Staffing Changes: Code Enforcement/Animal Control Officer, Domingo Zapata has recently tested for and been transferred to the Public Works/Water & Sewer Division to train for the WWTP Operator position. Mr. Jay Gamez has transferred from Public Work/W & S Division back to the Code Enforcement/Animal Control Position which will now be under the Police Dept. Some areas such as Weed Abatement will remain with Planning & Development Services. Recommendation: This is an informational item only with a PowerPoint presentation to be distributed at the meeting. ADMINISTRATIVE REPORTS 7.A Mid-Year 2009/2010 Budget Report [TLP] As of December 31, 2009, the City of Kerman, considering the fiscal state of the Country and State, is doing very well General Fund Revenues are right at 50% and General Fund Expenditures, after extensive cutbacks in appropriations, are at 48% of the annual budget. The Enterprise Funds are doing well overall, also, with the Water Fund expending more than it has taken in so far due to the capital expenditures and energy 2
costs and the Sewer Fund doing well enough to set aside funds to service the debt on the WWTP Expansion Project. The approved FY 2009/10 General Fund Budget anticipated a $230,500 deficit. At the Dec. 31st Mid-Year report this deficit was only $26,400. We hope to keep the deficit for the entire year under $50,000 vs. the previously anticipated $230,500. Finance Director, Tim Przybyla, has attached spreadsheets of the Mid Year Budget Report, along with a General Fund Revenue detail. A brief PowerPoint presentation with bar graphs demonstrates Revenues vs. Expenditures for these categories. Recommendation: Council accept the Mid-Year Budget Report as presented. 7.B Sales Tax Update Report [RM] After several years of significant increases, gross sales tax decreased about 9% in 2009 ($820,886) vs. 2008 ($903,910) comparing 3rd quarter to 3rd quarter of each yr. This was significantly less that most cities experienced across the State. We also experienced improvements in the later part of 2009 that we hope will continue in 2010. However, total sales tax revenue only tells part of the story. When we examine per capita sales tax; the picture is bleak. As demonstrated in the charts attached to the accompanying report; per capita sales tax have decreased from $95.55 to $58.37 from 1999 to 2009 (3rd quarter perspective). During this period our population has increased from 7,577 to 14,064, nearly double (refer to chart graph). Even more alarming our sales tax from retail sales has decreased from $9.98 to $4.82 per capita during this period. While never a significant amount, Kerman's retail sales only make up approximately 8.35% of our total sales tax revenue. This anemic figure should be between 25 to 30% to be comparable to communities along the 99 corridor (refer to Chart: Sales Tax Per Capita City Comparison). While most cities have experienced lower sales tax revenues in 2009 the more telling story for the City of Kerman is our very poor per capital figures and even more bleak retail sales tax figures; especially when compared to neighboring cities. While our total, per capita sales tax is very low; Kerman’s retail sales tax, with the exception of Drug Stores, is almost non-existent. This will improve somewhat with the new CVS Pharmacy and the relocated Rite Aide but not enough to realize the gains the City needs in the long run (Police & Recreation/Sr. Citizen operations are predominately funded from property & sales tax. With the State of California continuing to operate in an irresponsible and irrational manner cities only have future sales tax revenues to hopefully stay in the black. These and other figures, especially when compared to the per capita figures, indicates that there is substantial commercial/retail capacity and significant unmet consumer needs in Kerman. Therefore, sales tax leakage and drive-by leakage to Fresno/Clovis/Madera is significant and greater than many communities our size. While the recession of 2008/2009 slowed anticipated commercial/retail development throughout the nation as well as Kerman; there remains major opportunities for economic growth in our community. These figures and the potential future growth of Kerman and surrounding area explains why there is currently such strong interest in retail/commercial development in Kerman.
