Pre-bid meeting:
The date and time for such a meeting will be after 15 to 30 days
of issue of RFP During this meeting, the scope of assignment,
responsibilities of either parties and other details will be clearly
explained to the prospective bidders so that there is no ambiguity later
on at the time of submission of technical/financial bids. In case any
significant changes are made in the terms/scope of RFP as a result of
pre bid meeting or otherwise considered necessary by AMR_APARD a
formal Corrigendum to RFP will be issued, to all short listed
consultants.
Receipt of proposal:
The short listed consultants will be allowed enough time to
prepare their proposals. The technical and financial proposals shall be
submitted at the same time in separate sealed envelopes.. Any
proposal received after the closing time for submission of proposals
shall be returned unopened.
Evaluation of Proposals:
The following is the broad criteria on which RFPs will be evaluated
Understanding of the Objectives of the Assignment: The extent
to which the consultants’ technical approach and work plan respond to
the objectives indicated in the TOR.
Completeness and Responsiveness: Does the proposal respond
exhaustively to all the requirements of the TOR?
Creativity and Innovation: Does the proposal suggest any new
approaches to the assignment or new methodologies that help achieve
better outcomes?
Clarity: Are the various elements coherent and the decision points
well defined?
Efficiency and Resource Utilization: Is the staffing schedule
appropriate, that will be deployed on the project.
Flexibility and Adaptability: Are the methodology and work plan
flexible and easy to adapt to changes that might occur during
implementation of the assignment?
