Abstract. This paper presents <strong>the</strong> relevance of a research <strong>project</strong>, which<br />
through action research is going to find ways to change <strong>the</strong> classical<br />
‘municipality-as-service-provider’ relation into an ‘IT-based-municipality-andcitizen-collaboration’,<strong>the</strong>rebystreng<strong>the</strong>ning<strong>the</strong>municipalityadministration.<br />

1 Introduction<br />
E-<strong>government</strong> has been defined as <strong>the</strong> application of electronic commerce<br />
toolsandtechniquesby<strong>government</strong>toprovideservicestocitizens(Howard,<br />
2001). The most frequently cited motive behind initiating e-<strong>government</strong> is<br />
<strong>the</strong>need<strong>for</strong>moreefficienciesinpublicsectors(SharmaandSoliman,2003).<br />
At <strong>the</strong> turn to <strong>the</strong> 21 st century focus on use of IT in <strong>the</strong> public sector has,<br />
however, shifted from routine automation to trans<strong>for</strong>mation of public<br />
organizations–hence<strong>the</strong>nowcommonacceptanceof<strong>the</strong>terme-<strong>government</strong><br />
(Andersen1999),<strong>the</strong>rebyopeningnewwiderperspectives.<br />
Inthispaperwepresentaresearch<strong>project</strong>,<strong>eGov+</strong>,targettingintegration<br />
of horisontalandverticalintegrated<strong>government</strong>alserviceswith<strong>the</strong>newest<br />
technologicaldevelopmentsandadoptionsin<strong>the</strong>publicsphereofcomputing.<br />
<strong>eGov+</strong> aims to bring Danish municipal <strong>government</strong> to <strong>the</strong> <strong>for</strong>efront as<br />
regardsefficient,anddemocratice-services.<strong>eGov+</strong> willutilizeandfur<strong>the</strong>r<br />
developWeb2.0andsocialnetworkingtechnologyat<strong>the</strong>interfacebetween<br />
citizens and public administration, and explore visualization of decision<br />
processes,workflowsandmanagement.The<strong>project</strong>willcombinequalitative<br />
inquirywithmethodsofparticipatorydesigntoactivelyengagecitizensand<br />
civilservantsinresearch-based, exploratory design. The empirical research<br />
willgeneralizeandbridgebetweenexploratorydesigncasesandlocaldesign<br />
processes. <strong>eGov+</strong> yields high quality research results within <strong>the</strong> areas of<br />
human-computer interaction, participatory design, web-technology, serviceoriented<br />
architecture, implementation, organizational changes and IT<br />
management, as well as insights, models and methods to be utilized by<br />
municipalities and companies. Three different groups of researchers are<br />
participating in <strong>the</strong> <strong>project</strong>, adhering to Computer Science, In<strong>for</strong>mation<br />
SystemandCommunicationrespectively.<br />
Inthispaperwebrieflypresent<strong>the</strong>maturityofe-<strong>government</strong>with<strong>the</strong>aim<br />
ofpositioning<strong>the</strong><strong>eGov+</strong>research.Thisisfollowedbyapresentationof<strong>the</strong><br />
research questions, which each of <strong>the</strong> participating research groups will be<br />
addressing. The paper ends with a presentation of <strong>the</strong> methodology of <strong>the</strong><br />
<strong>eGov+</strong><br />
2 MaturityofE-<strong>government</strong><br />
Implementing e-<strong>government</strong> is of course a continuing process, and most<br />
often <strong>the</strong> development is conceptualized in stages. The widely known<br />
maturitymodelsuggestedbyLayneandLee(2001)seese-<strong>government</strong>asan<br />
evolutionary phenomenon, from which e-<strong>government</strong> initiatives should be<br />
derivedandimplemented.Theypositsfourstagesofagrowthmodel<strong>for</strong>e<strong>government</strong>:(1)cataloguing,(2)transaction,(3)verticalintegration,and(4)<br />
horizontal integration. In this research <strong>project</strong> we are interested in <strong>the</strong><br />

integration stages of e-<strong>government</strong>, where e-<strong>government</strong> unfolds from <strong>the</strong><br />
integration of underlying processes both across different levels of<br />
<strong>government</strong> (national, regional and local) and across different functions of<br />
<strong>government</strong>. The integration takes place in two dimensions: at <strong>the</strong> vertical<br />
level local, regional and state <strong>government</strong> are connected <strong>for</strong> different<br />
functions or services, at <strong>the</strong> horizontal level (4) different functions and<br />
servicesareintegrated.In<strong>the</strong><strong>eGov+</strong>-researchwefocusonboth<strong>the</strong>vertical<br />
and<strong>the</strong>horizontallevel.<br />
Andersen and Henriksen (2006) supplement <strong>the</strong> maturity model with<br />
strategicambitionsof<strong>government</strong>s’useofIT,andpresentwhat<strong>the</strong>ycall<strong>the</strong><br />
PPRmodel. They arguethat <strong>the</strong>LayneandLee(2006)model buildon<strong>the</strong><br />
samerationalethat havedominated<strong>the</strong>traditionalmotives<strong>for</strong>ITadoption;<br />
increase in in<strong>for</strong>mation quality, efficiency and effectiveness and<br />
intra/interorganisational interaction (Zappan et al, 2006). According to<br />
AndersenandHenriksen(2006)<strong>the</strong>sebenefitsareself-evident.Government<br />
shouldmovebeyond<strong>the</strong>mfocusingmoreonstreamliningcoreprocessesand<br />
reachingcustomersinamoreefficientmanner.Oneshouldpayattentionto<br />
issues as values, interaction, and orientation, when talking about e-<br />
<strong>government</strong>andmaturity.ThePPRmodelexpand<strong>the</strong>e-<strong>government</strong>focusto<br />
include<strong>the</strong>front-endof<strong>government</strong>.<br />
Andersen and Henriksen (2006) argue that following <strong>the</strong> stages model<br />
may not be necessary, although <strong>the</strong>y claim certain pre-conditions <strong>for</strong> e-<br />
<strong>government</strong> such as a certain level of technical infrastructure and<br />
professional skills.Thereadiness<strong>for</strong>e-<strong>government</strong>is notrestricted onlyto<br />
<strong>the</strong> <strong>government</strong>al body (Al-omari and Al-omari, 2006), though. It is also<br />
important to assess society, <strong>government</strong> institutional frameworks, human<br />
resources, existing budgetary resources, interdepartment relationship,<br />
national infrastructure, economic health, education, in<strong>for</strong>mation policies,<br />
private sector development and o<strong>the</strong>r issues when making stategy <strong>for</strong><br />
implementationofe-<strong>government</strong>(ibid).<br />
3 <strong>Framework</strong>/areasofinterest<br />
Whatif<strong>the</strong>rearenocruxto<strong>the</strong>e-<strong>government</strong>designproblems?Whatifno<br />
level of scope takes a foundational role? As suggested by Spinuzzi (2003)<br />
thismeasthatnotonlyis<strong>the</strong>‘designer-as-hero-rescuing-users-as-victims’not<br />
feasible, but also that <strong>the</strong> fieldwork-to-<strong>for</strong>malization-methods as suggested<br />
byHoltzblatt&Beyer(1993)ando<strong>the</strong>rsarenotsufficient.Integrationof<strong>the</strong><br />
horisontal and<strong>the</strong>vertiallevel disolves tosomeextent<strong>the</strong>once-and-<strong>for</strong>-all<br />
identifyable boundaries between users and produceres, between service<br />
providers andcomsumers ofservice, whileat ano<strong>the</strong>r level,anddueto<strong>the</strong><br />
legalgroundof<strong>government</strong>,certainrolecharacteristicsprevail.<br />
Thisleads<strong>the</strong>e-Gov+<strong>project</strong>tosuggestthreedifferentandinterrelatedperspectives<br />
thatarecrucialtobothhorisontalandverticalintegration:<br />

In <strong>the</strong> next sections of <strong>the</strong> paper we will elaborate on <strong>the</strong> three<br />
perspectivesofinterestand<strong>the</strong>researchquestionsthatwewilladressduring<br />
<strong>the</strong><strong>project</strong>willbepresented.<br />
3.1 Fromadesignperspective<br />
Web2.0iscenteredongoverningprinciplessuchas“Buildapplicationsthat<br />
harnessnetworkeffectstogetbetter<strong>the</strong>morepeopleuse<strong>the</strong>m,” “Don'ttreat<br />
softwareasanartifact,butasaprocessofengagementwithyourusers,” and<br />
“Open yourdata andservices <strong>for</strong>re-usebyo<strong>the</strong>rs,andre-use<strong>the</strong>data and<br />
servicesofo<strong>the</strong>rswheneverpossible.“Theseareprinciplesthatfitwellwith<br />
<strong>the</strong>participatorydesignresearchtradition,itsdialecticalunderstandingof<strong>the</strong><br />
relationship between design and use (Bødker 1999), while <strong>the</strong>y pose interesting<br />
technological challenges. Web interfaces and architectures to e.g.<br />
existing electronic patient record systems have proven complicated, and in<br />
generalitisessentialthatsuchsolutionsdon’tjustbecomesomewhatopen<br />
add-onstoclosedmonolithicsystems.<br />
AsregardsWeb2.0technologyinuse,<strong>eGov+</strong>willfocusontransparency<br />
ofdocumentsandcasestorenderactivitiesof<strong>the</strong>administrationvisibleand<br />
supportcooperation;adaptiveandservice-orientedin<strong>for</strong>mationarchitectures<br />
in integration with existing systems and services; tailoring (re-use),<br />
structuringandremixingofservicese.g.accordingtocitizens’lifesituations,<br />
instead of according to current organizational structures of <strong>government</strong>.<br />
Centralleading-edgetechnologicalpossibilitiesare<strong>the</strong>seyearsbeingbrought<br />
to use in practical use, but very much as singular examples. Fur<strong>the</strong>rmore,<br />
manycurrentexamplesarefocussedmainlyon<strong>the</strong>individualcitizen,lesson<br />
cooperationbetweencitizensandcivilservants,oronplaceswheregroupsof<br />
<strong>the</strong>secollaborateregardingaparticularset ofproblems.<strong>eGov+</strong> willpursue<br />
<strong>the</strong>sesolutionsfur<strong>the</strong>rintermsof:<br />
1. Advanced visualization techniques used in cases and decision<br />
processes.<br />
2. Collaborative community Web-based technologies (with<br />
inspiration from e.g. del.icio.us, flickr.com, or myspace.com)<br />
integratedwi<strong>the</strong>xistingIT.<br />
3. Adaptive documents and services (inspired from e.g.<br />
Amazon.com) allowing integration with existing services and<br />
systems.<br />
Through<strong>the</strong>focusontransparency,adaptability,integrationwi<strong>the</strong>xisting<br />
services and tailorability, design of <strong>government</strong>al e-services needs a<br />
sustainablestrategicperspectiveinvolvingcitizensaswellasgroupsofcivil<br />
servants, completing and transcending current accessibility and cost<br />
effectivenessgoals.Evidently,servicescannotbeuniquelytailoredtoevery<br />

singlecitizenandserviceor<strong>government</strong>office,anditis<strong>the</strong>ambitionof<strong>the</strong><br />
service-oriented architecturetobuildreusableservicestobetailored toand<br />
usedindifferentcontexts.InlinewithDourish(REF),wedesignastrategic<br />
space that accomodates <strong>the</strong> tactics of citizens and civil servants in <strong>the</strong>ir<br />
everydayactivity.<br />
3.2 Fromamanagerial/organisationalperspective<br />
Approaching <strong>the</strong> integration challenge from a managerial/organisational<br />
prespective, <strong>eGov+</strong> will explore how <strong>the</strong> demand <strong>for</strong> efficient, context<br />
dependentand flexibleservicedelivery isreflected in<strong>the</strong> municipalities in<br />
terms of changes in existing work-processes and/or establishment of new<br />
business processes. Changes in business processes will take place both<br />
internally and externally, and both will be of interest. Internally, close<br />
collaboration with <strong>the</strong> rest of <strong>the</strong> departments in <strong>the</strong> municipalities will be<br />
needed both in terms of building <strong>the</strong> right services, infrastructure and IT<br />
architectureandincontinuouslyredesigning<strong>the</strong>architecture(<strong>the</strong>horizontal<br />
integration). These changes and <strong>the</strong> need <strong>for</strong> interdepartment relationships<br />
areexpectedtochallenge<strong>the</strong>mindsetof<strong>government</strong>alagencies(Layneand<br />
Lee, 2001) and <strong>the</strong>ir old “silo” thinking. Externally, close collaboration is<br />
neededwitho<strong>the</strong>rpartiesando<strong>the</strong>rpublicorganizationstointegrateservices<br />
from external parties tooffersmooth andseamlessservices tocitizens and<br />
companies (<strong>the</strong> vertical integration), and <strong>the</strong> role of <strong>the</strong> employees can be<br />
expected to change from being task-oriented assembly-line workers to<br />
become an overseer of processes (Layne and Lee, 2001). The research<br />
questionthatwewilladdressishow<strong>the</strong>seprocessesarechangedorcreated,<br />
implementedandmanaged?Since<strong>the</strong>servicesarehighlyrelatedtoIT<strong>the</strong>IT<br />
department will need to participant and take responsibilities (Chou, et al.<br />
2005). There<strong>for</strong>e <strong>the</strong> role <strong>the</strong> IT-department/function plays in fulfilling <strong>the</strong><br />
demand<strong>for</strong>efficient,contextdependentandflexibleservicedeliverywillbe<br />
explored.E.g.will<strong>the</strong>ITdepartmentneedstobecentralized,assuggestedby<br />
Norris and Kraemer (1996), how will <strong>the</strong> IT-department interact with <strong>the</strong><br />
users in <strong>the</strong> system development, what will <strong>the</strong>re be overlap between <strong>the</strong><br />
processes<strong>the</strong>ITdepartmentareresponsible<strong>for</strong>andwhato<strong>the</strong>rpartsof<strong>the</strong><br />
organisationnaturallyare responsible<strong>for</strong> (Sundberg andSandberg,2006)?.<br />
The overall research question being addressed is which role <strong>the</strong> IT<br />
departmentplayin<strong>the</strong>developmentandimplementationof<strong>the</strong>services.<br />
3.3 Fromauserperspective<br />
InclusivenesswasdefinedbyChristiansen(2007)asaparameterindesignof<br />
online interaction with public authorities, characterized by common<br />
language, first person agency, personalization, disclosure of mutual<br />
dependenciesandcommunityawareness<br />

As<strong>for</strong> now,<strong>the</strong>overallstrategicparadigmof e-<strong>government</strong>isaservice<br />
discourse,motivatedin<strong>the</strong>needtosaveresourcesbymovingactivityfrom<br />
physicalservicecentersandtelephoneto<strong>the</strong>web,<strong>the</strong>rebysavingpersonal.<br />
Becauseof<strong>the</strong>hardeconomiclogicbehindpresente-govinitiatives,user<br />
experience, on <strong>the</strong> side of <strong>the</strong> office clerks as well as on <strong>the</strong> side of <strong>the</strong><br />
citizens, is rarely tested <strong>for</strong>, while customer management approaches and<br />
o<strong>the</strong>r re-engineering approaches are promoted (<strong>for</strong> example Andersen and<br />
Henriksen(2006)andhttp://www.ppr<strong>government</strong>.com/method.htm).Weare<br />
goingtobenchmarkactuale-govuserexperiencewithupagainst<strong>the</strong>senseof<br />
identity,belonging,andcareexperienced ininteractionwithsocialweb2.0<br />
communitysites.<br />
In <strong>eGov+</strong> we are going to adress <strong>the</strong> competencies going into<br />
accomplishing transactions between citizens and municipality, such as<br />
signing up <strong>for</strong> child day care, being referred to elder-care, filling out tax<br />
in<strong>for</strong>mation, and aquiring real estate in<strong>for</strong>mation. Through action research<br />
involving observation, interviews and workshops with service staff and<br />
citizens wewill map out profiles of experience, goals, and competencies<br />
involvedinaccomplishing<strong>the</strong>setransactionas<strong>for</strong>nowbywayoftelephone,<br />
physical desk- interaction and web-communication. Our findings will be<br />
communicatedinto<strong>the</strong>designprocessin<strong>the</strong><strong>for</strong>mofscenariosandpersonadescriptions.<br />
4 Methods<br />
Havingoutlined<strong>the</strong>seideasandresearchquestionsseparately,weemphasize<br />
thatitisnot<strong>the</strong>areasapart,but<strong>the</strong>focusonuse,design,andmanagement<br />
toge<strong>the</strong>r,thatmakes<strong>eGov+</strong>unique.Topracticallyhandle<strong>the</strong>complexityof<br />
this interplay, we have separated out four research strands: A. Community<br />
technologyandserviceinfrastructure,B.Workflowinteractionandadaptive<br />
documents; C. Design methods and tailorability; and D. Public IT service<br />
modellingandmanagement.Thestrandsareoverlappingwith<strong>the</strong><strong>the</strong>mesof<br />
fourPhD-<strong>project</strong>s.Ourresearchapproachisgroundedin<strong>the</strong>action-oriented<br />
researchtraditionthatiswellestablishedamong<strong>project</strong>membersaswellas<br />
internationally(Bødker&Christiansen,1997,Bødker,1999,Bødker,2006).<br />
It consists of empirical, exploratory design cases that intervene into <strong>the</strong><br />
currentpractices ofuseon<strong>the</strong>onehand,whilebeingbased oninterpretive<br />
qualitativemethodson<strong>the</strong>o<strong>the</strong>r.Thesecasestudiesarebasedonhypo<strong>the</strong>ses<br />
and will lead to new insight to be conceptualized in <strong>the</strong>se strands.<br />
Accordingly,itisamajorprincipleofstructuringof <strong>the</strong><strong>project</strong> tobalance<br />
betweengeneraldevelopmentofhypo<strong>the</strong>ses,conceptsandideasin<strong>the</strong>four<br />
strands,andtargeted,empiricalexplorationof<strong>the</strong>seideasin<strong>the</strong>time-limited<br />
design cases. The exploratory design cannot stand alone, and will be<br />
complemented with qualitative interviews and observational studies of<br />
procurement,designandmanagementprocessesin<strong>the</strong>municipalusesettings<br />
in general, and among selected companies providing technological<br />

infrastructures and services. Through design we undertake a collaborative<br />
exploration of future use of and beyond Web 2.0 between researchers,<br />
designersandusers.Whenviewingdesignanduseascloselyinterlinked,in<br />
linewithWeb2.0andparticipatorydesignprinciples,itisnecessarytomake<br />
use-like situations and hands-on experience part of design, and design<br />
experimentspartofresearch.Thisapproachtounderstanding<strong>the</strong>practicesof<br />
design and useof computer applicationsjoinsawide and growing attempt<br />
unitingstudiesofhumanpracticewithactivity<strong>the</strong>oryandrelated<strong>the</strong>oretical<br />
approaches (Star and Ruhleder, 1994). According to (Latour, 1990) <strong>the</strong><br />
development of scientific instruments, it is very important <strong>for</strong> <strong>the</strong><br />
developmentofnewinsightas such. It isexactlyin<strong>the</strong>fieldoftensionof<br />
research-design-usethatweplacethis<strong>project</strong>proposal.<br />
5 Summingupandperspectives<br />
In this paper we have presented <strong>the</strong> <strong>eGov+</strong> <strong>project</strong> and its background in<br />
maturity of e-<strong>government</strong>, which indicates a need to fur<strong>the</strong>r explore <strong>the</strong><br />
readiness<strong>for</strong> e-<strong>government</strong> notonlyin<strong>the</strong><strong>government</strong>al bodybutalsoin<br />
society.Theoverallgoalof<strong>eGov+</strong>istostreng<strong>the</strong>n<strong>the</strong>administrativeworkat<br />
municipality level by turning it away from classical service providing<br />
towardsit-basedcollabtorationbetweenadminsitrationandcitizens.<br />
Socialtechnologiesarefarfrominnocent.Asopposedto<strong>the</strong>doctrineof<br />
WirededitorKevinKelly,whomaintainsthat‘<strong>the</strong>onlysideanetworkhasis<br />
<strong>the</strong>outside’(Kelly1998)wefindthatwww-basedsocialnetworksarequite<br />
facetted:‘Social’isnot<strong>the</strong>sameas‘good’inamoralsense,anddefinitely<br />
not‘commongood’aswhatissupposedtobe<strong>the</strong> cruxofgovernance,and<br />
fur<strong>the</strong>rmorein<strong>the</strong>wordsofElinorMillsfromCnetnews.com,commenting<br />
on Microsoft acquiring a $240 million stake: ‘<strong>the</strong> amount of personal<br />
in<strong>for</strong>mationthatpeoplespewoutonto<strong>the</strong>irFacebookprofilescouldcreate<br />
anadvertiser'sparadise’(Mills2007).<br />
Theissuehereisnotwhe<strong>the</strong>rFacebookhas<strong>the</strong>potentialtobecomebig<br />
business,but<strong>the</strong>factthatFacebookisdeterminedbymarketlogic.Thelogic<br />
<strong>for</strong> e-<strong>government</strong> is in <strong>the</strong> Danish context stated in <strong>the</strong> <strong>the</strong> <strong>government</strong>’s<br />
strategyplan2008-,followingupon<strong>the</strong>StrategyIIplan<strong>for</strong>modernizing<strong>the</strong><br />
public sector, according to which resourcer will be freed to create public<br />
service‘closeto<strong>the</strong>citizens’inmunicipalitiesandregions.<br />
Wewouldliketoaddtothisstrategyplan<strong>the</strong>goalsof lettingcitizensas<br />
wellaspublicserviceworkersexperienceeaseaswellasnewopportunities,<br />
feelresonsibleandincharge,andincludedinsociety.The<strong>eGov+</strong><strong>project</strong>aim<br />
toresearchpotentialandproblemsalong<strong>the</strong>selines.<br />
