Planning and Monitoring Unit<br />

Annual Plans and Five Year Plans<br />

Formulation of Annual Plans and Five Year Plans,<br />

review of programmes & Schemes, timely monitoring<br />

of Plan expenditure vis-à-vis outlays in Budget<br />

Estimates, and analysis of actual expenditure as per the<br />

targets fixed are the important activities of the Unit. The<br />

approved Tenth Plan (2002-07) outlay for the<br />

Department of Secondary and Higher Education and<br />

Department of Elementary Education and Literacy was<br />

Rs.43,825 crore (Deptt. of S&HE is Rs.13,825 crore and<br />

for Deptt. of EE&L is Rs.30,000 crore). The Annual<br />

Plan outlays for the Department of Secondary and<br />

Higher Education and Department of Elementary<br />

Education and Literacy was Rs.2712 crore and<br />

Rs.12531.76 crore respectively.<br />

The Annual Publication brought out by P&M Unit viz.,<br />

“Analysis of Budgeted Expenditure on Education for<br />

2002-03 to 2004-05” provides an analysis of the trend<br />

of public expenditure on education during the period<br />

2002-05. For this, data from various States, Central<br />

Ministries/Departments is collected, compiled, analysed<br />

and published with break up of expenditure incurred by<br />

Education Departments, other departments for different<br />

sectors in education separating Plan, Non-Plan,<br />

Revenue and Capital. This Unit also published “Annual<br />

Financial Statistics of Education Sector 2003-04” during<br />

the year. This publication gives statistics of Plan Outlays<br />

and expenditure on different sub-sectors of education<br />

from the First Five Year Plan to Sixth Plan together with<br />

the scheme wise outlays and expenditure during<br />

Seventh to Ninth Plan and Annual Plans of the ongoing<br />

Tenth Five Year Plan. The Unit acts as a nodal<br />

functionary in this Department during Quarterly<br />

Review of Plan expenditure by Planning Commission.<br />

It also coordinates with various Divisions of the<br />

Ministry, Planning Commission, and Ministry of Finance<br />

etc., on various matters relating to Plan Schemes.<br />

Statistical Division<br />

The Statistics Division of the Department of Secondary<br />

and Higher Education is the nodal agency for the<br />

collection, compilation, processing and dissemination<br />

of educational statistics in the country. The national<br />

annual educational statistics is brought out by the<br />

Ministry of Human Resource Development after<br />

collecting data from over 10 lakh institutions, covering<br />

<strong>all</strong> levels of education from pre-primary to higher<br />

education through mailed questionnaires in<br />

collaboration with the State Education Departments.<br />

On the basis of data collected from States, the Statistics<br />

Division brings out annual publications. Efforts have<br />

been made to improve the quality of educational<br />

statistics and to reduce the time lag in their publication.<br />

Regional Training courses were conducted in the State<br />

capitals for the benefit of personnel engaged in work<br />

relating to Educational Statistics at State/District levels.<br />

The recommendations of the National Statistical<br />

Commission to improve the system have also been taken<br />

up for implementation.<br />

India has continued to participate in the World<br />

Education Indicators Programme through the Joint Pilot<br />

Project organised by Organisation of Economic Cooperation<br />

and Development (OECD)/United Nations<br />

Educational Scientific and Cultural Organisation<br />

(UNESCO). Necessary support in the form of supply of<br />

national statistics is being provided to the international<br />

institutions like UNESCO/OECD every year.<br />

Area Officers Scheme<br />

The Area Officers Scheme was started in the<br />

Department in 1999 as a mechanism for regular and<br />

effective review, monitoring and coordination of various<br />

Central sectors and Centr<strong>all</strong>y Sponsored Schemes. As<br />

per the original scheme, an officer of the rank of Deputy<br />

Secretary and above is made in-charge of a State/UT.<br />
