Water maker <strong>and</strong> water guard, which are tablets used to dis<strong>in</strong>fect water, were distributed to some flood<br />

affected areas. The distribution of the dis<strong>in</strong>fectant tablets did not cover all affected areas due to<br />

<strong>in</strong>accessibility <strong>and</strong> <strong>in</strong>adequate tablets (<strong>in</strong>terviewee 12). The dis<strong>in</strong>fection was however restricted to only<br />

dr<strong>in</strong>k<strong>in</strong>g water; it did not take <strong>in</strong>to account other domestic uses such cook<strong>in</strong>g <strong>and</strong> bath<strong>in</strong>g (<strong>in</strong>terviewee<br />

12). Water makers <strong>and</strong> guard was donated by UNICEF.<br />

The flood-displaced people were forced to stay <strong>in</strong> temporary shelters such as schools <strong>and</strong> farm tra<strong>in</strong><strong>in</strong>g<br />

centers. But these shelters lack basic sanitation facilities such as latr<strong>in</strong>e <strong>and</strong> solid waste disposal<br />

conta<strong>in</strong>ers. In response to this, there were some efforts by environmental health department <strong>and</strong><br />

UNICEF to provide these people with the basic sanitation facilities. UNICEF also provided some soaps,<br />

pots, plastic plates <strong>and</strong> blanket but it was not enough for all displaced people (<strong>in</strong>terviewee 12). The<br />

sanitation situation was worsened by overcrowd<strong>in</strong>g. The displaced people were liv<strong>in</strong>g <strong>in</strong> overcrowded<br />

situations that aggravated the transmission of contagious disease (<strong>in</strong>terviewee 4).<br />

3.6 Recovery<br />

Recovery efforts subsequent to flood<strong>in</strong>g have been made <strong>in</strong> three ma<strong>in</strong> areas: rehabilitation of damaged<br />

water sources, psychological rehabilitation, <strong>and</strong> boost<strong>in</strong>g food security with<strong>in</strong> flood affected<br />

communities. In the first <strong>in</strong>stance, the focus has been to locate reservoirs <strong>and</strong> water sources at higher<br />

altitudes <strong>in</strong> anticipation of future hazards. Despite this effort, the allocated budget for the <strong>region</strong> does<br />

not allow them to <strong>in</strong>crease the safe water supply coverage of the <strong>region</strong> (<strong>in</strong>terview 6). In the second<br />

<strong>in</strong>stance, the thrust of recovery efforts centre on the provision of improved seeds <strong>and</strong> agricultural <strong>in</strong>puts<br />

to victims (<strong>in</strong>terviewee 5). Most farmers have little or no livelihood diversification. Therefore it is<br />

imperative that they are educated to embrace <strong>in</strong>come diversification <strong>in</strong> order to spread their risks<br />

(<strong>in</strong>terviewee 13& 14). In the third <strong>in</strong>stance Psychological rehabilitation has generally been pursued by<br />

churches such as Eastern <strong>Gambella</strong> church, which ma<strong>in</strong>ly provides spiritual support to flood victims<br />

(<strong>in</strong>terviewee 11).<br />
