We would like to inform that our company is carrying out the project <strong>Lublin</strong> Regional Airport Expansion: <strong>Lublin</strong><br />
Airport Joint Stock Co. in Świdnik.<br />

Planning permission for building the airport was granted by the Voivode of the Lubelskie Voivodeship on 18.10.2010.<br />
The airport will have a 2550 meters long runaway, a taxiway, an apron for 8 aircrafts and a terminal ready to receive<br />
1 million passengers per annum with the possibility of expansion to 3.2 million.<br />
At the moment the following expansion works are being conducted: levelling of the airport grounds, redeveloping of<br />
the utility lines network, building of the apron.<br />
The contracts for construction of the centre of the runway, the taxiway and the terminal building and outbuildings has<br />
been put out to tender. Those contracts will be signed by the end of June of the current year.<br />
The total value of the investment is PLN 350 000 000.<br />
We declare that the means for financing the investment are guaranteed by the shareholders of the Company, that is<br />
<strong>Lublin</strong> Municipality, <strong>Lublin</strong> Voivodeship, Świdnik Municipality, Świdnik District and by the contract negotiated with<br />
the Bank for the issue of bonds. The model of financing the investment as well as the whole documentation of the<br />
project and all strategic guidelines including air travel forecasts, are closely monitored by the review body Jaspers<br />
with Mr. Artur Rudnicki (a.rudnicki@eib.org) as its head. All our guidelines to date were approved by Mr. Rudnicki<br />
and the review body Jaspers.<br />
With regards to the technical side, we cooperate also with a government body, that is Polish Air Navigation Services<br />
Agency, which will use the devices installed at the airport to navigate aircraft in the airspace (the right contracts have<br />
already been signed).<br />
Our airport will be connected with the voivodeship road no. 822 and the exit will lead from rout S-17, the <strong>Lublin</strong>’s ring<br />
road. There will also be a railway connection between the airport and the Warsaw-Dorohusk line. A railway platform<br />
will be built at the airport.<br />
The planned time of finalizing the expansion works and opening of the airport is June 2012.<br />

Declaration of cooperation<br />
The Observatory for Culture and Communication”, of the Alternativas Foundation would<br />
like to express its support and declare cooperation on the basis of project „Observatory of<br />
Culture in <strong>Lublin</strong>” which will be a part of cultural program <strong>Lublin</strong>. European Capitol of<br />
Culture <strong>2016</strong>.<br />
Terms and details of cooperation will be set from the beginning of July, 2011.<br />
The “Observatory for Culture and Communication, is a center which makes studies,<br />
debates and proposals under the concern of the current situation between culture and<br />
communication, to be used by policy makers and society as a whole. Its sign of identity is<br />
to have an independent, analytical and critical point of view combined with open and<br />
innovating approaches.<br />

methodology<br />
We would like to present you the <strong>Lublin</strong> European Capital of Culture <strong>2016</strong> Guide. It is a collection of<br />
key documents, analyses and proposals addressed to those who want to actively support <strong>Lublin</strong>’s ECC<br />
candidacy.<br />
The First Application defined <strong>Lublin</strong>’s potential in a motto “City in Dialogue,” and grouped the<br />
cultural and social initiatives in four thematic axes: Culture of Knowledge, City and Countryside,<br />
Remembrance and Anticipation, and Facing East. The application is available in pdf format on<br />
www.lublin<strong>2016</strong>.eu/aplikacja. The final application should contain a visionary ECC <strong>2016</strong> programme<br />
that comprises projects suggested by you. It should also contain the “process of becoming”<br />
– the emergence and development of long-term projects in the years 2011-2015, the <strong>2016</strong><br />
event, continuation of 2017 (700th anniversary of <strong>Lublin</strong>’s City Charter) and long-term activities<br />
till 2020. According to the thought of the European Capital of Culture, the programme should be<br />
based on multifaceted initiatives, not only cultural, but also involving education, business, tourism<br />
and sport. The integral element of the programme is the civil dimension, culture open to variety<br />
of communities and environments.<br />
The <strong>Lublin</strong>’s application is an “open book” written by your creative initiatives. We can succeed only<br />
if we prepare the program together and if it is based on long-term projects. The projects will not come<br />
to an end in <strong>2016</strong>, but will be inscribed in the development of the city and the region in 2020. This<br />
guide has been prepared by a team coordinated by the ECC Artistic Director – Krzysztof Czyżewski.<br />
It defines the principles of a successful participation in the ECC bid, points to some areas of focus. It<br />
will grow together with the application. The guide should help you to launch projects that will become<br />
an integral part of the ECC programme. We respect your copyrights. The projects should be handed<br />
in by the end of January. We had to introduce such a tight deadline since the duration of the big<br />
had been reduced by two months.<br />

ideas presented in the first application. The projects that are not included in the second application will<br />
serve to index the cultural potential, inspire creation of culture development strategy and to preparation<br />
of the 2017 celebration (700th anniversary of the City Charter)<br />
ECC <strong>Lublin</strong> <strong>2016</strong> Guide<br />
Project guidelines<br />
• The projects and initiatives for the ECC <strong>2016</strong> programme should take into account the following<br />
issues:<br />
• The programme should contain projects worth a “Cultural Nobel Prize” that encourage creation of<br />
innovative, ambitious, high-level events.<br />
• The idea of the programme is to go forward not to make up for losses and delays.<br />
• The project should contain not only the vision of realisation, but also the process of becoming – launching<br />
and developing in the years 2011-2015, the <strong>2016</strong> event, 2017 continuation (700th anniversary<br />
of the City Charter) and long-term effects in 2020.<br />
• The project should refer to the “European dimension,” and “City and Citizens” principles (form, p. 2).<br />
• The project should refer to the “City in Dialogue” motto and four thematic axes (detailed description<br />
in the attachment).<br />
• The project is based on 4 x E principles: empathy, ecology of culture, effectiveness and experiment<br />
(detailed description in the attachment).<br />
• The project meets the principles of the ECC Projects Methodology (detailed description in the attachment).<br />

Charter of the Laboratories and Task<br />

methodology<br />
Laboratories and task groups (LTG) build <strong>Lublin</strong>’s ECC <strong>2016</strong> programme. We would like to present<br />
some guidelines that may help you develop a programme and run a laboratory.<br />
The ideas behind the ECC <strong>2016</strong> programme<br />
• The programme is to be an “open book” comprising projects and initiatives not only in the filed of<br />
art, but also those merging culture with social activities, education, business, tourism and sport.<br />
• The programme is to create long-term and “structural leaven,” and to define trends that introduce<br />
permanent changes instead of focusing on one-time events.<br />
• The programme is to “look forward” and offer innovative initiatives yet unknown in <strong>Lublin</strong> and<br />
Europe.<br />
• The leader should monitor the whole process of a project’s development and have a vision for its<br />
effects. The leader should know and convincingly present the way to complete the project and the<br />
possibilities of future development.<br />
• The ECC programme is based on “4 x E principles” and “Methodology for ECC projects” defined<br />
in the First Application.<br />
THE FOUR PRINCIPLES: 4 x E<br />
• Empathy: The development dynamic of the <strong>Lublin</strong> European Capital of Culture programme is<br />
stimulated by the proximity of the other – other people, other shores, other worlds. Cultural projects<br />
are expected to transcend the backyards of local production, to look to the east as a gateway<br />
between the worlds, to give voice to lost memories, to address the future, to reach outside the city<br />
and embrace rural culture. Such a multitude of parallel dialogues requires empathy, a sense of respect<br />
for the other, a steady concern, and a will to listen and understand.<br />
• Effectiveness: The principle of effectiveness strives to integrate culture in everyday reality, to promote<br />
a conviction that it can be used to further social change and to influence the city and people-<br />
’s lives. Effective projects will not be transient, one-off events but will offer longer-lasting results<br />
that aim to reap positive social benefits in the future.<br />
• Ecology of culture: This principle concerns the efficient management of cultural resources from<br />
the use of energy-efficient lighting to the efficient management of institutions and projects. Attention<br />
to the environment in which culture is produced is another aspect of such ecology. People living<br />
in the vicinity of culture centres and street stages need a conversation that engages them in<br />
participation. Great cultural projects like the European Capital of Culture are not all good news<br />
– they also mean the burden of large numbers of visitors and increased noise levels at night, which<br />
can only be managed once the principles of ecology of culture are in place.<br />
• Experiment: <strong>Lublin</strong> has a long tradition of “unruly” art that transcends conventions and presents<br />
alternatives to ossified forms of culture. As the European Capital of Culture, <strong>Lublin</strong> will rely<br />
on its tradition of experimentation, acquiring open spaces for innovative and alternative cultural<br />
expression.<br />

Methodologies for ECC project<br />
methodology<br />
THREE GENERAL ASPECTS WILL BE HIGHLIGHTED IN OUR THINKING ABOUT THE<br />
PROJECTS’ DEVELOPMENT:<br />
• Cultural production has been given priority over the mass import of cultural commodities – this<br />
concerns both local artists and famous international practitioners invited to <strong>Lublin</strong> to cooperate and<br />
partner with local artists and communities.<br />
• Cultural participation is expected to increase but it will also be accompanied by the growth of cultural<br />
competence and knowledge. Ambitious cultural programmes sometimes overestimate the existing<br />
interest and the absorption capacity of local communities. In other cases, cultural producers focus<br />
solely on their own creative processes at the expense of audiences. Hence, we recognise the importance<br />
of cultural education for the public, which will foster the development of cultural competence<br />
and interest in culture.<br />
• Resource activation requires the ongoing training of managers and other culture professionals who<br />
will organise the sale of cultural commodities, foster the development of the art market, cultivate<br />
partnerships with the private sector, develop ambitious cultural tourism, and pursue a strategy<br />
of cultural export.<br />
LTG management<br />
LTG organise their work and select their team independently. The structure or the rules are not imposed<br />
but should be defined and published.<br />
LTG turn projects into programmes developing activities for the years 2011-2015, culmination in <strong>2016</strong>,<br />
and continuation after 2020.<br />
The programmes are created in close cooperation with culture operators and individuals (not only from<br />
<strong>Lublin</strong> and the region)<br />
Special attention should be paid to interdisciplinary projects that merge themes of the application and<br />
require cooperation between LTGs<br />
• participation in projects created by specialists, scholars, and university teachers (Culture of Knowledge<br />
Laboratory)<br />
• international cooperation and exchange (Facing East Laboratory – Eastern Partnership and Russia,<br />
cooperation with Spain)<br />
• interregional cooperation (the region, Eastern Poland, Poland) – participation of cultural operators<br />
from the region; sharing the project, artists and drivers with cities, towns and villages in the region<br />
(City and Region Laboratory)<br />
• remembrance and anticipation in projects of other LTGs<br />
• emphasis placed on cultural education and social communication<br />
• projects addressed to given social groups (senior citizens, disabled, students, discriminated, excluded)<br />
• students’ participation in LTG<br />
• participation of the representatives of business, law, administration, sport, recreation, tourism and<br />
other groups<br />

Endorsement of the ECC <strong>Lublin</strong> <strong>2016</strong> project<br />
by business communities<br />
Business<br />
support<br />
While working on the First Application, the ECC team launched talks with business communities in<br />
order to undertake joint promotional actions.<br />
After <strong>Lublin</strong>’s short-listing, Mariusz Sagan, the mayor’s economic adviser, initiated a workgroup to<br />
create a long-term cooperation strategy. It comprises representatives of culture and entrepreneurs and<br />
its aim is to develop a long-term cooperation strategy. The idea is based on dialogue, the main principle<br />
of the ECC. The workgroup has met a few times during a series of workshop and meeting, for<br />
example with Rose Fenton, in order to create a list of actions that can be jointly implemented.<br />
The four main aims of the activities have been defined as follows:<br />
• getting to know cultural and business communities<br />
• business communities’ participation in creation of culture<br />
• improvement of culture drivers’ competencies in the field of management of cultural projects and<br />
institutions<br />
• appreciation of the involvement<br />
The following projects will be implemented during the first stage:<br />
• joint workshops and debates concerning creativity and enterprise (e.g. NetDay)<br />
• business people be on the advisory bodies of cultural institutions;<br />
• inclusion of a prominent European business person in the European College of Culture;<br />
• honouring of business community members involved in cultural development during the annual<br />
City of <strong>Lublin</strong> Culture Gala, starting in 2012<br />
• establishment of an award for the most innovative, most enterprising and best-managed cultural institution<br />
in the city and the region;<br />
• business people sitting in committees responsible for commissioning artworks.<br />
In April and May numerous representatives of cultural institutions and organisation of entrepreneurs<br />
and employees will take part in series of talks and workshops. The meetings will aim to find out about<br />
each other’s needs, expectations and competencies.<br />
The meetings will lead to development and implementation of long-term cooperation projects (for instance<br />
through pilot projects). We estimate that we will have these ideas implemented in 8-10 years<br />
and by 2020 we will be able to evaluate whether the relations are solid and the cooperation between<br />
the sectors is real.<br />
If <strong>Lublin</strong>’s bid for the title of Capital of Culture is successful, the workgroup will:<br />
• promote the idea of the ECC in business communities in Poland and Europe through a network of<br />
ECC Ambassadors (from 2012);<br />
• develop strategies of fund acquisition for the <strong>2016</strong> programme (starting in 2012);<br />
• support the <strong>2016</strong> project with project management know-how (starting 2011).<br />
The principles of empathy, ecology, effectiveness, and experiment already present in the ECC project<br />
will be supplemented by enterprise and social responsibility.<br />

INTRODUCTION /THE PAST; FUTURE HOPES/<br />
<strong>Lublin</strong> is a historic city, yet full of youth. In 2017, <strong>Lublin</strong>’s 100,000 students will celebrate the 700th<br />
anniversary of the city’s foundation charter. The future of the city depends on connecting its heritage<br />
with the energy and new ideas of its inhabitants.<br />
<strong>Lublin</strong> is an ancient city with an ambitious vision of the future. The 20th century <strong>Lublin</strong> was overshadowed<br />
by two deadly regimes. The 21st will see the city resume its place as a vital gateway between<br />
central and Eastern Europe, promoting dialogue, cultural exchange and creative renewal.<br />
Present-day <strong>Lublin</strong> oscillates between memory and hope, but is confident of its vision, unified in its<br />
commitment, and optimistic for its future. The creation of a prosperous, healthy and happy city, with<br />
a strong offer to its citizens, its country and the continent, is underway.<br />
It will require investment in the infrastructure and environment, in housing, health services and education,<br />
in industry and trade and much more besides. In this <strong>Lublin</strong> has much in common with other<br />
cities in the region and in post-communist Europe.<br />
But <strong>Lublin</strong> also understands that the measures taken to implement these changes are no less important<br />
that the aims themselves. Speaking of measures, the City Council has decided to place culture at the<br />
heart of the city transformation, understanding culture in its broadest sense: as a process of creating<br />
and sharing values, and involving every citizen.<br />
The manifestations of cultural life: theatre plays, festivals, exhibitions and the facilities in which they<br />
are shown, but also the historic fabric of the city, make <strong>Lublin</strong> an attractive city and create a good ambience<br />
for prolific artists and writers. There is also the underwater part of the iceberg: vigorous common<br />
culture, generated on a daily basis by the variety of people and groups, building a congenial atmosphere<br />
of everyday life: in the streets, in outer districts and throughout the city.<br />
Finally, building on the foundation of culture also means acting with empathy and imagination, such<br />
acting being sensitive to symbols and metaphors, permitting of dreaming and finding new answers to<br />
old problems, making it easier to face the complex aspects of urban development.<br />
Residents and their quality of life is what makes cities unique places to live in. <strong>Lublin</strong> will never forget<br />
that.<br />

Activities that help people feel well, fit and happy have been identified in a research commissioned by<br />
the British government (Foresight Mental Capital and Well-Being, UK Government Office for Science<br />
2008). The results of this research are mirrored in Five Ways to Well-Being.<br />
• Connect. With people around you. With family, friends, colleagues and neighbours. At home, work,<br />
school or in your local community. Think of these as the cornerstones of your life and invest time<br />
in developing them. Building these connections will support and enrich your every day.<br />
• Be active. Go for a walk or run. Step outside. Cycle. Play a game. Garden. Dance. Exercising makes<br />
you feel good. Most importantly, discover a physical activity you enjoy and that suits your level<br />
of mobility and fitness.<br />
• Take notice. Be curious. Catch sight of the beautiful. Remark on the unusual. Notice the changing<br />
seasons. Savour the moment, whether you are walking to work, eating lunch or talking to friends.<br />
Be aware of the world around you and what you are feeling. Reflecting on your experiences will<br />
help you appreciate what matters to you.<br />
• Keep learning. Try something new. Rediscover an old interest. Sign up for that course. Take on a<br />
different responsibility at work. Fix a bike. Learn to play an instrument or how to cook your favourite<br />
food. Set a challenge you will enjoy achieving. Learning new things will make you more confident<br />
as well as being fun.<br />
• Be generous. Do something nice for a friend, or a stranger. Thank someone. Smile. Give your time<br />
to someone else. Join a group. Take notice of other people’s needs just as you notice yours. Seeing<br />
your own happiness within a greater whole can give you an unbelievable satisfaction and build relationships<br />
around you.<br />

International medical, public health and sociological research shows that people who observe these rules<br />
feel better and live longer. These rules seem easy to follow and their significance lies in the fact that<br />
they have been scientifically proven to be of fundamental value for quality of life and life expectancy.<br />
Participation in culture enables anyone to implement these recommendations in the easiest and most<br />
stimulating way.<br />
• Connect. Culture is a social activity. From the shared interests that bring people together to sports<br />
clubs or a drama group to the collective experience of audiences in performances and festivals. Culture<br />
furnishes sensations, tales and images that we can share, talk about and argue about.<br />
• Be active. Sport is an obvious and very important way to promote healthy lifestyle; dance is even<br />
more popular: from nightclubs to weddings, from folk dances to ballroom dancing; dance is always<br />
an art form. But also walking through a city or a gallery, going out to concerts and taking part in<br />
local celebrations - all these keep us fit and active.<br />
• Take notice. Art observes - and questions - the world: it is all about noticing things, producing<br />
experiences and sharing that with others. We capture special moments through poetry, photography,<br />
and stories (and share them on Facebook and Flickr). We take part in private and public rituals<br />
to mark symbolically the times that matter.<br />
• Keep learning. Culture makes learning a pleasure, whether it’s the discovery of a new book that<br />
you just have to share with a friend, fascination with new music, or learning the steps of a new dance.<br />
To express yourself in culture, we constantly and almost involuntarily improve our soft and hard<br />
skills that, if taken as a theory or an educational program, would not be that appealing.<br />
• Be generous. Culture is both priceless and worthless. A picture, book or a music album have little<br />
usefulness compared with a loaf of bread or piece of clothing, although they can be traded (thus developing<br />
the creative economy sector). Pieces of art are only carriers or traces of what really matters<br />
- the human experience of art, shared with others, unique and unrepeatable and, in a profound<br />
sense, as much a gift as life itself.<br />

We will reaffirm the importance of culture for the inhabitants and local communities and encourage<br />
the widest possible participation by advancing the cultural life of the city, showing the best works during<br />
memorable events, or supporting diverse neighbourhood culture. Since <strong>Lublin</strong> aspires to grow in<br />
prosperity and fitness, and be a better place to live, we make culture the underpinning factor of these<br />
ambitions by giving all attention to cultural life, by encouraging people to build social ties, be active,<br />
develop sensitivity, gain new skills, be generous, simply to live a healthier and happier life.<br />

VALUES /EMPATHY, EXPERIMENT, ECOLOGY, EFFICIENCY/<br />
Four critical values underpin our cultural strategy; they are also our proposals for the European Capital<br />
of Culture year, <strong>2016</strong>. These are:<br />
• Empathy. Culture is the best instrument for fostering mutual understanding between people while<br />
respecting their diversity. Human progress depends on the extension of empathy to others so as<br />
to understand our common humanity between the surface differences. As a city of diverse cultures<br />
and groups, it is essential that empathy is a guiding value of our cultural life.<br />
• Experiment. Culture keeps renewing itself and through that renewal renews humanity’s imaginary<br />
life. Unless we can dream of other ways of being, doing and living, we are condemned to live with<br />
the failures of the past. Even in conserving heritage or in recreating the great works of the past, we<br />
need to find new ways of expression that are true to ourselves today.<br />
• Ecology. Culture reflects and shapes how we see ourselves in the world. Humanity has grown too<br />
numerous and too powerful to neglect the needs of other species and of the environment as a whole.<br />
Our culture must consist in less wasteful and less damaging ways of life. The planet will always<br />
keep a balance: the question is whether our life on it is properly balanced.<br />
• Effectiveness. Culture is complex and has multiple effects. A great festival can benefit the economy,<br />
social cohesion and education, especially if it produces experiences that will be remembered<br />
for decades. We are not a rich city, compared with Western European standards. We need to make<br />
our resources produce as much benefit as possible, every time.<br />
These are the decisive criteria determining the quality of programs and initiatives that the cultural<br />
strategy needs to support. At the least, we should be doing nothing which opposes them and takes us<br />
in an opposite direction.<br />
These values also define the criteria for sustainable development of <strong>Lublin</strong>: preservation of the natural<br />
environment, empathy-driven interaction with the region and other cities in country and Europe-wide,<br />
innovation and ever greater efficiency in all provinces of the city life. Stimulating this development<br />
by cultural activity, we generate a lasting energy for the complex, multi-directional and sustainable<br />
transformation of the entire city, while maintaining due proportion between the economic<br />
growth and quality of life.<br />
Hence, taking care of personal satisfaction from participation in culture, we create a better climate for<br />
people’s involvement in carrying out their ambitious plans. In this way, we offer brighter prospects of<br />
development of the whole city in all other areas. Culture benefits its every participant, while transforming<br />
the entire city for better.<br />

THEME /CULTURES IN DIALOGUE/<br />
The idea of Cultures in Dialogue will be a central theme of cultural development in the decade of 2010-<br />
2020. It is closely related to our proposals for <strong>2016</strong> when a Polish city will host the European Capital of<br />
Culture. It reflects the diversity of <strong>Lublin</strong>, its geographic position at a crossroads of cultures and our belief<br />
that the dialogue of all the cultures converging here is essential to the city’s search for a better life.<br />

AIM /TO MAKE CULTURE PART OF EVERYONE’S LIFE/<br />
The aim of the cultural strategy is that culture - understood in its broadest sense - should be a valued<br />
part of everyone’s life.<br />
PROGRAME FRAMEWORK /CITY IN DIALOGUE/<br />
The thematic pillars of European Capital of Culture <strong>2016</strong> we see as perfectly mirroring our cultural<br />
specificity, as well as corresponding to the universal challenges of today and tomorrow. These pillars<br />
further branch into the fundamental programming axes of this strategy. And thus:<br />
City and Region - we see as a challenge arising from the fact that a considerable portion of the urban<br />
community maintains strong family and cultural links with the whole <strong>Lublin</strong> region, which abounds<br />
in different historical, ethnic, religious and environmental traditions nurtured in the villages, former<br />
country estates and noble manor houses, in small towns and cities. We want all these people to have<br />
their say in culture, while still cherishing their identity and being able to take pride in it, and enriching<br />
the urban cultural landscape by integrating it with the region.<br />
At the same time we recognise a universal need for the city to restore its position of a bona fide region’s<br />
leader, serving the surrounding region and its people. We want to overcome the creeping egocentricity<br />
of large cities by building transparent and partner relations with the neighbouring region’s<br />
communities. We believe that this is also a way to establish and enhance the cultural identity of <strong>Lublin</strong><br />
and Lubelskie.<br />
Remembrance and Anticipation - we see as tools for the reviving of multi-generation memory and<br />
the rebuilding of historical awareness, both of them inspiring courage and provoking future-oriented<br />
thinking. It helps bring back a living memory of the past city grandness; reconcile ourselves with the<br />
disasters and tragedies of our history; understand the sources of our culture, in order to respect cultural<br />
heritage and be able to continue it and hand it down to our successors. This is a creative form of<br />
opposition to amnesia resulting from the funnelling of human needs to mere consumption.<br />
We want the celebration of the 700th anniversary of city rights to be not only an invitation to pondering<br />
upon the local history but also the opening of a new era, a breakthrough stimulus boosting the<br />
city and its further urban development.<br />
Facing East - is understood as the need for re-discovering the cultural values of eastern Europe and<br />
their inclusion in the domain of the European culture. This is a challenge of our times ensuing from<br />
the transformation of the early 1990s that enabled us to re-establish the ties broken by the many decades<br />
of the post-Yalta political order. This is a chance for two rich cultural zones to come together so<br />
that Europe is able to „breathe with both lungs” again.<br />

<strong>Lublin</strong>, whose growth was always dependent on East-West contacts, has great hopes for this process.<br />
Transformation in Russia and the Eastern Partnership countries needs time; therefore, we believe that<br />
cultural cooperation, by building mutual understanding and respect for distinctness, provides the most<br />
desirable foundation for the idea of common Europe, and opens the doors to genuine partnership in<br />
many other fields.<br />

We want for the bilateral relations between East and West nurtured in <strong>Lublin</strong> to coincide with rapprochement<br />
between the North and South of Europe, between affluent and severe Scandinavia and the<br />
Baltic region and poorer yet effervescent cultures of the Black Sea. We believe that <strong>Lublin</strong>, as it was<br />
the case in the past, can bring together and integrate these diverse influences; it can also be a junction<br />
for the movement of cultures and provide space for their creative dialogue, thus remedying the effects<br />
of many decades of mutual isolation.<br />
Culture of Knowledge - means a cultural challenge resulting from both the development of new technologies<br />
and a cognitive crisis arising from excessively „sectoral” focus of today’s science and too narrow<br />
scholarly specialisations that increasingly stifle creativity. We believe that culture, when created<br />
by means of new tools, can provide a platform for the integration of different areas and provinces of<br />
knowledge, at the same time offering the environment that promotes innovation in the approach to satisfying<br />
individual and collective needs that respect ecology.<br />
<strong>Lublin</strong> is a large university centre of comparatively traditional nature. The symbiosis of science and<br />
culture opens new windows of opportunity for successful outcomes in both these fields. This, in parallel,<br />
strengthens the city’s offer in terms of „creative industries”.<br />
In order to achieve such ambitious objectives, we accept six interdependent operational AREAS of<br />

1. Space for culture,<br />
that is, providing space for a Dialogue of Cultures, is for us both the room for cultural activity and the<br />
cultural values of the urban space - the meanings inherent in this space. At the same time, we acknowledge<br />
that the universal qualities of this space should be: public security, cleanliness and aesthetics.<br />

The operational objectives set out in this area are:<br />
1.1 To improve the working conditions and quality of space for cultural institutions - this includes<br />
investment in new facilities, also the provision by the municipality of vacant public locations<br />
and sites for cultural activity; further, there is the gradual renovating and equipping of cultural sites<br />
coupled with their proper maintenance and care for artistic expression<br />
1.2 Qualitative development of the historic part of <strong>Lublin</strong>- this will not only contribute to the protection<br />
and preservation of historical monuments, but also ensure its vitality and attractiveness of<br />
function; it will harmoniously supplement the missing urban tissue, improve public spaces and<br />
make their history come into view; on top of that, it will help take care of the greenery and ecological<br />
conditions<br />
1.3 To improve the visual integrity of the city and its cultural landscape - this goal aims to enhance<br />
the aesthetics of public spaces, protect the urban skylines and their exposure, expose the natural<br />
lie of the land through wise development and reclamation of green areas, particularly in river<br />
valleys and ravines meandering through the city and shaping its positive ecological conditions<br />
1.4 To introduce art in the public urban space - it will facilitate regular, common and almost involuntary<br />
contact with culture, while pursuing other routines. This goal also covers the establishment<br />
of small enclaves of retreat (inspired by the projects such as “oxygenation”), permitting<br />
short breaks and momentary relaxation, which is particularly important in the vicinity of the busiest<br />
parts of the city, but also near one’s home.<br />
1.5 To furnish the conditions for recreation and outdoor activity - this can be done in river valleys<br />
and ravines taken over for social and artistic activities; local residents will be involved in shaping<br />
their own surroundings under a long-term Green Connection programme. It is also important<br />
here to create space for the so-called “backyard recreation”, which is safe and integrates residents<br />
in different age near their own place.<br />
1.6 To improve the spatial quality of visitors’ “first contact” sites in <strong>Lublin</strong> - this relates to railway<br />
stations, transit routes, bus stops; if some artistic values were added there, this would alter<br />
the image of <strong>Lublin</strong><br />
1.7 To create a culture of dialogue around the shaping of space - such a goal can be achieved by<br />
making the spatial planning process a citizens’ issue and by opening to civic initiatives when deciding<br />
on changes within the urban setting (social consultation of both investments and ideas for<br />
the management of shared spaces)<br />
2. Participation in culture,<br />
is understood as the shaping of needs and development of skills in cultural reception to the widest extent<br />
possible, including individuals and communities threatened by exclusion; this goal also aims to increase<br />
artists’ and cultural operators’ competence. Broad participation in culture is particularly important<br />
for the success of the ECC <strong>2016</strong> bid, considering the fact that its programme is hinged on dialogue.<br />
The operational objectives set out in this area are:<br />
2.1 To develop cultural participation habits - this is particularly vital for children and young people,<br />
especially the large community of the <strong>Lublin</strong> students, but also groups and communities at<br />
risk of social exclusion, including a sizeable group of senior citizens; such citizens have a lot of<br />
free time and their life experience (so often ignored) should be particularly valued and shared.<br />

2.2 Cultural education - this will cover not only school programmes, but also any forms of lifelong<br />
learning, projects, events and publications promoting cultural knowledge and intended for different<br />
age groups and environments, and aligned with their needs and capabilities. It is advisable<br />
that such measures are long-term. Also “involuntary” forms of education should not be neglected;<br />
they occur when individuals are exposed to culture in public spaces, in the voluntary work,<br />
during social and environmental projects (“learning by doing”).<br />
2.3 To include individuals and communities at risk of exclusion - this objective covers action taken<br />
for the galvanizing of the disabled, inhabitants of decayed districts, people living in confinement<br />
(hospitals, nursing homes, refugee centres, boarding houses, or prisons), impoverished individuals<br />
and families, and seniors, especially those suffering from the retirement crisis. It also<br />
serves the growing community of immigrants; for them, the combination of cultural, linguistic,<br />
mental and material barriers hider integration into the urban community life. Of key importance<br />
for this objective is the truth that participation in culture helps lift the barriers and limitations<br />
caused by age, health condition, nationality and ethnic tradition, material and social status; it promotes<br />
autonomy and self-reliance despite many hindrances; it promotes social inclusion and pursuit<br />
of creative solutions in life, particularly challenging when suffering from exclusion. For these<br />
reasons, it is pivotal that projects in this area are of long-term character, permitting the establishment<br />
of lasting social relationships.<br />
2.4 To support talented people aspiring to an artistic career - this objective addresses both talent<br />
search and talent forging and assisting in making an artistic début; this is particularly relevant for<br />
low-earning individuals or those experiencing other limitations.<br />
2.5 To develop competence in culture - intended for creators, culture operators and organizers of<br />
cultural life and enabling the experiencing of new solutions, trends and cultural phenomena, the<br />
establishing of artistic contacts and the broadening of the context of the <strong>Lublin</strong> culture to include<br />
the experience of other groups; it will also facilitate understanding for distinct cultural codes.<br />
2.6 To promote active lifestyle and participation in culture - this goal is seen as leading to well-being<br />
and getting out of the habit of passive leisure.<br />
2.7 To develop voluntary movement - as a form active participation in culture and social life; this<br />
form is crucial, since it serves as a civic “adjustment” or response to the established forms of activity,<br />
and is a tool in socializing and moulding civic attitudes. For the youth, students and seniors, it<br />
offers an opportunity for shared education and collaboration between generations and fraternities.<br />

3. Cultural offer,<br />
arranged thematically in the adopted programming axes (see above); it needs some tailoring to the needs<br />
and preferences of its participants, their lifestyles and capabilities. Due to the organisation of ECC<br />
<strong>2016</strong>, the 700th anniversary of city rights and the centenary of Poland’s independence, this offer this<br />
will be adequately extended in the years <strong>2016</strong>, 2017 and 2018. These three years that will see the climax<br />
of cultural events and are expected to entrench the position of the <strong>Lublin</strong>’s cultural offer.<br />
The operational objectives set out in this area are:<br />
3.1 To expand and improve the offer of local culture centres and community centres - this goal<br />
covers “first contact” culture centres scattered all over the city (Availability), whose objective should<br />
be to enable different groups (by age, interest) to take part in a broader encounter with “everyday”<br />
culture and cultural education, and promote social activity. This offer should be customized<br />
to the local needs, in line with the dynamics in the existing social situation. Their offer should<br />
balance the local needs, funding opportunities and management capacity. It is vital for such<br />
places to become real local centres, permanently integrating the local community. Also schools,<br />
libraries, or parishes may serve a similar function.<br />

3.2 To broaden the “imported” offer - this objective focuses on the development of artistic management<br />
(impresariat), as well as opening up of all other cultural institutions to allow the exchange<br />
of artistic events and festivals. This goal is particularly important for the ECC <strong>2016</strong> celebration,<br />
but it is equally vital for the broadening of cultural competence (2.5) and for encouragement<br />
of external networking (4.5).<br />
3.3 To optimize the offer of the <strong>Lublin</strong> cultural institutions - this goal covers the need for upgrading<br />
and strengthening the character of the local offer complying with social expectations and<br />
capable of implementing the adopted vision and programming axes. The assessment of this offer<br />
- through an on-going debate led by the SPOKO, and in the analysis of the Cultural Observatory<br />
(Governance) - should help those institutions flexibly adapt their programs to current needs.<br />
Thanks to the socializing of cultural governance, more favourable conditions will be created for<br />
improved cooperation between cultural institutions, the building of complementary programs and<br />
the broadening of cultural contexts (cultural background) for their offers.<br />
3.4 To develop the offer of “involuntary” contact with arts - this objective covers events and exhibitions<br />
held in public spaces, commercial facilities and centres, offices, hospitals, schools and other<br />
places open to various “clientèle”; their aim will be to slip in artistic impressions among other types<br />
of activities.<br />
3.5 To expand and improve recreational and sports offer- seen as an essential supplement to cultural<br />
action; promoting physical activity as vital for a healthy lifestyle. It is important that this offer<br />
is tailored to the recipients’ capabilities in terms of age, physical condition and preferences. It<br />
should also open up the opportunity for social integration and contact with arts (3.4).<br />
3.6 To develop the outdoor offer - located in public and green areas (1.5); it is of key importance for<br />
the use and exposure of city’s spatial features and promotion of an active lifestyle. It is not enough<br />
for <strong>Lublin</strong> surrounded by landscape and national parks to merely provide well cared-for green<br />
spots; more importantly, such places should be filled with visual art, events and attractions encouraging<br />
outdoor leisure within the city boundaries.<br />
3.7 To develop an offer for foreigners - available in foreign languages and respecting distinct cultural<br />
codes. This offer will be intended for foreign students (currently about 3,000 people), immigrants<br />
(also from the refugee centre), foreign tourists and foreign business people. Their opinion<br />
about <strong>Lublin</strong> influences the city’s image worldwide. This offer will also be a preliminary step in<br />
the integration of immigrants.<br />

4. Availability of culture<br />
means favourable conditions for participation in culture, both in time and space, also owing to wise<br />
organization (Participation and Governance).<br />
The operational objectives set out in this area are:<br />
4.1 To develop a network of “first contact” cultural establishments - this objective aims to maintain<br />
the existing small district community centres and libraries and broaden their offer (3.1); at<br />
the same time, this network should grow to include new establishments or sites, so that ultimately<br />
such cultural locations were no farther than within a walking distance (15 minutes) for any resident.<br />
Their opening hours should take account of the daily and weekly rhythm of the local community.<br />
This network should be further built up by locations occupied by NGOs involved in cultural<br />
activity (5.7).<br />
4.2 To build a “system of cultural logistics” - an indispensable tool in view of the expanding cultural<br />
offer; this system will collect and distribute information on cultural events; it will enable<br />
event synchronization and timing and will be an ample resource for publications of event schedules<br />
and calendars - all aligned with the audiences’ needs and preferences. Information - up-to-date<br />

and freely available, arranged thematically and tailored to target groups - is a prerequisite for the<br />
awakening of potential “consumers’” interest in the cultural offer. This system should be open to<br />
all operators and organizers of cultural, social and sports events, etc., and allow efficient scheduling.<br />
It should also facilitate access to information in general and the purchase of event tickets in<br />
several much frequented city locations (stations, airport, city centre, shopping centres). The on-line<br />
support for this system should coincide with traditional solutions, expanding the availability of<br />
information and facilitating the use of the offer.<br />
4.3 To offer child care in cultural establishments - to enable parents of small children to participate<br />
in culture; child care may occur simultaneously with artistic education of children.<br />
4.4 To provide support to impecunious persons wishing to participate in culture, or deserving<br />
assistance for other reasons - this objective will address, besides promoting free cultural offer, a<br />
ticket subsidy scheme, or reimbursements for other charges related to participation in culture. In<br />
addition to public support (limited by law), it is possible to launch or develop private sponsorship.<br />
4.5 To facilitate access to culture to persons and groups from outside <strong>Lublin</strong> - this objective aims<br />
to synch bus timetables with cultural events for audiences from the region and from locations within<br />
three hours’ drive from <strong>Lublin</strong>. It will also apply to organized trips, tourist stays, conferences<br />
and symposia that would include cultural events in their programmes and itineraries. What<br />
follows, foreign language tourist information and signage should also be put in place.<br />
4.6 To eliminate architectural barriers in cultural sites, historic buildings and sports and recreational<br />
facilities.<br />
4.7 To develop a system of tourist information - including the information signs and signage indicating<br />
ways of access to historical and cultural locations and public toilets, as well as guides and<br />
printed material about historic monuments (including multimedia). This system should not overlook<br />
multilingual media and Internet communication and promotion of <strong>Lublin</strong> outside the city.<br />

5. Cultural governance<br />
this area needs urgent improvements. The existing management structures established for much less<br />
extensive cultural activity have spared no effort in recent years to handle this constantly growing scope<br />
of responsibilities. In order to implement the programming and operational objectives, it is mandatory<br />
to pioneer more efficient methods of cultural management, capable of supporting more cultural<br />
operators and culture participants. This will entail the simplification of procedures in culture organization<br />
undertaken by such operators. Openness and transparency of governance are mandatory in socializing<br />
participation in culture and developing civic attitudes. Besides the governance ideas described<br />
below, due to the evolving management quality standards, it will be necessary to gradually integrate<br />
cultural governance with other “sectors” such as education, restoration and revitalisation of historic<br />
sites, development of green areas, sport and recreation, urban ecology and regional policy. All these<br />
provinces of human activity are interdependent and together determine the quality of life in the city.<br />
The operational objectives set out in this area are:<br />
5.1 To ensure comprehensive monitoring and evaluation of cultural phenomena - this goal will be<br />
pursued by the <strong>Lublin</strong> Cultural Observatory (Pol. LOK) established under an agreement between<br />
the municipal authorities and local universities as an independent research structure; it will guarantee<br />
an objective approach and reliability of gathered data, as well as sharing expert opinions<br />
with all entities involved in cultural management; in parallel, the LOK will be developing its original<br />
cultural research methodology (2.5), as appropriate. The establishment of the LOK with a<br />
well-devised research programme will ensure adequate monitoring of the progress, implementation<br />
and impact of ECC <strong>2016</strong> for at least 10 years, with the option of tracking relevant outcomes<br />
in the short, medium and long term. One of the LOK’s tasks will be to propose programmes and<br />

ecommendations resulting from conducted research. The monitoring of current cultural activity<br />
is also a credibility-building tool for all actively participating in the cultural offer, and will also<br />
promise responsiveness to changes and needs.<br />
5.2 To socialize cultural governance - this will consist in the implementation of participatory management<br />
methods based on civic activity platforms, such as the existing SPOKO group, or the<br />
Cultural Space Forum, or slowly integrating sports groups. Such platforms, evolving throughout<br />
the ECC <strong>2016</strong> preparation process, are chiefly open to accept different groups and circles, thus<br />
creating an excellent hub for the flow of information, opinion and initiative. Though being flexible<br />
and open, they need operational groups or task forces that would be capable of cooperating with<br />
the city administration and other players in a systematic way. Such groups would be: the Council<br />
of Culture and Council of Culture of Space, or the Council of Sports, operating as permanent,<br />
small advisory and consultative bodies to the city mayor and related municipal departments. A<br />
similar structure should be forged through the implementation of the Integrated Cultural Heritage<br />
Management Plan for <strong>Lublin</strong>; it will represent different entities having influence on the functioning<br />
of the historical part of the city and will help working toward solutions that would reconcile<br />
their interests. Culture - in a broad sense - should be a proving ground for pilot implementations<br />
of participatory governance methods aimed at socializing the decision-making and generating<br />
partner initiatives.<br />
5.3 To coordinate the management of the municipal and regional authorities - made under an<br />
agreement laying down the principles of interaction between the municipal and regional administration,<br />
setting joint goals and aligning the coordination of cultural policies at both these local<br />
administration levels. Under this agreement, both entities would benefit from the cultural monitoring<br />
(5.1. LOK) and advisory services of the participating structures. This cooperation has already<br />
been initiated by entering an agreement concerning tourist traffic - this should be broadened<br />
to include other areas of culture.<br />
5.4 To build the <strong>Lublin</strong> cultural offer - particularly important for the ECC <strong>2016</strong> celebration and the 700th<br />
anniversary of city foundation - it will be supervised by an independent institution in charge of the programme<br />
and coordinating the activities of urban and regional cultural institutions and other parties involved<br />
in the programme realisation. The role of this structure will be to enter into the defining of programme<br />
guidelines and evaluation criteria for the proposed projects and cultural activities, as well as participating<br />
in the project selection procedure. The offer-makers will take advantage of consultancy and grassroots<br />
initiatives arising at the level of social participation and cultural activity, and also of studies and<br />
analysis prepared by the Cultural Observatory.<br />
5.5 To implement the municipal cultural policy - this will be a sole responsibility of the municipal<br />
Culture Department and will particularly concern the organization and management of public<br />
funds allocated to the maintenance of cultural institutions and cultural activities in line with the<br />
designed policy. It also covers supervision in terms of the organization, finance and content of<br />
activities undertaken by the municipal cultural operators, let alone the evaluation of the effects of<br />
their actions. Any relevant decisions made and rested on data, opinions and research generated at<br />
the social participation levels, by studies and analysis (LOK) should be transparent and tailored<br />
to current circumstances. Calls for proposals, gradually extended in line with the programming<br />
guidelines, should be the essential means of apportioning public finance earmarked for cultural<br />
activities. When it comes to the regional authorities and their culture-focused bodies, the responsible<br />
unit will be the Culture Department of the Marshal’s Office.<br />
5.6 The management of the municipal cultural institutions - this objective aims to retain or even<br />
broaden those institutions’ autonomy, while at the same time insisting on their collaboration with<br />
other local players and on maintaining transparency of operation. It covers the implementation of<br />
cultural programmes and parallel activities; the provision of data on their effects to facilitate the<br />
monitoring by the LOK; the management of entrusted space and available financial resources; the<br />

seeking of additional sources of finance; reporting in accordance with the standards of transparency<br />
required of public institutions. A substantive support for the directors of such institutions<br />
will be the data from the LOK and opinions of the Cultural Council, SPOKO and other groups,<br />
and also the recommendations of their own Programming Boards, which would foster unbiased<br />
approach and offer criteria for efficient decision-making.<br />
5.7 To support non-governmental organizations - through grants and subsidies allocated to activities compatible<br />
with the strategic and programming guidelines and securing the implementation of projects, but<br />
also a long-term operation. The support through subsidies or loans for own financial contribution to projects<br />
will extend their ability to raise additional funds for social and cultural activities. Public funds supporting<br />
such entities will be allocated through calls for proposals or/and cooperation agreements. The establishment<br />
within the Municipal Office of the Support Centre for Non-Governmental Organizations should<br />
not only make financial support attainable, but will also improve the organizations’ management (accounting,<br />
consultancy) and provide locations for cultural activities (4.1.)<br />
5.8 To aid other parties undertaking cultural challenges and projects - it covers assistance in the organization,<br />
content-planning and financing (within existing regulations) of projects aligned with the strategy<br />
and programme. The leading beneficiary of this support will be district clubs, culture and community<br />
centres, and other similar establishments ensuring wider participation in culture.<br />
5.9 To implement a code of environmental standards - which intends to promote, on a regular basis, environmentally<br />
friendly practices in all activities and spatial arrangements related to cultural activity. The<br />
anticipated effect will be energy and water saving, waste recycling, conservation of landscape and natural<br />
values, protecting biologically active sites.<br />

The financing of culture,<br />
was for decades assigned exclusively to the public sector and was its secondary priority. It was no sooner<br />
than with the concept of sustainable development and post-industrial visions of civilisation when<br />
the role of culture was highlighted as one of a catalyst of economic development and innovation. Our<br />
aspirations to the ECC <strong>2016</strong> contributed to the upping figures in the city cultural budget and have already<br />
caused positive changes in the evaluation of city’s allure. Therefore, this trend should be maintained,<br />
regardless of the final decision of the ECC selection panel, especially in view of the celebration<br />
of the 700th anniversary of city rights. But it is necessary to amend the rules of financing culture, in<br />
accordance with the contemporary requirements and standards.<br />
The operational objectives set out in this area are:<br />
6.1 To set the parity of cultural expenditure in the city budget - at a level ensuring an adequate<br />
growth, along with the improving economic condition of the local self-government. This parity,<br />
ultimately 4% of the city budget, should be seen as a needed minimum that will be adequately<br />
scaled up for special events such as ECC <strong>2016</strong> and the 700th anniversary of city foundation.<br />
Such a budgetary provision will offer predictability of the financial condition of all urban cultural<br />
institutions, and will thus make an advance planning of any cultural activity feasible. Having<br />
that in place, calls for proposals will be held in the year before the co-financed cultural projects,<br />
which should optimize the effects of such support.<br />
6.2 The financing of urban cultural institutions - regulated through a scheme of earmarked subsidies<br />
that should cover the current maintenance costs, operating costs and the expenses related to<br />
the adopted cultural programme, which is considered obligatory. Simultaneously, time these institutions<br />
should be incentivized to stretch their cultural offer by means of a bonus system; such<br />
a system will encourage efficiency and additional fund-raising for planned activities.<br />
6.3 The financing of NGOs and other cultural institutions should follow the framework of calls for<br />
proposals for cultural activities (with a typology adapted to specific needs). If such an entity ta-<br />

kes long-term action (year-long and longer) and carries it out successfully for the period of three<br />
consecutive years, it will be invited to enter a solid budgetary financing agreement with the municipality.<br />
The agreement will rely on the entity’s results, the evaluation from the LOK and recommendation<br />
from the city offer supervising body; the size of financing will be decided after the<br />
entity’s budget analysis spanning the period of three years. Such an arrangement is particularly<br />
justified for establishments conducting educational activities and working with persons at risk of<br />
exclusion. A separate pool of resources, available as subsidies or loans (thus renewable) for own<br />
contribution to NGO projects, will supplement the spectrum of third sector support and will considerably<br />
strengthen the sector’s position in fund-raising outside the town budget.<br />
6.4 The implementation of task-based budgets - as a principle of financial management promoting<br />
transparency and efficiency in apportioning funds. Such a budget structure is now being implemented<br />
at the Municipal Office, but soon it should embrace all cultural institutions and NGOs<br />
cooperating with the municipality. It will put on view the expenditure for individual projects and<br />
programmes and will help compare and balance the costs (also operational) with produced effects.<br />
This will enable a coherent and comparatively similar financial policy across the cultural<br />
sector and will provide justification for public spending. What is needed for a successful implementation<br />
of this goal is proper training for the financial personnel responsible for finance in the<br />
cultural structures. Some teething problems are initially expected, yet the task-based budget should<br />
successively lead to a significant simplification of financial procedures.<br />
6.5 The implementation of on-line financial settlements - along with the improvement of deployed<br />
IT solutions, financial settlements should be expedited; this is absolutely necessary, given the<br />
growing number of entities relying on the municipal financing. This goal also necessitates additional<br />
training. Before the launch of the new IT system, it is advisable to streamline the existing<br />
conventional settlements, speaking both of procedures and forms.<br />
6.6 To increase the influence of municipal cultural institutions - this objective will promise a number<br />
of opportunities that strengthen the financial position, and thus increase the pool of resources<br />
for the mission-related activity. These include:<br />
• Viability of ticket prices and other fees - this should concur with a system of subsidies and<br />
concessions, thus preventing low attendance at paid events and programmes. Growths in revenue<br />
should be encouraged by annual awards. This process may be accelerated by encouraging<br />
VIPs to join a VIP tickets scheme before most prestigious events.<br />
• The development of private sponsorship - it is both an economic must and a sign of recognition<br />
for cultural activity. The sponsor’s advertisement, now obtrusive and dominant, should be<br />
reduced to a discreet indication of its logo in the prospectus or information material. On the<br />
other hand, it would be a good idea to throw an annual “Gala of Sponsors of Culture” (e.g. during<br />
the carnival period), where sponsors’ role in the development of culture would be mentioned<br />
and some prestigious awards and distinctions handed out (as statuettes and diplomas).<br />
• Earning revenue from associated activities - for example, child care (4.3.) photography, copying<br />
and recording or offering space to catering businesses; these can also boost the attractiveness<br />
of cultural institutions. The balance between the mission-related activity and associated<br />
activities should be determined through the assistance of Programming Boards, so as to<br />
prevent over-commercialization of cultural institutions.<br />
• Obtaining grants from outside the city budget - from the EU funds, ministry programmes,<br />
or foundations - may be beneficial in enhancing the capacity of municipal cultural institutions,<br />
especially that they are often associated with the broadening of the regular offer. An active involvement<br />
in this area should be stimulated by the bonus system mentioned above.<br />

Implementation of the strategy<br />
The above operational axes of the strategies are interdependent and require almost parallel implementation.<br />
Yet, in view of the current needs, the strategy team proposes that in the opening stage of implementation<br />
(in the years 2011-2012) absolute priority should be given to: Space and Governance, as<br />
calling for the most urgent action and enabling the advancement of further axes; in the same period,<br />
Availability will also be an important factor furthering other priority axes. In the subsequent years<br />
(2013-2015), the priority axes will be Participation, Offer and Financing. In the years <strong>2016</strong>-2017, all<br />
the axes should be fully operational for the celebration of <strong>2016</strong> and 2017 - (the 700th anniversary of<br />
city rights). The period between 2018 and 2020 should see the continuation of the activities from all<br />
the axes, after the necessary adjustments on the basis of their evaluation in the preceding periods. At<br />
that time Governance will again become a priority, given the need for reviewing the results of the former,<br />
key periods for the <strong>Lublin</strong> culture; conclusions will be drawn and will underlie new strategy development<br />
for the following decade.<br />

• local spatial plans, especially those to be drawn up for the centre of <strong>Lublin</strong> (Podzamcze area and<br />
the railway station) by the Planning Department of the Municipal Office.<br />
• concept of development for the Bystrzyca River valley (created for urban investment and the Green<br />
Connection programme) and other valleys<br />
• <strong>Lublin</strong> Revitalisation Programme in the version adopted by the City Council in 2008 with<br />
amendments.<br />
• long-term programme of cooperation with NGOs<br />
• Lubelskie Voivodeship Development Strategy and the Regional Operational Programme - Lubelskie<br />
Voivodeship for the years 2007 to 2013, and for the following programming period (2014-2020)<br />
• programmes of the Ministry of Culture intended for the support of cultural activities<br />
Considering the final shape of the strategy of cultural development, the strategy team submits a list<br />
of tasks/objectives to bring them up for discussion and requests comments and supplementary notes<br />
with proper justification:<br />

• to finish renovation of the Old Theatre, St Brigit Order convent (municipal Culture Centre) and other<br />
scheduled urban investments in 2011 and 2012; working out the “target’ working frames till 2014,<br />
and the programme for <strong>2016</strong> and 2017 (recommendations to governance)<br />
• to improve the “looks” of the Old Town and the surroundings (including Castle Square) as cultural<br />
space: managing the advertising and shop-signs policy, façade renovations (at the minimum), extra<br />
amenities in public spaces (benches, toilets, bus stops, etc.)<br />
• to prepare for the inscription of the historic part of <strong>Lublin</strong> on the UNESCO World Heritage List<br />

<strong>Lublin</strong>, for some commentators from the beginning a dark horse in the competition, did not rest on its laurels<br />
after the successful first round. It continues its hard battle for victory, what is well reflected by the city’s<br />
highest media exposure in the analysed time period. <strong>Lublin</strong> had also the highest number of positive<br />
articles published in the media.<br />

In the final stage of the competition for the title of the European Capital of Culture <strong>Lublin</strong> has proven<br />
that it can maintain not only the high interest of the media, but also the professional level of the debate.<br />
The city has the highest number of press articles concerning ECOC (what was confirmed by the reports<br />
prepared by the PRESS-SERVICE “COOLTURAL CITIES European Capital of Culture <strong>2016</strong>”)<br />
and enjoyed the biggest interest of the media (according to the research conducted by the Institute of<br />
Media Monitoring called “Competition for ECOC <strong>2016</strong>, what Happened in the Media after the Announcement<br />
of the Short List. Analysis of the Candidates’ Media Exposure on the Basis of Press, Radio<br />
and TV Publications”).<br />
Interest of <strong>Lublin</strong> media was reflected not only in the high number of both informative and analytical articles<br />
that were published. Journalist played an important role in the creation of <strong>Lublin</strong>’s application for<br />
the title of ECOC by encouraging their readers to take part in the discussion, quoting the comments that<br />
were posted on websites and initiating public debate. <strong>Lublin</strong> editorial team of Gazeta Wyborcza organized<br />
a series of open debates concerning the most important points of the city’s application: Remembering<br />
and Anticipation, City and its Region, Towards the East, Culture of Knowledge, Civic <strong>Lublin</strong>, inviting<br />
both members of the Culture 2020 Team and independent experts, some of whom are: Tomasz Pietrasiewicz<br />
(The “Grodzka Gate – NN Theatre” Centre, leader of the theme Remembering and Anticipation),<br />
prof. Monika Adamczyk-Garbowska (Head of the Department of Jewish Culture and History<br />
of MCSU), Grzegorz Kuprianowicz (President of <strong>Lublin</strong> Ukrainian Association), Tomasz Dostatni<br />
OP, Marcin Wroński (writer of retro detective novels about <strong>Lublin</strong>) and rev. Dariusz Chwastek (parish<br />
priest of the Evangelical Church of the Augsburg Confession in <strong>Lublin</strong>), dr Irina Lappo (expert in the<br />
field of theatre, MSCU), Ewa Kozdraj (President of the Association “For Earth” which conducts workshops<br />
for refugees), rev. Stefan Batruch (parish priest of the Greek Catholic Church in <strong>Lublin</strong>, organizer<br />
of the European Days of Neighbours), Andrzej Kokowski (archaeologist, MSCU), Jan Bernad (Artistic<br />
Director of the “Crossroads” Centre), Tadeusz Pałka (film director) Piotr Franaszek (Representative<br />
of the Local Self-government).<br />
“Afisz” Cultural TV Programme of the local public television used a similar format. Once a month the<br />
programme became a platform for discussions about the future of <strong>Lublin</strong> culture in the context of our<br />
participation in the competition for ECOC title. Some of the guests who took part in the TV discussion<br />
panels are: Jerzy Onuch (curator, Adam Mickiewicz Institute, New York), Roman Hankiewicz (art historian,<br />
Lviv Art Council “Dialogue”), Grzegorz Rzepecki (leader of the theme Towards the East, Director<br />
of the Workshops of Culture), Grzegorz Józefczuk (journalist, writes about cuture for Gazeta Wyborcza<br />
<strong>Lublin</strong>), Magdalena Kawa (political scientist, MSCU), Piotr Celiński (media theoretician, leader of the<br />
Culture of Knowledge studio), Andrzej Kokowski (archaeologist, MSCU), Włodzimierz Wysocki (Deputy<br />
Major of <strong>Lublin</strong>, Major’s Plenipotentiary for European Capital of Culture), Krzysztof Czyżewski<br />
(Artistic Director of the European Capital of Culture <strong>Lublin</strong> <strong>2016</strong> project, Karolina Rozwód (Director<br />

<strong>Lublin</strong> – New Opening<br />
We treat the European Capital of Culture as an open project and, therefore, we announced a call for<br />
projects, programs and ideas in December 2010. It turned out to be extremely popular and we received<br />
over 500 applications from <strong>Lublin</strong>, the region and Ukraine. They contribute to a real image of<br />
cultural needs of the citizens, present their vision of culture, and offer ideas and suggestions concerning<br />
cultural development in the next years. The applications inspired while we were working on the<br />
Capital of Culture program, themes, interdisciplinary projects, and educational paths for the years<br />
2011-2017. In order to properly use the great potential, <strong>Lublin</strong> <strong>2016</strong> Organization will establish Cultural<br />
Incubator that will support the cultural civil initiatives. The Festival of Civil Society comprising<br />
completed projects will be the culmination of the ECC event.<br />

The series of lectures and presentation of the best cultural practices in Europe have transformed<br />
into workshops and debates focusing on key issues of the <strong>Lublin</strong>’s application. These were,<br />
among others: <strong>Lublin</strong> 2.0, European networks of cooperation, partnership with Russia,<br />
organization of a key cultural event, and critical culture. The lectures have been delivered by<br />

What is the “Thinkery”?<br />
Tomas Venclova has recently published an article that points to the fact that our democracies lack Aristophanes’<br />
“thinkeries,” places for private and direct conversations that may inspire important projects.<br />
I have experienced this lack especially when I was working on the European Capital of Culture<br />
<strong>2016</strong> project.<br />

I am delighted that ECC team, Culture 2020 (the name points to the fact that our work will continue<br />
after <strong>2016</strong>), has been developing a longer perspective for <strong>Lublin</strong>, a long-term thinking strategy. Open<br />
and casual conversations generating new thoughts and ideas greatly support our efforts. We do not<br />
have a ready-made concept, we are open to fresh and bold ideas.<br />
The Thinkery that we have initiated in <strong>Lublin</strong> is a place open to people from different fields, generations,<br />
locations and communities. It invites artists, scholars, drivers, politicians, and businessmen who<br />
care about <strong>Lublin</strong>.<br />
The aim of the European Capital of Culture program is to transform <strong>Lublin</strong>, a city of rich heritage, interesting<br />
initiatives concerning cultural remembrance, into a city that cares about the future. The focus<br />
on the future is even more interesting now, since it is time to think about our dreams connected with<br />
the European Capital of Culture. Referring to the Seer of <strong>Lublin</strong>, we have in mind the Seeing <strong>Lublin</strong>, a<br />
city of future-oriented debates, a city where visionaries meet and anticipate things to come, where they<br />
talk about the future. Those matters are important to us and we are curious to see what will happen.<br />
This is how the Thinkery came into being.<br />

In November 2010, SPOKO Committee proposed its own experts’ programme, named Wszechnica<br />
Miejska [City Open University]. Thanks to the support of the City Office, the group invites specialists<br />
presenting good practices in the sphere grassroots and cultural activities. Given communities invite<br />
the guests and organize their visits, and the City has launched a special program to finance the<br />
City Open University.<br />

The aim of the Open City University is to promote good practices, effective solutions, to integrate different<br />
communities, as well as motivate them to succeed. In the future, also the residents of <strong>Lublin</strong><br />
and the region willing to share their experience and achievements, will have a chance to deliver lectures<br />
at the City University.<br />
Similar meetings concerning city-resident relations, an informal “open university,” have been taking<br />
place for a long time. However, it is worth to identify them as a separate, independent program for the<br />
citizens, to support it financially and invite everyone who is interested in taking part. The Open City<br />
University will go on as a City of <strong>Lublin</strong> programme, regardless of the results of ECC bid, as a project<br />
supporting cultural development strategy and the city’s development.<br />

Intercultural <strong>Lublin</strong><br />
Our first application mentioned <strong>Lublin</strong>’s model of intercultural dialogue. Taking into account geography<br />
of the <strong>2016</strong> programme, we would like develop and popularize it with our European partners. The<br />
work on the Second Application led to creation of the <strong>Lublin</strong> Charter of Intercultural Dialogue that,<br />
over the next few years, will be further elaborated, consulted with European communities, and systematically<br />
implemented in the ECC program. A formal signing of the Charter by all <strong>Lublin</strong>’s partners<br />
that have agreed to abide by its rules concerning development and nurturing of intercultural dialogue<br />
will take place in the Crown Tribunal in <strong>2016</strong>. At that time <strong>Lublin</strong> will be involved in the Areopagus<br />
of the Art of Dialogue and Intercultural Education project.<br />

<strong>Lublin</strong> Charter of Intercultural Dialogue.<br />
1. Limited Citizenship Rule - intercultural dialogue relies only partly on spectacular festivals and other<br />
large-scale events. Its main current can be found in everyday organic activities within communities,<br />
with a strong grassroots component that crosses national, religious and cultural borders. The<br />
authorities and grant giving organizations should support the main current, not individual events.<br />
2. Permanence Rule - cultural dialogue can be real and efficient only if it takes place over many years;<br />
the activities in this field should be long-term and continuos.<br />
3. Critical Culture Rule - intercultural dialogue cannot be based on cultivation of own memory and<br />
protection of own culture, but it should lead to creation of a critical culture that teaches self-distance,<br />
critical patriotism and empathy towards the Other.<br />
4. Good Memory Rule - intercultural dialogue, although is critical and needs to deal with painful,<br />
and often traumatic past, is also an art of excavating good memory, positive energy, and the need<br />
to approach the Other that are hidden in every person and nation.<br />
5. Dialogue as Craft Rule - intercultural dialogue is not innate, but has to be practiced like any other<br />
craft.<br />
6. Knowledge and Understanding Rule - intercultural dialogue is based on gaining knowledge about<br />
Others and on willingness to understand them; it cannot depend on whether Others do the same.<br />
7. The Reclaimed Past rule - the biggest obstacle to intercultural dialogue is not the past that is mythologized<br />
and full of conflicts, but the future taken away from people and societies; integration of<br />
multicultural community can be successful only if the members of a given community share the<br />
vision of the future.<br />
European Civil Society<br />
The challenges of today connected with multiculturalism and complicated borderlands in <strong>Lublin</strong> and<br />
the region have been undertaken mostly by active members of the civil society. If we take a close look<br />
at the initiatives that introduce real changes to Polish-Ukrainian relations or overcome the “memory<br />
wounds” between Jews and Poles, we will find out that most of those projects are not carried out by<br />
central authorities or European institutions. The driving force behind them are little municipalities,<br />
different parishes, associations, foundations, and schools. Reverend Stefan Bartuch and Marek Bem,<br />
the first people to overcome historical and cultural divisions, are representatives of such communities.<br />
Similar situation concerns intercultural dialogue that is becoming more and more important in the city.<br />
New competencies are being elaborated every day through work with local communities. They include<br />
such initiatives as Grodzka Gate Centre NN Theater that follows the tradition of alternative culture,<br />
or Homo Faber - a non-governmental organization. In <strong>Lublin</strong> activities and programs connected<br />
with multiculturalism and borderlands were not implemented by a formed and developed civil socie-<br />

ty. On the contrary, the forming of civil society in <strong>Lublin</strong> and the region has been influenced by the<br />
opposition to distorted and forgotten history, and by looking for ways to solve conflicts and to introduce<br />
new forms of coexistence.<br />
Intercultural<br />
<strong>Lublin</strong><br />
If one considers the fact that similar initiatives have been launched also outside Schengen, in Ukraine<br />
and Belarus, one will acknowledge that the activities undertaken by cultural and social movers and<br />
representatives of local government have contributed to creation of the European civil society. It originates<br />
from thousands of small, but rooted in the everyday life, bold and long-term transborder projects,<br />
bi- and trilateral partnerships, and interpersonal relations. The borderlands and establishment of<br />
intercultural dialogue create an European identity that is open to community, abides by human rights,<br />
and is able to oppose cultural unification.<br />
Other examples of implementation and promotion of <strong>Lublin</strong> Charter of Intercultural Dialogue:<br />
• movers of the European civil society, mentioned in the First or Second Application, have become<br />
part of the ECC team and co-creators of <strong>2016</strong> programme;<br />
• municipal and regional authorities will support activities in the field of multiculturalism according<br />
to the Charter, and they will focus on financing of grassroots and long-term projects;<br />
• the Centre for the Encounter of Cultures, dedicated to intercultural dialoge in art, education and<br />
science, will be open in <strong>Lublin</strong>;<br />
• European College of Cultural Studies that is being created as part of ECC program will conduct research<br />
and teach intercultural dialogue, one of the key competencies of a culture driver;<br />
• “Generation <strong>2016</strong>” project that prepares young generation to participate in the ECC programme is<br />
mostly based on getting to know the cultures of the borderlands, meetings with their representatives,<br />
travels, and integration projects;<br />
• multithreaded Critical Culture programme will reestablish space lost in the times of self-promotion<br />
and populism designated for thought and critical art;<br />
• The Seeing <strong>Lublin</strong> project will construct a platform for reclaiming, taming and getting to know the<br />
past in the city of remembrance; it will be a unique forum of visionaries whose debates will be accompanied<br />
by presentations of visionary art and markets of utopian social programmes.<br />

Open Lviv<br />
Lviv’s extraordinary history begins in 13th c. Thanks to its unique location on the East-West trails<br />
the city became a centre of East European trade. Exposed to European culture for half a millenium<br />
Lviv became a pearl of architecture, vivid centre of literature, handcraft and art. With the population<br />
of million citizens contemporary Lviv is regarded as a cultural and tourist capital of Ukraine. And it<br />
lies only 70 km from EU border.<br />
Inviting Lviv to contribute to the European Capital of Culture programme is not only the consequence<br />
of a long and multi-stranded policy of cooperation between both cities’ local governments, non-governmental<br />
organizations and artists, but also a model example of how the Eastern Partnership should work.<br />

For centuries, <strong>Lublin</strong> has been a gateway between west and east. Nowadays, thanks to the Eastern<br />
Partnership, it has become an active ambassador of the European Union beyond its eastern borders and<br />
also a representative of eastern European countries in the European Union. <strong>Lublin</strong>’s and Lviv’s ECC<br />
celebration will remind everyone that the countries of eastern Europe never really left the European<br />
community. This is why we have invited Lviv’s vibrant cultural community to join in our long-term<br />
preparations. Our joint <strong>2016</strong> programme encompasses artistic, educational and social initiatives which<br />
will take place simultaneously in <strong>Lublin</strong> and in Lviv. “Open Lviv” showcases the city’s offering while<br />
“L 2 : Empowering the Culture of <strong>Lublin</strong> and Lviv,” Lviv’s artistic invasion of <strong>Lublin</strong>, is described in<br />
“Europa’s Journey to the East.”<br />
The “Open Lviv” project is the outcome of long and intense cooperation between Lviv’s and <strong>Lublin</strong>’s<br />
cultural communities, which has so far resulted in such projects as “L2: Empowering the Culture of<br />
<strong>Lublin</strong> and Lviv,” “The Power of Art,” “Ukrainian Zriz,” “The Current Art Week,” and “Fortmission.”<br />
They have all created a space of authentic dialogue between creative communities,<br />
institutions, and residents of both cities, while in the process changing the two nations’ perception of<br />
each other. Lviv is <strong>Lublin</strong>’s strategic partner in the programming work and the process of preparation<br />
for the ECC. The training of culture and EU cultural policy managers has been an integral part of the<br />
cultural exchange. Roman Hankewicz and Iryna Magdysz, Ukrainian managers and producers invited<br />
for long-term residencies, have observed the work of <strong>Lublin</strong>’s Culture 2020 team and relayed the ECC<br />
knowhow to Lviv’s cultural institutions.<br />
To prepare a project meeting European standards and to engage their residents, the Lviv community<br />
has founded a consortium of key culture operators: the local government, cultural institutions,<br />
non-governmental organizations, and private individuals. The consortium has analysed the current<br />
situation of Lviv’s institutional and noninstitutional culture and, on the basis of the ECC criteria and<br />
guidelines, has prepared a cultura development strategy for the city. The process has been dynamic,<br />
with unprecedented interest from cultural communities. The consortium has elected the “Dialogue”<br />
Lviv Artistic Council with 60 members. The council continues to work on the cultural development<br />
and communication strategy, support the growth of civil society, and monitor the process of change<br />
through culture. No earlier project in Lviv has resonated socially with such force or so consolidated<br />
the cultural community around shared goals. Once initiated, these changes cannot be undone.<br />
In response to the problems identified, the “Dialogue” Lviv Artistic Council has inspired numerous<br />
artistic, educational and social projects, focusing on showcasing contemporary culture, which by<br />
dissociating itself from the totalitarian heritage seeks to show Ukraine’s new face and its European<br />
aspirations. Three key project types planned for September <strong>2016</strong> have been identified: framework,<br />
strategic and individual projects.<br />

Despite the fact the Open Lviv <strong>2016</strong> project is considered to be only a sort of a “facultative<br />
rehearsal” to try the readiness of the city’s participation in the European Capital of Culture 2020<br />
contest, the organizers apprehended it seriously and tried to develop an accomplished program of<br />
events that could cover not only one month but the whole year.<br />

The Open Lviv <strong>2016</strong> program was elaborated in accordance with the basic slogan “Lviv - The City of<br />
Dialogue”. Our goal is to create an integrated program of events to reflect the ideas and goals identified<br />
in the Chapter 1 and to interrelate all events according to the determined slogan.<br />
A Dialog shall be a fundamental concept of the project Open Lviv <strong>2016</strong>.<br />
On the assumption of our main aims, ie., to initiate, to develop and to create conditions for an advanced<br />
European dialogue in art, education and society at local, regional and international levels – the program<br />
highlights the events and actions promoting debates and discussions, exchange of opinions and experiences.<br />
The city of Lviv is a perfect place for such discourses.<br />
The Open Lviv <strong>2016</strong> is a topical moment to launch the initiation of new models, processes and solutions<br />
in the field of culture. We consider the notion of a Dialogue as:<br />
• search for new social innovations;<br />
• implementation of projects related to the encouragement of social dialogue as an effective means<br />
for the successful development of Ukrainian civil society able to participate in discussions;<br />
• -creation of friendly medium for communication and socio-cultural platform to exchange views<br />
and ideas.<br />
Dialogue: Art<br />
Lviv is a city that always has been promoting avant-garde, experimental and innovative directions of<br />
visual, theatrical, literature and musical arts. Our city is recognized as a cradle of an unique schools of<br />
abstract painting, performances, installations, contemporary drama and contemporary classical music.<br />
It is the place where first jazz and rock bands evolved. Lviv citizens are open to accept new trends and<br />
experiments in art. The Dialogue in arts is based on the projects that represent new model of participation<br />
in culture concentrated on active participation in cultural consumption. And in the same time it<br />
is based on projects that present new communication model and actively involve consumers/recipients<br />
of cultural product.<br />
Dialogue: Society<br />
On the assumption of the statement that culture is a component and a means of identification, our<br />
program is going to include local socio-cultural events focused on the presentation of succession of<br />
traditions inherent in multicultural community. Some projects are aimed at building confidence and<br />
constructive cooperation between both traditional and new ethnic, religious communities, as far as they<br />
are modeling an image of a modern multicultural city in the context of the unique established traditions<br />
of tolerant coexistence of different peoples and cultures in our city and the region.<br />
Dialogue: Education<br />
We do realize that art has considerable potency to develop the ability of critical and analytical thinking,<br />
therefore we emphasize the importance of educational projects. The important aspect in the implementation<br />
of these projects is the conduction of master classes, workshops, thematic conferences, lectures<br />

and seminars. To our mind, the process of implementation itself should intensify local community (civil<br />
society). We consider cultural and art projects involved in public life to be those factors that foster its<br />
openness and democratization. Thus, we could achieve main goals – to reveal the importance of culture<br />
in civil society/culture of public field; to intensify cultural environment.<br />

Dialogue: Local Level<br />
City for its citizens. The projects involved in the context of that dialogue set the goal to refine the quality<br />
of cultural life in the city environment and at the same time, to provoke the depressurization of sociocultural<br />
institutions and their initiatives. One more urgent task is the decentralization and reforming<br />
of cultural governance and management at the municipal level. We anticipate more public initiatives<br />
and less impact of specialized structures.<br />
Dialogue: Regional Level<br />
We regard the projects carried at the level of a regional dialogue to be joint projects of collaboration<br />
between districts, regions and cities of Ukraine. These projects are related to multiculturalism and<br />
integration of local communities in the cultural abundance of their regions, as well as the presentation<br />
of their own cultural acquisitions. These are projects that on one hand, determine our own self-identity<br />
and on the other - emphasize the common models of the development of culture strategy in Ukraine.<br />
Dialogue: European Dimension<br />
Our aim is to enforce cooperation between Ukraine and EU countries, as well as with the world community<br />
in all fields of culture. Thus, most frame and individual projects focused on international cooperation<br />
and involve partners from international networks and cultural associations and institutions.<br />
We consider ourselves to be the Europeans and seek to highlight the common European values for our<br />
neighbors - countries of the Eastern Partnership. Within the Open Lviv <strong>2016</strong><strong>2016</strong> in Lviv project we<br />
intend to implement projects based on intercultural dialogue and promotion of liberal and democratic<br />
ideas.<br />
Main events of the Open Lviv <strong>2016</strong>.<br />
The structure of the Open Lviv <strong>2016</strong> consists of three main types of projects:<br />
• - framework projects;<br />
• - strategic projects of local self-government and government authorities;<br />
• - individual projects.<br />
FRAMEWORK PROJECTS<br />
We regard as framework projects as wide-ranging, annual events and festivals that correspond to proposed<br />
structure of cultural dialogues in art, society and education. Speaking of framework projects,<br />
for instance in art, we mean the whole stratum of cultural and artistic activities, ie.: visual arts, music,<br />
literature, theater, media art etc. The same concerns other types of dialogues. Social dialogue is defined<br />
by framework projects aimed at one of two priority criteria - “City and Citizens”. These shall be<br />
the projects engaging the city’s community in the process of implementation of the events within the<br />
Open Lviv <strong>2016</strong> events. There is a list of some special framework projects of key importance below,<br />
in holding the Open Lviv <strong>2016</strong>.<br />

Tyzhden/Week of Contemporary Art is one of the most important and most anticipated events in the<br />
field of contemporary art in Ukraine. From the very start its initiative was set up to develop some special<br />
space for creating, generating and searching for innovative tendencies in art and to present them to the<br />
Ukrainian audience. The Tyzhden is an attempt to bring together the artists of different countries and<br />
different generations involved in contemporary art in one area and at one time. The offer of the Festival<br />
includes numerous presentations of art projects, exhibitions, installations, performances, happenings,<br />
media art, contemporary theater dance shown all over the city. An important integral education-directed<br />
part of the event includes master classes conducted by prominent European artists, lectures, presentations,<br />
discussions on the history, theory, analysis of contemporary art.<br />

The Projects conducted within the Tyzhden/Week of Contemporary Art:<br />
The MediaDepo Media Art Festiaval<br />
The MediaDepo project was launched in 2008 as an integral part of the Tyzhden and at the same time,<br />
as a quite self-sufficient event. Each year the festival presents the best works of leading international<br />
media art festivals - video art and artistic animation, short films and hybrid or interactive media,<br />
experimental electronic music, etc. The MediaDepo is a virtual platform for the development of contemporary<br />
art and culture.<br />
Days of Performance Art and the School of Performance.<br />
The project was established in 2006 by the Polish Institute in Kyiv and in 2008 it was joined by two<br />
Lviv institutions, the Dzyga Art Association and the Institute of Contemporary Art. Since then, it is a<br />
cogent block within the Tyzhden/Week of Contemporary Art. Nowadays the Days of Performance Art<br />
is an annual festival including the School of Performance, meetings with artists, lectures, video screenings<br />
and, of course, performances represented by prominent and well-known masters and younger<br />
generation of performers. The artists from Ukraine, Poland, Lithuania, Belarus, Israel, Austria and<br />
Switzerland were invited to take part in The Days of Performance Art in Lviv. The School of Performance<br />
was introduced in 2008 as an educational part of the Days of Performance Art. The head and<br />
brains behind it - Janusz Baldyga, one of the most authoritative Polish performers. The School offer<br />
includes lectures given by known European theorists of performance. The School is of great interest<br />
among the students from all over the country, because performance as a artistic education discipline<br />
is not included into Ukrainian art education institutions’ programs. The School is free of charge for<br />
all willing to participate. The School graduates are assisted and encouraged to demonstrate their own<br />
performance projects. It is attended annually by over 40 students from different cities of Ukraine: Lviv,<br />
Uzhgorod, Odessa, Kharkiv, Kyiv.<br />
Funland, Funartia - Festival of Subcultures<br />

Place: Lviv and its suburbs, city of Zhovkva<br />
Funland/Fanland is a symbolic country inhabited by “fun/fan-ethnos” and united by “fun/<br />
fan artia” idea. The project is going to be launched in 2012 during the European Football Championship<br />
2012. The project goal is to build the European Cultural Stadium with the aim to involve<br />
football buffs into cultural “matches”. Currently the project is elaborating its own myth<br />
including history, geography, “ideology and theology”, bestiary, fonts, slogans, emblems, etc. The<br />

project will also involve master classes, round tables and plein-airs to define the common points<br />
of contact between subcultures and art community. As a result, we expect unordinary “joint”<br />
projects to be presented within the Euro 2012, and then – as a festival within the Open Lviv <strong>2016</strong><br />

The International Book Publishers’ Forum in Lviv was founded in 1994. Nowadays it is the most<br />
important intellectual and cultural event in Ukraine. According to the Decree of President of Ukraine<br />
it was granted national status for a significant contribution into the development of Ukrainian culture<br />
and education. At the turn of 1994 – 2010 the Forum has been attended by over 600 000 visitors, it has<br />
held 2535 cultural actions and events and has issued over 4800 publications. Main events of the Forum<br />
are the Lviv Book Fair (since 1994), the Ukrainian Competition for Best Book (since 1994), Business<br />
Forum (since 2007) and Library Forum (since 2010). Its main goal is the development of libraries and<br />
their transformation into cultural and information centers.<br />

International Literary Festival<br />
The International Literary Festival is an annual cultural event started in 1997. Since 2001 the festival<br />
has been involving foreign participants and since 2006 it has become an integral and indispensable part<br />
of the Forum of Publishers in Lviv. It is the largest and unique international literary festival in Ukraine.<br />
The Festival attracts writers, poets, artists, cultural figures, scientists, journalists, translators, literary<br />
and art critics from Ukraine and from abroad. Totally, it has involved 454 participants from Ukraine<br />
and 30 countries around the world.<br />
International Theatre Festival<br />

Zolotyj Lev/Golden Lion International Theatre Festival<br />
The Zolotyj Lev Festival is not just a festival but an European theatrical tradition and one of the most<br />
prestigious theatre forums of Ukraine. The slogan of the Festival is “Classics through the eyes of experiment!”<br />
It was founded in our city back in 1989. The festival’s traditional venue is the Lviv Academic<br />
Spiritual Theater Voskresinnia but it traditionally also slips over onto the streets and squares and reigns<br />
there, turning the whole city into a masquerade and creating a feeling of a true carnival. The Festival<br />
has a national status. Besides, it is a member of the IETM and the Association of International Festivals<br />
(IFEA). It has involved over 2500 actors, directors, theatre critics frоm Austria, Belgium, Belarus,<br />
Bulgaria, Netherlands, Georgia, Great Britain, Estonia, Turkmenistan, Latvia, Lithuania, Kyrgyzstan,<br />
Moldova, Germany, Poland, Russia, Romania, Serbia, Slovakia, USA, Hungary, France, and Ukraine.<br />
Improteatr Project<br />
The Improteatr is an innovative and extremely important project addressed mainly to children and<br />
teenagers. The lack of an adequate repertoire to meet their interests and demands leads to the situation<br />
when theater today is gradually losing its young audience. The last one will inevitably cause the decline<br />
of theatrical and literary traditions/culture within teens and children. The Improteatr is an interactive<br />

communication with a reader/listener/viewer that involves talented young actors, poets, writers addressing<br />
their narratives towards children and youth. The playwrights will be attracted to performances<br />
as well. The project is intended to carry on its educational mission through literary contests, meetings<br />
with authors, illustrators, psychologists and mobile theater teams, thus able to create “theatre” within<br />
the territory/area of teenagers (schools, streets, parks, clubs).<br />

International Festival of Contemporary Classical Music<br />
“Kontrasty/Contrasts”<br />

An annual event established in 1994, the International Festival of Contemporary Classical Music Kontrasty/Contrasts<br />
started in 1995. The Festival is organized by the Lviv Branch of National Union of<br />
Composers of Ukraine and the Centre for International Cultural Initiatives in Lviv, in cooperation with<br />
the Lviv Philharmonic Society and the State Music Academy of M. Lysenko in Lviv. Festival always<br />
has been supported by Lviv regional administration, embassies of foreign countries and various cultural<br />
foundations in Ukraine and EU. The concept of the Festival is based on the aspiration to representthe<br />
contemporary Ukrainian music in the context of world culture. The program includes compositions by<br />
several generations of Ukrainian composers. The music of Eastern and Central Europe is the focus of<br />
attention. An important part of the Festival’s program includes the classical masterpieces of the 20 th<br />
century. Each year many compositions are premiered (either in Ukraine or worldwide) at the concerts<br />
of the Festival.<br />
Projects within the International Festival of Contemporary Classical Music Kontrasty/Contrasts.<br />
• Born in Lviv project (in collaboration with the Center for Urban History of Central and Eastern<br />
Europe). This project means the search for composers and musicians/performers who at different<br />
times and in different ways were connected with Lviv or Galicia.<br />
• New Generation and New Music project (in collaboration with the State Music Academy of M.<br />
Lysenko in Lviv). The project is aimed to breed and cherish a new generation of composers, performers<br />
and listeners of contemporary music through improvement of curricula, promotion of<br />
contemporary music, creating a sort of “fashion” to perform and to listen to music reflecting the<br />
latest trends of the world and European classical music.<br />
• In Touch With World Community project. The project is designated to include International Festival<br />
of Contemporary Classical Music Kontrasty/Contrasts into common musical projects, shared<br />
information space of European and global contemporary music festivals network by means of joint<br />
music projects and information space.<br />
KinoLev - International Independent Film Festival<br />

This project brings together film fans and filmmakers from different countries to Lviv - a multicultural<br />
capital with established traditions. The KinoLev offer an open, independent competition programs, presentations<br />
and meetings, premiers and retrospective shows and exhibitions. Traditional festival themes<br />
are “Young Cinema”, “Opinions of Ukraine and Ukrainians in the World”, “The Festival of Festivals”,<br />
“Silent Movie Classics”, and “The Best Ukrainian Movie Translation”. The main criterion of the film<br />
selection for the festival is an independent view of young film makers’ upon the world challenges. Each<br />

year the Festival used to “elect” its symbolic patron, one of the renown classics of European cinema<br />
(e.g., Federico Fellini, Francois Trufo, Sergei Paradjanov, Krzysztof Kislovskyy etc.).<br />

LOCAL SELF-GOVERNMENT AND STATE GOVERNMENT PROJECTS<br />
These are state regional programs supported by the Ministry of Culture and Tourism of Ukraine, Ministry<br />
of Education, Youth and Sports of Ukraine and local authorities with the aid of international grant<br />
programs. Within the program of the Open Lviv <strong>2016</strong> we intend to implement three strategic projects,<br />
which are necessary for qualitative changes in the cultural field of the city and region.<br />
Library 2017 Project<br />

The project aims to transform public libraries into the key basis of regional culture infrastructure. We<br />
believe libraries have to become information and communication centers, important cores to enhance<br />
cultural development of local communities. The urgent tasks are: to update and upgrade human resources,<br />
financial and technical positions of libraries. There are over 1000 libraries in Lviv region, most<br />
of them are located in rural areas. Thus, the problem becomes particularly complex and expensive and<br />
requires the involvement of both local and state budgets and international funds and organizations. To<br />
meet these needs we are determined to introduce within the context of the Open Lviv <strong>2016</strong> project special<br />
state regional program “Library-2017”. The program is open for any municipal or regional library.<br />
It will be coordinated by a non-profit institution, specially created for that purposes. The problem of<br />
expansion and upgrading library facilities, as well as the restructuring of the library system is of the<br />
local authorities competence.<br />
Museum and Pedagogy<br />

The Lviv city and regional museums have hard-crusted problems that are based on their conservative<br />
style of activity that keeps visitors and especially children at a critically unacceptable distance from art.<br />
The project is striving for the revitalization of museums as living and attractive places/areas for young<br />
people to get knowledge and to entertain. In our mind one of the museum’s mission is to complement<br />
emotionally and aesthetically the education processes. The project is addressed to preschool children,<br />
seniors and people with disabilities.<br />
Distance Learning - Culture & Art History<br />

School education in Ukraine is lopsidedly focused on physical sciences, ie., computer science, mathematics,<br />
physics, chemistry and social sciences at the expense of art, ethics, aesthetics, in short everything<br />
that is related to culture. As a result young people, already generations of them, are unable<br />
to perceive art, neither classical nor contemporary one. One of the urgent problems is also the lack of<br />
adequately trained teachers able to teach the history of culture and art at a proper level using interesting<br />
methodology and modern technology.<br />

The Open Lviv <strong>2016</strong> program is based on multidimensional initiatives - not only art, but also educational,<br />
business, tourism or even sports ones, ie those that can disclose any level of the Dialogue.<br />
Therefore during the selection process, we pay particular attention to innovative, multidimensional and<br />
interdisciplinary projects. We collected more than 70 various individual projects and 40 of them were<br />
selected to be included into the program of the event. There is a list of the most important individual<br />
projects which will play important role.<br />

Preserving Human Stories as Cultural Heritage (Transforming<br />
human stories into cultural and historical heritage)<br />

Creating evolving, collaborative and sustainable movements translating human stories into historical,<br />
cultural and learning materials for exhibitions, research repositories, archives and online objects will<br />
enable to transform recent history into material heritage. Combing collaborative technologies, intelligent<br />
systems, methodologies for analysis of rich media materials, off- and on-line tools, the project will<br />
aim to create multi-modal blended environment system for transforming human stories into cultural<br />
and historical heritage and explore ways in exploiting such heritage in cultural tourism development<br />
efforts. The project has potential to create jobs locally in most needed places in Europe, build upon<br />
rich cultural heritage that is not tangible (not based on material artifacts). Results of the project could<br />
be integrated into local and national tourism services inviting prospective tourists to check the stories<br />
and immerse into the region before coming there (could be combined with the cheap paid-by-creditcard<br />

EL Camino - VIA REGIA<br />

Via Regia - it’s a road from Kyiv to Paris and then to Santiago, known to European history as the<br />
Royal Road, a trade route of vital importance during medieval times. It was considered as the basis for<br />
political, economic and cultural unity between East and West. In the 20 th century that union had been<br />
neglected in the whirlpool of political and ideological conflicts. In the 21 st century the VIA REGIA<br />
is recognized to be the symbol of unity and integration of Europe. Therefore, the purpose of the L<br />
Camino - Via Regia project is also the actualization of spiritual principles of that unity. The initiative to<br />
hold that project in collaboration with three cultural capitals, <strong>Lublin</strong>, Lviv and one of the Spanish cities,<br />
seems to be symbolic. The project is going to involve artists, musicians, actors of different nationalities<br />
to hold common actions, thus laying a solid foundation for the further development of cooperation.<br />
The Doors that Do Really Exist<br />

Its a long-term project uniting artists from Ukraine, Belarus, Georgia, Russia, Poland, Germany, Austria,<br />
Spain and other European countries, and displaying different views concerning contemporary<br />
Europe and attitudes to the visa system between Eastern and Western Europe by means of poetry,<br />
music, paintings and short films. The conduction of plein airs, presentations, master classes and art<br />
workshops will involve small border towns, railway stations and airports of Ukraine, Poland and Spain.<br />
Art means not only a reflection of the world but it’s a self-cognition as well. The Project will result<br />

in the releasing of the East-West: Open Doors, Open Border an impressive multimedia compilation.<br />
Art is the best path to get knowledge of other nations and art is various. That’s why by means of art<br />
we are trying to open the door to Europe and in the same time Europe can open the door to us. Those<br />
doors that do really exist between Western and Eastern Europe. Let’s open them and see our eternal<br />
endeavor: we are in Europe and Europe is within us.<br />

1. GENERAL STATEMENTS.<br />
1.1. Lviv Municipal Public Organization “Art Council ‘Dialogue’”, is a local, unprofitable, independent,<br />
voluntarily public organization, that carries out the activity on democratic principles in accordance with<br />
Constitution of Ukraine, Law of Ukraine “About the associations of citizens”, other laws of Ukraine<br />
and on the basis of this charter.<br />
Organization operates on principles of voluntarily, mutual interests, equality of rights, mutual respect<br />
of its members, self-government, collectivity, legality and informative openness.<br />
1.2. The Organization acquires status of legal entity from the moment of registration in order set by<br />
the current legislation, owns its private property, has independent balance and accounts in banks; has<br />
printing layouts, stamps, letter forms with the name, logos and other own symbolics, the standards of<br />
that become firmly established in this Charter.<br />
1.3. Official name of the Organization:<br />
Complete name in English: Lviv Municipal Рublіс Organization “Art Council ‘Dialogue’”.<br />
Short name in English: LMPO “Art Council ‘Dialogue’”.<br />
Territory of activity of the Organization is city of Lviv, Ukraine.<br />
2. AIMS, TASKS AND ACTIVITIES OF THE ORGANIZATION<br />
2.1. The aim of creation and activity of the Organization is an association of citizens on a voluntary basis<br />
to protect social, economic and cultural interests of its members, realization of educational, cultural<br />
and enlightening activity to establish the democratic civil society in Ukraine, realization of activities<br />
in the field of development of culture and education in Lviv, Lviv region and in Ukraine.<br />
2.2. Tasks of the Organization and realizations of activities are directed toward such basic directions:<br />
• development of culture and education in Lviv and in Ukraine ;<br />
• activation of cultural and artistic environment of Lviv;<br />
• assistance to cross-cultural communication and informing of Lviv about the most actual tendencies<br />
of modern art and culture in the world;<br />
• realization of the project “European Capital of Culture <strong>Lublin</strong>/Ukraine <strong>2016</strong>”;<br />
• realization of the project “Lviv - City of Dialogue 2011-2020”;<br />
• development of education and culture, enlightening activity, implementation of the programs related<br />
to the increase of social, economic and legal status of members and other unprofitable organizations;<br />
• increase of professional qualification of the members and other unprofitable organizations;<br />
• development of publishing business, mass and informative infrastructure medias;<br />
• providing services, consultations, realization of the seminars, conferences and symposiums, related<br />
to the basic problems of the development of culture and education in Lviv and in Ukraine;<br />
• charitable and financial support of other unprofitable organizations, that participate in projects and<br />
programs related to the development of democratic civil society;<br />

2.3. The Organization shall achieve its tasks and fulfill its activities through the following means:<br />
• organization and realization of art projects in public environment of the city: festivals, forums,<br />
exhibitions and other forms of representation of the modern culture;<br />
• organization of the educational seminars, discussions, conferences, round tables, lectures related to<br />
the questions of development of culture, education and society;<br />
• engagement of the public into the process of creation of culture and art in Lviv and in Ukraine.<br />

LEGAL STATUS OF THE ORGANIZATION<br />
3.1. Organization has local status, and its activity covers territory of Lviv and its suburbs.<br />
3.2. Organization is created for general realization of the rights and freedoms of the the citizens, does<br />
not have the aim of commercial or profit activity and operates on the basis of voluntarily, equality of<br />
rights of its members, self-government, legality, self-sustainability and publicity.<br />
3.3. The state is not liable for obligations undertaken by the Organization, nor is the Organization liable<br />
for obligations undertaken by the state, nor by its own members, nor by corporations founded by<br />
the Organization.<br />
3.4. The Organization may enter freely into relations with other community organizations and may<br />
draw up agreements of co-operation and mutual assistance with them.<br />
3.5. Organization uses rights and privileges of public organization, foreseen by the current legislation<br />
of Ukraine.<br />
