Base, Colorado. He is responsible for developing,<br />

integrating, and advocating for space<br />

control planning, programming, and budgeting<br />

submissions. Major Adams is a graduate of<br />

Squadron Officer School and Air Command and<br />

Staff College.<br />

Col Martin E. B. France (BS, US Air Force<br />

Academy; MS, Stanford University; PhD, Virginia<br />

Polytechnic Institute and State University)<br />

is Chief, <strong>Space</strong> <strong>Superiority</strong> Division, Directorate<br />

of Requirements, Headquarters Air Force <strong>Space</strong><br />

Command, Peterson Air Force Base, Colorado.<br />

He is responsible for ensuring future space superiority<br />

systems meet the needs of our joint<br />

forces. Colonel France’s experience includes<br />

research and development assignments with the<br />

Air Force Research Lab, as the Air Force Engineer<br />

and Scientist Exchange Officer to France,<br />

and as a program manager at the Defense Advanced<br />

Research Projects Agency. He served as<br />

an instructor, associate professor, and executive<br />

officer in the Astronautical Engineering Department,<br />

USAF Academy. Colonel France has also<br />

served as a staff officer at Air Force <strong>Space</strong> Command,<br />

the Air Staff, and on the Joint Chiefs of<br />

Staff, writing long range mission area plans for<br />

space forces and in a variety of requirements<br />

positions for space support, force enhancement,<br />

and space superiority. A graduate of Squadron<br />

Officer School, Air Command and Staff College,<br />

and National War College.<br />
