NOTES 1 The 1978 protocol incorporates with modifications the provisions of the international convention for the prevention of pollution from ships, including its annexes and protocol, signed at London November 2, 1973. The 1973 convention is not intended to enter into force and be applied on its own. Accordingly, as of October 2, 1983, the regime to be applied by the states parties to the 1978 protocol will be the regime contained in the 1973 convention as modified by the 1978 protocol.
