weaknesses of the programme implementation structure. This correspondence should<br />

be found through the <strong>as</strong>sessment of the actors that are responsible <strong>for</strong> monitoring and<br />

in some c<strong>as</strong>es carrying out the implementation ph<strong>as</strong>es. Yet another important issue is<br />

the <strong>as</strong>sessment of whether the strategy and the me<strong>as</strong>ures identify a set of alternative<br />

means to avoid risks brought about by the external threats.<br />

As far <strong>as</strong> the vertical dimension is concerned, the key t<strong>as</strong>k is to study the<br />

logical set-up of the programming document. Among the issues under consideration is<br />

the causality of the external opportunities and threats, on the one hand, and the<br />

internal targets of the programme <strong>as</strong> facilitated by the strengths and weaknesses of the<br />

implementation structure on the other. As w<strong>as</strong> noted above, the key components of<br />

the <strong>SWOT</strong> need to be derived from the external environment. However, they also<br />

need to pay heed to the logical consequences of the me<strong>as</strong>ures those implementing the<br />

programme should take to either counteract or support/strengthen the <strong>as</strong>sessed<br />

organisational environment.<br />

The <strong>as</strong>sessment of logical consistency also allows us to identify how (or whether!) the<br />

priorities and me<strong>as</strong>ures defined in the programme are linked to the <strong>analysis</strong> and,<br />

moreover, to the external factors that the entire programme h<strong>as</strong> been designed to<br />

accommodate. In sum, the ideal type of a programme is one in which the utilisation of<br />

opportunities provided by the environment h<strong>as</strong> been taken into account, while<br />

simultaneously the programme facilitates the neutralisation of estimated/expected<br />

threats. In both of these instances the <strong>SWOT</strong> plays an essential role.<br />
