Next to that prices – the c<strong>on</strong>sumer price index and prices for c<strong>on</strong>sumpti<strong>on</strong> purposes – as well as populati<strong>on</strong> data were included, provided by Statistisches Bundesamt (2012b) and Statistisches Bundesamt (2012a). <str<strong>on</strong>g>The</str<strong>on</strong>g> unemployment rate bases <strong>on</strong> data from the Federal Employment <str<strong>on</strong>g>Age</str<strong>on</strong>g>ncy (Bundesagentur für Arbeit 2012). 3.2 Estimati<strong>on</strong> Procedure <str<strong>on</strong>g>The</str<strong>on</strong>g> design <str<strong>on</strong>g>of</str<strong>on</strong>g> the estimati<strong>on</strong> functi<strong>on</strong>s follows the method described in Fair and Dominguez (1991) and Erlandsen and Nymoen (2008). <str<strong>on</strong>g>The</str<strong>on</strong>g> explanatory variables included in the estimati<strong>on</strong> process were disposable income (dicc) differentiated in wealth income (wicc) and n<strong>on</strong>-wealth income (nicc), cross-price relati<strong>on</strong>s (p i /p j , withi ≠ j) and the unemployment rate (uer) 3 . Income is supposed to have a positive impact <strong>on</strong> c<strong>on</strong>sumpti<strong>on</strong>; A rise in income should lead to an increase in c<strong>on</strong>sumpti<strong>on</strong> expenditures. Substituti<strong>on</strong> effects between different c<strong>on</strong>umpti<strong>on</strong> purposes is handled by the cross-price relati<strong>on</strong>s whereby the number <str<strong>on</strong>g>of</str<strong>on</strong>g> substituti<strong>on</strong>al relati<strong>on</strong>s is not restricted. <str<strong>on</strong>g>The</str<strong>on</strong>g> unemployment rate represents uncertainty about future income. <str<strong>on</strong>g>The</str<strong>on</strong>g> higher the rate the higher the risk to get unemployed with the c<strong>on</strong>sequence <str<strong>on</strong>g>of</str<strong>on</strong>g> lower disposable income. C<strong>on</strong>sequently, the private household starts to save additi<strong>on</strong>al amounts in case <str<strong>on</strong>g>of</str<strong>on</strong>g> the increasingly likely event <str<strong>on</strong>g>of</str<strong>on</strong>g> loosing income due to unemployment. C<strong>on</strong>sumpti<strong>on</strong> would be lower and hence the coefficient has to be negative. <str<strong>on</strong>g>The</str<strong>on</strong>g> income comp<strong>on</strong>ents were used in real terms by dividing them through the aggregate price level, i.e. the c<strong>on</strong>sumer price index (p). <str<strong>on</strong>g>The</str<strong>on</strong>g> c<strong>on</strong>sumpti<strong>on</strong> purposes (c i ) were also transformed in real values using the representative price index (p i ). Prices and income are in per capita terms, i.e. divided through the populati<strong>on</strong> aged 18 or older. Children are indirectly included in the c<strong>on</strong>sumpti<strong>on</strong> assuming that "they are part <str<strong>on</strong>g>of</str<strong>on</strong>g> their parents’ c<strong>on</strong>sumpti<strong>on</strong>" (Samuels<strong>on</strong> 1958, p.468). <str<strong>on</strong>g>The</str<strong>on</strong>g> equati<strong>on</strong>s to be estimated for the single 2 C<strong>on</strong>sumpti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> private households including n<strong>on</strong>-pr<str<strong>on</strong>g>of</str<strong>on</strong>g>it instituti<strong>on</strong>s serving households. <str<strong>on</strong>g>The</str<strong>on</strong>g> twelve c<strong>on</strong>sumpti<strong>on</strong> purposes are: (1) Food and n<strong>on</strong>-alcoholic beverages, (2) Alcoholic beverages, tobacco, (3) Clothing and footwear, (4) Housing, water, electricity, gas and other fuels, (5) Furnishings, household equipment and routine household maintenance, (6) Health, (7) Transport, (8) Communicati<strong>on</strong>, (9) Recreati<strong>on</strong> and culture, (10) Educati<strong>on</strong>, (11) Restaurants and hotels, (12) Miscellaneous goods and services. As subgroups the following c<strong>on</strong>sumpti<strong>on</strong> purposes are c<strong>on</strong>sidered: (2.1) Alcoholic beverages, (2.2) Tobacco, (4.1-4.4) Housing, water, (4.5) Electricity, gas and other fuels, (7.1) Purchase <str<strong>on</strong>g>of</str<strong>on</strong>g> vehicles, (7.2) Operati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> pers<strong>on</strong>al transport equipment, (7.3) Transport services. 3 <str<strong>on</strong>g>The</str<strong>on</strong>g> interest rate proved not to be significant throughout the estimati<strong>on</strong> process and is therefore not c<strong>on</strong>sidered in the estimati<strong>on</strong> functi<strong>on</strong>. c○GWSmbH 2012 6
