ACTION PLAN<br />

221. The panel members compiled <strong>the</strong> following action plan, based on <strong>the</strong> foregoing discussion:<br />

• Information on winter runway conditions should be equivalent to that provided for wet<br />

runways.<br />

• Friction measures are important and necessary for pilots to make conditional judgments<br />

on safe approaches and taxiing; <strong>the</strong> IRFI promises to be <strong>of</strong> great benefit in helping<br />

airport operators maintain safe operations, and <strong>the</strong> JWRFMP should continue.<br />

• Since CFME (Continuous Friction Measuring Equipment) was originally designed for<br />

airport surface maintenance, not winter operations, it may be worthwhile to take a closer<br />

look at <strong>the</strong> harmonization <strong>of</strong> equipment for winter operations.<br />

• As a part <strong>of</strong> <strong>the</strong> ICAO documentation, each airport should have a snow plan based on a<br />

dialogue between <strong>the</strong> major operators <strong>of</strong> <strong>the</strong> airport and <strong>the</strong> airport owner.<br />

• Program partners should promote <strong>the</strong> establishment <strong>of</strong> legislation requiring <strong>the</strong> use <strong>of</strong><br />

data for contaminated runway conditions.<br />

• Options such as associating runway surface numbers with surface conditions o<strong>the</strong>r than<br />

just bare and dry, and reporting friction as a percentage <strong>of</strong> stopping distance, should be<br />

considered from <strong>the</strong> point <strong>of</strong> view <strong>of</strong> all stakeholders.<br />

• Work to correlate aircraft performance to friction, similar to that done for <strong>the</strong> Canadian<br />

Runway Friction Index, should continue.<br />

• The JWRFMP partners should apply some political pressure to encourage <strong>the</strong> use <strong>of</strong> wet<br />

conditions in take-<strong>of</strong>f analysis.<br />

• One common language and format should be used in pilot operating manuals; to this<br />

end, a working group should be set up to review ICAO working documents.<br />

• ICAO is to form a study group after receiving findings from <strong>the</strong> ASTM working group.<br />

CLOSING<br />

222. Mr. Mazur thanked <strong>the</strong> assembly for <strong>the</strong>ir participation and for sharing information.<br />

223. Mr. Yager added that <strong>the</strong> meeting had renewed enthusiasm for <strong>the</strong> program and obtained a<br />

strong endorsement for its contributions. He sought <strong>the</strong> guidance <strong>of</strong> <strong>the</strong> participants on how<br />

to proceed with <strong>the</strong> outstanding tasks. He asked industry for <strong>the</strong>ir continued and active<br />

support.<br />
