4. Persuna fil-Grad ta’ Agricultural Officer fl-Aġenzija<br />

<strong>tal</strong>-Pagamenti fi ħdan il-Ministeru għar-Riżorsi u Affarijiet<br />

Rurali tkun mistennija li:<br />

(a) Tiltaqa’ mal-partijiet interessati sabiex jiġu stabbiliti l-<br />

bżonnijiet għall-proġetti/programmi u tikkoordina l-iżvilupp<br />

ta’ pjanijiet biex jiġu indirizzati u mtaffin problemi eżistenti<br />

jew potenzjali;<br />

(b) Tanalizza leġiżlazzjoni proposta u attwali dwar dak<br />

li għandu x’jaqsam mal-agrikoltura u l-affarijiet rurali.<br />

Tipprepara rapporti sommarji u rakkomandazzjonijiet għalleġiżlazzjoni<br />

ġdida;<br />

(ċ) Tiskeda jew tmexxi fora u seminars informattivi dwar<br />

proġetti assenjati;<br />

(d) Tiġbor data u informazzjoni u tikkompilaha għallanaliżi<br />

minn uffiċjali iktar għolja għall-preparazzjoni ta’<br />

diversi rapporti tekniċi, rapporti ta’ kull xahar u noti ta’<br />

istruzzjoni;<br />

(e) Iżżomm indiċi aġġornat ta’ regolamenti, linji gwida<br />

u rapporti xierqa;<br />

(f) Tfassal manwali ta’ proċeduri għat-tħaddim ta’ skemi<br />

<strong>tal</strong>-għajnuna bbażati fuq ir-Regolamenti <strong>tal</strong>-UE;<br />

(g) Twettaq kontrolli amministrattivi u fuq il-post;<br />

(h) Tiltaqa’ mal-bdiewa fil-Front Office għall-verifika ta’<br />

kwalunkwe dubji u mistoqsijiet li jistgħu jinqalgħu dwar irrapporti<br />

dwar il-kontrolli jew komunikazzjonijiet uffiċjali;<br />

(i) Tiltaqa’ mal-bdiewa fuq il-post, f’dawk il-każijiet<br />

fejn il-bdiewa jitolbu laqgħa ta’ dan it-tip wara li l-laqgħa<br />

fil-Front Office tidher li ma tkunx irnexxielha tiċċara l-<br />

anomaliji/irregolaritajiet li għandhom x’jaqsmu ma’ dak ilkaż<br />

partikolari;<br />

(j) Isservi bħala kollegament bejn id-Dipartiment u l-<br />

bdiewa speċjalment waqt il-perjodu <strong>tal</strong>-Applikazzjonijiet;<br />

(k) Tgħin lill-bdiewa jissottomettu l-applikazzjoni<br />

għall-għajnuna u ddaħħal informazzjoni fis-sistema <strong>tal</strong>informatika;<br />

(l) Taġġorna u żżomm ir-Reġistru <strong>tal</strong>-Bdiewa <strong>tal</strong>-<br />

Aġenzija għall-Pagamenti;<br />

(m) Tikkonsulta mal-partijiet interessati, entitajiet<br />

b’interess fl-agrikoltura u fl-iżvilupp rurali u l-bdiewa;<br />

(n) Tagħti pariri tekniċi lill-komunità <strong>tal</strong>-bdiewa dwar<br />

titjib prattiku għas-sistemi ta’ irziezet eżistenti;<br />

(o) Dmirijiet oħra kif jista’ jkun rikjest.<br />

5.1 Persuni rreġistrati mal-Kummissjoni Nazzjonali<br />

għall-Persuni b’Diżabilità (KNPD) jistgħu jgawdu minn ‘bdil<br />

raġonevoli’ skont l-Artikolu 7 <strong>tal</strong>-Att dwar Opportunitajiet<br />

Indaqs (Persuni b’Diżabilità), (Kap. 413), anke jekk ma<br />

jkunux jissodisfaw għal kollox il-parametri <strong>tal</strong>-eliġibbiltà<br />

għall-post. Dan basta jkunu jistgħu jwettqu d-dmirijiet<br />

relatati mal-post fl-essenza tagħhom, u sakemm ikun hemm<br />

qbil min-naħa <strong>tal</strong>-Management and Personnel Office u<br />

approvazzjoni <strong>tal</strong>-Kummissjoni dwar is-Servizz Pubbliku.<br />

5.2 Is-sottomissjonijiet skont din il-klawżola għandhom<br />

jintbagħtu mal-formola <strong>tal</strong>-applikazzjoni u għandhom<br />

4. A person in the grade of Agricultural Officer in the<br />

Paying Agency within the Ministry for Resources and Rural<br />

Affairs is expected to:<br />

(a) Meet stakeholders to determine needs for projects/<br />

programmes and coordinate development of plans to address<br />

and alleviate existing or potential problems;<br />

(b) Analyse proposed and current legislation on<br />

agricultural and rural affairs matters. Prepare summary<br />

reports and recommendations for new legislation;<br />

(c) Schedule and/or conduct informational forums and<br />

seminars on assigned projects;<br />

(d) Collect data and information and compile it for review<br />

by higher officials in the preparation of various technical<br />

reports, monthly reports and instruction notes;<br />

(e) Maintain an up-to-date index of appropriate<br />

regulations, guidelines and reports;<br />

(f) Drafting manual of procedures for the operation of aid<br />

schemes based on EU Regulations;<br />

(g) Carry out administrative and on-the-spot controls;<br />

(h) Meeting the farmers at the Front Office for the<br />

verification of any doubts or questions which may arise on<br />

the control reports or official communications;<br />

(i) Meeting the farmers on the field, in those cases where<br />

the farmers request such a meeting, following the meeting<br />

at the Front Office which proves unfruitful to clear the<br />

anomalies/irregularities pertaining to that particular case;<br />

(j) Serve as a link between the Department and the<br />

farmers especially during the Applications period;<br />

(k) Assist farmers in submitting an aid application and<br />

input information into IT system;<br />

(l) Update and maintain the Farmer’s Registry of the<br />

Paying Agency;<br />

(m) Consult with stakeholders, entities with an interest in<br />

agriculture and rural development, and farmers;<br />

(n) Give technical advice to the farming community on<br />

practical improvements to existing farming systems;<br />

(o) Any other duties that may be required.<br />

5.1 Persons registered with the National Commission<br />

for Persons with a Disability (NCPD) may be given<br />

reasonable accommodation in terms of Article 7 of the Equal<br />

Opportunities (Persons with Disability) Act, (Cap. 413),<br />

even if they do not satisfy in full the eligibility requirements<br />

for this post provided they can carry out, in essence, the<br />

duties related to the post and subject to the concurrence of<br />

the Management and Personnel Office and approval of the<br />

Public Service Commission.<br />

5.2 Representations in terms of this clause should be<br />
