1. BACKGROUND:<br />

In order to promote planned, Integrated <strong>and</strong> sustainable <strong>Development</strong> <strong>of</strong> <strong>Urban</strong> Areas/ Small<br />

<strong>and</strong> Medium Towns/Villages by providing the basic infrastructural facilities like Sewerage,<br />

Drainage, Water Supply, Solid Waste Disposal, Affordable <strong>Housing</strong>, Mass Transportation,<br />

Recreational Centers <strong>and</strong> all other physical <strong>and</strong> social urban infrastructure development etc.,<br />

<strong>Department</strong> <strong>of</strong> <strong>Urban</strong> <strong>Development</strong>, <strong>Housing</strong> <strong>and</strong> Local Self Government, Government <strong>of</strong><br />

Rajasthan has taken lot <strong>of</strong> new initiatives during the last two years.<br />

Government <strong>of</strong> Rajasthan has become the pioneering state in declaring <strong>and</strong> implementing<br />

"Affordable <strong>Housing</strong> Policy 2009" with focus on EWS/LIG housing through Public Private<br />

Partnership.<br />

Some <strong>of</strong> the major initiatives taken by the Government <strong>of</strong> Rajasthan in the <strong>Urban</strong> Sector are<br />

as follows : -<br />

• Rajasthan Municipal Act-2009 (new enactment)<br />

• Affordable <strong>Housing</strong> Policy-2009. (with focus on EWS/LIG <strong>Housing</strong> on PPP Model)<br />

• Slum Redevelopment Policy-2010- through Public Private Partnership.<br />

• Rajasthan Township Policy-2010<br />

• Building Regulations-2010 (For Jaipur <strong>and</strong> other towns <strong>of</strong> Rajasthan)<br />

• Master Plans for all Towns (by 31 st March 2011).<br />

• Rajasthan <strong>Urban</strong> <strong>Development</strong> Fund (RUDF) to provide financial support to urban<br />

local bodies.<br />

• Policy for Transferable <strong>Development</strong> Rights (TDR)<br />

Government <strong>of</strong> Rajasthan with a view to implement large number <strong>of</strong> projects in various<br />

categories <strong>of</strong> <strong>Urban</strong> Infrastructure, Transportation, <strong>Urban</strong> Information System, Affordable<br />

<strong>Housing</strong>, Road Over Bridges/Under Passes, Heritage conservation, Recreation, Rain Water<br />

Harvesting, Waste Water Recycling etc. with focus on Public Private Partnership model <strong>and</strong><br />

to achieve the goal in next three years, intends to prepare a panel <strong>of</strong> reputed <strong>and</strong> experienced<br />

consultants in all major categories, who would be involved to undertake assignments to<br />

support the Governments / <strong>Urban</strong> Local Body's efforts in :-<br />

• Identification <strong>of</strong> projects with preliminary project pr<strong>of</strong>iles.<br />

• Prefeasibility studies<br />

• Preparation <strong>of</strong> Detailed Project Reports<br />

• Appraisal <strong>of</strong> Existing DPR's.<br />

• Investment promotion in Infrastructural Projects with focus on PPP model.<br />

• Identifying Financial Institutions/ GOI Schemes etc. to financially support the<br />

projects. (with minimum financial burden on the state Govt./ <strong>Urban</strong> local body)<br />

• H<strong>and</strong> holding in Project execution <strong>and</strong> Project implementation strategy.<br />

• Project implementation including monitoring <strong>and</strong> evaluation.<br />

• Post implementation support services<br />

• Research <strong>and</strong> Analysis.<br />

• Creating Public Awareness about the schemes.<br />

• Skill <strong>Development</strong> <strong>and</strong> skill upgradation.<br />
