My response <strong>to</strong> the letter is that I<br />
am aware of a situation where a<br />
group of islanders who had a<br />
government grant <strong>in</strong> hand sought<br />
his support <strong>to</strong> direct them <strong>to</strong> a spot<br />
so they could go <strong>to</strong> work; the task<br />
simply required a spot <strong>to</strong> get<br />
started. Apparently, he was very<br />
slow <strong>to</strong> react <strong>to</strong> their needs.<br />
The present zon<strong>in</strong>g of most of<br />
the M & B land is uplands and<br />
forest. As I understand it, the use<br />
prohibits manufactur<strong>in</strong>g, which I<br />
suppose literally <strong>in</strong>cludes<br />
firewood.<br />
Simple mathematics says that<br />
five acres times 86 lots equals 430<br />
acres, not thousands of acres, as<br />
suggested.<br />
Small lot subdivisions require,<br />
among other th<strong>in</strong>gs, "community<br />
potable water." In view of the<br />
sworn affidavit by Mike Larmour,<br />
an ex-trustee and direc<strong>to</strong>r of the<br />
North <strong>Salt</strong> Spr<strong>in</strong>g <strong>Island</strong> Water<br />
District, which says <strong>Salt</strong> Spr<strong>in</strong>g is a<br />
semi-arid climate and that we have<br />
a severe water shortage, how can<br />
you suggest such a plan?<br />
In conclusion, I suggest that the<br />
<strong>Island</strong> Trustees are elected by all of<br />
the people <strong>to</strong> adm<strong>in</strong>ister the<br />
official community plan <strong>in</strong> a fair,<br />
honest and consistent manner.<br />
That job may, from time <strong>to</strong> time,<br />
require the mak<strong>in</strong>g of fair<br />
decisions without public<br />
referendum. The need for public<br />
referendum is founded on the<br />
premise that a proposed land use<br />
does not conform <strong>to</strong> the official<br />
community plan.<br />
Fairness does not demand<br />
popularity, as many real problems<br />
need real solutions. For the APC,<br />
or Trustees <strong>to</strong> try <strong>to</strong> blackmail or<br />
ex<strong>to</strong>rt concessions from a proposal<br />
that conforms <strong>to</strong> the official<br />
community plan is wrong.<br />
Politicians who hide beh<strong>in</strong>d the<br />
guise that every issue requires open<br />
public debate are unrealistic,<br />
unprofessional and dangerous.<br />

So Nick Gilbert would like <strong>to</strong> see<br />

weeks ago.<br />
Horse pota<strong>to</strong>es! Where does he<br />
live, Los Angeles? He has certa<strong>in</strong>ly<br />
lost my vote.<br />
When are people here go<strong>in</strong>g <strong>to</strong><br />
wake up <strong>in</strong>stead of be<strong>in</strong>g led like<br />
sheep <strong>in</strong><strong>to</strong> be<strong>in</strong>g squawk<strong>in</strong>g pawns<br />
<strong>in</strong> other peoples'power plays? (Mr.<br />
Netboy immediately comes <strong>to</strong><br />
m<strong>in</strong>d.)<br />
In study<strong>in</strong>g my copy of Mr.<br />
Vickers' speech, it appears that he<br />
was privy <strong>to</strong> <strong>in</strong>formation that was<br />
between Mr. Cyprus and the<br />
<strong>Island</strong>s Trust and no one else. I<br />
suspect that when Nick Gilbert and<br />
the trust realized that Mr. Cyprus<br />
wasn't required <strong>to</strong> give them large<br />
parcels of land because of the rural<br />
nature of his development plans,<br />
they went cry<strong>in</strong>g straight <strong>to</strong> the<br />
NDP.<br />
It reeks of a breach of trust on<br />
the part of Gilbert and the <strong>Island</strong>s<br />
Trust.<br />
Why should Mr. Cyprus wish <strong>to</strong><br />
part with a couple of hundred acres<br />
if he's not required <strong>to</strong> by law? Most<br />
of us can't afford 200 acres, let<br />
alone give it away. Mr. Cyprus is a<br />
bus<strong>in</strong>essman, not a people's<br />
appo<strong>in</strong>ted philanthrophist.<br />
He very simply out-manoevered<br />
and outfoxed the Trust.<br />
Now Mr. Gilbert says he would<br />
like <strong>to</strong> see cluster type<br />
more letters<br />
developments. Horse pota<strong>to</strong>es<br />
aga<strong>in</strong>. Nick wasn't elected because<br />
islanders want cluster developments.<br />
We want the Trust <strong>to</strong><br />
preserve the rural nature of our<br />
islands. Mr. Cyprus offered welllaid-out<br />
rural lots of five acres and<br />
larger, requir<strong>in</strong>g no new roads <strong>to</strong><br />
be built. To my way of th<strong>in</strong>k<strong>in</strong>g,<br />
that suits the community plan a lot<br />
better than what Mr. Gilbert says<br />
he now wants.<br />
Let's call a spade a spade. If Mr.<br />
Cyprus went for clustered lots he'd<br />
have <strong>to</strong> trade off land for the<br />
necessary zon<strong>in</strong>g required.<br />
Mr. Gilbert obviously doesn't<br />
like be<strong>in</strong>g out-manoeuvered. That<br />
he is will<strong>in</strong>g <strong>to</strong> sacrifice the rural<br />
nature of our island <strong>to</strong> satisfy his<br />
ego is unpardonable. It is <strong>in</strong> my<br />
op<strong>in</strong>ion a gross misuse of power<br />
and elected position.<br />
Quite frankly, I feel his days as a<br />
trustee here are numbered.<br />
In conversations with other<br />
island bus<strong>in</strong>essmen , it has come <strong>to</strong><br />
light that this apparently isn't Mr.<br />
Gilbert's first time <strong>in</strong> us<strong>in</strong>g these<br />
type of tactics. 1 am truly<br />
disappo<strong>in</strong>ted <strong>in</strong> his execution of<br />
duty.<br />

<strong>Island</strong> trustees Pat Byrne and<br />
Nick Gilbert provided an excellent<br />
review of a number of issues of key<br />
and current importance <strong>to</strong> <strong>Salt</strong><br />
Spr<strong>in</strong>g <strong>Island</strong>ers last Thursday<br />
even<strong>in</strong>g at the high school.<br />
Nick Gilbert's presentation of<br />
ideas for alternative uses of the<br />
Macmillan-Bloedel tree farm<br />
properties, now on the open<br />
market, was particularly<br />
outstand<strong>in</strong>g.<br />
Ideas of merit, such as this,<br />
deserve wide public discussion and<br />
strong support, particularly <strong>in</strong><br />
view of MacMillan-Bloedel's clear<br />
determ<strong>in</strong>ation <strong>to</strong> sell these<br />
properties, some 4,800 acres of<br />
<strong>Salt</strong> Spr<strong>in</strong>g <strong>Island</strong> tree farm land,<br />
<strong>in</strong> the very near future.<br />
In a letter I received from<br />
MacMillan-Bloedel last week, the<br />
company <strong>in</strong>dicated a desire <strong>to</strong><br />
ma<strong>in</strong>ta<strong>in</strong> "good contacts with<br />
<strong>Island</strong>s Trust" and <strong>to</strong> cont<strong>in</strong>ue<br />
"discussions about possible<br />
development" of the lands.<br />
However, MacMillan-Bloedel<br />
only commits itself <strong>to</strong> the extent<br />
that "prospective buyers are be<strong>in</strong>g<br />
referred <strong>to</strong> <strong>Island</strong>s Trust."<br />
This is a positive, but hardly a<br />
giant, step forward. Whoever<br />
purchases these properties will still<br />
be under no legal obligation <strong>to</strong><br />
look beyond their need for<br />
cont<strong>in</strong>ued corporate, private<br />
and/or personal "cash flows", <strong>to</strong><br />
the protection of <strong>Salt</strong> Spr<strong>in</strong>g<br />
<strong>Island</strong>'s forest lands, watersheds,<br />
wildlife and dim<strong>in</strong>ish<strong>in</strong>g<br />
wilderness resources.<br />
Somehow, we must <strong>challenge</strong><br />
their assumptions and lead them <strong>to</strong><br />
alternatives that will satisfy their<br />
objectives and ours. Not an easy<br />
task. Yet, as experience has<br />
proved, the time <strong>to</strong> ask questions is<br />
not the morn<strong>in</strong>g after; changes are<br />
tak<strong>in</strong>g place, developments are not<br />
go<strong>in</strong>g <strong>to</strong> wait. The "morn<strong>in</strong>g-after"<br />
will be <strong>to</strong>o late.<br />
