Mayors Report<br />

CEO POSITION<br />

CEO Mr Bill Hender has advised council he has decided not to renew<br />

his contract. Bill has brought <strong>Robe</strong> through a very difficult and somewhat<br />

problematic period of its history. His diplomacy has mediated and<br />

nurtured a pathway through the many alternate viewpoints on contentious<br />

issues. He was certainly the right man for the moment. For the<br />

councillors and myself, Bill has been a tremendous help and mentor.<br />

After nearly five years at <strong>Robe</strong> Bill has made the decision to spend<br />

dedicated time with his family.<br />

Bill, on behalf of all the <strong>Robe</strong> Community thank you for your commitment<br />

and dedication during your time here at <strong>Robe</strong>. To yourself,<br />

Rhonda and family we all wish you well for the future.<br />

Council held a Special meeting to commence the process for recruitment<br />

of a replacement CEO. The process will involve the use of a<br />

suitably qualified Human Resource recruitment agency.<br />

CCOWS<br />

Recently I had the pleasure of addressing the dedicated CCOWS staff<br />

at their start of year training day. <strong>Robe</strong> as a community is fortunate to<br />

have this service, as it provides a vital need with many families having<br />

both parents involved in employment positions. For single parents it<br />

provides a much needed service; some who do not have the luxury of<br />

extended family or support network in the town.<br />

The staffs at CCOWS are dedicated to self-improvement and quality of<br />

service delivery in their role as carers and educators of these young<br />

children.<br />

Robyn Patterson’s dedication and leadership is exemplary not only to<br />

the staff whom she mentor’s and nurtures but also nationally to all in<br />

mobile services and childcare.<br />

KELLIE JORDAN<br />

Kellie will be leaving the administration team in <strong>March</strong> and moving<br />

north to join her family at Cairns. Kellie has been a very enthusiastic<br />

and energetic member of the admin team and will be missed.<br />

Thank you Kellie for your considerable efforts we wish you happiness<br />

and success for your future endeavors.<br />

LGA VISIT<br />

Mayor Kym McHugh and CEO Wendy Campana recently met with<br />

Council during their regional visit. Council had the opportunity to raise<br />

a diverse range of issues including the disparity of allocation resulting<br />

from grants formulae funding, associated costs for small councils with<br />

complying with all the regulatory reporting requirements, recycling and<br />

waste management costs and shared service arrangements. The other<br />

item of note was the recent fire, the vulnerability of <strong>Robe</strong> and the urgent<br />

need to establish the alternate access road.<br />

CCOWS NEWS<br />

The Salvation Army has continued over the last 12 months<br />

to have a large call upon its services, assisting people in<br />

need.<br />

In 2010/2011 we raised $736,851.22 through our Red Shield<br />

Neighbourhood Appeal (Doorknock) in South Australia for<br />

which we are very thankful to all South Australians.<br />

The Salvation Army would like to advise that we will be conducting<br />

this Appeal over the month of May <strong>2012</strong>, with the<br />

main Doorknock being the weekend of the 19 th and 20 th May<br />

<strong>2012</strong>.<br />

This appeal will benefit many in our local community through<br />

various programs conducted by local Salvation Army initiatives.<br />

Again, we thank you for your generous support of The Salvation<br />

Army’s Neighbourhood Appeal.<br />

Friends of the <strong>Robe</strong> Library<br />

The Friends of the <strong>Robe</strong> Library AGM was held mid February with Di<br />

Nolan re-elected as Secretary / Treasurer and Leonie Peel re-elected as<br />

Chairperson.<br />

The <strong>2012</strong> Annual Book Sale raised over $4100 and the Friends members<br />

decided that the funds (in discussion with library staff) would be allocated<br />

to 2 DVD spinners, a picture book display cabinet, $1000 to children’s nonfiction,<br />

$500 to adult hear-a-books and $1500 to adult fiction/non-fiction.<br />

The adult fiction/non-fiction will be purchased locally through The Whistling<br />

Fish Book Shoppe.<br />

Dean Fennell has again agreed to allow this community group the use of<br />

shed space to store books for next year’s book sale, which will be held on<br />

the 3 & 4 January 2013. If you have any unwanted books, videos, DVDs,<br />

puzzles & jigsaws, magazines etc – you may now start dropping them off<br />

again at the library. Every book counts towards our fundraising efforts!<br />

The Very Informal Book Club is still going strong, and everyone who enjoys<br />

books is more than welcome. Each Book Clubber brings a book they<br />

have read to speed review. It has been a successful format and many go<br />

home with new books to read or new ideas on what to read.<br />

Membership of the Friends of the <strong>Robe</strong> Library and The Very Informal<br />

Book Club is free, and the meetings are very relaxed and casual.<br />

We are convinced that our collaborative<br />

partnership with families is part of what can<br />

be a successful combined effort in encouraging<br />

early brain development. We already<br />

know that children learn and develop best<br />

when they are not stressed, (that’s the<br />

same for all of us!) CCOWS staff want children and their<br />

families to feel welcome and relaxed, as an important<br />

part of that best environment for progress. Of course at<br />

this age the children are not going to be showing the<br />

skills we normally associate with academic prowess<br />

(solving maths problems and literacy etc). They are going<br />

to be immersed in the values and techniques that<br />

will assist them in life- long learning:<br />

1. The feeling that they matter, that what they think is<br />

appreciated (what we call their self-esteem).<br />

2. The knowledge that they can affect what happens to<br />

them (self-empowerment, ability to say when they<br />

are not comfortable).<br />

3. The confidence, courage and satisfaction of learning<br />

(curiosity, finding out how things are, making plans,<br />

making conclusions…following things through)<br />

All of these important learning and living skills are valuable<br />

through their lifetime. And they are encouraged to<br />

develop them by the way we engage children in conversation,<br />

the activities and programs that we put in place,<br />

the respect with which we listen. It is most important<br />

that children in our care learn to feel good about themselves,<br />

and that this is balanced with respect for others<br />

and the environment.<br />

Staff meetings and training have been focussed on how<br />

we can make this happen.<br />

The staff take their responsibility seriously.<br />

Bligh Master Mariner by Rob Mundle<br />

For some time I have read bits and pieces about the fact that William Bligh<br />

of the Bounty has been unfairly maligned especially by films which distort<br />

truths in order to make a good yarn. In particular, the 1938 film “Bligh of the<br />

Bounty” enabled Charles L<strong>au</strong>ghton to strut his stuff as a cruel curmudgeon<br />

posturing menacingly around the ship, doing awful things to Fletcher Christian,<br />

[a young and very good looking Clark Gable, playing the “goodie” role.]<br />

Another effort, in 1962 starred Trevor Howard as a villainous Bligh with Marlon<br />

Brando, who mumbled at the best of times, having trouble with the English<br />

accent of Fletcher Christian. Those films were, in large part, responsible<br />

for establishing Bligh’s villainous reputation. This book has been written by<br />

Rob Mundle in order to try and put things right for Bligh. Mundle is a man of<br />

much sailing experience both in ocean racing and sailing around many of<br />

the routes used by many Pacific Explorers. He is a renowned yachtsman<br />

having sailed in three Sydney-Hobarts and countless other ocean racing<br />

events. He is also a yachting journalist and has covered all the major international<br />

sailing events including the Sydney-Hobarts, the around-the-world<br />

events, and several Olympic Games. He took it upon himself to carry out a<br />

great deal of research in order to try to restore the rightful reputation of William<br />

Bligh, and from my point of view at least, he has succeeded.<br />

It would be foolish to try to depict Bligh as an angel. His was remarkable as<br />

a superb seaman, navigator, hydrologist and cartographer His remarkable<br />

ability to safely sail the little open boat with he and his fellow ‘mutineers’<br />

back to Indonesia after they has been cast adrift with only sextant and compass…no<br />

charts…must surely attest to this fact. He was a rigid perfectionist<br />

and would not tolerate sloppiness or insubordination from any of the officers<br />

or crew. He meted out some pretty horrific punishment, but always within the<br />

bounds of naval law at that time. He was much commended by Captain<br />

Cook, from whom he learnt his undoubted skills and with whom he sailed on<br />

several occasions. His interests were also served by the patronage of Sir<br />

Joseph Banks. He married his beloved Betsy who produced four d<strong>au</strong>ghters,<br />

for whom she provided most of the upbringing during his long absences at<br />

sea. There is ample evidence in his letters of the great love he had for his<br />

wife and d<strong>au</strong>ghters. He took great interest, as far as was possible, in the<br />

well-being of his ship’s company, forever trying to improve their awful diet<br />

wherever possible…there are so many indicators to the fact that he was a<br />

conscientious man who cared about the welfare of those in his charge. It<br />

should not be overlooked that he was a lifelong sufferer of what seems to be<br />

migraine headaches, and if this is so, perhaps some of his episodes of bad<br />

temper and harsh discipline can be easily explained, and perhaps even<br />

forgiven. Such explanations would not have been available to Fletcher<br />

Christian [or available as evidence in subsequent court proceedings].<br />

Although all the subsequent kerfuffle affected Bligh’s health, on the recommendation<br />

of Sir Joseph Banks, Bligh was persuaded to go out to the New<br />

Colony of New South Wales as <strong>Gov</strong>ernor, succeeding Phillip, Hunter and<br />

King, all of whom were considered too lenient. Bligh hoped that he would be<br />

able to persuade Betsy and their girls to accompany him but Betsy could not<br />

contemplate such a voyage due to the fact that she suffered from a life-long<br />

phobia for the sea. In the end only Mary, the eldest d<strong>au</strong>ghter accompanied<br />

him and supported him well.<br />

Thus, our doughty <strong>Gov</strong>ernor William Bligh took up the cudgels in a difficult<br />

job and of course, met with considerable obstacles, one in particular in the<br />

form of one John Macarthur. It could be said of Macarthur that he was the<br />

exact opposite of Bligh in that his reputation has been rather glamorized in<br />

history. This part of Bligh’s life has not been covered in detail but just adds<br />

to the findings of research by Mundle. There is plenty of evidence that Bligh<br />

has been unfairly judged, and this is a worthy move to repair the damage. It<br />

is a fascinating read and my only complaint is that the maps of the voyages<br />

concerned are barely distinguishable as to which dotted line is which, even<br />

with a magnifying glass.<br />

Of interest is the fact that Anna Bligh, whose performance as Premier of<br />

Queensland in the terrible adversity of last years tragic events, was appl<strong>au</strong>ded<br />

by people of all political persuasions…just happens to be the greatgreat-great-great<br />

grandd<strong>au</strong>ghter of William and Betsy Bligh, so perhaps she<br />

inherited some of their grit.<br />

Beach commits to exploration program<br />

Joint venture partners Beach Energy Limited and Somerton Energy Limited<br />

are about to undertake oil and gas exploration near <strong>Robe</strong>.<br />

Beach says a 3D seismic survey will be conducted in <strong>March</strong> and April<br />

and will cover an area over 70 square kilometres within the PEL 186<br />

exploration permit (see map). Depending on the results of the seismic<br />

survey, an exploration well may be drilled next year.<br />

The seismic survey will investigate the hydrocarbon potential around the<br />

Nunga Mia-1 well. Nunga Mia-1 was drilled in 1996 to a depth of 2,644<br />

metres, with indications of oil being present at 2,404 metres. The seismic<br />

survey may identify structures in the rock layers suitable for trapping<br />

hydrocarbons, which would provide opportunities for new wells to be<br />

drilled. Any new wells would be targeting oil and gas at a similar depth to<br />

the oil indications at Nunga Mia-1. The types of rock that oil or gas may<br />

be found in (called reservoirs) around the Nunga Mia-1 area can be referred<br />

to as ‘conventional’.<br />

The current production in the Otway Basin is all classed as conventional,<br />

and mostly comprises gas from the Katnook area near Penola. The sort<br />

of equipment you will see is therefore mostly the same as you see now,<br />

including processing facilities, tanks and pipelines.<br />

In the case of an oil discovery, this would include a pump jack, separator,<br />

and oil load out facility<br />

Beach Energy and Somerton Energy have also recognised the potential<br />

of the Otway Basin to contain shale formations which may be suitable<br />

for a shale gas or shale liquids system. However, exploration and assessment<br />

of the shale is at a very early stage and more data needs to<br />

be collected before this potential can be confirmed.<br />

Shale gas/liquids are also referred to as ‘unconventional’. This term<br />

applies not to the methods used to find or recover the hydrocarbons,<br />

but to the type of rock and geological structures the hydrocarbons are<br />

found in. Shale gas is also different to Coal Seam Gas (CSG). CSG<br />

occurs at shallow depths while shale gas occurs much deeper, and in<br />

the case of the Otway region, the shale lies at deeper levels than the<br />

‘conventional’ hydrocarbons already being produced .<br />

As with all oil and gas operations in South Australia, exploration and<br />

operations are controlled by the Petroleum and Geothermal Energy Act<br />

2000 and regulations, which ensure management of health, safety and<br />

environmental issues.<br />

Beach says that if the new work is successful it will extend the life of its<br />

operations in the Otway Basin.<br />

Pasta Salad with Roasted Garlic Pesto and Prawns<br />

Ingredients (serves 4)<br />

400g penne<br />

1/2 cup (125ml) olive oil, plus extra to drizzle<br />

6 garlic cloves, skin on<br />

100g rocket leaves, plus extra to serve<br />

Zest and juice of 2 large lemons, plus lemon wedges to<br />

serve<br />

1 cup (100g) grated parmesan<br />

500g cooked, peeled prawns<br />

Cook the penne according to packet instructions. Drain,<br />

toss in a little olive oil and refrigerate.<br />

1. Preheat the oven to 170°C.<br />

2. Place garlic on a sheet of foil, drizzle with a little oil,<br />

Place the pasta in a large bowl with 4 tablespoons pesto<br />

(remaining pesto can be kept in the fridge for 2 days) and<br />

zest. Toss to combine and pile onto plates. Top with<br />

prawns and extra rocket and serve with lemon wedges. If<br />

desired, top salad with some remaining pesto, combined<br />

Thursday, Australia Day, was a great day at the club, with members going to the Australia Day breakfast to see Jake presented with his Junior Citizen<br />

Award and then going back to the club for a hotdog & pie floater lunch before playing bowls in the afternoon. It was great to see both Award winners<br />

and family at the club and so many Lion’s club members in the club relaxing after their hard work providing breakfast. The afternoon was sponsored<br />

by the Monday bowlers and was a fun day with the lucky winners on 99pts being Nola Peel, Valma Jennings & David Fisk(s) from Jenni Golding, Deb<br />

Lang, Michael Golding & Jake Golding(s) on 94pts. <strong>Robe</strong> ladies travelled to Millicent for pennant on a very hot Friday to play the top team and one<br />

team had a loss and one a good away win. Bronwyn, Nesla, Valma & Pearl(s) were defeated 16-38 and Necia, Judy, Carmel & Helen(s) won 28-19.<br />

Friday 3 rd was the last home & away game of ladies pennant and they had to win against Pt MacDonnell to stay in the finals and what a good win it<br />

in front at lunch time but came out determined and went on to win 32-14. In men’s pennant Div 2 played their last game for the year and had a win<br />

against Mt Gambier. <strong>Robe</strong> 14pts-89shots def Mt Gambier 2-53. Vic Dawson, Michael Golding, Dean Burgoyne & Mark Denton(s) had a big win 43-9,<br />

Sam Denton, Adrian Bermingham, Jake Golding and Errol Jennings won 27-20 after a slow start and Mark Giles, Ben Sneath, David Robinson &<br />

Stephen Kennett(s) were defeated 19-24. Div 5 had a good win against Millicent to consolidate their position in the finals. <strong>Robe</strong> 14pts-59shots defeated<br />

Millicent 0-47. Rob Lawrie, Gordon Allsop, Ian Bruce & P<strong>au</strong>l Fishlock(s) lead most of the day to win 30-22, while Simon Taylor, Brian Gilkes,<br />

David Fisk & Brian Nankivell(s) were 15 down after 13 ends, level after 24 ends, finished with a four winning 29-25, it must have been Jenny’s cake at<br />

afternoon-tea that did the trick.<br />

Twilight bowls Wed 8 th was played on a cool evening with<br />

thirty four dedicated players taking to the greens. The winners<br />

on 27+8 were Helen & Ray Fulbohm and Don & Bronwyn<br />

Matthews(s). The winner of the <strong>Robe</strong> Butchers raffle was Bev<br />

Maczkoviak. Thursday 9 th mixed bowls was sponsored by our<br />

patron Vic Dawson and 2 x 10 ends of scroungers was played<br />

and the winners on 115 shots were Bob Smith, Pearl Dening<br />

& David Robinson, runners up on 111 shots were Bronwyn<br />

Matthews, Gordon Allsop & Errol Jennings, thank you Vic for<br />

your sponsorship. <strong>Robe</strong> lady bowlers bowed out of the pennant<br />

finals on Friday 10 th with a loss to Millicent Red at Kingston.<br />

Millicent Red 41 shots-12pts defeated <strong>Robe</strong> 33 shots-<br />

2pts. Nesla Boundy, Bronwyn Matthews, Valma Jennings &<br />

Pearl Dening (s) had a close game, in front all day and hanging<br />

on to win by 1 shot 18/17. Necia Hunt, Judy Bermingham,<br />

Carmel Dawson & Helen Dawson down by 3 shots at lunch<br />

couldn’t bridge the gap and went down by 9 shots 15/24. This<br />

year each rink has won away from home, next year our aim is<br />

to win away as a team, hopefully in a final, well done ladies.<br />

The Veteran’s Championships were played Thursday 16 th<br />

with club champion Vic Dawson withdrawing from the competition<br />

still recovering from the previous weekend championships.<br />

Clarry Hunt def Ian Bruce in a high quality game, Vic Dawson<br />

forfeited to Brian Gilkes. In the second round Nankivell def<br />

Hunt and Fisk def Gilkes. In the final Brian Nankivell had a<br />

comfortable win over David Fisk 21-9. Brian Nankivell is the<br />

<strong>Robe</strong> 2011-12 Veteran’s Champion.<br />

The regular mixed bowls completion on Thursday was sponsored<br />

Normal Landfill Fees will apply to any Green Waste Products<br />

that requires mulching, however Green Waste products that are<br />

segregated and do not require mulching eg. Lawn clippings,<br />

leaves etc., can be dumped free of charge within the Landfill<br />

area during the opening times.<br />

E-waste Fees: $1.00/ kilogram<br />

The Community Newsletter is published, edited, designed, printed and delivered by the District Council of <strong>Robe</strong>.<br />

Community groups and organisations wishing to submit items should forward their information to M<strong>au</strong>reen Parker at the District<br />

Council of <strong>Robe</strong> by the third Friday of each month. It is preferred that items are emailed to m<strong>au</strong>reen@robe.sa.gov.<strong>au</strong> however<br />

handwritten items will be accepted and can be dropped into the Council office, posted to PO Box 1, <strong>Robe</strong> <strong>SA</strong> 5276, or<br />

faxed on 08 8768 2432.<br />
