In 2009 the build<strong>in</strong>g was reconstructed<br />
from a soviet-time energy-wast<strong>in</strong>g<br />
panel house from 1966.<br />
Technical features<br />
The build<strong>in</strong>g has solar collectors on the<br />
roof which provide energy for hot water<br />
system and room heat<strong>in</strong>g. It is the first<br />
time <strong>in</strong> Estonis that a solar thermal<br />
system is the central heat<strong>in</strong>g system for<br />
the whole build<strong>in</strong>g, with additional<br />
heat<strong>in</strong>g com<strong>in</strong>g from the district<br />
heat<strong>in</strong>g, also stored <strong>in</strong>to the<br />
accumulation tanks if needed.<br />
Insulation: External walls: 370<br />
mm of glass wool <strong>in</strong>sulation + 25 mm softwood board. Roof: 500 mm of glass wool of<br />
different weight. Ground floor: 300 mm of polystyrene boards.<br />
New ventilation systems were <strong>in</strong>stalled with heat recovery (efficiency 82 %).<br />
Static horizontal solar protection screens on south fac<strong>in</strong>g w<strong>in</strong>dows.<br />
Measured n 50 -value: 0,47 1/h.<br />
The build<strong>in</strong>g is heated via fresh air us<strong>in</strong>g water to air heat exchangers.<br />
The central heat<strong>in</strong>g system consists of three connected 1500 litre solar accumulation<br />
tanks that are heated via solar thermal collectors and city heat<strong>in</strong>g grid if necessary.<br />
<strong>Energy</strong> demand<br />
Before the reconstruction the houses net heat<strong>in</strong>g energy demand was approximately 250<br />
kWh/m 2 /a, with renovation it is calculated with PHPP2007 calculation software to be<br />
approximately 40 kWh/m 2 /a.<br />
Costs<br />
After completion the total costs were compared to the costs for refurbishment accord<strong>in</strong>g to<br />
exist<strong>in</strong>g national standards. An <strong>in</strong>crease of the construction costs for about 15–20% was<br />
stated, but <strong>in</strong> return a decrease <strong>in</strong> the energy demand of 6–7 times was achieved.<br />
Conclud<strong>in</strong>g remarks<br />
The ma<strong>in</strong> reason why Valga Municipality decided to implement a passive house pilot project<br />
is promot<strong>in</strong>g remote area at the border through <strong>in</strong>troduction of an <strong>in</strong>novative technology. Now<br />
Valga has received a lot of attention and positive reputation as competence centre of such an<br />
important topic as cutt<strong>in</strong>g energy costs and environmental impact.<br />
