<strong>Report</strong> of the One-day Intellectual Property Rights Awareness Programmes for
Small and Medium Enterprises of the Plastics Clusters of Delhi NCR
A one-day awareness programme on Intellectual Property Rights (IPRs) for the
Plastics Clusters of Delhi NCR was conducted at CIPET- IPFT Campus, Sector 20,
Udyog Vihar, NH-8, Gurgaon on 30th August, 2011 .
2. The objective of the programme was to create a general awareness about
Intellectual Property (IP), the advantages and need of Small and Medium Enterprises
(SMEs) to protect their own IPs and also not infringing IP that belongs to others. It was
also the objective to apprise the participants about the procedures for securing IP, ways
and means of effectively using IP and abut steps that can be taken against infringement
of their IPRs.
3. The methods used consisted of

Screening of a film on SMEs and IPRs
Power point presentations, and
Interactive sessions where participants were encouraged to share
experiences and ask questions about IPRs.
Informal consultations and interactions during breaks
4. The programme evoked considerable interest among the cluster members and there
was a good participation. List of Participants is annexed.
5. The programmes commenced at 1 0:00 a.m. and concluded at 5:00 p.m.
6. The IPR expert first showed a short film on SMEs and Intellectual Property Rights
and then made his presentations. Copies of the presentations are attached. The film
brought out the significance of IPRs for the Indian SME sector.

8. Through his presentations, the expert covered the following topics:
• An Introduction to the concept, principles and different kinds of Intellectual
Property Rights
• Patents
• Trademarks
• Industrial Designs
• Geographical Indications
• Copyright and Related Rights
• Utility model protection
• Registration Procedures for various IPRs
• Infringement of Intellectual Property rights
• Enforcement of IP rights
• Remedies for infringement
• Licensing of IP rights
• IP valuation
• IP audit
• IP strategies for business competiveness
Background material and presentations were provided to the participants in a CD.
9. Copies of the technical session programme and presentations are attached.
10. The presentations attempted to create an interest in the participants on the
crucial role that IP can play in increasing the competitiveness of their ventures. Through
case studies, including from the plastic cluster, in a simple language, the Consultant
explained the basics of the different IPRs and how intelligent and smart guys from the
SME sector have effectively utilised IPRs to develop their business and achieve higher
profitability. These included examples from both India and abroad as well as from rural
and semi-urban areas. Intricate legal concepts were explained in a language
understandable to lay people. The participants were also informed about various
Intellectual Property Facilitation Centres whose assistance they can take for filing for
intellectual property rights. They were also told that the National IPR Consultant can
always be approached for any clarification and assistance on Intellectual Property
related matters.
11. The attendees actively participated in the sessions, presenting the problems they
had been encountering in the area of patenting, design registration and trademark
registration and infringement. They wanted to know about the fee and cost involved in
the registration process, the time that it takes, the assistance available from the

government for obtaining the various IPRs. Interest was also evinced on the
Government of India schemes for reimbursement of costs for obtaining intellectual
property rights. There were some who already had obtained patents. Most had
trademarks registered. They, of course, were unaware of the wider importance and the
real economic value of Intellectual Property Rights.
12. One could say with confidence that the programme achieved the target of
generating interest in the Plastic Cluster about IPRs. Participants realised that they had
been creating IP during the course of their business and protecting them appropriately
would give them competitive edge. They also realised that while using IP belonging to
others they must take proper permissions, otherwise they would get penalised.
Participants are now eager to learn more about the IP system, how they can secure
their IPs and how effectively they can use the IP for business competitiveness. In order
to bring lasting effects, the programme needs to be followed up with more programmes
in the future. These could be of more advanced level than the one already held. Two
firms which showed special interest in learning more about Intellectual Property rights
are 21st Century Packaging , Rama Road, New Delhi and Prayag Polytech Pvt Ltd. ,

One Day Awareness programme on Intellectual Property Rights
The awareness programme on Intellectual Property Right {IPR) for plastic
manufacturing sector in India was organized by CIPET Gurgaon on 30th August 2011 at the
CIPET office, Gurgaon. The list of participants from different plastic industries is enclosed
(Annexure 1). The guests and officials from UNIDO-ICAMT, CIPET and AIPMA are enclosed in
Annexure 2.
The programme commenced with the welcome address from CIPET.
Mr. R.K. Aggarwal, Vice President, AIPMA North Zone enlightened on the scenario of
plastics industries in China. He said that the Indian Industries must expand themselves to face
other countries I ike China where the manpower and machineries is in huge demand
as compared to India. He said that we must grow a n d expand our Indian Industries for
which the awareness programmes like IPR plays a vital role.
Mr. Alok Sahu, Manager, CIPET Panipat gave a brief about the activities and achievements
of CIPET. He addressed the gathering and said that industries should actively participate in
such programmes as it will open new horizons for them and will give them competitive edge
over other players in the market.
The IPR expert, Mr. T.C. James first screened a short film on SMEs and Intellectual Property
Rights and then made his presentations. Copies of the presentations are attached. The film
brought out the significance of IPRs for the Indian SME sector.
The session generated interest amongst the participants who actively participated in the
discussion and asked questions on different aspects of the programme which were very
efficiently replied by Mr. James.
