offenders.
A serviceman shall not seek redress through a third party outside the Singapore
Police Force. There is the danger that by going through third parties, there is a risk
of leaking classifi ed or protected information. Such disclosures are considered an
offence under the Offi cial Secrets Act, (Chapter 217) and the serviceman may face
legal consequences.
As a Police National Service Offi cer, you should seek redress and / or channel your
queries, grievances / issues on matters relating to Police National Service through
6.6 Disruption For Study
PNSFs may be granted disruption for studies under the following circumstances:
Disruption To Repeat First Education Bar Course
PNSFs who sat for but failed to obtain their fi rst education bar qualifi cation, which
is defi ned as GCE ‘A’ levels, Polytechnic Diploma or an equivalent qualifi cation,
may be granted disruption, for a period not exceeding one year, within the fi rst
six months of enlistment to repeat their studies on a full-time basis. However,
this provision will not be granted to PNSFs who have already obtained their fi rst
education bar to improve their results.
a. To repeat in an MOE school
i. PNSFs who studied in MOE schools are allowed one repeat in MOE schools
only. They have to produce a document from MOE to show that they have been
admitted to repeat their studies in MOE schools. They will not be granted
Disruption for Tertiary Studies
MINDEF provides suffi cient opportunities for NS-liable males to attain up to fi rst
education bar qualifi cations before enlistment, subject to the deferment cut-off
age criteria. A fi rst education bar is defi ned as GCE ‘A’ level, Polytechnic diploma
and equivalent qualifi cations. Disruption will hence be restricted only for PNSFs
to pursue a higher level educational qualifi cation, such as an advanced diploma,
associate degree or degree course.
Only courses conducted by the
educational institutions which confer
their own qualifi cations are allowed.
For example, a PNSF will not be allowed
disruption to pursue a foreign degree
course conducted by the Singapore
Institute of Management (SIM) since the
qualifi cation is not conferred by SIM.
Disruption is only considered on the basis of equity to allow those from the same
school cohort but enlisted in the later intake, to proceed for further studies at the
same time as those enlisted in the earlier intake. Disruption will not be granted to
PNSFs who are enlisted ahead of their age cohort with equivalent qualifi cations as
the basis of disruption is to maintain cohort equity.
Minimum Service Period
The earliest date that PNSFs can disrupt is on the 1st of the month that they
complete the minimum service period stipulated in the table below, or one week
before the start of term for local studies (two weeks before the start of term for
overseas studies), whichever is later.
Disrupted PNSFs are required to serve their remaining full-time NS in one continuous
period immediately upon completion of studies.
PNSFs must submit their applications for disruption, together with documentary proof,
to Head NSF PNSD through their respective Head PNS for approval three months prior
