4.2 Proposal for Measurement and Auditing <strong>of</strong> Results<br />

Once the list <strong>of</strong> <strong>QoS</strong> parameters and their target values have been agreed up<strong>on</strong>, it is proposed that<br />

same be formalised in an appropriate regulatory instrument, e.g. some directives <strong>on</strong> <strong>QoS</strong>. The next<br />

important step <strong>of</strong> the m<strong>on</strong>itoring process is then the measurement <strong>of</strong> the <strong>QoS</strong> parameters and<br />

subsequent reporting and auditing <strong>of</strong> results as may be appropriate.<br />

The following opti<strong>on</strong>s are proposed for <strong>QoS</strong> measurements and auditing:<br />

(i) Measurements made by operators and audited by the regulator;<br />

(ii) Measurements made by operators and audited by an independent agency;<br />

(iii)Measurements made by an independent agency- in which case no further auditing would be<br />

required.<br />

4.2.1 Measurements made by Operators<br />

Where it is agreed that operators make the measurements, the way these measurements are to be<br />

made and the format in which they should be reported to the Authority should be clear and<br />

agreeable to all; since even with uniform parameters the way <strong>of</strong> collecting and collating data may<br />

vary for different operators. Some reference measurements methods recommended by ETSI have<br />

been reported in the previous secti<strong>on</strong>.<br />
