Once the short listing of consultants is completed, the process of
final selection of the consultant will be taken up. In this stage, the
short-listed consultant will be invited to submit (Request for
Proposals or RFP) which include Technical and Financial Proposals.
The consultant shall be selected based on evaluation of their
Technical and Financial bids.
FINAL SELECTION OF CONSULTANT:
The final selection process includes the following steps:
(a) preparation of Terms of Reference (TOR);
(b) preparation of cost estimate.(RFP);
(c) pre-bid meeting;
(d) receipt of proposals;
(e) evaluation of technical proposals:
(f) opening of financial proposals;
(g) evaluation of financial proposal;
(h) selection of the winning proposal;
(i) negotiations with the selected consultant, if required
(j) award of the contract to the selected firm.
Terms of reference
It explains the objectives, scope of work, activities, tasks to be
performed, respective responsibilities of AMR-APARD and the
consultant, and expected results and deliverables of the assignment
The TOR shall include:
i) Purpose/ objective of the assignment;
ii) Detailed scope of work;
iii) Expected input of key professionals
iv) Proposed schedule for completing the assignment;
v) Reports/deliverables required from the consultant.
vi) Procedure for review of the work of consultant after award of
contract
