honours from<br />
salmon society<br />
Who is Anthony Netboy?<br />
W<strong>in</strong>ner of the 1986 annual<br />
award given by the North<br />
Pacific International Chapter<br />
of the American Fisheries<br />
Society, that's who.<br />
The award, given <strong>in</strong> the<br />
name of well-known B.C. writer<br />
Roderick Haig-Brown, was<br />
awarded <strong>to</strong> Netboy recently for<br />
his contributions <strong>to</strong> salmon<br />
conservation over the last 30<br />
years.<br />
Netboy, a Ganges resident,<br />
is the author of five books and<br />
over 100 articles on salmon<br />
published <strong>in</strong> magaz<strong>in</strong>es and<br />
journals <strong>in</strong> the U.S., Brita<strong>in</strong><br />
and France.<br />
His books are: Salmon of the<br />
Pacific Northwest: Fish vs.<br />
Dams (1958); The Atlantic<br />
Salmon: A Vanish<strong>in</strong>g Species<br />
(1968), The Salmon: Their<br />
Fight For Survival (1974);<br />
Salmon: The World's Most<br />
HarassedFish (1980); and The<br />
Columbia River Salmon and<br />
Steelhead Trout: Their Fight<br />
For Survival (1980).<br />
Netboy has also lectured on<br />
the status of salmon fisheries<br />
<strong>in</strong> England, Scotland, Canada<br />
and the U.S. National Fisherman<br />
called him "one of the<br />
world's reign<strong>in</strong>g authorities on<br />
salmon."<br />
A retired professor of English<br />
who taught <strong>in</strong> the Oregon<br />
State System of Higher Education,<br />
<strong>in</strong> Portland, from 1966 <strong>to</strong><br />
1971, he and his wife Elizabeth<br />
first came <strong>to</strong> <strong>Salt</strong> Spr<strong>in</strong>g <strong>in</strong><br />
1959. In 1981, the couple built<br />
a home on Scott Po<strong>in</strong>t. He is<br />
currently writ<strong>in</strong>g his memoirs<br />
and articles on English literature.<br />

Petition seeks birth<br />
of improved library<br />
A petition ask<strong>in</strong>g residents <strong>to</strong><br />
support a regional library is be<strong>in</strong>g<br />
circulated <strong>in</strong> the Gulf <strong>Island</strong>s.<br />
The petition, brought forth by<br />
an <strong>in</strong>dependent group of Ganges<br />
residents, asks the local school<br />
board <strong>to</strong> hold a referendum on<br />
br<strong>in</strong>g<strong>in</strong>g the Vancouver <strong>Island</strong><br />
Regional Library service <strong>to</strong> the<br />
Gulf <strong>Island</strong>s.<br />
Wayne Taylor, one of the<br />
residents who <strong>in</strong>itiated the petition,<br />
says the request for the<br />
referendum was brought before<br />
the school board a few years ago<br />
but was tabled until regional<br />
library supporters could come up<br />
with 500 signatures on a petition.<br />
The <strong>Salt</strong> Spr<strong>in</strong>g <strong>Island</strong> Library<br />
is f<strong>in</strong>anced by government grants<br />
and private donations and is run<br />
by a society of volunteers. The<br />
<strong>Salt</strong> Spr<strong>in</strong>g Library Board is the<br />
govern<strong>in</strong>g body.<br />
A regional library would be<br />
f<strong>in</strong>anced through taxation. Mary<br />
Lou Cuddy, librarian for the<br />
Cowichan branch <strong>in</strong> Duncan, says<br />
the average cost of a regional<br />
library is $9 per person per year<br />
— but Gulf <strong>Island</strong>s residents may<br />
have <strong>to</strong> pay more as property<br />
assessments are higher <strong>in</strong> the<br />
Gulf <strong>Island</strong>s. The fee, says Cuddy,<br />
is nom<strong>in</strong>al compared <strong>to</strong><br />
library charges <strong>in</strong> other districts.<br />
"The Vancouver <strong>Island</strong> Regional<br />
Library is the cheapest one <strong>in</strong><br />
B.C. If you were liv<strong>in</strong>g <strong>in</strong> Vic<strong>to</strong>ria,<br />
for example, you would pay<br />
more," she says.<br />
The petition says Gulf <strong>Island</strong>ers<br />
can obta<strong>in</strong> regional library services<br />
for the "purchase cost of one<br />
moderately priced hard-bound<br />
book per capita per year.''<br />
Merle Sheffield, chairman of<br />
the library board, says she cannot<br />
comment on the petition from the<br />
standpo<strong>in</strong>t of a board member<br />
without consult<strong>in</strong>g other board<br />
members and without gett<strong>in</strong>g all<br />
the <strong>in</strong>formation. In a personal<br />
sense, she says "it (the regional<br />
library) will be a burden economically<br />
on the community. The<br />
petition says the cost per capita<br />
will only be the cost of a<br />
medium-sized book. I th<strong>in</strong>k that's<br />
a little optimistic."<br />
The petitioners' ma<strong>in</strong> grievances<br />
with the current library system are<br />
lack of services and limited hours<br />
of operation. Bill Underwood,<br />
librarian at Gulf <strong>Island</strong>s<br />
Secondary School, says a library<br />
run by volunteers is not able <strong>to</strong><br />
provide professional standards of<br />
operation.<br />
"Without say<strong>in</strong>g this with<br />
snobbery — there are professional<br />
standards which really work.<br />
There's a whole range of programs<br />
— book reviews, reference<br />
systems — which really come<br />
<strong>to</strong>gether with professional standards,"<br />
he says. Underwood says a<br />
regional library would have access<br />
<strong>to</strong> a large collection of materials<br />
through the <strong>in</strong>ter-library loan<br />
program. As well, other programs<br />
— children's s<strong>to</strong>ry hour, largepr<strong>in</strong>t<br />
books, reference services and<br />
extended hours, for <strong>in</strong>stance —<br />
would be available.<br />
The Vancouver <strong>Island</strong> Regional<br />
Library is a co-operative system<br />
of 35 branch libraries with over<br />
500,000 books, 75,000 paperbacks<br />
and 3,000 magaz<strong>in</strong>e subscriptions,<br />
says Cuddy. Books and<br />
magaz<strong>in</strong>es are entered <strong>in</strong><strong>to</strong> a<br />
computer catalogue system and,<br />
if a book is not available at the<br />
local library, it can be called up<br />
through the request system. She<br />
says it takes an average of two <strong>to</strong><br />
three weeks <strong>to</strong> fill a request.<br />
She says a regional<br />
library<br />
gives "an <strong>in</strong>-depth and wider<br />
breadth of a collection of<br />
resources. If people come <strong>to</strong> me,<br />
it's not because they have anyth<strong>in</strong>g<br />
aga<strong>in</strong>st their public library — it's<br />
because their own library doesn't<br />
seem <strong>to</strong> offer enough."<br />
She adds: "A small community<br />
library just can't do it on their<br />
own."<br />
Fish<strong>in</strong>g action<br />
concentrated<br />
<strong>in</strong> other waters<br />
Gulf <strong>Island</strong> waters are relatively<br />
quiet these days as rock cod<br />
fish<strong>in</strong>g is the only sizeable commercial<br />
activity open <strong>in</strong> the area,<br />
says Bob Tupniak, federal fisheries<br />
officer <strong>in</strong> Duncan.<br />
Herr<strong>in</strong>g fish<strong>in</strong>g was closed this<br />
year due <strong>to</strong> low s<strong>to</strong>ck levels <strong>in</strong> the<br />
southern coastal areas and the<br />
herr<strong>in</strong>g fleet moved northwards<br />
<strong>to</strong> the Queen Charlottes and<br />
Pr<strong>in</strong>ce Rupert shores. However<br />
Tupniak says there is some<br />
specialized fish<strong>in</strong>g — i.e., scallops<br />
and shellfish — be<strong>in</strong>g done<br />
off the shores of Mayne <strong>Island</strong>.<br />
Tupniak says it's a good time<br />
for dredg<strong>in</strong>g shellfish as there is<br />
no red tide warn<strong>in</strong>g. Red tide is a<br />
dangerous <strong>to</strong>x<strong>in</strong> <strong>in</strong> algae that<br />
sometimes is <strong>in</strong>gested by shellfish.<br />
He says the <strong>to</strong>x<strong>in</strong> is filtered<br />
through some types of shellfish —<br />
crabs and shrimps — so not all<br />
shellfish are affected.<br />
