Expression of Interest<br />

Selection of Architect Planner/ Consultant <strong>for</strong> preparing L<strong>and</strong><br />

Use plan <strong>and</strong> the Master Plan of Academic / Residential<br />

Campus <strong>for</strong> AMR- APARD Hyderabad.<br />

AMR_APARD invites eligible Architect Planners /consultants <strong>for</strong><br />

preparing L<strong>and</strong> Use plan <strong>and</strong> the Master Plan of Academic / Residential<br />

Campus at its Extension Training Centre (ETC) Rajendranagar,<br />

Hyderabad. Interested consultants may provide in<strong>for</strong>mation indicating<br />

that they are qualified <strong>to</strong> per<strong>for</strong>m the services by giving description of<br />

similar assignments, experience in similar conditions, availability of<br />

appropriate skills among staff, etc. A consultant will be selected in<br />

accordance with the procedures set out below. Expressions of interest<br />

must be submitted <strong>to</strong> commissioner AMR-APARD, Rajendranagar,<br />

Hyderabad - 500030 .<br />

This EOI document contains the following<br />

(I) Introduction about the project: Introduction about AMR-<br />

APARD <strong>and</strong> the need <strong>for</strong> this project.<br />

(II) Objectives <strong>and</strong> scope of work : A brief description about<br />

objective of carrying out the assignment, broad scope of work<br />

<strong>and</strong> expected deliverables of the assignment.<br />

(III) Instructions <strong>to</strong> the Consultants: Instructions regarding<br />

nature of job <strong>and</strong> submission requirements.<br />

(IV) Qualification Criteria; The pre qualification criteria <strong>for</strong> short<br />

listing the consultants.<br />

(V) Final selection criteria: The process that will be followed <strong>for</strong><br />

final selection of consultants<br />

(VI) Formats <strong>for</strong> submission. The <strong>for</strong>mat in which the consultants<br />

have <strong>to</strong> submit their EOI.<br />

INTRODUTION ABUOT THE PROJECT:<br />

Training is a crucial input <strong>for</strong> the success of any planned<br />

development intervention. AMR-A.P. Academy of Rural Development<br />

is an Apex Training Institute in the State, in the field of Panchayat Raj,<br />

Rural Development, Disaster Management <strong>and</strong> L<strong>and</strong> Administration<br />

etc. The Institution was started in the year 1954. In the last (55) yeas<br />

it has trans<strong>for</strong>med itself in<strong>to</strong> a Premier institution <strong>for</strong> Capacity Building<br />

in the areas of policy <strong>for</strong>mulation, Programme implementation,<br />

training, research, evaluation, documentation <strong>and</strong> dissemination of<br />

in<strong>for</strong>mation. AMR-APARD is situated in Rajendranagar Hyderabad

adjacent <strong>to</strong> ANGRAU <strong>and</strong> other national institutions like NIRD, NARM,<br />

MANAGE etc.<br />

There are five regional training centres called Extension Training<br />

Centres (ETCs) under the control of AMR-APARD. These are located at<br />

Rajendranagar, Bapatla Srikalahasti, Samalkota <strong>and</strong> Hasanparthy.<br />

The Campus of ETC Rajendranagar campus is spread over 118 acres<br />

on the Himayatsagar main road connecting <strong>to</strong> outer ring Road <strong>and</strong> <strong>to</strong><br />

Rajiv G<strong>and</strong>hi International Airport Hyderabad.<br />

Government has recently taken a decision <strong>to</strong> locate the Training<br />

facilities of all departments at one place <strong>for</strong> optimum utilization of<br />

scarce l<strong>and</strong> resources. This common training infrastructure including<br />

recreation facilities will be shared by all the participating departments.<br />

In order <strong>to</strong> achieve this objective, Government have constituted a<br />

committee under the Chairmanship of Secretary (Rural Development)<br />

<strong>to</strong> take a decision on the modalities of the construction of common<br />

training facilities <strong>and</strong> issues relating there<strong>to</strong>. Preparation of l<strong>and</strong> use<br />

plan <strong>for</strong> the entire l<strong>and</strong> belonging <strong>to</strong> Extension Training Centre,<br />

Rajendranagar <strong>and</strong> APARD precedes this activity.<br />

AMR-APARD is looking <strong>for</strong> a reputed Architectural Planner <strong>to</strong> provide<br />

<strong>for</strong> the following services which consists of two parts<br />

PART – I<br />

Preparation of detailed prospective l<strong>and</strong> use plan <strong>for</strong> the<br />

entire l<strong>and</strong> of ETC Rajendranagar.<br />

The Master Plan <strong>for</strong> l<strong>and</strong> use needs <strong>to</strong> be prepared <strong>to</strong> prevent<br />

haphazard growth of structures. Such plan will take in<strong>to</strong> account<br />

the requirements of space <strong>for</strong> office / training area, residential area<br />

<strong>for</strong> faculty <strong>and</strong> staff, area <strong>for</strong> student hostels, recreational area <strong>and</strong><br />

open spaces. Proposed buildings will come up in areas set apart <strong>for</strong><br />

them.<br />

PART – II<br />

Architectural Design <strong>for</strong> the required infrastructure<br />

The proposed campus will comprise three complexes:<br />

a. Academic/training complex: comprising Academic/training<br />

Buildings, Administrative offices, Library, Computer Centre,<br />

labora<strong>to</strong>ry, demonstration centers etc. keeping in view the<br />

possible evolution of APARD in<strong>to</strong> a University.<br />

b. Residential Complex: Accommodation <strong>for</strong> staff <strong>and</strong> faculty,<br />

Guest House, crèche, Community hall <strong>and</strong> parking area etc.


c. Hostel complex: Hostels <strong>and</strong> Recreational Centre.<br />

OBJECTIVES AND SCOPE OF WORK:<br />

PART - I<br />

The Architect Planner is expected <strong>to</strong> examine the project in detail<br />

<strong>and</strong> carryout such studies as may be required <strong>to</strong> submit proposals <strong>for</strong><br />

L<strong>and</strong> use plan first.<br />

When a decision is taken <strong>to</strong> construct the proposed facilities, the<br />

same consultants who has prepared L<strong>and</strong> use plan shall prepare<br />

Architectural Plan <strong>for</strong> new construction.<br />

1. The objective of this assignment is the preparation of L<strong>and</strong> use<br />

Master plan <strong>for</strong> the entire campus. The l<strong>and</strong> use plan <strong>and</strong> buildings<br />

should be ecologically sustainable resulting in more efficient use of<br />

energy, water <strong>and</strong> other resources. All the complexes in the<br />

campus must be planned in an integrated manner <strong>to</strong> result in<br />

aesthetically appealing, nature friendly, functionally efficient green<br />

campus.<br />

2. Preparation of L<strong>and</strong> use <strong>and</strong> layout plan indicating soil type <strong>and</strong><br />

<strong>to</strong>pography. The layout plan should also contain location of all<br />

proposed buildings <strong>and</strong> the possible future extensions, l<strong>and</strong>scaping<br />

areas, water bodies etc. The detailed layout plan shall include all<br />

necessary data relating <strong>to</strong> the existing structures, adjoining<br />

properties <strong>and</strong> boundaries.<br />

PART – II<br />

1. The consultants/ firm which has provided L<strong>and</strong> use plan will have<br />

<strong>to</strong> provide Engineering & Design Consultancy <strong>for</strong> the following<br />

services including of all drawings. The drawings should be<br />

submitted in soft copy <strong>and</strong> four numbers of hard copies<br />

incorporating all changes wherever necessary<br />

a) Detail Planning <strong>and</strong> Design (3D view) of the new<br />

complexes.<br />

b) Designing water supply network <strong>and</strong> drainage systems.<br />

c) Interior Design, Electrical, HVAC <strong>and</strong> fire protection etc.<br />

d) L<strong>and</strong>scaping.<br />

2. Preparation of preliminary architectural design/ sketches within<br />

the available area <strong>and</strong> limitations prescribed <strong>to</strong> ensure<br />

economical <strong>and</strong> functional design concept.

3. To participate in the discussions <strong>for</strong> clearing the preliminary<br />

designs where the modifications required are <strong>to</strong> be carried out.<br />

4. Clearance from APARD should be obtained first <strong>for</strong> the<br />

preliminary designs, be<strong>for</strong>e taking up the work of detailed<br />

Architectural drawings <strong>for</strong> elevations, staircases, railing <strong>and</strong><br />

st<strong>and</strong>ard amenities etc.,<br />

5. Preparation of electrical layout showing the entire distribution<br />

system including internal <strong>and</strong> external electrification details,<br />

designs of substation <strong>and</strong> genera<strong>to</strong>rs etc.<br />

6. Preparation of detailed estimates <strong>and</strong> specifications <strong>for</strong> all<br />

proposed constructions including all internal <strong>and</strong> external<br />

services, such as water supply, sanitary <strong>and</strong> electrical,<br />

External drainage, sewerage <strong>and</strong> garbage disposal systems.<br />

7. Preparation of schematic drawings <strong>for</strong> inviting tenders on<br />

quotations from various lift agencies <strong>and</strong> air conditioning firms<br />

<strong>and</strong> preparation of their estimates.<br />

8. Preparation of schematic proposals <strong>to</strong> meet requirements <strong>for</strong><br />

fire fighting regulations.<br />

9. All interior design <strong>and</strong> drawings including furniture/ equipment<br />

locations, design wall paneling <strong>and</strong> false ceiling etc., if<br />

necessary, are <strong>to</strong> be provided.<br />

10. Positioning of an Architect <strong>for</strong> the contract period at site <strong>for</strong><br />

day <strong>to</strong> day co-ordination with AMR-APARD <strong>to</strong> ensure smooth<br />

supply of construction drawings <strong>and</strong> documents should a<br />

decision <strong>to</strong> construct the proposed facilities is taken.<br />

QUALIFYING REQUIREMENTS<br />

1. The Architects / Consultants shall have adequate in house<br />

expertise <strong>and</strong> experience in<br />

a. Surveying <strong>and</strong> estimation.<br />

b. Architectural <strong>and</strong> structural planning <strong>and</strong> design.<br />

c. Planning <strong>and</strong> design of all services including water supply,<br />

sanitation, electrical, interiors <strong>and</strong> HVAC etc., incorporating<br />

relevant <strong>and</strong> latest emerging features in the field.

2. They should have a good track record of rendering architectural<br />

concept / design services <strong>for</strong> at least three large<br />

Academic/Residential campus.<br />

3. The Firms showing interest, should have at least one Town<br />

Planner with qualifications recognized by the Institute of Town<br />

Planners INDIA or a member of the Town Planning Institute<br />

having at least five years professional experience.<br />

4. Firms showing interest must have been in operation <strong>for</strong> at least<br />

five years.<br />

5. They should have experience of preparing City Development<br />

Plans or Area Development Plans.<br />

6. The minimum turnover of the Firms should be over of Rs. 1.5<br />

crore annual consultancy fee.<br />

7. The Firm should have proven capacity of organizing all aspects of<br />

preparing comprehensive integrated development Plans, i.e l<strong>and</strong><br />

survey, Dem<strong>and</strong> survey & <strong>for</strong>ecast, liasoning with various<br />

Authorities involved, finalization <strong>and</strong> presentation of Report.<br />

8. They should be able <strong>to</strong> conduct feasibility study in terms of<br />

project phasing.<br />

9. In case the Architects / Consultants do not have in house<br />

capability <strong>for</strong> a particular field of specialization mentioned above,<br />

they may avail the services of external agencies as ‘Associates’<br />

<strong>for</strong> providing <strong>to</strong>tal support <strong>and</strong> expertise. The details of<br />

Associates shall be furnished by the Principal Architect /<br />

Consultant. However, the responsibility <strong>for</strong> the quality of work<br />

etc of the associate architect rests with the principal architect.<br />

10. The consultants will be short listed based on their past<br />

experience of h<strong>and</strong>ing similar types of projects, strength of their<br />

man power <strong>and</strong> financial strength etc. The broad parameters are<br />

as follows. The Committee will short list all the consultants who<br />

secure a minimum of 50 marks out a <strong>to</strong>tal of 100<br />

· Past Experience of the firm ( weightage..50%)<br />

· Experience of Key Personnel ( weightage..40%)<br />

· Financial Strength of the Consultant ( weightage..10%)

Once the short listing of consultants is completed, the process of<br />

final selection of the consultant will be taken up. In this stage, the<br />

short-listed consultant will be invited <strong>to</strong> submit (Request <strong>for</strong><br />

Proposals or RFP) which include Technical <strong>and</strong> Financial Proposals.<br />

The consultant shall be selected based on evaluation of their<br />

Technical <strong>and</strong> Financial bids.<br />

FINAL SELECTION OF CONSULTANT:<br />

The final selection process includes the following steps:<br />

(a) preparation of Terms of Reference (TOR);<br />

(b) preparation of cost estimate.(RFP);<br />

(c) pre-bid meeting;<br />

(d) receipt of proposals;<br />

(e) evaluation of technical proposals:<br />

(f) opening of financial proposals;<br />

(g) evaluation of financial proposal;<br />

(h) selection of the winning proposal;<br />

(i) negotiations with the selected consultant, if required<br />

(j) award of the contract <strong>to</strong> the selected firm.<br />

Terms of reference<br />

It explains the objectives, scope of work, activities, tasks <strong>to</strong> be<br />

per<strong>for</strong>med, respective responsibilities of AMR-APARD <strong>and</strong> the<br />

consultant, <strong>and</strong> expected results <strong>and</strong> deliverables of the assignment<br />

The TOR shall include:<br />

i) Purpose/ objective of the assignment;<br />

ii) Detailed scope of work;<br />

iii) Expected input of key professionals<br />

iv) Proposed schedule <strong>for</strong> completing the assignment;<br />

v) Reports/deliverables required from the consultant.<br />

vi) Procedure <strong>for</strong> review of the work of consultant after award of<br />

contract


Preparation <strong>and</strong> Issuance of the Request <strong>for</strong> Proposals (RFP)<br />

Request For Proposal (RFP) is the bidding document in which the<br />

technical <strong>and</strong> financial proposals from the consultants are obtained..<br />

The RFP will provide all the in<strong>for</strong>mation necessary <strong>for</strong> the short-listed<br />

consultants <strong>to</strong> prepare their proposals. It identifies the evaluation<br />

criteria, selection method, <strong>and</strong> procedures that will be used <strong>to</strong> evaluate<br />

them. The RFP also contains the Terms of Reference (TOR) <strong>and</strong> the<br />

draft contract <strong>for</strong> the assignment. The RFP document will be sent only<br />

<strong>to</strong> the short listed consultants<br />

It contains the following:<br />

i) A letter of invitation (LOI)<br />

ii) Instructions <strong>to</strong> consultants (ITC)<br />

iii) Terms of Reference (TOR).<br />

iv) List of key positions / professionals required <strong>for</strong> the<br />

assignment<br />

v) Requirement of qualification <strong>and</strong> experience of the firm <strong>and</strong><br />

of the key professional staff.<br />

vi) Criteria of bid evaluation <strong>and</strong> selection procedure<br />

vii) St<strong>and</strong>ard <strong>for</strong>mats <strong>for</strong> technical <strong>and</strong> financial proposal<br />

Letter of Invitation (LOI)<br />

The LOI shall state the intention of the AMR-APARD <strong>to</strong> enter in<strong>to</strong> a<br />

contract <strong>for</strong> the provision of consulting services contains all necessary<br />

in<strong>for</strong>mation that would help the consultants prepare responsive<br />

proposals,. This will also contain in<strong>for</strong>mation on the evaluation process<br />

<strong>and</strong> the evaluation criteria along with weights <strong>and</strong> the minimum<br />

passing score.<br />

St<strong>and</strong>ard <strong>for</strong>mats <strong>for</strong> technical <strong>and</strong> financial proposals<br />

The st<strong>and</strong>ard <strong>for</strong>mats <strong>for</strong> technical proposal include:<br />

i) Letter of Proposal submission<br />

Consultant’s organization <strong>and</strong> experience<br />

Team Composition<br />

Curriculum Vitae of key professionals<br />

The st<strong>and</strong>ard <strong>for</strong>mats <strong>for</strong> financial proposal include:<br />

i) A summary sheet of the cost estimate <strong>to</strong> be quoted by the<br />

consultant.<br />

ii) Remuneration payable.

Pre-bid meeting:<br />

The date <strong>and</strong> time <strong>for</strong> such a meeting will be after 15 <strong>to</strong> 30 days<br />

of issue of RFP During this meeting, the scope of assignment,<br />

responsibilities of either parties <strong>and</strong> other details will be clearly<br />

explained <strong>to</strong> the prospective bidders so that there is no ambiguity later<br />

on at the time of submission of technical/financial bids. In case any<br />

significant changes are made in the terms/scope of RFP as a result of<br />

pre bid meeting or otherwise considered necessary by AMR_APARD a<br />

<strong>for</strong>mal Corrigendum <strong>to</strong> RFP will be issued, <strong>to</strong> all short listed<br />

consultants.<br />

Receipt of proposal:<br />

The short listed consultants will be allowed enough time <strong>to</strong><br />

prepare their proposals. The technical <strong>and</strong> financial proposals shall be<br />

submitted at the same time in separate sealed envelopes.. Any<br />

proposal received after the closing time <strong>for</strong> submission of proposals<br />

shall be returned unopened.<br />

Evaluation of Proposals:<br />

The following is the broad criteria on which RFPs will be evaluated<br />

Underst<strong>and</strong>ing of the Objectives of the Assignment: The extent<br />

<strong>to</strong> which the consultants’ technical approach <strong>and</strong> work plan respond <strong>to</strong><br />

the objectives indicated in the TOR.<br />

Completeness <strong>and</strong> Responsiveness: Does the proposal respond<br />

exhaustively <strong>to</strong> all the requirements of the TOR?<br />

Creativity <strong>and</strong> Innovation: Does the proposal suggest any new<br />

approaches <strong>to</strong> the assignment or new methodologies that help achieve<br />

better outcomes?<br />

Clarity: Are the various elements coherent <strong>and</strong> the decision points<br />

well defined?<br />

Efficiency <strong>and</strong> Resource Utilization: Is the staffing schedule<br />

appropriate, that will be deployed on the project.<br />

Flexibility <strong>and</strong> Adaptability: Are the methodology <strong>and</strong> work plan<br />

flexible <strong>and</strong> easy <strong>to</strong> adapt <strong>to</strong> changes that might occur during<br />

implementation of the assignment?

Technology: Does the methodology propose the use of appropriate<br />

technologies <strong>and</strong> the adoption of innovative solutions?<br />

Timeliness of Output: Does the proposed activity schedule provide<br />

the requested outputs in a timely manner?<br />

The evaluation of the proposals shall be carried out in two stages in<br />

full con<strong>for</strong>mity with the provisions of the RFP Viz.,<br />

a) the consultant’s relevant experience <strong>for</strong> the assignment,<br />

b) the quality of the methodology proposed,<br />

c) the qualifications of the key staff proposed <strong>and</strong><br />

Each of the responsive technical proposal will be evaluated <strong>for</strong> the<br />

criteria prescribed in the RFP by awarding marks on a score of 100 as<br />

detailed below.<br />

At the end of the technical evaluation process, the AMR_APARD shall<br />

prepare a technical evaluation report of the “quality” of the proposals.<br />

The report shall substantiate the results of the evaluation <strong>and</strong> describe<br />

the relative strengths <strong>and</strong> weaknesses of the proposals. The financial<br />

proposal of only such bidders will be opened which obtain minimum<br />

qualifying marks prescribed <strong>for</strong> the technical proposal<br />

The AMR-APARD will notify the consultants that have successfully<br />

satisfied the qualifying st<strong>and</strong>ard <strong>and</strong> indicate the date <strong>and</strong> time set <strong>for</strong><br />

opening the financial proposals. The financial proposals shall be<br />

opened in presence of the representatives of the technically qualified<br />

consultants who choose <strong>to</strong> attend. The name of the consultant, the<br />

quality scores, <strong>and</strong> the proposed prices shall be read aloud <strong>and</strong><br />

recorded when the financial proposals are opened. The AMR-APARD<br />

shall prepare the minutes of the public opening.<br />

Selection of the winning consultant:<br />

The financial proposals will be ranked in terms of their <strong>to</strong>tal evaluated<br />

cost. The least cost proposal will be ranked as L-1 <strong>and</strong> the next higher<br />

<strong>and</strong> so on will be ranked as L-2, L-3 etc. AMR-APARD will put up a<br />

report on financial evaluation of the technically qualified consultants

be<strong>for</strong>e the committee along with the recommendations. The least cost<br />

proposal (L-1) can be approved / invited <strong>for</strong> negotiation <strong>and</strong> <strong>for</strong> final<br />

award of contract The cost of preparing proposals <strong>and</strong> of negotiating a<br />

contract including visits <strong>to</strong> the including site visits, survey etc., <strong>for</strong><br />

submission of proposals, if any is not reimbursable as a direct cost of'<br />

the assignment. The consultants shall hold their proposal valid <strong>for</strong><br />

120 days from the date of submission without change in the personnel<br />

proposed <strong>for</strong> the assignment <strong>and</strong> their proposed price.<br />

Rejection of All Proposals:<br />

AMR-APARD will have the right <strong>to</strong> reject all proposals in whole or in<br />

part in cases where the bids are in deviation <strong>to</strong> the TOR or considered<br />

unreasonably high in cost or if the lowest qualified bidder during<br />

negotiations fails <strong>to</strong> reduce the costs <strong>to</strong> a reasonable level.<br />

General instructions <strong>for</strong> submission of in<strong>for</strong>mation:<br />

1. All in<strong>for</strong>mation called <strong>for</strong> should be furnished against the<br />

relevant columns in the <strong>for</strong>ms. If any in<strong>for</strong>mation is furnished on<br />

a separate sheet, this fact should be mentioned against the<br />

relevant column.<br />

2. The applicants will be required <strong>to</strong> submit the necessary details<br />

with authenticated documents, credentials in support of<br />

Qualifying Requirements.<br />

3. The applicant should sign on each page of the application.<br />

4. The applicant may furnish any additional in<strong>for</strong>mation, which is<br />

deemed necessary <strong>to</strong> establish capability <strong>to</strong> successfully<br />

complete the envisaged project.<br />

5. Any in<strong>for</strong>mation furnished by the applicant found <strong>to</strong> be incorrect<br />

either immediately or at a later date, would render the applicant<br />

liable <strong>to</strong> be debarred from taking up the project.<br />

6. The EOI document in prescribed <strong>for</strong>m duly completed should be<br />

submitted in a sealed cover <strong>to</strong> the Commissioner AMR-APARD<br />

Rajendernagar Hyderabad-500030. on or be<strong>for</strong>e:20/02/2010<br />

7. The sealed cover should be super scribed “EOI – Interest <strong>to</strong><br />

Participate in Preparation of Master Plan”.<br />

8. Interested consultants may note that this is not a request <strong>for</strong><br />

bids. After review <strong>and</strong> scrutiny of Expression of Interest, the<br />

committee constituted <strong>for</strong> these purpose will shortlist suitable<br />

Architects/ Consultants, who will be furnished with the required

9. The committee reserves the right <strong>to</strong> accept or reject any or all<br />

applications at any time without assigning any reason or<br />
