7 Application of <strong>LCC</strong> methodology <strong>to</strong> a project for two facilities (new -<br />

build and refurbishment) for major FM provider in the UK<br />

Project description<br />

Project title - INSPIRE<br />

Category – New labora<strong>to</strong>ry building and refurbished office<br />

accommodation for private sec<strong>to</strong>r.<br />

General project information – Serco Group plc ("Serco")<br />

h<strong>as</strong> been selected <strong>as</strong> preferred bidder by the Defence<br />

Science and Technology Labora<strong>to</strong>ry ("Dstl") for a 15 year<br />

strategic partnership contract called 'Project INSPIRE'. Serco<br />

h<strong>as</strong> selected Building Design Partnership (BDP) <strong>as</strong> its design<br />

leader and Sir Robert McAlpine Limited <strong>as</strong> its <strong>construction</strong><br />

partner.<br />

The contract aimed at providing and support new and<br />

refurbished labora<strong>to</strong>ry and office accommodation. As a<br />

strategic partner and prime contrac<strong>to</strong>r, Serco is responsible<br />

for providing comprehensive facilities management services<br />

across Dstl's estate for 15 years from August 2006. In the first<br />

2 years, Serco is also managing the design and build of new<br />

facilities and refurbishment of others and is migrating<br />

approximately 1500 Dstl staff <strong>to</strong> them. The innovative new<br />

facilities and supporting services range from labora<strong>to</strong>ry set-up<br />

<strong>to</strong> travel management services.<br />

Gross internal floor area (GIFA) – 20,390 m 2<br />

Aims and objectives of <strong>LCC</strong> analysis<br />

A model h<strong>as</strong> been prepared in order <strong>to</strong> illustrate likely<br />

future expenditure required on both buildings of the<br />

project (new build and a refurbishment).<br />

A rigorous methodology h<strong>as</strong> been adopted in the<br />

development of replacement <strong>cycle</strong>s, and the model h<strong>as</strong><br />

been presented <strong>as</strong> a ‘first cut’, that is, without<br />

extensive smoothing of the expenditure profile.<br />

Three models were produced for each site; the first, the<br />

‘likely’ scenario plus two variants reflecting<br />

favourable and unfavourable scenarios below and<br />

above the ‘likely’, referred <strong>to</strong> <strong>as</strong> the ‘best’ and ‘worst’<br />

c<strong>as</strong>e scenarios.<br />

The models represented results from the research of<br />

data and cost options extracted from a variety of<br />

datab<strong>as</strong>es. They included the upper, lower and middle<br />

values the range of expected outcomes.<br />
