GRENADA<br />

On February 7, 1974, Grenada became an<br />

<strong>in</strong>dependent state. In a note dated August 19, 1974,<br />

to the Secretary-General <strong>of</strong> the United Nations, the<br />

Prime M<strong>in</strong>ister made a statement read<strong>in</strong>g <strong>in</strong> part <strong>as</strong><br />

follows:<br />

I have the honour to <strong>in</strong>form you that the Government<br />

<strong>of</strong> Grenada, hav<strong>in</strong>g atta<strong>in</strong>ed Independence on the<br />

7th February, 1974, <strong>and</strong> be<strong>in</strong>g conscious <strong>of</strong> the desirability<br />

<strong>of</strong> cont<strong>in</strong>u<strong>in</strong>g <strong>and</strong> ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g exist<strong>in</strong>g <strong>International</strong><br />

<strong>Agreements</strong> which applied before Independence<br />

<strong>and</strong> be<strong>in</strong>g will<strong>in</strong>g to accept its obligations under <strong>International</strong><br />

Law to honour its treaty commitments, acknowledges<br />

that the many treaty rights <strong>and</strong> obligations<br />

entered <strong>in</strong>to by the Government <strong>of</strong> the United K<strong>in</strong>gdom<br />

<strong>in</strong> respect <strong>of</strong> the Government <strong>of</strong> Grenada, were succeeded<br />

to by the Government <strong>of</strong> Grenada upon the<br />

atta<strong>in</strong>ment <strong>of</strong> Independence <strong>and</strong> <strong>in</strong> accordance with<br />

customary <strong>International</strong> Law <strong>and</strong> Practice.<br />

2. It is desirous, therefore, that it be accepted that<br />

each treaty h<strong>as</strong> been legally succeeded to by the Government<br />

<strong>of</strong> Grenada <strong>and</strong> that actions relat<strong>in</strong>g to all<br />

treaties be b<strong>as</strong>ed on this succession until a decision is<br />

otherwise taken <strong>and</strong> due notification communicated to<br />

the United Nations <strong>and</strong> to the states signatories thereto<br />

<strong>in</strong> respect <strong>of</strong> any such particular treaty.<br />

3. The Government <strong>of</strong> Grenada reserves the right<br />

to term<strong>in</strong>ate the operation <strong>of</strong> any such treaty succeeded<br />

to if it is desirable to do so. In such circumstances due<br />

notice will be given <strong>of</strong> any such term<strong>in</strong>ation <strong>and</strong> <strong>in</strong> the<br />

terms there<strong>of</strong>.<br />
