CORE
MULTI-ANNUAL THEMATIC
RESEARCH PROGRAMME
2.2. CORE Peer Review
The CORE Peer Review process guarantees the applicants an independent, state-of-the-art
evaluation which has the objective to select those research projects that reflect academic
excellence. All proposals will be evaluated according to a set of weighted selection criteria.
The CORE review process consists of several stages:
• Pre-proposals undergo an administrative eligibility check.
• Full proposals are peer-reviewed by independent, international experts.
• A thematic expert panel ranks the proposals and recommends funding.
• FNR decision bodies select and approve the proposals to be funded.
The applicant has the possibility to send an email to the FNR with a list of maximum 3
experts who should not be contacted as reviewers for this specific project. The email
sent to submission@fnr.lu before the Full Proposal submission deadline has to list maximum
3 experts and their contact information and explain why this/these expert(s) should not be
contacted to review the proposal.
The FNR however reserves the right to make the final selection of the reviewers.
The funding decision (including the full anonymised written evaluations 4 ) will be
communicated to the applicants by end of October 2013.
The description of the review process and the selection criteria can be found in the
publication ‘Peer Review Guidelines’ available on the FNR webpage: www.fnr.lu/CORE.
2.3. FNR Grant Management System
All FNR Grants, including the CORE 2013 Call are managed through an online submission
system (FNR Grant Management System) accessible via https://grants.fnr.lu. This system
provides applicants a web services interface for automated submission and further
monitoring of completed grant applications and related services (acknowledgement emails,
notifications and reminders).
The system will guide you through the different steps of the application procedure. All forms
have to be filled in online and submitted in electronic format.
Please respect the font and page limitations indicated in the application forms! Otherwise
your application may not be processed.
The publication ‘e-Tutorial: Online Application’ explains how to log into the system and
how to create a new application. Please download it from the FNR webpage:
http://www.fnr.lu/CORE
4 Please note that the comments by the evaluators may not necessarily be convergent. Differences of opinion about the merits
of a proposal happen and are legitimate. Furthermore the FNR may take a position that is different from what could be inferred
from the comments of the different evaluations for duly justified reasons.
