SURINAME — AVIATION<br />

S<strong>in</strong>ce, however, it is likely that by virtue <strong>of</strong> customary<br />

<strong>International</strong> Law certa<strong>in</strong> treaties may have<br />

lapsed at the date <strong>of</strong> Independence <strong>of</strong> Sur<strong>in</strong>am, it seems<br />

essential that each treaty should be subjected to legal<br />

exam<strong>in</strong>ation. It is proposed after this exam<strong>in</strong>ation h<strong>as</strong><br />

been completed, to <strong>in</strong>dicate which, if any, <strong>of</strong> the treaties<br />

which may have lapsed by customary <strong>International</strong><br />

Law the Government <strong>of</strong> the Republic <strong>of</strong> Sur<strong>in</strong>am wish<br />

to treat <strong>as</strong> hav<strong>in</strong>g lapsed.<br />

It is desired that it be presumed that each treaty h<strong>as</strong><br />

been legally succeeded to by the Republic <strong>of</strong> Sur<strong>in</strong>am<br />

<strong>and</strong> that action be b<strong>as</strong>ed upon this presumption until a<br />

decision is reached that it should be regarded <strong>as</strong> hav<strong>in</strong>g<br />

lapsed. Should the Government <strong>of</strong> the Republic <strong>of</strong><br />

Sur<strong>in</strong>am be <strong>of</strong> the op<strong>in</strong>ion it h<strong>as</strong> legally succeeded to a<br />

treaty but subsequently wish to term<strong>in</strong>ate its operation,<br />

the Government will <strong>in</strong> due course give notice <strong>of</strong><br />

term<strong>in</strong>ation <strong>in</strong> the terms there<strong>of</strong>.<br />
