Portugal has been making a serious investment in golf over the last season. 

Since 2000 until the present it has grown in equipment, from the south up to 

the northern part of the country, boasting a considerable cluster of golf courses 

and all other venues, thus stating its role as one of the best European and 

international destinations to practice this sport. 

Currently there are specific destinations such as Lisbon and the Algarve, 

emerging from the actual broader destination Portugal, that invest in excellence 

and make available in an area around 30 to 40 km an assorted group of the 

most enjoyable golf courses, designed by international renowned experts. Also, 

the land and air accessibilities places Portugal at less than 3 hours distance 

from most European capitals, and the country is also served by an excellent 

network of national and low cost airlines. These are the conditions to succeed. 

Furthermore, the country is also betting on in its rich Mediterranean cuisine, in 

safety, in the beauty and diversity of landscapes, in competitive prices and fine 

weather. For example, in the middle of winter regions such as the Algarve can 

display spring conditions with 20º C during the day. In short, whereas the rest of 

Europe shivers in the cold, Portugal has the perfect conditions to recharge the 

batteries and... play golf! 

In this annual edition of Portugal Travel News we x-ray the sector in Portugal. 

But we also publish a list of the existing golf courses, with all information 

concerning each of the venues. This is certainly a work tool for you who, like us, 

believe in the success of Portugal as a golf destination. 

Places such as the Algarve or Lisbon are working hard to create amateur golf 

tournaments during low season, so as to promote the advantages of the 

courses and bring more foreign tourists. 

People say it’s during a golf round that the best contacts and best businesses 

are made. If that is true, then I’m sure that if the golf course is in Portugal the 

success is guaranteed.

Golf in Portugal 

Portugal continues to 

be one of the favourite 

destinations for golfers 

Spain and Portugal should 

continue to dominate the golf 

tourism market, according the 

Golf Travel Insights report 

carried out by KPMG. 

Despite the economic crisis, Spain and 

Portugal are still the favourite destinations for 

golfers and the trend should be the same for 

the upcoming years. Other traditional markets 

such as the British, the Irish and the 

North-American are also among the top preferences of golfers, but several 

emerging countries’ destinations in Southeast Mediterranean and 

Asia (Thailand, Malaysia, Vietnam) can become successful if well 

thoughtout and structured strategies are followed. 

These are the conclusions of the Golf Travel Insights report carried out 

by KPMG. According to this study, since 2008 the world has lived under 

a global economic recession and, as much as other industries, golf 

tourism was also affected. To analyse the evolution so far, KPMG developed 

this survey last summer and inquired 120 golf tourism operators 

from 41 different countries. About half of the answers are from 

European operators, 18% from Asian countries and 22% from American

countries, and the rest are located in Africa, Australia and New Zealand. 

The survey from KPMG has allowed the assessment that 38% of the 

golf tourism operators have experienced a decrease in demand (a number 

above 10% that provided the same answer in 2008). On the other 

hand, 8% of the operators interviewed claimed that demand was stable, 

but 54% show an increase in the number of golfers, a number that is still 

under the 73% registered in 2008. 

Although the average stay has remained somewhat stable, several operators 

have noticed that golfers travel increasingly less. Those tourists 

that a year ago used to take two or three golf trips a year now only go 

out once. 

Over 40% of the operators interviewed in the report indicate a decrease 

in the average spending during golfers. If on the one hand golfers are 

currently more conscientious, the study suggests that that can also be 

related to current rates and discount packages. 

Prospects are positive 

As for future expectations, if on the one hand 80% of the operators 

expect to improve the results following the economic crisis, a fifth of the 

inquired estimate a stagnation period or even a gradual decrease, 

depending on the region each operator works. 

The study concluded that Spain and Portugal should continue to dominate 

the golf tourism market. In a scale from 0 to 5 to calculate the 

demand in golf tourism in the main destinations during the upcoming 

year, the interviewed operators assigned 3,36 to Spain, that occupies

the first place, followed by Portugal, with 3,13. 

“Golf can be a reason to go on holidays or merely a secondary activity,

important revenue originator not only for the golf courses, but also for 

the service providers associated to this sector in a specific destination," 

is one of the conclusions of the study. “In current times it is crucial to 

understand the needs and behaviours of all players in order to develop 

successful destinations."

The most recent golf course in the Algare, 

Onyria Palmares, is the result of a complete 

renovation of the old golf course. Today the 

course is awe-inspiring due to its natural surrounding

excellence in service. In April 2011, nine new 

holes will be in full operation, making Palmares 

a 27-hole golf course with a unique combination of “Parland” and “Links” 

holes, all with a memorable view over the Atlantic Ocean and Avor 

Estuary. 

The modern design by Trent Jones with a flawless maintenance will provide 

a unique experience to all visitors. According to the architect of the 

project: “Palmares Golf Course is special on so many levels. The expansive 

ocean vistas, dramatic elevation changes, quintessential 

Mediterranean intimate valleys, and expansive dunes land have blessed 

us with the environment to craft a golf course with an enormous depth of 

character and challenge.”

hat is your assessment of 2010 for 

national golf? 

From the sports point of view, 

Portugal achieved unprecedented 

results, such as the 13th place in 

the World Team Championship and the 9th place in Single’s for 

Pedro Figueiredo. National golf teams currently achieve important 

and consistent results. From the economic and touristic point of 

view, a slight increase is noticeable in the number of played rounds 

 



 

from foreign tourists, however, there’s still a long way to go to reach 

the same figures as in 2007. We happily see the fact that Portuguese 

golf course’s owners are currently more concerned with the development 

of national golf, and will certainly have their golf courses 

occupied during low season and in times of crisis such as post-9/11, 

after the volcanic ashes cloud and the current economic crisis. 

How is Portugal positioned as a golf destination on an international 

level? 

Portugal is currently a recognised golf destination throughout the 

Algarve and which mainly operates with European tourists. We're 

sure that we have an excellent destination showing high quality and 

with a very satisfactory level of service. There are today emerging 

destinations that are serious opponents and there has to be creativity 

and incentives to face those competitors.

Do you consider that Portugal is currently as a golf destination much 

more than just the Algarve? 

It has to be much more than the Algarve, it has to be Portugal. In 

Myrtle Beach alone, in South Carolina, there are over 100 golf 

courses. In Palm Springs and Palm Desert area there are almost 

200. If we wish to state our country as a golf destination we cannot 

offer just 36 golf courses in the Algarve or 20 in the Lisbon area. 

The global offer in Portugal, around 90 courses, has allowed our

country to stand its ground as a golf destination. The offer should be 

reinforced and the best way to do that is to sell Portugal as a golf 

destination and not merely isolated regions. Any golfer drives two 

hours to play in high quality golf courses, and with excellent roads 

time travel between the different regions of the country is short. 

What are the country’s strong points to practice golf? 

First there’s the weather, than the quality of the golf courses, the 

cuisine, the roads and the environmental sustainability of the 

courses. 

Do we lack important events to promote our destinations? 

There’s no doubt about that. Over the last 5 years, and since the 

World Cup, the Portuguese government has been making a considerable 

effort in that sense. The major golf events have high media 

coverage and are an excellent approach to promote the country as a 

touristic destination. With large events such as the Ryder Cup, 

Portugal would claim its position as a destination that is sought after 

on a global scale, namely by the enlargement of the spectrum of 

issuing countries. 

How many players do you have each year in Portugal? 

There are 15,000 golfers in the FPG. And there are around 300.000 

golfers that visit the country only to play golf. 

FPG has the ambitious goal of reaching 100.000 golfers in Portugal 

until 2020. What does it take to reach that goal? 

To take golf around the country using road shows, to provide equipment 

for schools that are located nearby golf courses, to train the 

teachers in such schools and create attractive conditions in the golf 

courses for those people that wish to continue practicing the 

sport. 

Why is Portugal the best destination to host Ryder Cup? 

First and foremost, the weather is excellent. Then there's a high 

quality project that will develop an 18-hole golf course in an area 

around 340 acres and that will allow the creation of the support 

infrastructures for the organisation of the Ryder Cup, an unparalleled 

location, especially when compared to the other competitors 

and there’s also the strategic need to host such a competition from 

the touristic point of view. 

The choice of Tom Fazio and the European Golf Design for the architectures 

of the golf course clearly shows that innovative capacity of 

the Portuguese application. It is the only golf course to have such as 

a partnership with the aim of providing the best possible golf course 

for the Ryder Cup. 

And lastly we’re confident that the fact that this is the only country 

which is a true golf destination will influence the decision. As D. 

Jaime Ortiz-Patiño said, “Who’s going to travel to play golf in Madrid, 

Paris, Munich or Rotterdam? 

Currently, who plays golf in Portugal? Is it possible to trace a profile 

of the golfers? 

Portugal still holds some prejudice concerning golf. This sport can be 

played by anyone and the costs are far from what the majority of the 

Portuguese population thinks. As any other product, there’s top of 

the game and lower levels, and Portugal has a much diversified offer, 

namely in Lisbon and the northern region. 

It’s important that the public knows this and the golf courses have a 

vital role if they wish to advertise the sport in their community. 

Portugal needs to be a country for golfers but also a country of 

golfers. 



Algarve

The golf courses in the Algarve had over 

5,748 rounds in October compared to the 

same period last year, a total of 122,175 

rounds. The data from the Association 

Algarve Golfe represent a homologous 

increase of 4.9%. 

“The result presented by the association is a 

clear positive sign for this destination and is proof of the fine performance 

of this strategic product,” declared Nuno Aires, the president of 

Turismo do Algarve, the official tourism entity. 

The accumulated results in 2010 still mirror however the downfalls 

caused by the bad weather early in 2010 and the conditioning of the 

airspace due to the volcanic ashes cloud from Iceland. From January to 

September, the golf courses recorded 710,207 rounds, a decrease of 

1.8% compared to the same period in 2009. 

“007 – From the Algarve with Love” 

To increase the number of rounds in the 35 golf courses in the region, 



Turismo do Algarve launched the campaign “007 – From the Algarve 

with Love” last November through the regional entity to promote 

tourism. 

The concept of the campaign is based on the accommodation offer 

and the green fee for an 8-people reservation and minimum 3-night 

stay. “Deep down, in each group of 8 golfers only seven will pay for the 

experience,” explained Nuno Aires. 

The activity will take place until February 2011 and includes the participation 

of 48 hotels and 24 golf courses in the region, and will be 

advertised in the press and online media in Germany, England, Ireland, 

Sweden, Denmark and Norway.

n 2009 the golf industry suffered a drop of 17% 

compared to 2008. Is it possible to make an 

assessment of year 2010? 

2010 was characterised by different evolutions/variations 

according to the time of year and 

region. The Portuguese market witnessed a major 

reduction (-5%) in the first semester of 2010, as 

a consequence of the bad weather and the volcano ash cloud in Iceland. 

During the second semester, the global scenario slightly changed in 

national terms compared to 2009, which resulted in a predictable annual 

reduction of about 4% in 2010 compared to the previous year. The 

market in the Algarve was probably the least affected by this variation, 

with a predictable annual reduction of 3%, and Madeira was the region

most affected with a reduction of almost 10% and Lisbon area with a 7% 

decrease. The figures for the second semester are still estimates. 

After the ascending period, from 1995 until 2005, with the doubling of 

the figures, how do you explain the decrease of the results? 

These negative variations over the last two years are a consequence of 

several simultaneous events. The market of Portuguese players didn't 

evolve and that fact hasn't been helpful to fight the loss on the international 

market. 

As a consequence of the financial crisis, the international market witnessed 

a reduction not only in the number of players but also in their 

average use. The British pound has decreased in value, a fact that affected 

a significant portion of the green fees sold abroad, which as we know 

are strongly dependent on the British market. The bankruptcy of some of 

the main international golf operators also made the industry more fragile. 

The appearance of new and highly competitive markets and fine products 

“all inclusive”, especially in Turkey, also influenced performance. But not 

all are bad news, since Portugal has significantly improved the number of 

low cost flights, mainly to Faro, Lisbon, Porto and Madeira, a fact that 

helped to minimise the crisis. 

What are Portugal’s strong points concerning the practice of golf? 

One of the strong points is the mild climate almost 12 months a year, all 

over the country. The professionalization of our golf industry has helped 

to position the country in a very high degree, and therefore it has become 

a target for new players. 

Portugal, and especially the Algarve, has developed extraordinary connections 

with international operators, airlines supported with strong promotional 

campaigns (tournaments, events, etc.) that have helped to make 

this a unique destination. 

Portugal has been investing in and defending golf based on quality and 

excellence. New projects have been created for a higher standard. We’re 

a friendly people, that knows how to welcome visitors and the touristic 

offers follow that position, by offering those who visit us a service with a 

fine price/quality ratio. And of course the high quality of our golf courses 

and the associated facilities are differentiating and added value factors 

for those visitors that wish to spend their holidays and play golf. 

How many golf courses are there currently? How many are in the planning 

or construction phase? 

Currently, there are about 80 golf courses in Portugal mainland and the 

islands. There are some courses in the making, but considering the present 

national scenario, we have to be careful about new investments. If 

now there are some courses going through some rough times, what will 

happen if new courses are opened? 

Besides the Algarve, which is our most famous destination, do we have 

other internationally recognised destinations?

Portugal applies to host Ryder Cup 2018 – Comporta, Alentejo. 

Unquestionably we can say that the Algarve awoke soon for the international 

market, by directing its product towards the foreign market early 

on. However it’s clear that there are very favourable conditions to golf 

tourism in other regions of the country, and the truth is that the investment 

of Turismo de Portugal is starting to bear fruits. 

Let us recall the awards Portugal won through Lisbon Golf Coast as 

Touristic Destination of the Year (2007), or through Praia D’El Rey as 

Resort of the Year (2007). 

The northern part of the country is already showing the first signs, and in 

many cases the investment goes hand in hand with another already internationally 

renowned product: Port Wine. 

Do we lack major events to promote our destinations? 

I don’t think that had anything to do with the cutback in golf. Portugal and 

Turismo de Portugal have been hosting important golf tournaments for 

several years now. These events have not been inferior in quality or quantity 

compared to our competitor destinations (Spain and Turkey). A fine 

example of our ambition is the application to host the Ryder Cup in 2018. 

No other international golf destination (our competitor) applied. Spain 

only presented the application for Madrid, not for the whole region of 

Andalucía. 

This year, CNIG together with Turismo de Portugal made the announcement 

concerning a golf portal. How is the project going? 

The project Portal de Golfe Online (online golf portal) is now in the beginning. 

Work will begin in January 2011 and we hope to introduce it to the 

public by the end of the same year. Portugal will be the only country in 

the world to have an online golf reservation portal, and once again we’re 

innovating and have a strategy that is obviously different from our competitors. 

The investment of Turismo de Portugal and CNIG in this innovating 

tool is a clear ambition of the industry. This type of public/private 

initiatives support and help to further develop and promote an industry 

that is so important to our country. 

Currently, who practices golf in Portugal? Is it possible to make a 

profile? 

Unfortunately, that is our major handicap. Portugal has a mild climate, 

quality courses that are close to urban areas; hence we should have a 

much higher number of golfers. The industry hasn't been able to present 

motivating proposals and it sees this as the major challenge for the coming 

years. This work can only be successful under a strategy organised, 

shared and developed by all players of the industry, from golf courses to 

the Portuguese Golf Federation, gear manufacturers and all that will have 

something to gain with this increase. 

It’s not acceptable that Portugal, a country where golfers can play 12 

months a year, has only around 15,000 players, whereas countries such 

as the Netherlands has around 25,000 golfers, with annual increases of 

15,000 players a year.

The green hills of Sintra hills offer a perfect backdrop for 

the Pestana Golf Beloura. Here, the famous American 

golf architect Rocky Roquemore has designed a course 

that will allow you to give wings to your imagination and 

enhance your skills, providing an enjoyable challenge for 

golfers of all levels. 

More than 40,000 eucalyptus, oaks, pines, magnolias, 

palms and other trees and exotic plants were planted in a 

gently rolling terrain, involving the field in a beautiful 

green frame. Water also comes into play, snaking through 

the countryside. The course is filled with several lakes, 

bringing more difficulties to golfers, challenging its 

expertise in many of the holes.

THE SCOTTISH INFLUENCE 

Opened in 1922, the Lisbon Sports Club is the oldest of four golf 

courses in Sintra. Situated in Serra da Carregueira, has a very rich forest 

biodiversity, whose greenish tones compose a breathtaking landscape. 

The layout of the field is just like a typical Scottish golf course, characterized 

by having quite different hole designs and their position 

allows very different game situations as well as meeting the other

Almost a year after entering the 

race to host Ryder Cup 2018, 

Portugal is looked at as one of 

the strongest candidates and has 

provided evidence that it 

assembles several arguments to 

win this challenge 

Comporta is the centre of the national application 

and it has been visited by several official 

entities and important people in the national 

and international golf scenario, which have 

revealed to be impressed by the unique conditions 

of the project. The national application 

is bases on a strong sense of legacy: for the 

country, it positions Portugal in the tour of the 

best destinations worldwide, generating revenue 

and creating wealth, and for the sport it drives more young people 

to play. 

One of the major goals of the Portuguese application is to make golf a 

popular sport in Portugal by increasing its visibility and the number of 

golfers, especially among the youngsters. 

To welcome the Ryder Cup 2018, Comporta Links will be built, a golf 

course that will be created “according to the highest standards defined 

by Ryder Cup Europe and the best environmental sustainability standards. 

Also the project is included in the Legacy Program from the Golf 

Environmental Organisation.” 

 



 

The Ryder Cup in Portugal represents an

revenue around 550 million Euros 

The course will be designed as a partnership by Tom Azio, the North- 

American architect and designer of several world class golf courses, and 

by the European Golf Design. The organisation of the Ryder Cup in 

Portugal represents an increase in the national tourism revenue around 

550 million Euros, and an increase of the wealth (gross value added) of 

1,270 million Euros. Also in quantitative terms, it will contribute to generate 

additional tax revenue of roughly 280 million Euros with the added 

entry of foreign capital of around 1,600 million Euros in the national 

economy and to guarantee, on average, around 3,000 additional jobs 

between 2010 and 2030. 

These are the conclusions of a study carried out by Deloitte, which also 

states that as qualitative factors are concerned, the hosting of the 

largest golf tournament in the planet will promote the image of the country 

as a quality holiday destination, consolidate the position of Portugal 

as a golf destination, reinforce its competitiveness and develop a new 

touristic destination in the country (the coastline in Alentejo), a region 

with a very low socioeconomic development index. 

With José Mourinho as the ambassador, Portugal enters the race against 

Spain, France, Germany and the Netherlands. The final verdict will be 

known in April. After the Olympic Games and the Football World Cup, 

Ryder Cup is the third largest sport event in the world and places the 

European and USA teams side by side every two years to fight for the 

best golfing team title in the world.
