Bill Henderson presented proposed budget guidelines and projections for fiscal year 2006.<br />
Motion by John Ost to accept the 2006 guidelines/projections. Supported by Cary<br />
Johnson and MOTION CARRIED.<br />
Mel Grieshaber reported on the following topics:<br />
Discussed letters of agreement on meal period reimbursements and the optional coverage<br />
program.<br />
Discussed the civil service audit of state employee insurances.<br />
Reviewed gas mask issues and advised that Randy Eicher is working on a settlement.<br />
Advised that Senator Mark Schauer has introduced legislation to require that all <strong>Michigan</strong><br />
prisons be operated by MDOC, and prohibit private prisons.<br />
Reported on issues regarding the recent inability to comp holiday overtime when the<br />
holiday not is worked. MCO will explore solutions.<br />
Discussed a grievance regarding an involuntary change in RDOs.<br />
Discussed the possibility of members making payroll deductions to a union's PAC fund.<br />
The Civil Service Commission is looking into any way to prohibit these payroll deductions.<br />
The State Chamber of Commerce is opposing the check-off. The Secretary of State may<br />
make a declaration or ruling.<br />
Advised that SEIU Local 517M is organizing <strong>Michigan</strong> childcare workers. MCO supports<br />
their effort. This represents a possible win of 30 to 40 thousand new SEIU members.<br />
However, AFSMCE and UAW are attempting to organize as well.<br />
Discussed the Change to Win Federation solidarity charters with local labor councils.<br />
Motion by Scott Fischer to allow the Executive Director the discretion to enter MCO into<br />
solidarity charters with certain select central labor councils. Supported by Mike Taylor and<br />
MOTION CARRIED.<br />
Reported that a new locking system has been installed on the Kardex file cabinet that<br />
holds grievance files.<br />
Reported on his discussion with Tony Lopez on the interpretation of whom to place<br />
according to their seniority on the mandatory overtime list.<br />
Discussed the <strong>Michigan</strong> Prospect, a think tank created about 10 years ago that reviews<br />
issues such as taxes and the economy. Motion by Jim Johnson to donate $2,000 to the<br />
<strong>Michigan</strong> Prospect. Supported by Adam Douglas and MOTION CARRIED.<br />
The board went into executive session and then resumed normal business at 3:23 p.m.<br />
Discussed alternative work schedules for MCO staff. Motion by John Ost to eliminate all<br />
permanent alternative work schedules. Supported by Adam Douglas and MOTION<br />
CARRIED. Andy Potter, Bill Henderson, Scott Fischer, and Mike Taylor voted no.
