Leyte) LSU leaders <strong>and</strong> staff involved in ViCARP chair various regional bodies, including: • Regional R <strong>and</strong> D Coordinating Committee (RRDCC) • The Regional Technical Working Group (RTWG) • The Region Eight Applied Communication Task Force (REACTF) • The Regional Management Information Services (RMIS) Core Group ViCARP is a (non-voting) member <strong>of</strong> the Regional Development Council. Because <strong>of</strong> this, it is represented in the Economic Development Committee (EDC) <strong>and</strong> the Regional Council for Sustainable Development (RCSD) LINKAGES WITH LGU’s At the provincial level, the Office <strong>of</strong> the Governors <strong>of</strong> Leyte <strong>and</strong> Southern Leyte are active members <strong>of</strong> the consortium. The other provinces will soon become members <strong>of</strong> the consortium by invitation, with the convergence <strong>of</strong> ViCARP <strong>and</strong> the R <strong>and</strong> D <strong>and</strong> Extension network <strong>of</strong> the Department <strong>of</strong> Agriculture (RRDEN). At the municipal level, the consortium has established TechnoGabay Centres in six municipalities in the region. Four <strong>of</strong> these are established <strong>and</strong> manned by the municipal governments through the Office <strong>of</strong> the Mayor <strong>and</strong> Office <strong>of</strong> the Municipal Agriculturist. These sites are in San Roque, N. Samar, Calbayog City, Bato, <strong>and</strong> Baybay, Leyte. The other two centres are managed by the outreach stations <strong>of</strong> the Department <strong>of</strong> Agriculture, one in Guiuan, Eastern Samar <strong>and</strong> one in Abuyog, Leyte. INFORMATION DISSEMINATION AND TRAINING ACTIVITIES The <strong>of</strong>ficial publication <strong>of</strong> ViCARP is the half-yearly bulletin called ViCARP Highlights edited by Dr Alesna. This bulletin provides information about activities <strong>of</strong> member agencies – including research outcomes, <strong>and</strong> conferences <strong>and</strong> training programs – as well as pr<strong>of</strong>iling high-achieving persons. The bulletin is a vehicle for featuring applied research <strong>and</strong> innovative products, e.g. on diagnosis <strong>of</strong> bunchy top in abaca, weed control in rice, nutrient deficiencies in sweet potatoes, biological control <strong>of</strong> corn rust, weaning <strong>of</strong> piglets, raising ducks in rice paddies, 6
ACIAR Smallholder Forestry Project using rice hulls for firing bricks, making jackfruit juice, <strong>and</strong> pickling <strong>of</strong> mangoes. The bulletin has also reported on various symposia, e.g. the R <strong>and</strong> D awards, <strong>and</strong> the Regional Applied Communication Officers (RACO) national convention. One <strong>of</strong> ViCARP’s activities is to conduct training programs. For example, in 2003 the ViCARP Regional Communication <strong>and</strong> Training Unit (RCTU) conducted five training courses. Topics included flower arrangement, Webpage development, research proposal writing, c<strong>and</strong>le <strong>and</strong> home-made paper-making, <strong>and</strong> desktop publishing <strong>and</strong> Powerpoint presentations (Triunfante 2003). Video-conferencing has been promoted, for example with the test launch by DOST-8 <strong>and</strong> ViCARP <strong>of</strong> a conference-workshop in real time ‘while sitting in the ViCARP Electonic One- Stop Information Shop’ (Alesna 2002). An unusual activity has been the launching a CD containing 11 environmental songs which can be used to promote waste management, conservation <strong>of</strong> natural resources <strong>and</strong> environmental protection. The songs were originally in analogue format on cassette tapes.<strong>and</strong> through the assistance <strong>of</strong> the Regional Management Information System, they were converted to digital format (Triunfante 2003). STRATEGIES FOR AND EXPERIENCES IN INFLUENCING POLICY The ViCARP Secretariat ensures that issues requiring consideration are included in the agenda <strong>of</strong> its regular meetings. The committee chair forms a sub-committee to draft a resolution or working paper for discussion during the meeting. Once a decision is arrived at during the meeting, resolutions <strong>and</strong> papers are fine-tuned <strong>and</strong> submitted to the proper body <strong>and</strong>/or agency for action. The Secretariat follows up on the outcome <strong>and</strong> consequent actions, which the chair announces during the next quarterly meeting. ViCARP has demonstrated an ability to influence policy concerning natural resources <strong>and</strong> research, including forest policy. Through a joint resolution signed in 1989 by ViCARP members, <strong>and</strong> through lobbying with concerned agencies, a total logging ban in Region 8 was introduced. In 2003, ViCARP members made a joint resolution to stop the automatic yearly reduction <strong>of</strong> the Maintenance <strong>and</strong> Operating Expenses (MOE) <strong>of</strong> state universities <strong>and</strong> colleges <strong>and</strong> sent this to the Commissioner <strong>of</strong> Higher Education <strong>and</strong> the Department <strong>of</strong> Budget <strong>and</strong> Management. The results were positive. ViCARP was able to attract attention <strong>and</strong> support in its fight against the abaca bunchytop virus. It secured financial support from national agencies, LGUs <strong>and</strong> from foreign funding agencies including GTZ <strong>and</strong> JICA. CONCLUDING COMMENTS ViCARP provides a highly effective model <strong>of</strong> interagency collaboration <strong>and</strong> technology promotion. With its battery <strong>of</strong> leaders coming from various agencies <strong>and</strong> institutions who are willing to <strong>of</strong>fer their services to the consortium in the name <strong>of</strong> regional <strong>and</strong> national development, ViCARP’s potential to influence <strong>and</strong> shape up regional <strong>and</strong> national policies is really very strong, for in unity there is strength. In relation to research into smallholder forestry systems, ViCARP has the potential to communicate research findings to a wide audience, <strong>and</strong> to influence policy to promote tree planting for livelihood support <strong>and</strong> environmental improvement. 7
