Author earns
honours from
salmon society
Who is Anthony Netboy?
Winner of the 1986 annual
award given by the North
Pacific International Chapter
of the American Fisheries
Society, that's who.
The award, given in the
name of well-known B.C. writer
Roderick Haig-Brown, was
awarded to Netboy recently for
his contributions to salmon
conservation over the last 30
years.
Netboy, a Ganges resident,
is the author of five books and
over 100 articles on salmon
published in magazines and
journals in the U.S., Britain
and France.
His books are: Salmon of the
Pacific Northwest: Fish vs.
Dams (1958); The Atlantic
Salmon: A Vanishing Species
(1968), The Salmon: Their
Fight For Survival (1974);
Salmon: The World's Most
HarassedFish (1980); and The
Columbia River Salmon and
Steelhead Trout: Their Fight
For Survival (1980).
Netboy has also lectured on
the status of salmon fisheries
in England, Scotland, Canada
and the U.S. National Fisherman
called him "one of the
world's reigning authorities on
salmon."
A retired professor of English
who taught in the Oregon
State System of Higher Education,
in Portland, from 1966 to
1971, he and his wife Elizabeth
first came to Salt Spring in
1959. In 1981, the couple built
a home on Scott Point. He is
currently writing his memoirs
and articles on English literature.

Petition seeks birth
of improved library
A petition asking residents to
support a regional library is being
circulated in the Gulf Islands.
The petition, brought forth by
an independent group of Ganges
residents, asks the local school
board to hold a referendum on
bringing the Vancouver Island
Regional Library service to the
Gulf Islands.
Wayne Taylor, one of the
residents who initiated the petition,
says the request for the
referendum was brought before
the school board a few years ago
but was tabled until regional
library supporters could come up
with 500 signatures on a petition.
The Salt Spring Island Library
is financed by government grants
and private donations and is run
by a society of volunteers. The
Salt Spring Library Board is the
governing body.
A regional library would be
financed through taxation. Mary
Lou Cuddy, librarian for the
Cowichan branch in Duncan, says
the average cost of a regional
library is $9 per person per year
— but Gulf Islands residents may
have to pay more as property
assessments are higher in the
Gulf Islands. The fee, says Cuddy,
is nominal compared to
library charges in other districts.
"The Vancouver Island Regional
Library is the cheapest one in
B.C. If you were living in Victoria,
for example, you would pay
more," she says.
The petition says Gulf Islanders
can obtain regional library services
for the "purchase cost of one
moderately priced hard-bound
book per capita per year.''
Merle Sheffield, chairman of
the library board, says she cannot
comment on the petition from the
standpoint of a board member
without consulting other board
members and without getting all
the information. In a personal
sense, she says "it (the regional
library) will be a burden economically
on the community. The
petition says the cost per capita
will only be the cost of a
medium-sized book. I think that's
a little optimistic."
The petitioners' main grievances
with the current library system are
lack of services and limited hours
of operation. Bill Underwood,
librarian at Gulf Islands
Secondary School, says a library
run by volunteers is not able to
provide professional standards of
operation.
"Without saying this with
snobbery — there are professional
standards which really work.
There's a whole range of programs
— book reviews, reference
systems — which really come
together with professional standards,"
he says. Underwood says a
regional library would have access
to a large collection of materials
through the inter-library loan
program. As well, other programs
— children's story hour, largeprint
books, reference services and
extended hours, for instance —
would be available.
The Vancouver Island Regional
Library is a co-operative system
of 35 branch libraries with over
500,000 books, 75,000 paperbacks
and 3,000 magazine subscriptions,
says Cuddy. Books and
magazines are entered into a
computer catalogue system and,
if a book is not available at the
local library, it can be called up
through the request system. She
says it takes an average of two to
three weeks to fill a request.
She says a regional
library
gives "an in-depth and wider
breadth of a collection of
resources. If people come to me,
it's not because they have anything
against their public library — it's
because their own library doesn't
seem to offer enough."
She adds: "A small community
library just can't do it on their
own."
Fishing action
concentrated
in other waters
Gulf Island waters are relatively
quiet these days as rock cod
fishing is the only sizeable commercial
activity open in the area,
says Bob Tupniak, federal fisheries
officer in Duncan.
Herring fishing was closed this
year due to low stock levels in the
southern coastal areas and the
herring fleet moved northwards
to the Queen Charlottes and
Prince Rupert shores. However
Tupniak says there is some
specialized fishing — i.e., scallops
and shellfish — being done
off the shores of Mayne Island.
Tupniak says it's a good time
for dredging shellfish as there is
no red tide warning. Red tide is a
dangerous toxin in algae that
sometimes is ingested by shellfish.
He says the toxin is filtered
through some types of shellfish —
crabs and shrimps — so not all
shellfish are affected.
