The Future: Vision, Mission, and<br />

Challenges<br />

<strong>Pasco</strong> <strong>County</strong> needs to address many of the<br />

same challenges that communities across<br />

the country are facing today. Growth in<br />

the Tampa Region will have a significant<br />

impact on <strong>Pasco</strong> <strong>County</strong>. The county is strategically<br />

located and is becoming a highly desirable location<br />

for new residents and businesses. The natural<br />

northerly progression of growth out from Tampa<br />

will place enormous demands on the county for<br />

services and infrastructure. Decisions made today<br />

about the approach to growth and a vision for that<br />

growth will determine the future character and<br />

quality of development in <strong>Pasco</strong> <strong>County</strong>.<br />

A clear vision for the future development, character,<br />

and quality of <strong>Pasco</strong> <strong>County</strong> can be the initiating<br />

force for sound planning and decisions on<br />

development form, quality, and sustainability. The<br />

panel was asked, “How can <strong>Pasco</strong> <strong>County</strong> compete<br />

in a global economy?” The answer lies in how<br />

the county is positioned as a competitive location<br />

of choice within the Tampa Region. The panel<br />

suggests that the county set its sights on being<br />

a premier location for new business and quality<br />

job creation.<br />

The broader vision for <strong>Pasco</strong> <strong>County</strong>, however,<br />

could be to become a premier location where:<br />

• People choose to live;<br />

• Businesses decide to locate; and<br />

• Natural resources are assets to be conserved<br />

and serve as quality of life amenities.<br />

The question before the county is what are the<br />

key opportunities to fulfill these expectations?<br />

Also, what are the significant hurdles to overcome<br />

in seeking these opportunities?<br />

The panel has been asked to focus on a specific<br />

mission. This charge is to recommend more effective<br />

and efficient delivery of services to the<br />

business community. Accomplishing this mission<br />

requires an understanding of existing land use<br />

problems and opportunities by major market areas<br />

within the county. The intention of the panel is<br />

to recommend specific actions that will create the<br />

necessary public role in establishing the platform<br />

upon which the vision can become reality.<br />

The coastal portions of<br />

the county are primarily<br />

mangrove and wetland<br />

areas as opposed to sand<br />

beaches. Existing highquality<br />

residential development<br />

takes advantage<br />

of numerous canals and<br />

waterways with access to<br />

the Gulf of Mexico.<br />
