<str<strong>on</strong>g>The</str<strong>on</strong>g> Supreme Court has held that administrative searches such as fire<br />

<strong>and</strong> building inspecti<strong>on</strong>s may not be used a pretext for a criminal<br />

investigati<strong>on</strong>. 48 Human Rights Watch sent a letter of c<strong>on</strong>cern to<br />

Washingt<strong>on</strong>, D.C. police chief Charles Ramsey in April 2000<br />

questi<strong>on</strong>ing, am<strong>on</strong>g other matters, the necessity of closing protesters’<br />

“c<strong>on</strong>vergence center” under the guise of its being a fire hazard, <strong>and</strong><br />

asking what the exact nature of the fire-code violati<strong>on</strong> was <strong>and</strong><br />

whether the property owners had previously been cited for<br />

preexisting code violati<strong>on</strong>s. 49<br />

On April 15, 2000, Fire <strong>and</strong> Emergency Medical Services officials<br />

<strong>and</strong> police in Washingt<strong>on</strong>, D.C. raided a “c<strong>on</strong>vergence center” <strong>on</strong><br />

Florida Avenue NW. <str<strong>on</strong>g>The</str<strong>on</strong>g> stated reas<strong>on</strong> was fire-code violati<strong>on</strong>s,<br />

although the acti<strong>on</strong> was later found to violate prohibiti<strong>on</strong>s <strong>on</strong><br />

infringement of free speech: “<str<strong>on</strong>g>The</str<strong>on</strong>g> agencies effectively closed down<br />

the c<strong>on</strong>vergence center not primarily for public safety reas<strong>on</strong>s, but<br />

for other reas<strong>on</strong>s that presumably include disrupting the planned<br />

dem<strong>on</strong>strati<strong>on</strong>s <strong>and</strong> securing, for law enforcement purposes,<br />

informati<strong>on</strong> <strong>on</strong> those participating in the dem<strong>on</strong>strati<strong>on</strong>s.” 50 Police<br />

seized puppets <strong>and</strong> literature for the next day’s World Bank protests<br />

in what the New York Times described as “a preemptive show of<br />

force.” 51<br />

Attorneys from the Nati<strong>on</strong>al Lawyers Guild <strong>and</strong> the Partnership for<br />

Civil Justice secured a signed emergency agreement at 2 a.m. in<br />

federal district court with city attorneys to reopen the c<strong>on</strong>vergence<br />

center. Police breached the agreement, however, <strong>and</strong> kept the center<br />

locked until the protests were over. Later the lawyers obtained<br />

producti<strong>on</strong> notes for a video to train D.C. police <strong>on</strong> how to h<strong>and</strong>le<br />

protesters that suggested showing “footage when Intel shut down the<br />

c<strong>on</strong>vergence center.” <str<strong>on</strong>g>The</str<strong>on</strong>g> reference to the police intelligence unit<br />

(Intel) was evidence that the raid was in fact about disrupting protest,<br />

not addressing fire-code violati<strong>on</strong>s. <str<strong>on</strong>g>The</str<strong>on</strong>g> same notes refer to such<br />

training topics as “locking up the troublemakers <strong>on</strong> the first night,”<br />

“sleep deprivati<strong>on</strong> tactics,” <strong>and</strong> “going in when you spot a secti<strong>on</strong> of<br />

‘All Black.’ ” <str<strong>on</strong>g>The</str<strong>on</strong>g> D.C. City Council Committee <strong>on</strong> the Judiciary’s<br />

report <strong>on</strong> the investigati<strong>on</strong> of the MPD indicated that documents<br />

obtained by the committee supported the noti<strong>on</strong> that the raid was a<br />

police operati<strong>on</strong> intended to interrupt dem<strong>on</strong>strators’ activities. <str<strong>on</strong>g>The</str<strong>on</strong>g>
