Diplomatic Conference on Aviation Security - Beijing 2010<br />

As an immediate response to the terrorist<br />

attacks of 11 September 2001, the ICAO<br />

Assembly in 2001 adopted a resolution to<br />

review the aviation security conventions that<br />

were in force, i.e. the Convention for the<br />

Suppression of Unlawful Seizure of Aircraft<br />

(1970 Hague Convention) and the Convention<br />

for the Suppression of Unlawful Acts Against<br />

the Safety of Civil Aviation (1971 Montreal<br />

Convention) as amended by the Protocol for<br />

the Suppression of Unlawful Acts of Violence<br />

at Airports Serving International Civil Aviation<br />

(1988 Montreal Protocol).<br />

In September 2009, the Legal Committee<br />

of ICAO completed the drafting of the<br />

amendments to the two Conventions<br />

and agreed that a Diplomatic Conference<br />

be convened to finalise and adopt the<br />

amendments.<br />

The Diplomatic Conference on Aviation<br />

Security took place in Beijing from 30 August<br />

to 10 September 2010. Over 400 participants<br />

from 77 States and four international<br />

organisations attended the Conference. Mr<br />

Xia Xinghua, Vice Minister of the Civil Aviation<br />

Administration of China, headed the Chinese<br />

delegation and he was also elected President<br />

of the Conference. Representatives from Hong<br />

Kong attended the Conference as part of the<br />

Chinese Delegation. They included Assistant<br />

Director-General, Mr Colman Ng; Senior<br />

Operations Officers, Ms Alice Chan and Mr<br />

Michael Yuen; Senior Government Counsel,Ms<br />

Shirley Wong and Assistant Secretary for<br />

Security, Ms Salina Mak.<br />

At the Conference, all delegates were afforded<br />

opportunities to comment on the two draft<br />

consolidated texts as presented by the ICAO<br />

Secretariat. After extensive debates and<br />

negotiations, the consolidated text to amend<br />

the 1971 Montreal Convention was adopted<br />
