<strong>The</strong> <strong>Navy</strong> <strong>League</strong> <strong>of</strong> <strong>Canada</strong><br />
III. Relationships between Branch/Division/National<br />
<strong>The</strong> basis <strong>of</strong> your youth training program is formulated on an<br />
understanding <strong>of</strong> steps to be followed by the chain <strong>of</strong><br />
command. It is not unusual, therefore, that we should adhere<br />
to the chain <strong>of</strong> command concept when dealing with<br />
colleagues in our own organization.<br />
With the foregoing in mind, the following should be noted:<br />
a) Contacts between Branches and the National Office<br />
or National Officials must always be made through the<br />
Division;<br />
b) Contacts between Divisions and the Department <strong>of</strong><br />
National Defence, Ottawa, the Government <strong>of</strong> <strong>Canada</strong>, and the<br />
National level <strong>of</strong> any other organization, must always be made<br />
through the National Office;<br />
c) Contacts between Branches may be direct but must<br />
always be made with the knowledge and consent <strong>of</strong> the<br />
Division, e.g. Inter-Corps projects involving insurance,<br />
expenditures, transportation, etc., are <strong>of</strong> Divisional concern.<br />
Naturally, in many cases, a carbon copy <strong>of</strong> letters will suffice.<br />
To many, the foregoing may appear restrictive. In actual fact<br />
this is not the case. Delays occur only when people neglect to<br />
answer correspondence promptly. If the various steps are bypassed<br />
confusion results at all levels.<br />
