Q&A WITH MALCOLM HOENLEIN MALCOLM HOENLEIN has served as executive vice chairman of the Conference of Presidents of Major Jewish Organizations since 1986. He is the founding executive director of the Greater New York Conference on Soviet Jewry and the Jewish Community Relations Council of New York, and has been associated with the Council on Foreign Relations, the America-Israel Chamber of Commerce, the Ronald S. Lauder Foundation, Jerusalem’s Shaare Zedek Medical Center, The Fairness Project, and One Family, among other organizations. In the wake of the Muslim Brotherhood‘s victory in the Egyptian election, Ami spoke with Mr. Hoenlein regarding its implication. QWhat is your primary function with the Conference of Presidents of Major Jewish Organizations? AMy primary function is to bring together the different elements of the Jewish community, to build a consensus in order to be able to act together in addressing the national and international challenges that confront American and world Jewry. We do not deal with domestic issues, or halachic issues. We deal with things ranging from U.S.-Israel relations, terrorism, the delegitimization of Israel, Iran’s nuclear program, and the United Nations’ efforts to isolate Israel; to issues like welfare, global terrorism, and the safety of 28 AMI MAGAZINE // DECEMBER 7, 2011 // 11 KISLEV, 5772

The point is to enhance the security of our generation as well as future generations, and to mobilize Jewish resources in order to enhance the ability of Jews to affect their destiny. QIs your organization mostly Democrat or Republican? AWe don’t take sides. We work with everyone. We meet with all the presidential candidates and don’t endorse anyone. QDo you ever take a public position and criticize an administration for a policy? APolicy is different. Of course we criticize when we disagree. QHow about the Israeli government? Do you take positions? AMostly we communicate privately, sometimes we go public. QDo you think that Iran is the biggest danger at present to the existence of Israel? A a Jewish issue per se. It is an American issue and a world issue, given their quest for hegemony, which is then compounded by their worldwide support of terrorism. And if you think of the Iranians obtaining nuclear weapons capacity, the whole international order could be destabilized. [The problem] is augmented today because of the growth and empowerment of the Middle East. Q a Jewish issue, because it threatens the United States. Is that something that is widely accepted, or do you still have to persuade some circles to adopt that point of view? AWell, I can tell you that when we started, 80 percent of Americans said that Iran was a Jewish/Israeli issue. Today, 80 percent say it’s an American issue. I think more and more members of Congress have come to see it as a threat to the interests of the United States, as it is to Israel and to other countries in the Middle in the context of being a threat to Israel. We told him on numerous occasions that even though he did it out of concern for Israel, the fact is that if you narrow it down to that, you narrow the support, because then people don’t see it as relevant to them. They are now seeing the Iranian issue as relevant to their own security. QDoes the Obama administration see it as a global issue? AYes. President Obama and his administration talk about it in that context. Arabs talk about in that context, including Saudi Arabia and Jordan. Every Arab leader we meet talks to us about it. In public statements they talk about the enemy. It’s not Israel; it’s Iran. QDo you take some credit for changing the dialogue? ANo. I think it’s been an educational process. People have been exposed to groups like UANI, United Against Nuclear Iran, which get the message across. Q Jewish issue. What do you consider a Jewish issue? AThe global campaign to delegitimize Israel and the Jewish people is a spe- be involved in both, there is a difference. QIs the global delegitimization of Israel and the Jewish people coming from Muslim quarters, or is it broader? AIt’s broader. There is incitement coming from various extremist ideological groups that are against Israel and the United States, but it’s easier to attack Israel than the U.S. However, a lot of it is funded by money coming from Muslim countries, and it’s also rooted in Middle East propaganda—the lies and distortions that are spread from there. Today it’s being done via satellite. They can reach hundreds of millions of people—billions of people. There are tens of thousands of anti-Semitic and anti-Israel websites. Some of them are crude, but they also hire professionals to do it in a sophisticated way. QHow do you counter that? AWe’ve set up a strategic communication center here in New York. We publish a daily alert to educate people about the issues. We have 60 organizations and a national interagency task force dealing with delegitimization. We try to build on each other’s assets and resources, and not replicate and duplicate, but try to use all of our collective efforts. It’s a huge undertaking, and a priority issue. The consequences will be felt for many generations to come. QDo you think that the delegitimization of the Jewish people is connected to the delegitimization of Israel? AIsrael is seen as the corporate entity of Lewis said. It’s still not politically acceptable in many places to say “I hate Jews,” but you can say “I hate Israel.” Israel has become the collective Jew of 70 years ago.
