7. INTEGRATED MANAGEMENT<br />
OF THE PARK AND<br />
ADJACENT AREAS<br />
The objectives are to integrate the<br />
management <strong>of</strong> the <strong>Park</strong> <strong>and</strong> seek cooperation<br />
from adjoining l<strong>and</strong>owners<br />
to support the management goals <strong>and</strong><br />
objectives <strong>of</strong> the <strong>Park</strong>.<br />
7.1 The <strong>Park</strong> Management Structure<br />
The <strong>Park</strong> management structure is shown in<br />
Figure 1. The joint managers <strong>of</strong> the <strong>Park</strong> are<br />
CALM <strong>and</strong> the City <strong>of</strong> <strong>Canning</strong> <strong>and</strong> their<br />
areas <strong>of</strong> responsibility are set out in the<br />
previous section on management zones.<br />
Close co-operation is required by these l<strong>and</strong><br />
managers for the Management Plan to be<br />
implemented efficiently <strong>and</strong> effectively. It is<br />
proposed that the City <strong>of</strong> <strong>Canning</strong> <strong>and</strong> CALM<br />
develop a Memor<strong>and</strong>um <strong>of</strong> Underst<strong>and</strong>ing<br />
setting out how they will jointly manage the<br />
<strong>Park</strong>. Many agencies have planning powers<br />
<strong>and</strong> controls that effect the management <strong>of</strong> the<br />
<strong>Park</strong> <strong>and</strong> their relationship is shown in<br />
Figure 1.<br />
7.2 Adjoining l<strong>and</strong>owners <strong>and</strong><br />
management authorities<br />
The main management authorities with a<br />
vested interest in or adjacent to the <strong>Park</strong> are:<br />
The Swan <strong>River</strong> Trust, City <strong>of</strong> <strong>Canning</strong>, City<br />
<strong>of</strong> Gosnells, Water <strong>and</strong> <strong>River</strong>s Commission,<br />
Main Roads Western Australia, <strong>and</strong> public<br />
utilities such as Western Power <strong>and</strong> the Water<br />
Corporation.<br />
7.2.1 Swan <strong>River</strong> Management<br />
Strategy<br />
This strategy was prepared for the Western<br />
Australian Government by the Management<br />
Strategy Task force in 1988. It includes<br />
recommendations concerning planning,<br />
development <strong>and</strong> use <strong>of</strong> specific areas <strong>of</strong> the<br />
Swan <strong>and</strong> <strong>Canning</strong> <strong>River</strong>s <strong>and</strong> their foreshores.<br />
The <strong>Canning</strong> Wetl<strong>and</strong>s (Shelley Bridge to<br />
Nicholson Road) is identified as a specific area<br />
in the strategy <strong>and</strong> recommendations A64,<br />
A65 <strong>and</strong> A68 to A70 specifically apply to the<br />
<strong>Park</strong>. Recommendation A64 calls for the<br />
declaration <strong>of</strong> the <strong>Canning</strong> <strong>River</strong> <strong>Regional</strong><br />
<strong>Park</strong>. The preparation <strong>of</strong> this Management<br />
Plan satisfies recommendation A65 <strong>of</strong> the<br />
strategy. Recommendation A68 is for a review<br />
<strong>of</strong> l<strong>and</strong> zoning adjacent to the <strong>Park</strong> to ensure<br />
compatibility with conservation <strong>of</strong> flora <strong>and</strong><br />

fauna. Recommendation A69 concerning the<br />
investigation <strong>of</strong> the mud flats between<br />
Shelley <strong>and</strong> <strong>River</strong>ton Bridges into the <strong>Park</strong> is<br />
addressed in this Plan (see section 5,<br />
recommendation 6); <strong>and</strong> recommendation A70<br />
relating to the need to restrict power boat<br />
usage in the <strong>Park</strong> has been addressed in this<br />
Management Plan. The Plan has been<br />
developed to be consistent with the themes <strong>of</strong><br />
the Swan <strong>River</strong> Management Strategy.<br />
7.2.2 Swan <strong>River</strong> Trust<br />
Overall responsibility for planning, protection<br />
<strong>and</strong> management <strong>of</strong> the <strong>Canning</strong> <strong>River</strong><br />
The <strong>Park</strong> falls wholly within the Swan <strong>River</strong><br />
Trust (SRT) Management Area. The Trust<br />
was established to bring together all State <strong>and</strong><br />
local government authorities which have a<br />
major interest in the Swan <strong>and</strong> <strong>Canning</strong><br />
<strong>River</strong>s with an overall role <strong>of</strong> co-ordinating<br />
<strong>and</strong> implementing activity associated with the<br />
river. This means that any developments,<br />
including a change <strong>of</strong> use within the Trust's<br />
area, must be approved by the Minister for the<br />
<strong>Environment</strong> under Part V <strong>of</strong> the Swan <strong>River</strong><br />
Trust Act. The Trust assesses such<br />
applications <strong>and</strong> makes recommendations to<br />
the Minister who determines the application.<br />
The SRT was set up on 1 March 1989, under<br />
the Swan <strong>River</strong> Trust Act 1988. Its<br />
responsibilities are to plan, manage <strong>and</strong><br />
protect the SRT Management Area, which<br />
includes the waters <strong>of</strong> the Swan-<strong>Canning</strong><br />
<strong>River</strong> system <strong>and</strong> adjoining Metropolitan<br />
Region Scheme <strong>Park</strong>s <strong>and</strong> Recreation<br />
Reservations.<br />
The Swan <strong>River</strong> Trust must advertise any<br />
significant developments that fall within its<br />
management area. CALM has a responsibility<br />
to advertise draft management plans, proposed<br />
changes to approved management plans <strong>and</strong><br />
the creation <strong>of</strong> new reserves. It may be<br />
possible to combine these advertising periods.<br />
Implementation <strong>of</strong> this Management Plan is<br />
subject to development plan approval by the<br />
SRT. If the SRT considers that<br />
implementation proposals differ from the<br />
intention <strong>of</strong> the management plan, then the<br />
Trust would treat this as a separate<br />
development application requiring public<br />
comment. CALM <strong>and</strong> the SRT (in<br />
collaboration with the Water <strong>and</strong> <strong>River</strong>s<br />
Commission) are currently preparing a<br />
“Memor<strong>and</strong>um <strong>of</strong> Underst<strong>and</strong>ing” outlining<br />
how their organisations will work together to<br />
streamline consideration <strong>of</strong> development<br />
applications. The memor<strong>and</strong>um will include<br />
advertising <strong>of</strong> significant developments,<br />
liaison between CALM field staff <strong>and</strong> SRT<br />
inspectors <strong>and</strong> the implementation <strong>of</strong> CALM<br />
management plans.
