IDA has established a set <strong>of</strong> minimum <strong>QoS</strong> standards for key services (PLMN, Wired<br />
Telecommunicati<strong>on</strong> <strong>Service</strong>s, Internet Access <strong>Service</strong>s, Public Radio Paging <strong>Service</strong>s, Public<br />
Trunked Radio <strong>Service</strong>s and Postal <strong>Service</strong>s). <strong>Service</strong> providers are required to submit quarterly<br />
reports <strong>of</strong> their service quality and IDA m<strong>on</strong>itors their performance to ensure compliance. IDA<br />
publishes the <strong>QoS</strong> performance <strong>of</strong> service providers with a view to helping customers make<br />
informed decisi<strong>on</strong>s while choosing service providers 23 . Surveys are also c<strong>on</strong>ducted to m<strong>on</strong>itor<br />
customer satisfacti<strong>on</strong> and to get customer feedback <strong>on</strong> how operators’ service can be further<br />
improved. Results <strong>of</strong> these surveys are used by IDA to instruct operators to correct their weaknesses<br />
and also to fine-tune their own standards <strong>of</strong> requirement for operators. IDA has ceased the<br />
publicati<strong>on</strong> <strong>of</strong> <strong>QoS</strong> reports <strong>of</strong> paging and trunked radio services with effect from 1 January 2005;<br />
and Internet access services with effect from 1 September 2005. To ensure operators’ compliance,<br />
IDA has also established a penalty framework which imposes a fine <strong>of</strong> $5000 per primary indicators<br />
(standards having wider public impact) and $1000 per sec<strong>on</strong>dary indicators per m<strong>on</strong>th 24 .<br />
UK<br />
OFCOM is <strong>of</strong> the view that a successful co-regulatory initiative that provides adequate, timely and<br />
comparable <strong>QoS</strong> informati<strong>on</strong> will help to promote investment and innovati<strong>on</strong> in the provisi<strong>on</strong> <strong>of</strong><br />
services and will also promote competiti<strong>on</strong>. All c<strong>on</strong>sumers should be able to take advantage <strong>of</strong> the<br />
benefits <strong>of</strong> transparent and comparable informati<strong>on</strong> and the competitive benefits that this should<br />
bring; this includes c<strong>on</strong>sumers in different parts <strong>of</strong> the UK, from different income groups, and for<br />
those with a disability. In this line <strong>of</strong> thought, OFCOM published in September 2004, a “Statement<br />
<strong>on</strong> providing <strong>Quality</strong> <strong>of</strong> <strong>Service</strong> informati<strong>on</strong> to c<strong>on</strong>sumers” and a “<str<strong>on</strong>g>C<strong>on</strong>sultati<strong>on</strong></str<strong>on</strong>g> <strong>on</strong> quality<br />
parameters” including a “Notificati<strong>on</strong> and Draft Directi<strong>on</strong>”. The test parameters specified in the<br />
<str<strong>on</strong>g>C<strong>on</strong>sultati<strong>on</strong></str<strong>on</strong>g> were based <strong>on</strong> ETSI EG 201 769 (2000-10). Following the resp<strong>on</strong>ses received,<br />
OFCOM made a directi<strong>on</strong> <strong>on</strong> 27 February 2005 that places a requirement <strong>on</strong> fixed line<br />
Communicati<strong>on</strong> <strong>Service</strong> Providers to report <strong>QoS</strong> informati<strong>on</strong>, derived from test parameters<br />
specified in the <str<strong>on</strong>g>C<strong>on</strong>sultati<strong>on</strong></str<strong>on</strong>g> <strong>of</strong> 2004, to c<strong>on</strong>sumers.<br />
