1. Introduction:<br />

The Chairman welcomed everyone to the meeting and thanked Presidential<br />

Flight for making the necessary arrangements for the event.<br />

All attendees briefly introduced themselves to the group.<br />

2. Chairman’s Presentation on <strong>Airworthiness</strong>:<br />

A presentation was made by the Chairman to familiarise the industry with<br />

the <strong>Airworthiness</strong> Department’s functionalities and structure.<br />

3. CAR 145:<br />

Omar Musa gave a presentation about CAR 145 activities and<br />

responsibilities <strong>of</strong> the MROs team (for details please refer to the attached<br />

presentation).<br />

Discussion Items:<br />

1. What are the requirements to add new stations or aircraft types to<br />

existing approved AMOs?<br />

Every extension goes through the normal process <strong>of</strong> verification. The<br />

requirement are, as defined in the Appendix to GM 145:<br />

Application for Extension <strong>of</strong> AMO Approval to GCAA. Applicant<br />

is required to include assessment/audit report from the<br />

Operator (UAE Operator), to show satisfactory compliance with<br />

the regulation on the capability requested.<br />

This assessment/report is to assist the GCAA application<br />

assessment, to avoid any delay, as GCAA may use this<br />

assessment/report to accept the application without GCAA<br />

audit or reject the application.<br />

The depth <strong>of</strong> each assessment/audit may be varied depending<br />

on the experience and extend <strong>of</strong> services to other UAE<br />

Operators for similar aircraft.<br />

2. What is the requirement for certifying staff in converting A330<br />

passenger top freighter?<br />

Etihad referred to EASA approval which considers it as a type,<br />

but the MOE and the Certifying staff company authorisation<br />

defines the exact types.<br />

The Applicant must demonstrate compliance with GCAA<br />

requirement for the Rating applied, including having sufficient<br />

staff, including qualified/trained Certifying staff and other<br />

requirements.<br />

Certifying staff must be trained, qualified and authorized in<br />

accordance with the defined procedure in the MOE. This<br />

defined procedure must be in-line with GCAA CAR 66.<br />

Organization must adhere to the MOE.<br />

training for on the aircraft type/variants, passenger and/or<br />

freighter. Where Differences training is required, the<br />

organization must still show that the training provided to the<br />

certifying staff is in accordance with the regulation.<br />

GCAA will accept type training conducted in accordance with<br />

the standards defined in the CAR 147/CAR 66 requirements.<br />

Any other standard, such as that acquired through “read &<br />

sign” is not acceptable.<br />

3. In the new 145 regulations, EASA has incorporated many changes<br />

regarding competencies. What is GCAA’s action with regard to<br />

these changes?<br />

The GCAA is reviewing the changes made by EASA and these will be<br />

incorporated in the GCAA wherever practically possible, taking into<br />

account the practicality, suitability and safety benefits to the<br />

industry.<br />

4. Does GCAA require EWIS training?<br />

Yes it is in the pipeline.<br />

5. IFE service providers (licencing query).<br />

The query will be forwarded to Licencing for them to address it.<br />

6. Job cards, continuous worksheets, etc. hold a CRS sheet. Will this<br />

now be replaced by a single CRS sheet for all documents?<br />

All CRS issued shall be in accordance with the current standards<br />

defined in the regulations (CAR M & CAR 145).<br />

4. Aircraft Registry + CAR M:<br />

Luz Hidalgo gave a presentation about Aircraft Registry’s processes and<br />

procedures.<br />

Hatem Dibian gave a presentation about CAR M activities and<br />

responsibilities <strong>of</strong> the Air Operators and CAMO team. (for details please<br />

refer to the attached presentation).<br />

Discussion Items:<br />

1. Will there be any changes to COA and COR applications after 25<br />

November 2012?<br />

No there will be no changes.<br />

2. To apply for change <strong>of</strong> operators, previously the operator was<br />

required to deregister the aircraft. Is this still needed?<br />

Any aircraft with A6 registration will remain A6 even after change <strong>of</strong><br />

operator. Hence deregistration <strong>of</strong> aircraft is not required. The COR<br />

is linked to all certificates issued towards that aircraft.<br />

3. When applying for deregistration, other than the documents<br />

mentioned in the checklist the Inspectors ask for many other<br />

additional documents. The form needs to be updated.<br />

The form has been amended lately to include more details.<br />

4. During the initial application the operator might not have all the<br />

required set <strong>of</strong> documents available. How can more documents be<br />

added throughout the process?<br />

All <strong>Airworthiness</strong> Inspectors will be made familiar with the system<br />

during a workshop which will be held shortly. There are 3 steps<br />

after initial application where documents can be uploaded.<br />

5. Can e-archiving and e-services be linked so that all the documents<br />

uploaded on e-services can be directly e-archived also?<br />

Due to limitations <strong>of</strong> file size that can be uploaded it might not be<br />

very easy for operators to upload heavy files. However, IT will work<br />

on this and try to find a solution.<br />

5. CAR 21:<br />

Zahid Munawar gave a presentation about CAR 21 activities and<br />

responsibilities <strong>of</strong> the Engineering Safety team. (for details please refer to<br />

the attached presentation).<br />

Discussion Items:<br />

1. By when does the GCAA plan to start approving POAs?<br />

The GCAA intends to start approval <strong>of</strong> POAs at the earliest, but so<br />

far, there is no fixed date. The Industry will be kept informed <strong>of</strong> the<br />

progress.<br />

6. Acknowledgement Trophy:<br />

Mr. Oussama Salah <strong>of</strong> Al Jaber Aviation was presented with the GCAA<br />

trophy, acknowledging his contribution to the aviation sector in the UAE for<br />

over 16 years.<br />

Mr. Salah has served the aviation industry for 35 years. He started with<br />

Royal Jordanian in 1977 as a Planning Engineer and left as Director Quality<br />

Control in 1996. In 1996 he joined GAMCO (ADAT) as Manager QA and then<br />

moved to Head <strong>of</strong> Planning, Head <strong>of</strong> Technical Services for a brief period<br />

and finally Head <strong>of</strong> Rotatable Management and Component Overhaul.<br />

In 2004 Mr. Salah joined Air Arabia as Manager QA Maintenance and then<br />

in 2005 he became Manager QA (Maint and Ops). Finally in 2008 he joined<br />

Al Jaber Aviation at the start-up phase as Head <strong>of</strong> QA (Maint and Ops).<br />

Mr. Oussama Salah was very appreciative <strong>of</strong> the GCAA for the excellent<br />

support and working partnership throughout his career in the U.A.E. We<br />

wish Mr. Salah every success in his future endeavours.<br />
