<str<strong>on</strong>g>Report</str<strong>on</strong>g> of the One-day Intellectual Property Rights <strong>Awareness</strong> <strong>Programme</strong>s <strong>for</strong><br />
Small and Medium Enterprises of the Plastics Clusters of Delhi NCR<br />
A <strong>on</strong>e-day awareness programme <strong>on</strong> Intellectual Property Rights (<strong>IPR</strong>s) <strong>for</strong> the<br />
Plastics Clusters of Delhi NCR was c<strong>on</strong>ducted at CIPET- IPFT Campus, Sector 20,<br />
Udyog Vihar, NH-8, Gurga<strong>on</strong> <strong>on</strong> 30th August, 2011 .<br />
2. The objective of the programme was to create a general awareness about<br />
Intellectual Property (IP), the advantages and need of Small and Medium Enterprises<br />
(SMEs) to protect their own IPs and also not infringing IP that bel<strong>on</strong>gs to others. It was<br />
also the objective to apprise the participants about the procedures <strong>for</strong> securing IP, ways<br />
and means of effectively using IP and abut steps that can be taken against infringement<br />
of their <strong>IPR</strong>s.<br />
3. The methods used c<strong>on</strong>sisted of<br />

Screening of a film <strong>on</strong> SMEs and <strong>IPR</strong>s<br />
Power point presentati<strong>on</strong>s, and<br />
Interactive sessi<strong>on</strong>s where participants were encouraged to share<br />
experiences and ask questi<strong>on</strong>s about <strong>IPR</strong>s.<br />
In<strong>for</strong>mal c<strong>on</strong>sultati<strong>on</strong>s and interacti<strong>on</strong>s during breaks<br />
4. The programme evoked c<strong>on</strong>siderable interest am<strong>on</strong>g the cluster members and there<br />
was a good participati<strong>on</strong>. List of Participants is annexed.<br />
5. The programmes commenced at 1 0:00 a.m. and c<strong>on</strong>cluded at 5:00 p.m.<br />
6. The <strong>IPR</strong> expert first showed a short film <strong>on</strong> SMEs and Intellectual Property Rights<br />
and then made his presentati<strong>on</strong>s. Copies of the presentati<strong>on</strong>s are attached. The film<br />
brought out the significance of <strong>IPR</strong>s <strong>for</strong> the Indian SME sector.<br />

8. Through his presentati<strong>on</strong>s, the expert covered the following topics:<br />
• An Introducti<strong>on</strong> to the c<strong>on</strong>cept, principles and different kinds of Intellectual<br />
Property Rights<br />
• Patents<br />
• Trademarks<br />
• Industrial Designs<br />
• Geographical Indicati<strong>on</strong>s<br />
• Copyright and Related Rights<br />
• Utility model protecti<strong>on</strong><br />
• Registrati<strong>on</strong> Procedures <strong>for</strong> various <strong>IPR</strong>s<br />
• Infringement of Intellectual Property rights<br />
• En<strong>for</strong>cement of IP rights<br />
• Remedies <strong>for</strong> infringement<br />
• Licensing of IP rights<br />
• IP valuati<strong>on</strong><br />
• IP audit<br />
• IP strategies <strong>for</strong> business competiveness<br />
Background material and presentati<strong>on</strong>s were provided to the participants in a CD.<br />
9. Copies of the technical sessi<strong>on</strong> programme and presentati<strong>on</strong>s are attached.<br />
10. The presentati<strong>on</strong>s attempted to create an interest in the participants <strong>on</strong> the<br />
crucial role that IP can play in increasing the competitiveness of their ventures. Through<br />
case studies, including from the <strong>plastic</strong> cluster, in a simple language, the C<strong>on</strong>sultant<br />
explained the basics of the different <strong>IPR</strong>s and how intelligent and smart guys from the<br />
SME sector have effectively utilised <strong>IPR</strong>s to develop their business and achieve higher<br />
profitability. These included examples from both India and abroad as well as from rural<br />
and semi-urban areas. Intricate legal c<strong>on</strong>cepts were explained in a language<br />
understandable to lay people. The participants were also in<strong>for</strong>med about various<br />
Intellectual Property Facilitati<strong>on</strong> Centres whose assistance they can take <strong>for</strong> filing <strong>for</strong><br />
intellectual property rights. They were also told that the Nati<strong>on</strong>al <strong>IPR</strong> C<strong>on</strong>sultant can<br />
always be approached <strong>for</strong> any clarificati<strong>on</strong> and assistance <strong>on</strong> Intellectual Property<br />
related matters.<br />
11. The attendees actively participated in the sessi<strong>on</strong>s, presenting the problems they<br />
had been encountering in the area of patenting, design registrati<strong>on</strong> and trademark<br />
registrati<strong>on</strong> and infringement. They wanted to know about the fee and cost involved in<br />
the registrati<strong>on</strong> process, the time that it takes, the assistance available from the<br />

government <strong>for</strong> obtaining the various <strong>IPR</strong>s. Interest was also evinced <strong>on</strong> the<br />
Government of India schemes <strong>for</strong> reimbursement of costs <strong>for</strong> obtaining intellectual<br />
property rights. There were some who already had obtained patents. Most had<br />
trademarks registered. They, of course, were unaware of the wider importance and the<br />
real ec<strong>on</strong>omic value of Intellectual Property Rights.<br />
12. One could say with c<strong>on</strong>fidence that the programme achieved the target of<br />
generating interest in the Plastic Cluster about <strong>IPR</strong>s. Participants realised that they had<br />
been creating IP during the course of their business and protecting them appropriately<br />
would give them competitive edge. They also realised that while using IP bel<strong>on</strong>ging to<br />
others they must take proper permissi<strong>on</strong>s, otherwise they would get penalised.<br />
Participants are now eager to learn more about the IP system, how they can secure<br />
their IPs and how effectively they can use the IP <strong>for</strong> business competitiveness. In order<br />
to bring lasting effects, the programme needs to be followed up with more programmes<br />
in the future. These could be of more advanced level than the <strong>on</strong>e already held. Two<br />
firms which showed special interest in learning more about Intellectual Property rights<br />

One Day <strong>Awareness</strong> programme <strong>on</strong> Intellectual Property Rights<br />
The awareness programme <strong>on</strong> Intellectual Property Right {<strong>IPR</strong>) <strong>for</strong> <strong>plastic</strong><br />
manufacturing sector in India was organized by CIPET Gurga<strong>on</strong> <strong>on</strong> 30th August 2011 at the<br />
CIPET office, Gurga<strong>on</strong>. The list of participants from different <strong>plastic</strong> industries is enclosed<br />
(Annexure 1). The guests and officials from <strong>UNIDO</strong>-<strong>ICAMT</strong>, CIPET and AIPMA are enclosed in<br />
Annexure 2.<br />
The programme commenced with the welcome address from CIPET.<br />
Mr. R.K. Aggarwal, Vice President, AIPMA North Z<strong>on</strong>e enlightened <strong>on</strong> the scenario of<br />
<strong>plastic</strong>s industries in China. He said that the Indian Industries must expand themselves to face<br />
other countries I ike China where the manpower and machineries is in huge demand<br />
as compared to India. He said that we must grow a n d expand our Indian Industries <strong>for</strong><br />
which the awareness programmes like <strong>IPR</strong> plays a vital role.<br />
Mr. Alok Sahu, Manager, CIPET Panipat gave a brief about the activities and achievements<br />
of CIPET. He addressed the gathering and said that industries should actively participate in<br />
such programmes as it will open new horiz<strong>on</strong>s <strong>for</strong> them and will give them competitive edge<br />
over other players in the market.<br />
The <strong>IPR</strong> expert, Mr. T.C. James first screened a short film <strong>on</strong> SMEs and Intellectual Property<br />
Rights and then made his presentati<strong>on</strong>s. Copies of the presentati<strong>on</strong>s are attached. The film<br />
brought out the significance of <strong>IPR</strong>s <strong>for</strong> the Indian SME sector.<br />
The sessi<strong>on</strong> generated interest am<strong>on</strong>gst the participants who actively participated in the<br />
discussi<strong>on</strong> and asked questi<strong>on</strong>s <strong>on</strong> different aspects of the programme which were very<br />
efficiently replied by Mr. James.
